Brain gain is one approach innovation to the regeneration of agriculture and ruraldevelopment actors who are a warm discourse in the world. This research aimed to find out the differences in financial independence of the East Java provincial government before and after the village fund policy from 2013-2016. The method used in this study is descriptive analysis using secondary data and data collection methods through documentation and literature study. Regional financial independence is measured three financial ratios were, the independence ratio, effectiveness and efficiency. Results of this study it can be seen that in measuring regional financial independence there is a significant change after the enactment of the village fund policy both from the measurement of the independence ratio, effectiveness, and regional financial efficiency. In the independence ratio has decreased after the enactment of the village fund policy, Sampang District. The effectiveness ratio shows results before village fund policy is better than after village funds. Conversely, the efficiency ratio shows better results after the village fund policy. It can also be seen in the measurement of financial independence that training is needed for local governments to be able to manage finances well and not depend on the central government.Keywords: Regional Financial Independence, Policy of Villages

The purpose of this research is to see how much the level of learning independence in adolescents in Jorong Koto Nan Gadang, Kenagarian Aie Angek, X Koto District, Tanah Datar Regency. The research methodology uses descriptive quantitative with a population of all adolescents, amounting to 40 people. While taking the sample using a sampling technique, with research instruments using a Likert scale with 39 statement items that are already valid and using percentage descriptive analysis techniques. The results of research indicators are: an indicator of independence from others is 78% which is a high category, the indicator has self confidence is 75% which is a medium category, the indicator of disciplined behavior is 73% which is a medium category, the indicator has a sense of responsibility is 75% which is a medium category, the indicator of behavior based on self-initiative is 67% which is as a medium category, and the indicator of self-control is 68% which is medium category. While the percentage of adolescent learning independence level as a whole is 72,7% in the medium category. Ideally, adolescent to be independent in learning if they reach the high or very high category, which is between 76-100%.

Regional autonomy is an independence right given by the central government to the regions to take care of the interests of the community. The impact of regional autonomy is to create fiscal capacity independence as the basic capital of regional development. The fiscal capacity of In the District of North Central Timor originates from Regional Original Income, balancing funds, and other legitimate regional income. The problem in this study is to find out how much the impact of regional autonomy on the fiscal capacity of in the District of North Central Timor. This study aims to measure fiscal capacity capabilities. The study was conducted in the District of North Central Timor using a quantitative descriptive approach. The results of the analysis show that the average level of regional independence in the relationship pattern is in the instructive category, meaning that regional financial capacity is very low in financing the implementation of regional development. Factors in financial inability of the in the District of North Central Timor because the local government is less creative in utilizing local resources properly, also because the contribution of revenue sources is still minimal.

It is influenced by the facts and values that are had by theIndonesia that led to the perception and influences the decision ofmaking process. Indonesia stated that West Papua is a part of therepublic of Indonesia. Therefore, Indonesia states a foreign policy ofRepublic of Vanuatu regarding the support for the independence ofWest Papua. The result of this research indicates that there are someforeign policies of Indonesia against the Republic Vanuatu support forthe Independence of West Papua based on set of orientation, set ofcommitments and a group of behavior action. The research aims to examine the effect of funds balance (the General Alocation Fund, the Special Allocation Fund, the Revenue Sharing Fund) and the effect of financial ratios (Local Financial Dependency Ratio, Regional Financial Independence Ratio, Ratio Effectiveness of Locally Generated Revenue and Ratio Effectiveness of Local Tax) to Human Development Index. Human development Index is one of the measure that can be used in assessing the success of local government performance in providing good service to the society.The population in this research is the regencies/municipalities in West Sumatera.The data used is the secondary data of the Regional Revenues and Expenditures Budget of regional government of regencies/municipalities in West Sumatera in 2010-2014. Data were obtained from financial management services of West Sumatera. The results of the research shows that the General Allocation Fund (DAU), the Special Allocation Fund (DAK), Regional Financial Independence Ratio, Ratio Effectiveness of Locally Generated Revenue and Effectiveness of Local Tax, effect on the Human Development Index (HDI). While the Revenue Sharing Fund and Local Financial Dependency Ratio no effect on the Human Development Index (HDI).Keywords: Funds Balance, Financial Ratios, Human Development Index (HDI).

DIPLOMASI PUBLIK SEBAGAI INSTRUMEN PENGGALANG DUKUNGAN INTERNASIONAL BAGI PALESTINA
The preference of states to use public diplomacy strategy to support the realization of their national interests has become an international phenomenon nowadays. Public diplomacy in the modern era of International Relations turns out to be an instrument for states to exercise their soft power, as well as to convey specific messages intended for the international public. Thus, public diplomacy could be an alternative way for states that had serious barriers in practicing formal diplomacy in conventional ways. Palestine, as an entity whose legal status remains debatable, also utilizes public diplomacy as its strategy to gain support and recognition from the international community. This paper would aim to answer the research question on how Palestine exercises its public diplomacy, particularly digital diplomacy and citizen diplomacy, to gain international recognition for its statehood. KEMAMPUAN GURU MI YANG BERSERTIFIKAT PENDIDIK DALAM MENYUSUN RENCANA PEMBELAJARAN (Kasus Kota Pekalongan)
This study aimed to investigate the capability of certified teachers of Islamic elementary school located in Pekalongan City in preparing lesson plan. Fourteen informants -- consist of 6 government teachers and 8 non-government teachers -- were investigated. The data were taken from the lesson plan documents prepared by them and then followed up with an interview. The results showed that: (1) there are many teachers who have not been able to develop their own learning devices, and (2) there are still very much in error that occurred in the lesson plan prepared by them. There are several constraints faced by them. They are: (1) their knowledge is still lack, their innovation and creativity were not maximized; (2) the pattern of development for them had not touched their academic aspect; (3) the orientation of the supervisions which only leaded to the administrative aspects; and (4) their independence lack in preparing learning device, which is part of the curriculum.

Challenges for Implementation of Village Innovation Policy in Realising Sustainable Development
This study aims to determine the formulation of strategies that can be used in facing the challenges of implementation of innovation policies in realising sustainable development in the community environment with the case study of the Indonesia Village Government. The innovation policy aims to improve the quality in the use of village funds and also to encourage productivity and development in rural areas as well as build sustainable village capacity to improve the socio-economic welfare of the community and the independence of the village. This qualitative research uses a case study approach through field research in the village local government. We identified several challenges in the implementation of the innovation policy. In overcoming these challenges, as well as successfully implementing the policy, the role of innovative behaviour on the part of policy makers at the village level is importance. With an exploration strategy approach, entrepreneurial strategies and open and collaborative approaches used by various parties are also required in the successful implementation of innovation policy. The development of future research related to innovation policy relevant to the characteristics of rural communities is still very much needed.

Analisis Peran Rusia sebagai Mediator dalam Penyelesaian Konflik Nagorno Karabakh Periode 2008-2016
The Nagorno Karabakh conflict is a conflict over territorial disputes that is synonymous with inter-Azerbaijan strife that adheres to the principle of integrating its territory in Nagorno Karabakh and Armenia which support the Nagorno Karabakh region and ethnic Armenians who are in it for independence from Azerbaijan. The dynamics of the Nagorno Karabakh conflict between Azerbaijan and Armenia continue to unfold, and there has never been a sustainable peace agreement between the two parties in dispute since the peace agreement Bishkek (Bishkek Protocol) 1994. Along with the dynamics of the battle, Russia has a very active role in the mediation and peace-building process between the two parties in conflict. Russia's position as mediator is carried out within the official framework of the OSCE Minsk Group and in the personal initiation of the state in the medium of the trilateral meeting. This research will describe the dynamics of the Nagorno Karabakh conflict in the period 2008-2016 along with efforts to resolve disputes under the Russian role.
