Response on New Credit Program In Indonesia: An Asymmetric Information Perspective
The Indonesian government launched a new people's business credit program as part of a package of economic policy and deregulation. The interest rate is set lower than the average of the current loan interest rates, especially when compared with rural bank interest rates. To capture the social spatial aspects, quota sampling is applied to ten areas that divided based on the social culture. Further, the method utilized in this research is logit models, which designed to analyse the determinants of asymmetric information particularly on the rural bank and small micro enterprises. The study was conducted in East Java as the province with the largest number of rural banks in Indonesia. Based on the estimation of asymmetric information model to the respondent of rural banks and small businesses, the result shows that adverse selection can be avoided by strengthening the information about prospective borrowers. Regarding moral hazard, rural banks and small businessmen argued that the imposition of the collateral to the debtor has an important role to avoid moral hazard. Rural bank respondents stated that the KUR program with low-interest rates has affected their business development. The results implied the need of broadening the collaboration schemes between this people's business credit program and rural banks.

Tata Kelola pada Perguruan Tinggi Menggunakan Control Objective for Information & Related Technology (COBIT) 5
A College needs a good governance in implementation of information technology, especially which related with information security because information is an important asset. Framework which can be used for the preparation of information security governance is COBIT 5 from ISACA. The first step to start the preparation of the governance using COBIT is mapping between the goal of college with enterprise goals (EG), IT Related Goals and domain process COBIT 5. From 15 colleges that have been accredited in West Java (15 Januari 2015), produced 13 EG related for college accreditation A, B and 10 for college accreditation EG C. For a sample in process capability assessment of information security governance, we used Universitas Muhammadiyah Sukabumi (UMMI) as the research object, which is an accredited college C, and EG focused on optimization of business process functionality associated with the alignment of IT goals of IT and business strategy, and 10 processes, i.e EDM01, EDM01, APO01, APO02, APO03, APO05, APO07, APO08, BAI01, BAI02. From the results obtained capability assessment process UMMI value of 7 is on level 0, ie the value of the attribute 50-85%. Gap analysis results, it turns out that making such UMMI lack of work products (evidence / result) of activities of governance processes deemed to have been executed. To meet the achievement level, it is recommended to perform compliance on each best practice and work products, and can be initiated by creating a guide to information security.

The Mediating Impact of Psychological Capital and Job Relevant Information on the Influence of Budget Participation against Job Performance
The purpose of this study was to investigate the mediating impact of psychological capital and job relevant information on the budget participation to job performance at the public sector managers in the provincial government of East Java. Data analyzed using SEM-PLS. The SEM-PLS allows the examination of the direct effects of budget participation on job performance and the indirect effects between budget participation and job performance that run through psychological capital and job relevant information. The findings of this study are that psychological capital fully mediates influence of budget participation to job performance, job relevant information fully mediates influence of budget participation to job performance. Limitations of this study are using questionnaire media to obtain primary data so that it relies on the level of respondent perception so that the subjectivity factor can be contained in it. Second limitation is generalizability of samples. Despite its limitations, this study has both academic and practical implications. The study adds to the job performance literature in a public sector organizations. The study also finds that manager's job performance can be improved by minimizing Psycap and JRI. Future research should study other mediation variables on the effect of budget participation on job performance.

INFORMATION SYSTEM SECURITY GOVERNANCE EVALUATION USING COBIT 5 FRAMEWORK IN. TSABITA CAKE ; EVALUASI TATA KELOLA KEAMANAN SISTEM INFORMASI MENGGUNAKAN FRAMEWORK COBIT 5 PADA PT. TSABITA CAKE
This research aims to evaluate the maturity level of information technology governance (IT) in the application of information system services at PT. Tsabita Cake. The method used is a mixed method of quantitative and qualitative using questionnaires, interviews, and document studies. The focus of this research is on the DSS 05 domain. The results obtained from this study are needed as an evaluation and input for improvement of the information system governance of PT. TSABITA CAKE in the future. The results showed the maturity level of IT governance in the Information System services of PT. TSABITA CAKE is currently at a capability of 75% or equivalent to 2.90 with the status largely achieved and at level 2. Therefore, information system security needs to be improved to support the performance of PT. TSABITA CAKE in order to reach level 3 requires a recommendation for gradual improvement of the attribute process from level 1 to level 3. To improve IT governance, it is recommended that institutions prepare competent human resources, as well as document every activity of evaluation, direction, and monitoring in information system management. ; Penelitian ini bertujuan untuk mempelajari tingkat kematangan tata kelola teknologi informasi (TI) dalam penerapan layanan sistem informasi pada PT. Kue Tsabita. Metode yang digunakan adalah metode campuran kuantitatif dan kualitatif menggunakan instrumen kuesioner, wawancara, dan studi dokumen. Fokus penelitian ini pada domain DSS 05. Hasil yang didapat dari penelitian ini dibutuhkan sebagai evaluasi dan masukan untuk perbaikan terhadap tata kelola sistem informasi PT. TSABITA CAKE dimasa yang akan datang. Hasil penelitian menunjukkan tingkat kematangan tata kelola TI pada layanan Sistem Informasi PT. TSABITA CAKE saat ini berada pada kapabilitas sebesar 75% atau setara dengan 2.90 dengan status sebagian besar tercapai dan berada pada level 2. Maka dari itu sistem informasi perlu ditingkatkan untuk mendukung kinerja PT.

Therefore this research is to integrate the data of land in each village in the district of Sumedang Cisarua. Decisions are one of the things that are of interest in an organization. Decisions are made with accurate consideration to produce the right solution and in accordance with what is needed. In decision making it is influenced by several aspects such as, influencing decisions to make decisions accurately. Decisions are the conclusions of those who are reached after a judgment, and decisions are seen as a process that consists of unity of interrelated activities. Information technology can help an organization or company to produce a decision. As an example of a case in the election of an organization chair, it can be done with E-Voting. E-voting which is a method of collecting and calculating votes using electronic devices, the organization can determine the chairman of the organization. With a decision support system method that is able to provide ability to solve problems. This research helps one organization, the youth organization, to elect the chairperson of the organization. This web-based e-Voting is designed simply to make it easier for users to use it for voting and counting the results of the vote.

Diplomasi Digital Sebagai Dampak Pandemi Global Covid-19: Studi Kasus Diplomasi Indonesia Di Perserikatan Bangsa-Bangsa (Pbb)
The background of this article is the existence of a global pandemic COVID-19 which has an impact in various fields. This article seeks to explore the impact of the COVID-19 global pandemic on information and communications technology (ICT) in the form of digital diplomacy. Exploration is carried out by investigating the case of Indonesian diplomacy at the United Nations (UN) in March, April, and May 2020. The main concept in this article is digital diplomacy. This concept illustrates the use of ICT as a means of diplomacy for state actors and changes at the policy and institutional levels. This article found various digital diplomacy activities from the Permanent Mission of the Republic of Indonesia to the United Nations in New York, United States during the global pandemic COVID-19. These activities include: 1) coordination with Indonesia's Embassy and Consulate General in the United States to protect Indonesian citizens; 2) participation in UN Security Council virtual meeting to discuss international peace and security issues; and 3) participation in other UN bodies virtual meetings to discuss international development issues. This article argues that the impact of the COVID-19 global pandemic in the field of ICT is reflected in Indonesia's digital diplomacy at the United Nations. The global pandemic COVID-19 changed the means and tools used by Indonesian diplomats to gather information, negotiations, and responses on international issues. Even so, Indonesian diplomacy at the UN continues to run optimally.

Etik Ipda Riyani: This study aimed to analyze the relationship between the success of the implementation of the information system e-SPT Sales Tax (e-SPT PPN) to tax compliance. The model used in the study was the model of success of information systems updated D & M IS Success Model. This model is based on six measures of success is the quality information system (System Quality), the quality of information (Information Quality), quality of service (Service Quality), user interest (Intention to Use), the satisfaction of users (User Satisfaction), and tax compliance. The population of this research is all taxpayer is incorporated and registered in Madya Tax Office A and B. Researchers using simple random sampling in the sampling. The analytical tool used in this study were Path Analysis (Path Analysis).The results showed the successful implementation of the information system e-SPT PPN with dimensions System Quality, Information Quality, and Service Quality, Intention to Use and User Satisfaction effect on Tax Compliance.Key words: the success of information systems, e-SPT VAT, tax compliance

MEMBANGUN KELEMBAGAAN PENYEDIAAN INFORMASI PUBLIK DESA DALAM RANGKA MENJAMIN PENUHAN HAK KONSTITUSIONAL MASYARAKAT DESA Di KABUPATEN SERANG
The discussion of public information disclosure in the village in the midst of a paradigm shift from goverment to governance is very interesting indeed. This places the strategic position of the village community not only as an object of service and development but also as a subject of development in the village. Various facts show that the village has not become a major concern in the development of information disclosure. This research is a descriptive research with a qualitative approach. The required information is collected using narrative interviews, observation and literature study. Informants from the study were determined purposively using snowball sampling. In this article, the four levels of the Williamson model are used to analyze it. The results show that the development of public information institutions in the village in Serang Regency at the macro and micro levels has not supported the realization of information disclosure in the village. It can be seen at level one that various informal rules in the form of traditions, norms and habits that live in rural communities are not yet compatible in supporting the formal rules of information disclosure. At the second level, there has not been any recognition and awareness of either the public or public organizations to fulfill the public's rights regarding the disclosure of public information. At the third level, the institutional governance of public information disclosure has not been developed effectively to be able to minimize transaction costs. At the fourth level, the systematization of rules related to authority, organization, administration, human resources, finance, hierarchical relations, supervision, as well as work procedures and mechanisms need attention.

Diplomasi Publik Organisasi Nonpemerintah dalam Membangun Citra Indonesia: Studi Kegiatan 'Koalisi untuk Kebebasan Informasi'
The research is aimed to find out the "Coalition for Freedom of Information" activity, or Coalition, that can be categorized public diplomacy, its relationship with implementing thegovernment as the requirement to realize the good governance, and to get to know the relationship between good governance and the image building of Indonesia. The principles of public relations are used as the approach in analyzing the phenomenon of public diplomacy used by Coalition. This research was conducted by using the qualitative approach through constructivist paradigm toward the Coalition attitude in applying the public diplomacy. This research used both the key and supporting informa collecting was conducted by interview, observation, participation, and documentary study about the Coalition activity as well as the delphi technique. The data analysis was carried out as long as the research went on through the intersubjective commitment to focus being researched. The research gained some findings which involved: (a) The "Coalition for Freedom of Information" activity in public diplomacy can be done by the public relations approach using some activity categories, (b) The "Coalition for freedom of information" performance is focused on the efforts to uphold the law concerning freedom of access to public information in supporting the realization of good governance, (c) The public diplomacy activity applied by the Coalition through its advocacy was considered successful which can be seen by the local government rules concerning the implementation of participative and transparent government, (d) The model with the integrated public diplomacy potency and the synergy between the state actor and the non-state actor possessing their own structural authority and legality in the information service system for all public elements can build the positive image of Indonesia.

FAKTOR TEKANAN INSTITUSIONAL DALAM MEMENGARUHI KUALITAS INFORMASI AKUNTANSI: PENDEKATAN METODA CAMPURAN
Government financial statements, either from the central government or local government was obliged to gain an unqualified opinion from the Audit Board of Indonesia. However, although the government had gained it, based on investigation on the financial statements, the Audit Board of Indonesia still found some problems and concerned notes. Therefore, the researcher believed that further analysis on factors affecting accounting information quality was required. In accordance with previous research findings, there were several factors influencing such quality, i.e. external and internal institutional pressures that might have impacted the quality. Sample used was the secretaries and heads of finance subsection of all regional working units in the Local Government of Sleman. Research method used to explore the problems, map situational complexities, find out diverse participants' perspectives, and observe the relationship among variables was the mix method. Research findings indicated strong evidence of the effects of external pressures on institutional internal factors. Furthermore, institutional internal factors positively affected accounting information quality; external pressures positively affected accounting information quality; while institutional internal factors mediated the effects of external pressures on accounting information quality.
