Lo scambio automatico di informazioni è sostenuto dalla comunità internazionale quale modalità principale in grado di assicurare efficacia alla lotta contro l'evasione fiscale. L'OCSE, su mandato del G20, e a seguito dell'introduzione da parte della disciplina FATCA è stata incaricata di redigere un modello di comunicazione da utilizzare a livello mondiale per l'invio delle informazioni di carattere finanziario. In ambito europeo, la previgente direttiva 77/799 è stata abrogata per rendere obbligatorio lo scambio automatico di informazioni relativamente a determinate categorie reddituali. Tale direttiva è stata progressivamente ampliata nel suo ambito di applicazione fino a ricomprendere oltre allo scambio di dati finanziari anche lo scambio di ruling, delle informazioni delle multinazionali e delle informazioni sulla ricerca del beneficiario effettivo così come rileva nella disciplina antiriciclaggio. Il quadro giuridico si è progressivamente arricchito e modificato di nuovi strumenti normativi per i quali è necessario delimitarne l'ambito di applicazione. Definire lo scambio automatico di informazioni come nuovo standard internazionale non implica unicamente l'utilizzo di un modello di comunicazione comune. Occorre anche predisporre un sistema giuridico in grado di garantire la tutela del contribuente i cui dati fiscali e finanziari vengono scambiati in massa. Se da un lato quindi, le modalità di realizzazione dello standard in ambito comunitario e internazionale sono sempre più convergenti, attualmente il meccanismo di tutela dei contribuenti non risulta essere stato oggetto di valutazioni condivise, rimanendo sostanzialmente rimesso alle disposizioni interne, con conseguente mancanza di uniformità della tutela dei contribuenti. ; International Organizations, such as the OECD or G20 has been supporting the Automatic Exchange of Information in fiscal matters as a key factor in the fight against tax evasion and elusion. The OECD, on behalf of Ministers of Finance and Governors of the Central Banks, following the entry into force of FATCA legislation has implemented a Model of Communication for Financial Information, known as "Common Reporting Standard". At European level, the previous Directive n. 77/799 regarding administrative assistance in tax matters has been repealed in order to enlarge and include the mandatory automatic exchange of information as well as new other methods of cooperation. The new Directive has been amended five times so as to include not only exchange of financial information but also rulings, country by country reports, information on the beneficial owner deriving from the AML sector. The legal framework is so far complex and pronged in two levels: international and European. A legal protection of taxpayers' rights has to be guaranteed at both levels, but it does not seem so far to be standardized or jointly agreed between jurisdictions. It stems from this consideration that the taxpayers' protection is not standard but jeopardized according to domestic provisions.

This paper investigates the role of higher order beliefs in the formation of exchange rates. Our model combines a standard macroeconomic dynamics for the exchange rates with a microeconomic specification of agents' heterogeneity and their interactions. The empirical analysis relies on a state space model estimated through Bayesian methods. We exploit data on macroeconomic fundamentals in a panel of subjective forecasts on the euro/dollar exchange rate. The equilibrium strategy on the optimization process of the predictors shows that higher order beliefs is the relevant factor in performing individual forecasting. Moreover public information, namely past exchange rates and fundamentals, plays a crucial role as a coordination device to generate expectations among agents on the basis of their forecasting abilities.

Questo elaborato analizza nella dimensione Eurounitaria ed Internazionale il tema della cooperazione amministrativa tributaria attuata tramite lo scambio di informazioni tra Stati Membri UE. La prospettiva presa in considerazione, tema centrale della presente studio, è quella del contribuente coinvolto nello scambio informativo transnazionale, con lo scopo di stabilire se all'interno delle norme internazionali ed europee che regolano lo strumento e negli ordinamenti nazionali, a cui esse rimandano, esista una effettiva tutela del contribuente. L'attenzione viene necessariamente posta all'ambito applicativo delle norme Europee ed Internazionali che disciplinano lo scambio di informazioni, evidenziandone in primis la struttura, la "fisiologia" e successivamente l'aspetto "patologico" discendente dall'imprescindibile esigenza informativa, con riguardo alle fattispecie tributarie, degli Stati Sovrani nel nuovo contesto globale. Questa ricerca si propone di individuare i vuoti giuridici e le carenze di tutele insite nelle procedure di scambio di informazioni e contestualmente di appurare l'esistenza nell'ordinamento Tributario Europeo, grazie al contributo interpretativo della Giurisprudenza della Corte di Giustizia ed ai principi sanciti dalla Carta dei diritti Fondamentali dell'Unione Europea nonché dalla convenzione CEDU, di un insieme di "diritti europei del contribuente" invocabili nel contesto collaborativo tra Stati Membri UE attuato tramite lo scambio di informazioni. ; This essay analyzes in a European and international dimension the topic of fiscal administrative cooperation to be achieved through the exchange of informations between EU States Members. The perspective taken into account, which is the central theme of this study, refers to the taxpayer involved in the transnationale exchange of informations, in order to determine wether within international and European standards or national laws that regulate the instrument, there is an effective protection of the taxpayer. The attention is necessarily placed to the aim of the European and International standards governing the exchange of information, highlighting primarily the "physiology" structure and then the "pathological" aspect descending to the inevitable need of information, with regard to tax case, of the sovereign states in the new global context. This research aims to identify the loopholes in the legislation and shortcomings of safeguards the procedures for exchange of information and simultaneously to ascertain the existence in the European Tax system, thanks to the contribution of the Jurisprudence of the Court of Justice UE and the principles enshrined in the Charter of Fundamental rights of the European Union and by the Convention ECHR, a set of "European rights of the taxpayer" invoked in the collaborative context between EU Member States implemented through the exchange of informations.

The city is increasingly characterized as a place of relationships, as a exchange site, such as transactional space. There are now widely accepted scenarios that describe future urban concentrations of 75% of human beings on the planet within the urban areas which require a renewed attention to urban phenomena. In this condition the new information and communication technologies play a key-role in the processes of urban transformation and territorial development. The city produces, it processes and transfers information and this seems to be the new good for the urban economy. In order to transfer information (or in some other way to ensure access to it), many large urban concentrations are developing cabled infrastructure through the construction of fiber-optic networks capable of transferring large amounts of information with extremely high speeds. All this will change substantially the profiles of the city by the urban community that will be reached by broadband networks and solicited, by enormous pressures that the market is having on the TLC sector, towards an increased use of computerized flow to perform all activities inside the city. In general we can say, and this study attempts to demonstrate the meaning of that position, that the broadband networks should be one of the structural components of the new "governance" for the city of the XXI century. Furthermore we should not forget the risk of "broadband divide" and, in order to avoid it, we need to promote an inclusive processes of modernization of the city that provide access to the network. In the very next future the prerequisite for territorial development will be strictly connected with the presence of broadband network. Many countries have already understood the strategic role of this infrastructure and have activated specific policies to support their creation. Italy, which is the first places in the world for distribution of devices for mobile phones, seems to show some difficulties in developing the full accomplishment of such infrastructures, but some new political actions seem to start a new season for the digital transformation of the italian territory in a "land of bits". It is now widely accepted that broadbans networks represents a key component for the development of territory. The presence of such infrastructure provides the potential to take part in new and productive economic processes that generate and develop themselves exclusively in the new digital economy. As many researchers have pointed out, for over a decade, broadband networks are an inalienable structure for urban competitiveness and, more generally, a facility which must be installed in all the territorial ambits in which human activities are located. This article try to point out some main issues about the broadband "affaire" in different countries with a special focus on the italian situation. ; La città è sempre più caratterizzata come luogo di relazioni, come un sito di scambio, come spazio transazionale. Le nuove tecnologie dell'informazione consentono rappresentano il mezzo per supportare le nuove forme di comunicazione svolgendo un ruolo chiave nei processi di trasformazione urbana e di sviluppo territoriale. La città produce, elabora e trasferisce informazione e questo sembra essere il nuovo bene di riferimento per l'economia urbana. In un futuro molto prossimo il presupposto per lo sviluppo territoriale sarà strettamente riconducibile alla presenza di rete che consentano il transito di flussi informativi. In tale panorama tendenziale la disponibilità delle reti a banda larga rappresenta un elemento basilare nell'offerta insediativa che i territori, in particolare quelli metropolitani, dovranno predisporre. Sulla qualità di tale offerta si fonderà molta della competizione fra aree nella definizione di iniziative di marketing territoriale e attrazione di investimenti. L'innovazione propone oramai quasi giornalmente tecnologie per una nuova comunicazione che si diffondono rapidamente nella socialità urbana. Cambiano i sistemi di relazione, le etiche degli individui, i codici di comunicazione, ma anche le attività e gli spazi di incontro: cambia la città. La rete consente nuove attività transazionali nel ciberspazio (o nella città digitale) che modificano i precedenti codici di interazione fra gli attori urbani e che richiedono infrastrutture reali e siti fisici di insediamento diffuso per minimizzare la distanza fra unità d'offerta e consumer. Nell'articolo si tenta di sottolineare alcune questioni principali per la banda larga affaire in diversi paesi, con una particolare attenzione alla situazione italiana.

This paper has two aims, one theoretical and the other empirical. At the theoretical level, we advance an interpretation of the apparent inability of models based on rational expectations to explain the time evolution of exchange rates. The interpretation is based on the inadequate treatment of the different time frequencies with which new information on the different variables that affect the foreign exchange markets becomes available. At the empirical level, we attempt to re-examine the effectiveness of controls on capital movements, during a period in which these were used in Italy; moreover we analyse the effectiveness of official foreign exchange interventions.

Blockchain is a technology that has become known above all thanks to cryptocurrencies. The now-famous bitcoins born in 2008 from the mind of Satoshi Nakamoto, considered by most to be a pseudonym of a group of researchers, are the first digital currency that has exploited this technology. However, to fully understand the value of this tool and above all to understand the Chinese strategy in this regard, it should be emphasized that the practical applications of the blockchain go far beyond cryptocurrencies. In fact, the information that can be stored within a blockchain is manifold such as, for example, certificates and licenses of various kinds, smart contracts, and in general transactions and information exchange. In particular, this technology can be applied for areas such as digital identity, the filing of judicial decisions, the tracking of money and public funding, the exchange of tangible and intangible assets such as patents, and also for electronic voting. Some authors argue that the distributed control system of the blockchain could give rise to a governance without a government or even a "global society without a state", putting at risk the very concept of national sovereignty. However, the purpose of this article is not to venture hypotheses on how the state may or may not coexist with the blockchain. Rather, once the potential and risks are understood, the goal is to understand and analyze what China's intentions are for the development and use of this technology. ; La blockchain, in italiano "catena di blocchi", è una tecnologia diventata nota soprattutto grazie alle criptovalute. Gli ormai famosi bitcoin nati nel 2008 dalla mente di Satoshi Nakamoto, considerato dai più uno pseudonimo di un gruppo di ricercatori, sono la prima valuta digitale che ha sfruttato questa tecnologia. Tuttavia, per comprendere a pieno il valore di questo strumento e soprattutto per capire la strategia cinese in merito, è bene sottolineare come le applicazioni pratiche della blockchain vadano ben oltre le criptovalute. Infatti, le informazioni che possono essere conservate all'interno di una blockchain sono molteplici come, ad esempio, certificati e licenze di varia natura, contratti smart e in generale le transazioni e lo scambio di informazioni. In particolare, questa tecnologia può essere applicata per ambiti quali l'identità digitale, l'archiviazione di decisioni giudiziarie, il tracciamento di denaro e dei finanziamenti pubblici, gli scambi di beni materiali e immateriali come i brevetti e anche per il voto elettronico. Alcuni autori affermano che il sistema di controllo distribuito della blockchain potrebbe dar vita ad una governance senza governo o anche ad una "società globale senza stato", mettendo a rischio il concetto stesso di sovranità nazionale. Lo scopo di questo articolo non è tuttavia quello di azzardare ipotesi su come lo Stato possa o meno convivere con la blockchain. Piuttosto, una volta comprese le potenzialità e i rischi, l'obiettivo è capire e analizzare quali siano le intenzioni della Cina per lo sviluppo e l'utilizzo di questa tecnologia.

This document will describe the process of secure and protect a general system (or organization) according to the security management model defined in ISO BS17799:2000 security standard; this standard consists of recommended information security practices. After this presentation, in order to estimate the effectiveness of the solutions already implemented, we will apply this model to the context of the TIX, Tuscany Internet eXchange, a Neutral Access Point (NAP) to promote territorial connectivity cover of Tuscany region for Public Local Government that belongs to RTRT (Tuscany Data Transmission Network) Infrastructure. In order to supply a concrete example, we also will analyze a crucial functionality of the security system, firewall, providing some useful indications for firewall management policies.

Nel Ministero dei beni e delle attività culturali e del turismo (MIBACT), l'Istituto Centrale per il Catalogo e la Documentazione (ICCD) è il referente istituzionale per la programmazione, l'elaborazione metodologica e la pianificazione delle attività connesse alla catalogazione del patrimonio culturale italiano. A tal fine coordina la ricerca per la definizione degli standard di catalogazione per le diverse tipologie di beni culturali inerenti gli ambiti di tutela del MiBACT e gestisce il Catalogo generale del patrimonio archeologico, architettonico, storico artistico ed etnoantropologico nazionale. Dall'epoca della sua fondazione (1975) ad oggi, l'ICCD ha costantemente indirizzato le proprie politiche operative verso il "colloquio" con gli altri soggetti impegnati nel settore dei beni culturali, al fine di individuare regole e modalità di lavoro per condividere le conoscenze sul patrimonio, come ad esempio gli standard catalografici e i protocolli di interscambio dati. Con la realizzazione del nuovo Sistema Informativo Generale del Catalogo su base web (SIGECweb), l'Istituto si è dotato di nuove funzioni e tecnologie per gestire l'intero processo di produzione dei dati catalografici, dall'assegnazione dei codici univoci di catalogo alla pubblicazione delle schede per la libera fruizione, in maniera da garantire l'omogeneità e la condivisione delle informazioni prodotte. Sono inoltre state definite procedure per l'interoperabilità con sistemi esterni e l'ICCD ha partecipato allo sviluppo della piattaforma cooperativa Vincoli in Rete (VIR), che realizza l'interoperabilità tra le tre principali banche dati del MIBACT e rappresenta il punto fondamentale di accesso all'anagrafica condivisa dei beni afferenti al patrimonio culturale immobile. ; No Ministério dos Bens e Atividades Culturais e do Turismo (MiBACT), o Instituto Central de Catalogação e Documentação (ICCD) é a referência institucional para a programação, o desenvolvimento metodológico e o planejamento das atividades relativas à catalogação do patrimônio cultural italiano. Também foram definidos os procedimentos para a interoperabilidade com sistemas externos e o ICCD participou do desenvolvimento da plataforma de cooperação Vincoli in Rete (VIR), que efetua a interoperabilidade entre os três principais bancos de dados do MIBACT e representa o principal ponto de acesso ao registro de dados compartilhados dos bens relativos ao patrimônio cultural imóvel. ; MIBACT's (Ministry of Cultural Heritage and Activities and Tourism) ICCD (Central Institute for Cataloguing and Documentation) is the in stitutional reference in terms of defining, developing methodologies and planning activities related to cataloguing Italy's cultural heritage. To that end, it coordinates research relating to the definition of cataloguing standards for the different kinds of cultural assets under the MiBACT's protection. It also coordinates the general national catalog of archeological, architectural, historic, artistic, ethnic and anthropologic heritage. Since its inception (1975) to this day, ICCD has consistently focused its operational policies on the "dialog" with other actors involved in the cultural assets segment to identify rules and work categories to share knowledge related to heritage, such as cataloguing standards and data exchange protocols. The creation of the new SIGECweb (Web-based General Cataloguing Information System) gave the Institute new resources and technologies to manage the entire process of producing cataloguing data, from assigning unambiguous codes to file cards publishing for free use, in order to assure consistency and the sharing of generated information. The procedures for the interoperability with external systems were defined, and ICCD was part of the development of the Vincoli in Rete (VIR) collaboration platform. This platform enables the interoperability between the three major MIBACT's databases, it is also the main access to the shared data registry of assets related to immovable cultural heritage.

In the modern age, cities as Nice and Villefranche are fundamentally important for Savoy dukes because their offseted situation and proximity to France. More, their seaside situation warranted trading exchanges of Savoy's dynasty. Governor's correspondence sent into these cities by sovereigns, during XVIth and XVIIth centuries, allows us to study connections between peripheral city and court, to provide enumerated informations on military traffics, cities's requirements and to feel the situation's pulse. ; A l'époque moderne, les villes de Nice et de Villefranche sont d'une importance fondamentale pour les ducs de Savoie de par leur situation excentrée et de frontière avec la France et leur situation maritime qui garantissait les échanges commerciaux de la maison de Savoie. La correspondance des gouverneurs envoyés dans ces villes par les souverains piémontais aux XVI° et XVII°siècles, permet d'étudier les rapports entre la ville périphérique et la cour, de fournir des informations détaillées sur les mouvements militaires, les exigences des villes et de prendre le pouls de la situation.

L'armonizzazione fiscale è una importante sfida che l'Unione Europea si trova ad affrontare per la completa realizzazione del mercato interno. Le istituzioni comunitarie, tuttavia, non dispongono delle competenze legislative per intervenire direttamente negli ordinamenti tributari degli Stati membri. Svolgendo una analisi del contesto legislativo vigente, ed esaminando le prospettive de iure condendo della materia fiscale dell'Unione, il presente lavoro cerca di comprendere le prospettive di evoluzione del sistema, sia dal punto di vista della normativa fiscale sostanziale, che procedimentale. Mediante la disciplina elaborata a livello comunitario che regola la cooperazione amministrativa in materia fiscale, con particolare riferimento alle direttive relative allo scambio di informazioni e all'assistenza alla riscossione (dir. 2011/16/UE e dir. 2010/24/UE) si permette alle Amministrazioni degli Stati membri di avere accesso ai reciproci ordinamenti giuridici, e conoscerne i meccanismi. L'attuazione di tali norme fa sì che ciascun ordinamento abbia l'opportunità di importare le best practices implementate dagli altri Stati. L'obiettivo sarà quello di migliorare il proprio procedimento amministrativo tributario, da un lato, e di rendere più immediati gli scambi di informazione e la cooperazione alla riscossione, dall'altro. L'armonizzazione fiscale all'interno dell'Unione verrebbe perseguita, anziché mediante un intervento a livello europeo, attraverso un coordinamento "dal basso" degli ordinamenti fiscali, realizzato attraverso l'attività di cooperazione delle amministrazioni che opereranno su un substrato di regole condivise. La maggiore apertura delle amministrazioni fiscali dei Paesi membri e la maggiore spontaneità degli scambi di informazioni, ha una efficacia deterrente di fenomeni di evasione e di sottrazione di imposta posti in essere al fine di avvantaggiarsi delle differenze dei sistemi impositivi dei vari paesi. Nel lungo periodo ciò porterà verosimilmente, gli Stati membri a livellare i sistemi impositivi, dal momento che i medesimi non avranno più interesse ad utilizzare la leva fiscale per generare una concorrenza tra gli ordinamenti. ; Fiscal harmonization is an important challenge European Union has to face for the complete fulfillment of the common internal market. European institutions do not have competences set forth under the Treaties to approach the tax matter. The main aim of the paper is to understand the perspective for the development of the fiscal system among the EU, starting from the analysis of the Eu Directives in force affecting the tax administrative proceedings of the member States. Through the EU Directive on the exchange of information (dir. 2011/16/EU) and the EU Directive on the assistance for the recovery of taxes (dir. 2010/24/EU), the fiscal authorities of member States have the chance to know each other's administrative systems. In this framework, the more tax authorities will be open to exchange information, assist each other, and to cooperate on a common legal basis, the more effective will be the response against cross-border tax fraud and evasion. On the other side, the effectiveness of the exchange of information among States will prevent harmful tax competition and distortions in the tax systems. The result will be a shift in emphasis from attempting to harmonize taxes at EU level towards improving coordination between existing national tax systems, and in particular, tax authorities.

At the same time, the Institutions began to privilege principles of efficiency, efficacy and economicity in public action. In particular, reduction in management costs were highlighted while the foundations were laid for processes of administrative simplification and the development of the "digital State ". At European and national scale, the notion of e-Government was far-reaching and inclusive of a series of policies linked to the introduction of ICT (organizational, technological, formative/performative, infrastructural and information technology solutions), in order to collect, conserve, process and transmit (textual, visual or audio) digital information. The focus of the e-Government concept targeted four objectives: 1) collecting and storing massive quantities of information within a confined space; 2) processing and transmitting information more speedily; 3) the exchange of information (interoperability) using diverse techniques and language; 4) the conservation and security of information, content and the impact of digitising modes and processes. Notwithstanding, a decade later e-Government policies of the latest generation still pivot on the delicate issue of interoperability which goes far beyond technical problems of connectivity and language. The impact of the economic recession in Italy (still ongoing) as can be envisaged, has had disastrous results on the productive and social fabric of the country. Planning to resolve governance issues in the Italian Public Administration through innovative policies and strategies of global development such as Structural Funds – Europe 2020 Strategy is vital to support the Digital Agenda, innovation and private sector industrial research while the diffusion of tecnological enterprise is necessary to boost competitiveness and a new culture of systemic actions to foster structural impact. Within this strategic vision, one of the core issues concerns a more virtuous alignment with European policies, well defined in the Strategy Horizon 2020, the main European Union funding tool for Research Europa envisaged for the period 2014-2020.

Lo scopo della ricerca ha riguardato la concezione, l'implementazione ed il test di nuovi concetti di interfaccia basati sulla Realta' Aumentata (AR) per applicazioni nei campi dell'industria e dei servizi, tenendo conto della rapida evoluzione dei sistemi e dei dispositivi inerenti a tale tecnologia in continuo sviluppo. Il risultato finale dello studio e' principalmente rappresentato da un "Video-Based Adaptive and Collaborative AR System", in cui (a) la tecnologia AR ottica (see-through) è abilitata alla ricezione di stream video multipli in tempo reale da differenti videocamere e/o display ("Video-Based"), (b) gli utenti condividono lo stesso ambiente ma sperimentano differenti visualizzazioni AR ("Adaptive"), (c) lo scambio di informazioni avviene fra tutte le componenti e fra tutti i livelli – fra gli operatori, nonché fra gli stessi ed i loro supervisori, quest'ultimi aventi il compito di ottimizzare le strategie di teamwork in tempo reale ("Collaborative"). Tale Sistema AR ha valore generale e può essere esteso a numerosi campi di applicazione del mondo dell'industria e dei servizi. Come casi di studio particolari, sono stati considerati i contesti "safety-critical" delle torri di controllo aeroportuali e degli elicotteri. In questo modo, la trattazione ha riguardato rispettivamente sia gli impianti di gestione/controllo che i mezzi di trasporto, oovero le due macro-aree in cui ricadono non solo tutte le applicazioni AR relative al campo aeronautico, bensì all'intero settore dei trasporti (terrestri, marittimi, aerei), sia di carattere civile che militare. Integrando stream video multipli in tempo reale all'interno dei layers virtuali della tecnologia AR ottica (see-through), la caratteristica "Video-Based" del Sistema AR implementato offre la possibilita' di colmare il gap di ricerca rappresentato dall'assenza di soluzioni ibride derivanti dalla fusione delle differenti funzionalità che caratterizzano entrambe le categorie distinte (rispettivamente tecnologia AR ottica e video) in cui vengono suddivisi tutti i dispositivi AR. ; The overall aim of the research was to conceive, develop and test new interface concepts based on Augmented Reality (AR) for applications in industry and services, taking into account the fast evolution of systems and devices dedicated to this quickly maturing technology. The final result of the PhD study is mainly represented by a "Video-Based Adaptive and Collaborative AR System", where optical AR technology is enabled to receive multiple live video streams from different cameras and/or displays ("Video-Based"), users share the same environment but experience different AR visualizations (Adaptive) and where information exchange happens among all components and all levels (Collaborative) - among users and between users and team supervisors, with the latter having the role of optimizing team strategies in real-time. This AR System has a flexible character and can be generalized and easily extended to many application fields in industry and services. The case studies here considered, namely related to the airport control towers and helicopters, have been developed in order to support in understanding the impact that the implementation of this kind of AR concept would bring to such safety-critical operations in the aeronautical sector. The "Video-Based" feature offers the possibility of integrating multiple live video streams in the virtual layer of an optical AR system and tackles the research gap represented by the lack of hybrid solutions deriving from the fusion of the different functionalities characterizing both the distinctive categories the whole AR technology is divided into, namely optical and video AR technology.

During the exchanges inside NILDE system, it should point out that several libraries presented dissonant attitudes out of line with the Regulation signed by participants. We can try a reflection on some aspects of NILDE system, on the criticality factors along with the effects of the adoption of incoherent models compared with ones proposed by the agreement. Afterwards an analysis describes "Conditions of supplying" inside NILDE. You will find some elements of discussion, underlining the political value of the promotional activity of both accessibility culture and circulating information.
