There is a continuing struggle between the demand of a market economy for judicial efficiency, impartiality, and professional conduct on the one hand, and the resistance of the traditional ideology to judicial reform, on the other. The current discipline campaign, as a temporary movement, will undoubtedly reduce the incidence of corruption scandals and result in the punishment of violators over a short period. The tougher job, nevertheless, is to reform the current system by introducing a supervisory scheme thai will deter and deal with abuses effectively in the long run. This will improve the quality of the entire judiciary and further develop true judicial independence in China. In terms of the big picture, the upgrading of judicial performance will not be achieved in isolation, but to a large degree, depend on the progress of the rule of law in China. ; published_or_final_version

印度对印太外交的考虑及其局限: India's Indo-Pacific Diplomacy and its Limitations
India's Indo-Pacific diplomacy is born out of its 'Look East' policy, initially aimed at extending its influence into the Asia-Pacific region. Modi's June 2018 address at the Shangri La Dialogue marked New Delhi's full embracing of the Indo-Pacific concept. Thereafter, Indo-Pacific diplomacy, or such a vision, has become a new pillar of Indian foreign policy, and a new angle through which it is observed. India's Indo- Pacific diplomacy will continue to put emphasis on its relationship with ASEAN and respect for ASEAN's centrality in regional security cooperation. Meanwhile, India is expected to strengthen multilevel exchanges and cooperation in different areas with like-minded countries such as the US, Japan, and Australia, and continue to engage in the Quadrilateral Security Dialogue (Quad) – but probably keep a relatively low profile. Though it may share common interests with the US in dealing with a rising China, India so far seems to prefer hedging its bets on both China and the US, and is reluctant tochoose a side too early. Consequently, India's Indo-Pacific diplomacy will maintain a relatively clear-cut strategic independence. Limitations of India's Indo-Pacific diplomacy include: the kind of competition and confusion that seems to exist between its two ambitions, i.e. the Indian Ocean region as India's paramount strategic focus, and the Asia-Pacific as the hub of its Indo-Pacific diplomacy; ASEAN's centrality may be diminished by the Indo-Pacific; and India's simultaneous engagement with Quad and the Shanghai Cooperation Organization may leave the awkward impression of straddling two boats. ; 印度的印太外交脱胎于其东向政策,初心是为融入亚太。以莫迪2018 年6 月香格里拉论坛讲话为标志,印度已全面接受"印太"概念,印太外交或印太构想将成为印度对外政策的新视角和新支柱。印度的印太外交将继续重视东盟外交,尊重东盟在地区安全合作中的中心地位。同时,印度将与美、日、澳这些"志同道合"的国家在多个层面、多个领域强化互动与合作,会继续参与四国集团但会适度保持低调。尽管在应对中国崛起上印度与美国有共同利益,但印度目前仍希望在中美间采取对冲战略,不想过早选边站队,因此其印太外交将保持较强的战略自主性。印度印太外交的局限在于:印度的主要战略方向印度洋与其印太外交的主要方向——亚太之间似乎存在某种矛盾;印太本身冲击东盟的地区中心地位;以及印度同时参与四国集团和上合组织也让人感觉印度"脚踩两只船"。

香港在主流革命史學的敘述中一般被認為是推動辛亥革命的「搖籃」,但在革命黨人之外的社會大眾,對「革命」究竟有怎樣的取態?《香港華字日報》是這段時期香港銷量最大的華文報紙,仔細考察該報創辦的歷史及其1909-1913年的政治取態,可見該報是華商陳氏家族的一份現代產業,並無黨派認同,報紙內容與宗旨也頗具現代傳媒的新聞專業主義色彩,強調「中立」而較少傳統「文人論政」情懷。 ; 本文選取1909-1913年的《香港華字日報》,剖析這五年的報紙中與「革命」相關的內容細節,認為這份報紙對「革命」並非積極推動,取態反而偏於保守,並順應時勢而調整:辛亥前報紙展現的「革命」介於傳統和現代之間,既是「犯上作亂」的傳統造反,又是謀求民族獨立、政治改良的現代革命;而辛亥之後,報紙不滿意革命黨建立的地方政府,轉而支持中央而強烈反對革命黨的「二次革命」。這樣的取態既反映了部份以往未得到充分審視的社會輿論,也與報紙自身的立場及處境有關。 ; Hong Kong is understood as the "birthplace" of the 1911 Revolution in mainstream studies of the Chinese Revolution. But besides the revolutionaries, how did ordinary people understand "revolution"? Wah Tsz Yat Po was the most widely circulated Chinese language newspaper in Hong Kong during the period concerned. The thesis is an in-depth study of the newspaper's founding history and its political stance during 1909-1913. It is found that the newspaper was a modernised property owned by the Chan family in Hong Kong. It did not have political affiliations. Its content and objectives showed the newspaper's emphasis on journalistic professionalism that was similar to that held by modern day mass media, preferring "neutrality" over the tradition of providing political comments. ; The thesis closely examines the content of Wah Tsz Yat Po that was related to revolution during 1909-1913. It proposes that the newspaper did not play an active role in promoting revolution. Its stance was rather conservative instead and changed in accordance with political developments. Before the revolution of 1911, the newspaper regarded "revolution" as something between tradition and modernity. It was understood as a "rebellion against the authorities" in the traditional sense and also as a way to attain national independence and political reform in the modern sense. After 1911, the newspaper was against the local government set up by the revolutionists.
