Slik forholdet til Sovjetunionen historisk har vært avgjørende for utformingen av norsk nordområdepolitikk, står forholdet til Russland sentralt også i dag. Artikkelen drøfter tre aspekter ved sikkerhetspolitikkens plass i norsk syn på nordområdene og i norsk nordområdepolitikk etter årtusenskiftet. I første del ser vi overordnet på sammenhengen mellom norsk sikkerhetspolitikk og norsk nordområdepolitikk de siste tjue årene. I andre del analyserer vi russiske perspektiver på sikkerhet Arktis og forholdet til Norge, før vi i siste del tar for oss tillitsskapende samarbeid på det militære området mellom Norge og Russland ved å gi en analyse av hva som karakteriserer den bilaterale Incidents at Sea-avtalen (INCSEA).
Abstract in English:Between Heat Wave and Ice Front: The High North, Security and Great Power PoliticsAs the relationship with the Soviet Union historically was decisive for the development of Norwegian policy towards the European Arctic, the High North, relations with Russia remain a core concern also today. This article analyses three aspects of the significance of security policy in the Norwegian view of the High North in general and in Norwegian High North policy in particular after the turn of the millennium. In the first part, we assess the relationship between Norwegian security policy and High North policy in the last twenty years. The second part examines Russian perspectives on the Arctic and relations with Norway. The third and final analysis assesses the bilateral Incidents at Sea (INCSEA) agreement as part of Russian-Norwegian military confidence building measures.

Den här artikeln identifierar och analyserar tre olika reaktioner, i artikeln benämnda »strategisk respons», på amerikansk strategisk återhållsamhet sedan 2017 och mot bakgrund av Brexit: »Liberal övervintring», »Ett starkare Europa» och »En bredare koalition». Analysen kopplar strategisk respons, strategiskt aktörskap och strategisk autonomi och leder till två slutsatser: För det första att Brexit snararare har gynnat än hindrat det europeiska säkerhets- och försvarssamarbetet, såväl inom ramen för EU som mellan EU och stater som står utanför EU, däribland Storbritannien. För det andra att den framväxande säkerhetsordningen innebär nya och annorlunda förutsättningar för det säkerhets- och försvarspolitiska samarbetet i Europa, inte minst i Norden.
Abstract in English:American Strategic Restraint and European Strategic Response: Three Forms of Strategic Response Post-BrexitThis paper describes and analyses three types of European strategic response since the year 2017 by European governments and the EU in response to US strategic restraint and conditioned by Brexit. The three types of response we label "liberal wintering", "a stronger Europe" and "a broader coalition". The paper links strategic response to strategic agency and strategic autonomy leading on to two main conclusions: First, that Brexit has done more to promote than to restrain the development of European common security and defence, both within the EU and when involving nations outside of the EU, such as the UK. Second, that the new broader European security and defence structures open the door to new forms of cooperation, for example between the Nordic countries.

Covid-19-pandemien har tydeliggjort hvordan grensekryssende helse-trusler har samfunnsmessige konsekvenser. Epidemier ute av kontroll og andre ikke-kontrollerte grensekryssende helsetrusler kan sees som trusler mot fred og sikkerhet. Slike helsekriser kan ha store negative konsekvenser på helse, sosiale forhold og økonomisk utvikling, og har derfor potensiale for å bli både lokale, regionale og globale sikkerhetskriser. Stor ulikhet i tilgang til virkemidler for å kunne håndtere en helsekrise – eksempelvis medisinske mottiltak som vaksiner, legemidler og diagnostikk – kan skape eller forverre ustabilitet og være en sikkerhetsutfordring i seg selv. Med fokus på erfaringer fra covid-19-pandemien vektlegger vi i denne artikkelen global helsesikkerhet som et globalt fellesgode. En økende interesse for grensekryssende helsetrusler i FNs sikkerhetsråd gir muligheter og handlingsrom, men utfordrer også hvordan helsetrusler tolkes og tilnærminger til den internasjonale responsen.
Abstract in English:Outbreaks with Cross-border Potential and the UN Security CouncilThe Covid-19 pandemic has highlighted how outbreaks with cross-border potential have broader macroeconomic consequences. Uncontrolled epidemics and other uncontrolled outbreaks with cross-border potential can be seen as threats to peace and security. Such health crises can have severe consequences for health, social conditions and economic development, and have the potential to impact local, regional and global security. Inequality in access to medical countermeasures, such as vaccines, medicines and diagnostics, can impact or exacerbate instability and be a security threat in itself. Using lessons learned from the covid-19 pandemic, this article emphasizes global health security as a global public good. Increasing interest in outbreaks with cross-border potential in the UN Security Council might open windows of opportunity, but also challenges how global health threats are understood and the international responses to such outbreaks.
Ukrainekrisen har forstyrret det ellers velfungerende samarbejde i Arktis, og det er blevet vanskeligere at samarbejde om både militære, diplomatiske og økonomiske forhold. Dog er krisens betydning mere begrænset, end man kunne have frygtet. Ruslands vigtige interesse i arktisk olie og gas gør, at Moskva har ført en mindre aggressiv politik i det høje nord. I stedet er det særligt Vesten, der har bragt krisen til polarregionen ved at inddrage regionen i sine sanktionspakker, og det kan betyde, at Rusland skifter kurs i fremtiden. I så fald vil Rusland ikke søge en direkte militær konfrontation, men i stedet udnytte politiske svagheder i den vestlige alliance ved hjælp af provokationer, obstruktion af samarbejde og suverænitetskrænkelser. Rigsfællesskabet bør fortsætte sin samarbejdsorienterede politik i Arktis. Praktisk samarbejde og åbne kommunikationskanaler til Moskva vil gøre det muligt at afspænde situationen og undgå, at misforståelser og enkeltstående episoder fører til en unødig eskalering. Samtidig bør Rigsfællesskabet dog forberede sig på, at Rusland kan skifte kurs i Arktis i det omfang, at disse forberedelser ikke underminerer den samarbejdsorienterede politik. ; The Ukraine crisis has made it more difficult to cooperate over military, diplomatic, and economic matters in the Arctic, but the impact of the crisis is less severe than it could have been. Oil and gas exploration and exploitation in the Arctic is central to Russia's grand strategy and it makes Russia more dependent on the other states in the Arctic, and thus more prone to cooperate in the region. Instead, it is mainly the West that has brought the crisis to the High North by including the region in its sanction packages. It may become rational for Russia to change to a more aggressive course in the Arctic. Russia will not seek a military confrontation in that case, but will instead exploit political weaknesses in the Western alliance through provocations, obstructions of cooperation, and violations of sovereignty. The Kingdom of Denmark (Denmark, the Faeroe Islands, and Greenland) should continue its cooperation-oriented policy in the Arctic. Practical cooperation and open channels of communication enable Denmark and the Western states to lower tensions and to avoid that a single incident or misunderstanding escalates the situation. The Kingdom of Denmark should concurrently prepare for how to handle a more assertive Russia in the Arctic, insofar as these preparations do not undermine its cooperation-oriented policy in the High North.

Global helse har stått sentralt i norsk utenriks-, utviklings- og helsepolitikk i en årrekke. Norge er anerkjent som en synlig aktør på global helse gjennom vesentlige finansielle bidrag, men også som en aktør som har bidratt til etablering av nye institusjoner og mekanismer som vaksinealliansen Gavi, Global Financing Facility for Women, Children and Adolescents (GFF) og Coalition for Epidemic Preparedness Innovations (CEPI). Norge spiller også en aktiv rolle i det internasjonale helsepolitiske samarbeidet, og er en aktiv deltaker i Verdens helseorganisasjon (WHO). Norge er – og har vært – gjenkjennelig på global helse over lang tid, og i alle internasjonale fora. Vi mener det er viktig å bidra til – og sikre – at konsekvensene av pandemier og globale helseutfordringer på internasjonal fred og sikkerhet også hører hjemme på dagsordenen til FNs sikkerhetsråd.
Abstract in English:Pandemic Response and Global Health in Norwegian Foreign Policy – and in the UN Security CouncilGlobal health has been a priority for Norway and for Norwegian foreign, development and health policies for the past decades. Norway is recognized as an active and consistent partner in global health questions, both through substantial financial contributions and as an advocate for establishing new institutions and mechanisms such as Gavi (the Vaccine Alliance), the Global Financing Facility for Women, Children and Adolescents (GFF) and the Coalition for Epidemic Preparedness Innovations (CEPI). Norway is also playing a leading role in the international cooperation in global health issues and in promoting a coordinated and effective humanitarian response to the COVID-19 pandemic. Norway actively participates and firmly supports the leading role played by the World Health Organization (WHO) in this regard. Norway will continue to be a consistent and recognizable partner in global health issues in all international fora. We firmly believe that it is important to contribute to – and secure – that the implications of pandemics and global health crises can be seen as threats to international peace and security and thus belong on the agenda of the UN Security Council.

Når og hvorfor velger stater å bruke militærmakt i grensetvister? Artikkelen argumenterer for at kvantitative studier av grensetvister i internasjonale relasjoner (IR) i for stor grad har fokusert på statiske forklaringsvariabler. For å forstå taktikkskifter må vi isolere hendelsesdynamikker, ikke konstante egenskaper. Paul Huths innflytelsesrike «nettverksmodell» åpner for nettopp dette, men jeg finner at dens logikk er ustø og dens empiriske støtte tvilsom. I stedet foreslår jeg en alternativ mekanisme, inspirert av Barbara Walters borgerkrigteori: En truet stat har et akutt behov for å signalisere kampvilje, og grensetvister er ideelle «scener» for slike signaler. Dermed kan vi forvente aggressive taktikkskifter innad i tvister like etter at eksterne trusler inntreffer – stikk i strid med Huths modell. Jeg tester de to hypotesene på et datamateriale om Kinas konfliktnettverk mellom 1954 og 2005. Mer omfattende tester er nødvendig for å fastslå modellens forklaringskraft, men dette materialet gir ettertrykkelig støtte til mitt argument. Sannsynligheten for at Kina ville militarisere en grensetvist mer enn tredoblet seg i ukene etter at Beijing ble utfordret militært av en eller flere utenforstående stater. Resultatet er uforenlig med litteraturens dominerende tese og styrker dermed oppfatningen av statiske forklaringsvariabler som utilstrekkelige for å kartlegge rykk og napp mellom fred og aggresjon i internasjonale grensetvister.
Abstract in EnglishFrom Peace to Fury: Reframing Tactical Shifts in Territorial DisputesWhen and why do states violently contend their territorial claims? I argue that the quantitative literature in IR stands ill-prepared to solve this puzzle due to an endemic appetite for static variables. Territorial disputes escalate because states' tactics shift; to grasp the dynamic sequences spurring those shifts is therefore critical. Paul K. Huth's network approach provides a powerful starting point, and I interrogate his hypothesis that threatened states acquiesce in disputes. The inference is both theoretically misplaced and empirically dubious, I find. Yet by injecting the Schellingian logic of 'commitment-signalling', drawing on Barbara Walter's theory of civil wars, I recast Huth's model: tactical shifts are aggressive, not conciliatory, when states perceive outside threats. I test this antithesis using a sequence-sensitive logistic regression model, employing China's territorial-dispute history between 1954 and 2005 as a crucial-case experiment. Strong evidence favours this paper's argument. That has implications for further research. My Network-Signalling model has promise and should be tested more extensively.

Internett er i dag verdens viktigste infrastruktur. Dets formidable suksess er bygget på prinsipper om åpenhet, frihet, robusthet og sikkerhet. Dette er prinsipper som viser seg stadig vanskeligere å forene. Internetts grunnleggende arkitektur er i liten grad konstruert for å ta hensyn til geografiske grenser. Staters behov for suverenitetshevdelse, kontroll og sikkerhet har likevel skapt en utvikling i retning av «cybersuverenitet» som er i ferd med å endre internett slik vi kjenner det, hvor nettverkene og deres underliggende arkitektur i økende grad inngår i staters geopolitiske ambisjoner. Dette er fortellingen om den viktigste globale konflikten du aldri har hørt om.

The internet is the world's most important infrastructure. Its vast success has been built on principles of openness, freedom, resilience and security. These are principles that are increasingly difficult to combine. States' demand for control and security has developed the concept of "cyber sovereignty" which is about to change the internet as we know it, where the networks and their underlying architecture play an increasing role in the geopolitical ambitions of states.

I dette fokusnummeret ser vi tilbake på utviklingen på noen utvalgte områder innenfor internasjonal politikk (temaet) og Internasjonal Politikk (faget) i løpet av de 20 årene som har gått siden 11. september, 2001. Dette innledningsessayet presenterer de fire bidragene som belyser hvert sitt konkrete tema: bruken av narrativer i internasjonal politikk, faget Internasjonal Politikk, forholdet mellom USA og Russland, og folkeretten. Essayet tar et skritt tilbake og ser på helheten i arven fra 11. september og krigen mot terror som fulgte, med fokus på internasjonal politikk og internasjonal sikkerhet. I tillegg gir essayet et overblikk over de målbare kostnadene knyttet til krigen mot terror, status for krigen i dag, og status for fienden man har kjempet mot de siste 20 årene. Angrepene og responsen på dem gikk naturlig nok også på bekostning av noe, og visket ut andre, alternative handlingsforløp. Dette essayet beskriver noen av disse tapte mulighetene, og belyser også utfordring med å gjøre opp et «regnskap» 20 år etter 11. september-angrepene.
Abstract in English:International Politics and the Legacy of 9/11This special issue looks back at the developments within international relations since the terrorist attacks on 9/11, 2001, with a particular focus on four specific themes: the use of strategic narratives in international relations, International Relations as academic discipline, US-Russian relations, and international law. This introductory essay present the four contributions to the issue, while also zooming out to present a panoramic view of the many legacies of the 9/11 attacks and the subsequent War on Terror that were to make an imprint on both international relations and international security in general. The essay presents the measurable costs associated with the War on Terror, its current status, as well as that for the enemy against which the two-decades long campaign has been fought. The 9/11 attacks and the forceful response resulted in other potential opportunities being passed up or neglected, making it difficult to chart the actual cost of the war. Finally, the essay examines the difficulty in arriving at an agreed-upon metric for assessing whether the war has been a success.

Den islamske republikken Iran har bygd et transnasjonalt nettverk av sjiamilitser siden 1979, ofte referert til som dens asymmetriske krigføringsstyrke og 'strategiske dybde'. Mens det er velkjent at Iran har mobilisert disse aktørene for å styrke sin regionale posisjon, har hvordan den har gjort det blitt viet lite vitenskapelig oppmerksomhet. Denne artikkelen forsøker derfor å forklare dette fenomenet ved å undersøke hvordan Iran har mobilisert irakiske sjiamilitser siden 1979. De utvalgte analyseenhetene representerer de mest innflytelsesrike sjiamilitsene med tilknytning til Iran i Irak i dag: Badr Organisation, Asa'ib Ahl al-Haq og Kata'ib Hizbullah. Selv om variasjon eksisterer mellom dem, er alle del av et transnasjonalt nettverk som har hjulpet Iran med å delta i skjult og/eller indirekte konfliktintervensjon i Midtøsten i flere tiår. Den komparative casestudien har blitt benyttet som forskningsdesign, med prosessporing og semi-strukturerte intervjuer som metode for datainnsamling. Den empiriske analysen har blitt rettledet av et teoretisk rammeverk som har forsøkt å bygge en bro mellom contentious politics og eksisterende litteratur om dynamikken mellom stater og væpnede opprørere. De empiriske funnene antyder at Iran har opptrådt som en sekterisk entreprenør som på pragmatisk vis har kombinert sine materielle og ikke-materielle ressurser for å mobilisere likesinnede militser til å delta i kollektiv vold og fremme felles krav.

The Islamic Republic of Iran has been building a transnational network of Shi'a militias since 1979, commonly referred to as its asymmetric warfare capability and 'strategic depth'. While it is a known fact that Iran has mobilised Shi'a militias in other countries to strengthen its regional position, how they have done it has not received much scholarly attention. The objective of this paper is to explain this phenomenon by examining how Iran has mobilised Iraqi Shi'a militias since 1979. The selected cases are the mobilisation processes of three most prominent Shi'a militias in Iraq today: Badr Organisation, Asa'ib Ahl al-Haq, and Kata'ib Hizbullah. Although variation exists between them, they are all cases of Iran's network of armed resistance groups, which have allowed it to engage in covert or indirect conflict intervention in the Middle East. To logically connect the empirical data with the study's research question, I have used a case study research design, with process tracing and the semi-structured interview as methods for data collection. Furthermore, the empirical analysis has been guided by a theoretical framework that has attempted to build a bridge between the existing literatures on state-militia dynamics and contentious politics.

Svalbard og vernesonen rundt øygruppen står sentralt i det bilaterale forholdet mellom Norge og Russland, både økonomisk og sikkerhetspolitisk. Siden 1977 har en konflikt mellom landene omhandlet Norges rett til myndighetsutøvelse i disse farvannene. Hva er russiske persepsjoner av norsk politikk i vernesonen? Hvordan har persepsjoner og reaksjoner utviklet seg siden årtusenskiftet? Hvilke endringer – om noen – ser vi i forbindelse med forverringen i det bilaterale forholdet etter 2014? Og hva betyr dette for faren for en eventuell konflikt i dette området? Oppsummert finner vi at 2014 ikke fremstår som noe vannskille med hensyn til forholdet mellom Norge og Russland i vernesonen. Den store endringen kom da de russiske føderale myndighetene fra og med «Elektron»-saken i 2005 gikk over fra protest til dialog. Siden har Russland lagt seg på en relativt forsonlig linje. Unntaket er en kort periode etter arrestasjonen av den russiske tråleren «Sapfir-2» i etterkant av delelinjeavtalen mellom Norge og Russland fra 2010, da store deler av rederinæringen og andre i det russiske nord var i harnisk og krevde handling angående vernesonen. Etter 2011 har hendelser i vernesonen blitt håndtert uten ytterligere eskalering. Dette er derimot ikke en naturtilstand, men en situasjon underbygd av en rekke spesifikke faktorer som kan komme til å endre seg.
Abstract in EnglishSafeguarding Norwegian Rights around Svalbard: Russian Perceptions and ReactionsSvalbard and the maritime zone around the Arctic Archipelago are central to the bilateral relationship between Norway and Russia, both in terms of economic and security concerns. Since 1977, a dispute between the countries has concerned Norway's right to assert sovereignty in these waters. What are Russian perceptions of Norwegian sovereignty enforcement in the Fisheries Protection Zone (FPZ)? How have perceptions and reactions evolved since the turn of the millennium? What changes – if any – do we see in connection with the deterioration in the bilateral relationship after 2014? And what does this mean for the danger of a possible conflict in this area? In summary, we find that 2014 does not appear to be a watershed with respect to the relationship between Norway and Russia in the FPZ around Svalbard. The change came when Russian central authorities after the Elektron-case in 2005 switched from protest to dialogue. Since then, a relatively conciliatory line has been emphasized regarding this dispute. The exception is a short period after the arrest of the Russian trawler Sapfir-2 following the 2010 Norway-Russia Delimitation Agreement, when large parts of the fishing industry and other regional actors in the Russian north were in harness and demanded action. After 2011, incidents in the FPZ have been handled without further escalation, although this is by no means a state of nature, but a situation underpinned by a number of specific factors that could be subject to change.
