Global processes of the information exchange of the national tax authority in the context of its international activity are studied. The cooperation of the State Fiscal Service with international organizations is analyzed and revealed. International standards of disclosure and information exchange for tax purposes and the status of their implementation to Ukrainian tax legislation are analysed. The variant of construction of the mobile subscribers information exchange subsystem of the tactical level C4 IS (C 2 IS) of the Ukrainian Land Armed Forces based on using of the terrestrial network of the field mobile base stations and subscriber devices for wireless access, which are realized the IEEE 802.16e-2005 standard (mobile-WiMAX) is offered. That variant is providing the necessary level of traffic capacity, reliability and survivability for the perspective tactical level C4 IS (C2 IS) of the Ukrainian Land Armed Forces.
The article examines the legal regulation of using cloud technologies for information storage. The author analyses the legal acts of Ukraine, the European Union, the USA, and self-governing organisations that unite intermediaries of cloud information systems regulating relations in data storage and using cloud technologies for user information processing. The author considers the provisions on the definition of cloud computing and cloud storage from the point of view of law. The author analyses specific regulations governing legal relations in the storage field and the use of information in cloud storage. The main functions are analysed: information storage creation of a multi-level database; collection of data and their systematisation, storage of big data and their processing; information exchange; support of other services; collection of data and their distribution by applications; and economic function. It is noted that the legal regulation of information storage in cloud storage is complex.

Information technologies are disclosed as technologies to create, store, record and process information. Technical and technological direction of information technology development is analyzed. The connection of the information technology concept transformation and development of the information society theory, in particular, the theory of post-industrial society, information society, network society, knowledge society and the digital world is revealed. The connection of the information technology concept transformation and the emergence of the media civilization and global information space is also revealed. The article shows that the development of information technology is an important factor in the development of the information society. Technology transition (the electronic computer as a machine) to the modern stage of development of digital technologies is characterized by the formation of a single technical and technological basis for the formation of the information society. The classification of information technology according to its application scope is proposed. Information and communication technologies characterize subject-to-subject interactions, among which pedagogical and political technologies are primarily distinguished. Information space is separate area of information technology application. Information processing technologies in the information space are the basis of modern democratic discourse. An important area of information technology is the information sphere. Information sphere is the sphere of information activity, information exchange and information relations, the regulator of which is the information law. Information security technologies ensure the protection of human rights, society and the state in obtaining objective information. Cybersecurity technologies protect critical infrastructure. The technologies of reality – virtual, cognitive, and augmented – provide the ability of a person's consciousness and thinking to process and create new information. Identifying the social significance of the technical and technological development of information technologies becomes the basis of recommendations for the implementation of a strategies for the formation of the information society in Ukraine.

Історіографічний аналіз наукових розвідок вітчизняних та зарубіжних учених дозволяє зробити висновок, що проблематика дотримання вимог інформаційної безпеки після розпаду СРСР є предметом досліджень політологів, соціологів, правознавців та фахівців у галузі інформаційних технологій, проте в історичному акспекті розгяладється вперше.З'ясовано хронологію прийняття основних нормативно-правових документів щодо інформаційної безпеки на пострадянському просторі та систематизовано її по окремих напрямках. Виявлено зміст основних заходів щодо впровадження законодавчих актів, прийнятих керівними органами СНД щодо інформаційної безпеки у державах-учасницях СНД та розглянуто особливості забезпечення інформаційної безпеки у країнах-учасницях етнополітичних конфліктів на пострадянському просторі. Охарактеризовано основні нормативно-правові документи з питань інформаційної безпеки в країнах-членах СНД. Встановлено, що, незважаючи на існування інформаційних загроз Україні, керівництвом держави не було вжито заходів щодо запобігання інформаційній агресії з боку Російської Федерації. Визначено недосконалість нормативно-правової бази СНД щодо інформаційної безпеки. ; The history reveals powerful informational campaigns between the Republic of Armenia and the Azerbaijani Republic, the Republic of Moldova and the Transnistrian Moravskou Republic, the informational wars between Russia and Georgia during the Russian-Georgian war of 2008, and, finally, target-driven activities of the Russian Federation in the information space of independent Ukraine. In this regard, the urgent issue today is to ensure the security of information – security of state information resources, protection of vital interests of a citizen and society in the information sphere. Information security is also a component of the state national security.Analysis of scientific views on issues of information security in the post-Soviet space is the subject of scientific researches of local and foreign specialists. Available scientific works of Ukrainian, Russian, Armenian, Azerbaijani, and Moldovan scientists are divided into 5 semantic groups: a research synthesis of the social, philosophical, political and psychological aspects of information security; a study of the status of information security in the common information space of CIS member states; a study that deals with an impact of media and role of "public diplomacy" on the issue of information security; research relating to issues of information security of the Russian Federation in the modern geopolitical realities; research of Ukrainian researchers on information security and information warfare against Ukraine.The aim of the study is to analyze the main measures for ensuring information security in post-Soviet space, particularly, in the space of CIS member states. After the formation of CIS, a number of documents in the field of information security have been adopted, but the legal framework remains inadequate and requires revision. The documents did not include the issues of information and psychological impact on the population, as well as the preparation and conduction of information warfare. Thus, the most pressing issue in the field of information security has been outside the sphere of legal and regulatory framework for many years. In addition, the former Soviet Union created TLB, which also pays attention to the improvement of legislation in the sphere of information security.Each member country of CIS and CSTO has adopted a number of documents in this area. ; Историографический анализ научных исследований отечественных и зарубежных ученых позволяет сделать вывод, что проблематика информационной безопасности после распада СССР является предметом исследований политологов, социологов, правоведов и специалистов в области информационных технологий, однако в историческом акспекте рассматривается впервые.Автором уточнено хронологию принятия основных нормативно-правовых документов по информационной безо-пасности на постсоветском пространстве, систематизировано ее по отдельным направлениям. Выявлено содержание основных мероприятий по внедрению законодательных актов, принятых руководящими органами СНГ по информационной безопасности в государствах-участницах СНГ и рассмотрены особенности обеспечения информационной безопасности в странах-участницах этнополитических конфликтов на постсоветском пространстве. Охарактеризованы основные нормативно-правовые документы по вопросам информационной безопасности в странах-членах СНГ. Установлено, что, несмотря на существование информационных угроз Украине, руководством государства не были приняты меры для предотвращения информационной агрессии со стороны Российской Федерации. Определено несовершенство нормативно-правовой базы СНГ по информационной безопасности.

Проведено аналіз основних нормативно-правових актів, які регламентують захист інформації в кіберпросторі. ; Статья посвящена изучению правовых основ защиты информации в киберпространстве на базе действующего законодательства, а также определению отраслей законодательства, направленных на регулирование информационных правоотношений, и в частности в киберпространстве. Указано, что информационное законодательство должно регулировать противоречия между потребностями граждан, общества и государства в расширении свободного обмена информацией и отдельными ограничениями в ее распространении. ; The article is devoted to the study of the legal basis for the protection of information in cyberspace on the basis of existing legislation, as well as the definition of branches of legislation aimed at regulating information legal relations, and in particular in cyberspace. Background. Implementation of the Smart Grid concept in Ukraine is under consideration, and it should become an integral part of the electricity distribution systems planning. One of the outstanding issues is exchanging the information on the distribution systems development between all stakeholders using modern information and communication solutions. Objective. The purpose of the research is to develop a generalized model of information platform for electricity distribution system planning and expansion of Smart Grid technologies in the energy system of Ukraine. Methods. The experience of the European Union (EU) in electricity distribution system planning, and specifically, the organization of interaction between stakeholders was analyzed. With the help of a system approach, the requirements of the existing in Ukraine laws and regulations on electricity distribution system planning were investigated. The model structure of the proposed information platform was formalized by the graphical tools of the unified modeling language (UML). Results. It is determined that the EU organizes the information exchange for the purposes of electricity distribution system planning, using different tools in parallel: specialized institutions for communication of stakeholders; cooperation of energy regulators; reports of scientific institutions about Smart Grid project implementation; information technology platforms for modeling the electricity distribution system in cooperation with its users. The existing in Ukraine scheme of interaction between all actors directly or indirectly involved in electricity distribution system planning was investigated; it was proposed to develop an information technology platform "Ukrainian Smart Energy – USE" to eliminate the identified negative aspects of information exchange between the actors. In the article considers aspects of the problem of the formation of the new information society. The systematization of the main approaches to the definition of "information society" is showed: technological, economic, professional, spatial (network), cultural, political. The notion of "information society" is defined as a global society shaped by the intensive development of information and communication technologies, in which the main condition for the well-being of each person and each state is the knowledge gained through unhindered access to information and the ability to work with it, and the exchange of information is not will have neither temporal, spatial and political boundaries. Information policy is implemented on two levels – the state (national) and international. Each national state establishes a national information policy independently, depending on its own socio-economic, political and cultural conditions. The main directions of the national information policy are indicated. The peculiarities of the construction of the state information policy in Ukraine are noted. The state contributes to the development of the information society by creating an acceptable legislative field for the development of information and communication technologies. First of all, it is the Constitution and laws of Ukraine, presidential decrees and government programs and decrees, regulations and orders of ministries and departments, decisions and programs of central and local governments. In the context of European integration of Ukraine, the problem of studying the information society formation experience in the member states of the European Union, as well as the implementation of the EU legal acts norms in the information legislation of Ukraine is actualized. The list of strategic development priorities of Ukraine includes the rights protection, freedoms and security of citizens in the information sphere, the refusal of total information control ideas and the economy innovative branches development, in particular the domestic industry of information technologies, services provision and production of software products. ; У статті розглянуті аспекти проблеми становлення нового інформаційного суспільства. The first type is the development of technologies caused by the need to provide services for which market demand has already been formed. The second type is the development of new services based on the technology that has appeared in the market.Research methodology. The author uses modeling methods, mathematical statistics, methods of comparison and system analysis.Results. Nowadays infocommunications have become an essential component of the development of society, affecting all its areas: economics, science, education, healthcare, art and politics. Infocommunication service is understood as the result of economic activity to meet the needs of users in access to information resources and the transfer of information using information and telecommunication technologies and networks. The data from the annual reports of the International Data Corporation (IDC) campaign over the past few years show that global markets are characterized by an ever-increasing demand for infocommunication products and services. Demand for them, as it turned out, is growing twice as fast as the global gross domestic product: according to IDC, in 2016 the cost of IT solutions and telecommunication services in the world reached $4.3 trillion, which is almost 5% more than a year earlier. At the same time, real GDP grew by about 2.2%. It is expected that in 2021 the volume of the ICT market will increase by 6.5%, and GDP — by 2.5-2.6%.Novelty. An attempt is made to analyze the data on the world markets for infocommunication products and services.The practical significance. An analysis of trends in the global infocommunication sector (an increase in the share of services caused by the transfer of non-core user activities related to servicing ICT outsourcing companies; an increase in the volume of virtual resources; the need to work with large amounts of information; organizing individual user profiles) allows us to determine the development priorities of ICTs designed to become one of Fundamentals of the Digital Economy: Virtualization Technologies, Distributed Media Organization Technologies Key data, converged technology, the communication network of the "fifth generation", the so-called 5G, coupled with Big Data Analysis and the Internet of Things (IoT), whose main driving force should be artificial intelligence.
