Endonezya ve Türkiye'nin kültürel diplomasisi: karşılaştırmalı araştırma ; The cultural diplomacy of Indonesia and Turkey: a comparative study
Dünya, 90'ların başında soğuk savaşın sona ermesi ile birlikte Sovyetler Birliği'nin dağılmasından sonra değişim ve dönüşüme uğramıştır. Bunun sonucunda uluslararası ilişkilerde ülkeler arasında yeni bir davranış kodu geliştirilmiştir. Bundan itibaren ülkeler yeni dünya düzenine kendi politikalarını entegre etmeye çalışmıştır. Askeri içerik ve propaganda temelinde sert güç nispeten geride bırakılmış ve yumuşak güç ülkeler tarafından kendi ulusal çıkarlarını ilerletmek için uluslararası ilişkilerde kullanılmaya ve popüler olmaya başlanmıştır. Yumuşak güç, sahip olduklarıyla bir başkasının buna sahip olanı izlemesi ve kendi çıkarlarına ulaşması için dikkatini çekmektir. Yumuşak güçten enerjisi kaynaklanan bir araç olarak özellikle farklı kültürden gelen insanların etkileşmesini sağlayan ve bir ölçüde yeni problemlere neden olan küreselleşmenin ortaya çıktığı ve kültürler arasında önyargı yaratan 11 Eylül olayı yaşandıktan sonra önemi artırmasıyla kültürel diplomasi de sıklıkla kullanılmaya başlanmıştır. Kendi bölgesinde iki yeni yükselen güçler olarak Endonezya ve Türkiye'nin uluslararası ilişkilerde kendi dış politikası ve diplomasisi aracılığıyla, kültürel diplomasiye dahil, nasıl bir rol üstleneceği ve bunu nasıl genişleteceği savından hareket ederek analiz edilmektedir. ; The world has been changed after the collapse of the Soviet Union along with the end of the Cold War at the beginning of the 90's; a change that brought a new code of behaviour among countries in international relations. From now on countries tried to adjust their behavior based on the new world order. Hard power which is full of military content and propaganda has been relatively left behind and soft power started to be popular to be used in international relations by countries to enhance their national interest. Soft power, indeed tries to draw attention to whom, who owns power or to pursue other's power and last but not least how to reach its own interest. As an instrument, that gains its energy from soft power, cultural diplomacy also started to take place especially as the importance of it was getting raised after the 9/11 that created prejudice among cultures and globalization that made people from different cultures have more chance to interact and to some extent caused new problems in the world. As two new emerging powers in its own region, Indonesia and Turkey are interesting objects to be analized in how these two countries play and expand their roles in international relations through their foreign policy and diplomacy including their cultural diplomacy.

The depiction of identity in foreign policy analysis is typically presented as inherent or predetermined. However, discursive approaches within the field, particularly poststructuralism, have emphasized foreign policy discourse's influence on identity formation. The main aim of this paper is to elucidate the performative relationship between identity and foreign policy through a poststructuralist lens, even in situations that are not existential or geographically proximate crises. This study employs a critical discourse analysis methodology to examine the performative dynamics between foreign policy discourse by the Justice and Development Party (AKP) policymakers and officials from the Ministry of Foreign Affairs (MFA) about distant natural disasters and the construction of the Turkish national identity. The study presents three primary findings: firstly, the AKP's foreign policy discourse recognizes the Indonesia and Pakistan disasters as significant events, in contrast to the case of Haiti; secondly, this discourse constructs a homogenous Turkish identity; and thirdly, this homogeneous Turkish identity qualifies by several signifiers and is distinguished from external others.
Muslim Qur'ānic Interpretation Today: Media, Genealogies, and Interpretive Communities

Johanna Pink, who is mainly interested in modern Qur'anic exegesis and translations, attempts to draw a panorama of the different interpretations of the Qur'ān between 2000 and 2016 in her book Muslim Qur'ānic Interpretation: Media, Genealogies and Interpretive Communities. She seeks to provide an outline of different interpretations from many regions of the Muslim world, extending from Indonesia to Egypt, from the United States to Iran, and from Turkey to Saudi Arabia. At first, Pink discusses the increasingly central position and function of Qur'anic exegesis in the contemporary period. The author underlines that exegesis had a more modest place in the hierarchy of classical religious sciences and manages to examine its positioning in the classical period with much clarity. In the second chapter, Pink emphasizes that the context-oriented approach of classical tafsir has undergone a text-centered transformation in line with that of Ibn Taymiyya's approach. Thereafter, the author discusses the impact of this transformation in the contemporary Arab world, especially through various abridgments and editions of Ibn Kathīr's tafsīr.

Bu çalışma sermaye akımlarına yönelik ülkelerin ortak strateji ve ekonomi politika yürütmelerinin geçerliliğini araştırmak amacı ile yapılmıştır. Ortak fayda doğrultusunda hareket etmenin özellikle kırılgan ekonomiye sahip ülkeler için yabancı sermaye akımlarının ani giriş ve çıkış hareketlerini olan etkisi ve yabancı sermayenin buna tepkisi araştırılmıştır. Araştırma yöntemi olarak oyun teorisi kullanılmıştır. Karma Strateji ve toplamı sıfır olmayan oyun kurulmuştur. Değişkenler olarak Faiz, Enflasyon ve Büyüme verileri oyuna dahil edilmiştir. Oyun "Kırılgan Beşli" olarak isimlendirilen Brezilya, Endonezya, Hindistan, Güney Afrika ve Türkiye arasında oynanmıştır. Yatırımcı oyunda seçilen ülkeler arasında sermayesinin yönüne karar vermesi hususunda serbest bırakılmıştır. Oyun cebirsel yöntem ile çözülmüş ve ulaşılan kat sayının sermaye hareketleri karşısındaki etkinliği araştırılmıştır.Oyun sonucunda ülkeler ortak strateji ve ekonomi politikaları izlediklerinde sermayenin hareketleri ile oyun sonucunda bulunan kat sayı arasında eş anlı hareketler gözlenmiştir. Aynı zamanda oyun geleceği tahmin etme hususunda başarısız kalacağı düşünülmüştür. Oyun teorisi uygulaması ülkeler arasında daha çok değişken ve varsayım altında oynanması koşulunda oyunun ortak politika üretmede başarılı olabileceği düşünülmektedir. ; This study was carried out with the aim of investigating the validity of the common strategy and economic policy implementations of countries on capital flows. The effect of moving in the direction of mutual benefit, especially the countries with fragile economies, has been influenced by the sudden entry and exit movements of foreign capital flows and the reaction of foreign capital has been investigated. Game theory was used as a research method. Mixed Strategy and game with non-zero sum installed. Interest, Inflation and Growth data as variables are included in the game. The game "Fragile Five", known as Brazil, Indonesia, India, was played between South Africa and Turkey. The investor is free to decide the direction of the capital among the selected countries in the vote. The game was solved by an algebraic method and the effect of the number of floors reached on capital movements was investigated.At the end of the game, when the countries watched common strategy and economic policies, there was a similar movement between the movements of the capital and the number of floors in the game result. At the same time the game is thought to fail to predict the future. It is thought that the game can succeed in generating a common policy if the application of game theory is played by more variables and assumptions among countries.

Küreselleşme ile birlikte 1980'li yıllardan sonra ülkelerin sermaye akımları önündeki engelleri kaldırması sonucunda yaşanan yüksek sermaye girişleri,ülkelerin daha rahat borçlanabilmesine imkan sağlamıştır. Bunun sonucunda isebirçok ülkede cari açıklar süreklilik kazanmaya başlamıştır. Özellikle 1990'lı yıllardan itibaren giderek büyüyen ve sürekli hale gelen cari açıklar, politika yapıcıların ve iktisatçıların dikkatini çekmiş ve cari açıkların sürdürülebilir olup olmadığı konusunu gündeme getirmiştir. İktisatçılar arasında cari açığın sürdürülebilirliğinin tespitine yönelik bir fikir birliği bulunmamakla birlikte, literatürde konunun ekonometrik yöntemler ile ele alındığı görülmüştür. Bu çalışmanın amacı da Husted (1992) tarafından geliştirilen modelden faydalanarak cari açığın sürdürülebilirliğini gelişmiş ve gelişmekte olan ülkelerde en güncel yöntemleri kullanarak analiz etmektir. Çalışma 16'sı gelişmiş, 13'ü gelişmekte olan toplam 29 ülkeyi kapsamaktadır. Çalışmaya dâhil edilen 29 ülkenin 1970-2019 dönemi çeyreklik verileri fourier tipi birim kök ve eşbütünleşme yöntemleri ile incelenmiştir. Analiz sonuçlarına göre Almanya, Danimarka, İsrail, İsveç, Kanada, Çekya ve Endonezya'da cari işlemler açığı güçlü formda sürdürülebilirken, Güney Kore, İzlanda, Birleşik Krallık, Avustralya, Türkiye, Tayland, Güney Afrika ve Filipinler'de zayıf formda sürdürülebilirdir. ABD, Finlandiya, Fransa, İspanya, İtalya, Portekiz, Yeni Zellanda, Bolivya, Brezilya, Bulgaristan, Estonya, Meksika, Peru ve Slovakya'da ise cari açıklar sürdürülemez durumdadır. ; With the effect of globalization, the high capital inflows experienced as a result of the elimination of obstacles to capital flows, enabled countries to borrow more easily. As a result, current account deficits started to gain continuity in many countries. Especially since the 1990s, the current account deficits, which have been growing and becoming permanent, attracted the attention of policy makers and economists and brought up the issue of whether current account deficits are sustainable or not. The aim of this study is to analyse the sustainability of the current account deficits in developed and developing countries using the most recent methods by using the model developed by Husted (1992). The study covers a total of 29 countries, 16 of which are developed and 13 are developing. The quarterly data of the 29 countries included in the study covering the period of 1970-2019 were examined by fourier type unit root and cointegration tests.According the results, current account deficits show strong form of sustainability in Germany, Denmark, Israel, Sweden, Canada, Czech Republic, Indonesia and weak form of sustainability in South Korea, Iceland, United Kingdom, Australia,Turkey, Thailand, South Africa and Phillippines. Current account deficits are not sustainable in USA, Finland, France, Spain, Italy, Portugal, New Zealand, Bolivia, Brasil, Bulgaria, Estonia, Mexico, Peru and Slovakia.

CARİ AÇIKLARIN SÜRDÜRÜLEBİLİRLİĞİ: KIRILGAN BEŞLİ ÖRNEĞİ

Dünya ekonomilerinde özellikle 1980 ve 1990'lı yıllarda yaşanan ekonomik gelişmelerin sonucunda ortaya çıkan krizlerin nedeni olarak yüksek cari açıklar gösterilmiştir. Cari işlemler açığı hem gelişmekte olan ülkeler hem de gelişmiş ülkeler için makroekonomik istikrarın sağlanması açısından son derece önemlidir. Cari açıklar için belirleyici olan, bu açıkların ülke ekonomileri için hangi noktadan sonra tehlike arz ettiği ve nasıl finanse edildiğidir ki bu cari işlemler açığının sürdürülebilirlik kavramını ortaya çıkarmıştır. Geçmiş dönemde savunulan cari dengeye ulaşma biçimleri yüksek hacimli sermaye hareketleri nedeniyle geçerliliğini yitirmiştir. Bu dönemden sonra modern bir yaklaşım olan dönemlerarası model popüler hale gelmiştir. Buna göre cari açık veren ülke dönemlerarası bütçe kısıtını karşılayabiliyorsa bu durumda cari işlemler açığı sürdürülebilir olmaktadır. Bu çalışmanın amacı, Kırılgan Beşli ülkelerinde dönemlerarası cari hesap modelinin geçerliliğini doğrusal olmayan zaman serisi tekniğine dayanan alternatif birim kök testlerini kullanarak analiz etmektir. Bu amaca yönelik olarak, cari işlemler dengesinin GSYİH'ye oranı değişkenine ait çeyrek yıllık veriler analizde kullanılmaktadır. Çalışmada doğrusal olmayan zaman serisi tekniğine dayanan KSS ve AESTAR prosedürleri uygulanmaktadır. Elde edilen bulgular KSS sürecinin AESTAR sürecinden daha güçlü kanıtlar sunduğunu göstermektedir. Çalışmadaki analiz sonucunda, her bir ülke için ele alınan dönemde, Brezilya'da dönemlerarası cari hesap modeli geçerli değildir yani cari işlemler dengesi açıkları sürdürülebilir nitelikte değildir. Endonezya, Hindistan, Güney Afrika ve Türkiye'de ise dönemlerarası cari hesap modeli geçerlidir yani cari açıklar sürdürülebilir nitelikte olduğu sonucuna varılmıştır. In the World economies, it has been shown that the main reason for the crisis came out due to the economic developments especially in 1980s and 1990s is that the high current account deficits. The current account deficit is extremely important for both developing and developed countries, in terms of ensuring the macro-economic stability. The major issue which is decisive for the current account deficits is that; to what extent these deficits are harmful for the countries' economies and the way they has been financed which caused to the term called "sustainability of the current account deficits". The types of reaching to the current account balance that are supported in the previous terms, have become invalid simply because of the raise in the high volumed capital movements. After this sequence, an intertemporal model which is a modern approach, has become popular. According to this, ıf a country which has current account deficit, can compensate the intertemporal budget constraint; then its current account deficit will be sustainable. The aim of this study is to analyse the validity of the intertemporal current account model by using alternative unit root tests based on non-linear time series technique in the Fragile Five countries. For this purpose, quarterly data for the ratio of current account balance to GDP variable is used in this study. KSS and AESTAR test procedures that are based on non-linear techniques are also used in the study. Findings suggest that KSS estimation gives more robust results than AESTAR. As result of the analysis in this study, in the discussed period for each country, intertemporal current account model is not valid so that current account deficits are not sustainable in Brazil. On the other hand it has been concluded that the intertemporal current account model is valid and the current account deficits are sustainable in Indonesia, South Africa, India and Turkey.

Bağlantısızlar hareketi ve silahsızlanma ; Non-Aligned Movement and Disarmament
İkinci Dünya Savaşı sonrasında ortaya çıkan iki kutuplu sistemde devletlerin birbirinden ideolojik açıdan ayrışan bloklardan birinin içinde veya tarafında bulunması adeta bir zorunluluk halini almıştır. Fakat sömürgelikten yeni kurtulmuş ve bağımsızlığını henüz kazanmış olan ülkeler açısından, iki blokta da olmanın genel olarak bir anlamı ve artısı bulunmamaktaydı. Bağlantısızlar Hareketi, bu uluslararası ortamda büyük güçler arasında taraf tutmak istemeyen ve bağımsızlığı savunan devletlerin ortaya çıkardığı bir oluşum olmuştur. Grubun temel ilkeleri ve kuralları, 1955 yılında Endonezya'da düzenlenen Asya-Afrika Bandung Konferansı'nda yapılan tartışmalar sırasında ortaya çıkmıştır. Daha sonra, 5-12 Haziran 1961'de Mısır Kahire'de ilk Bağlantısızlar Hareketi Zirve Konferansı için bir hazırlık toplantısı düzenlenmiştir. Bu toplantıda, Bağlantısızlar Hareketi'nin üyelik kriterleri ve hedefleri belirlenmiştir. İlk resmi Bağlantısızlar Hareketi Zirve Konferansı, Eylül 1961'de Belgrad, Yugoslavya'da gerçekleşmiştir. Bağlantısızlar Hareketi'nin günümüze dek on sekiz konferansı gerçekleşmiştir. Bu çalışmada on yedi konferans ve bildirileri incelenmiştir. On sekizinci ve sonuncu konferans 25 Ekim 2019'da Azerbaycan'ın başkenti Bakü'de gerçekleşmiştir. Bu konferanslarda üçüncü dünya ülkelerinin bağımsızlıkları ve toprak bütünlükleri korunmaya çalışılmış; silahsızlanma, güvenlik, ekonomi ve kalkınma üzerine kararlar alınmış; sömürge hareketleri, işgaller, ırkçılık ve devletler üzerine yapılan her türlü baskıya karşı çıkılmıştır. Bağlantısızlar Hareketi'nin en önemli hedeflerinden biri de uluslararası alanda tam silahsızlanmayı sağlamak olmuştur. Uluslararası sistemin yapısı buna izin vermese de, Hareket yıllarca silahsızlanma çabalarından vazgeçmemiştir. Gösterilen II bu çabaların sonucunda, birçok yararlı silahsızlanma anlaşması imzalanmıştır. Bağlantısız ülkeler, büyük güçlerin kendi çıkarları uğruna, diğer devletlere karşı sert güç uygulamaması gerektiğini yıllarca vurgulamışlardır. Herhangi bir ülkenin toprak bütünlüğüne veya siyasi bağımsızlığına karşı saldırganlık eylemlerinden veya saldırganlık tehditlerinden ve kuvvet kullanımından kaçınılması gerektiğini savunmuşlardır. Tüm uluslararası uyuşmazlıkların müzakere, uzlaşma, tahkim veya adli çözüm gibi barışçıl yollarla veya Birleşmiş Milletler Şartı'na uygun olarak çözüme kavuşturulması için yıllarca çabalamışlardır. Çalışmanın birinci bölümünde, Soğuk Savaş döneminde uluslararası sistemin genel durumu ve bu dönemde gerçekleşen bazı önemli olaylar ele alınmıştır. Çalışmanın ikinci bölümünde, silahsızlanmanın anlamı ve önemine değinilerek bu konudaki belli başlı antlaşmalar incelenmiştir. Çalışmanın üçüncü bölümünde, Bağlantısızlar Hareketi'nin ortaya çıkışı, hedefleri, amaçları ile birlikte 1961'den 2016'ya kadar olan on yedi konferansın bildirileri genel olarak ele alınmıştır. Çalışmanın dördüncü ve son bölümünde ise on yedi konferansın bildirilerinde silahsızlanma konusunda alınan kararlar incelenmiştir. ; In the bipolar system that emerged after the Second World War, it has become a necessity for states to be in or on the side of one of the blocks that differ ideologically from each other. However, for the countries that have just gotten rid of colonialism and have just gained their independence, being in either bloc generally did not have any meaning or advantage. The Non-Aligned Movement has been a formation created by states that do not want to take sides among the great Powers in this international environment and defend independence. The basic principles and rules of the group emerged during the discussions at the Asia-Africa Bandung Conference in Indonesia in 1955. Later, a preparatory meeting was held for the first Non-Aligned Movement Summit Conference in Cairo, Egypt on June 5-12, 1961. At this meeting, the membership criteria and goals of the Non- Aligned Movement were determined. The first official Non-Aligned Movement Summit Conference took place in Belgrade, Yugoslavia, in September 1961. Eighteen conferences of the Non-Aligned Movement have been held until today. Seventeen conferences and papers were examined in this study. The eighteenth and last conference was held on 25 October 2019 in Baku, the capital city of Azerbaijan. At these conferences, the independence and territorial integrity of the third World countries were tried to be protected, decisions were taken on disarmament, security, economy and development; Colonial movements, occupations, racism and any oppression on states have been opposed. One of the most important goals of the Non-Aligned Movement has been to ensure full disarmament in the international arena. Although the structure of the IV international system does not allow this, the Movement has not given up its disarmament efforts for years. As a result of these efforts, many beneficial disarmament agreements were signed. For years, the non-aligned countries have emphasized that the great powers should not exercise hard power against other states for their own benefit. They argued that acts of aggression or threats of aggression against the territorial integrity or political independence of any country and the use of force should be avoided. They have endeavored for years to resolve all international disputes peacefully, such as negotiation, reconciliation, arbitration, or judicial resolution, or in accordance with the United Nations Charter. In the first part of the study, the general situation of the international system during the Cold War and some important events during this period are discussed. In the second part of the study, by emphasizing the meaning and importance of disarmament, major agreements on this subject are examined. In the third part of the study, the emergence of the Non-Aligned Movement, its goals and objectives, together with the papers of seventeen conferences from 1961 to 2016, are discussed in general. In the fourth and last part of the study, the decisions taken on disarmament in the papers of seventeen conferences were examined.
