There is every temptation to make independence the chief issue of the talks on the future of Kosovo. The authors argue that efforts to keep Kosovo status in the balance are a recipe for further instability, stagnation, and ethnic divisions in Kosovo, and in the region. Only when Kosovo's independence is declared and recognized will the necessary conditions be put in place for achieving broader regional stability necessary for progress towards the EU accession. According to the authors, the priority for Kosovo's long-term viability as an independent state is the capacity to govern, of which Kosovo at this point, has little. Thus, the supervision by the international community in the years to come is necessary to help Kosovo develop the capacity for effective governance. Adapted from the source document.

Investigating why Latin American music came to be the sound-track of the independence era, this contribution offers an overview of musical developments and cultural politics in certain sub-Saharan African countries since the 1960s. Focusing first on how the governments of newly independent African states used musical styles and musicians to support their nation-building projects, the article then looks at musicians' more recent perspectives on the independence era.
