Issued on 1966, the Freedom of information act is certainly the most famous law regarding the right of access to public information. Often mentioned with the Privacy act, this text could be very important also for services to users for public, research or other kind of libraries. Importance connected with the necessity of giving to a user who is looking for a subject all the possible kind of information, traditional or not. So the opportunity to give the access to the documents produced by the United States public administration could be very useful for a library user.After a brief talk about the problem of the sources that can be useful for a panoramic view on the Freedom of Information Act, the law is examined more detailed.Using the FOIA. it's possible to ask government agencies to disclose certain types of records.FOIA defines an agency in that way: the agencies, offices and departments of the Executive branch of the federal government; independent federal regulatory agencies; federal government-controlled corporations. But FOIA does not apply to the federal entities, like the Congress, the Federal Courts or executive office staff such as the White House Chief of Staff, State and local government agencies or private organizations.There are also three exclusions and nine exemptions. If a record falls within any of these, an agency may refuse to disclose it, or denies the existence of the record itself if it falls within the three exclusions.It is important to remember that these exemptions are not mandatory, but discretionary. That means an agency can choose to release records to you even after it has determined the records fall within one or more of the above exemptions. The agency can also choose to give access to a record after the portions which are exempt have been deleted from it. There must be other two circumstances to access the record required. The agency record must already exists, because FOIA does not require an agency to create a record just to satisfy your request. The record must be within both the possession and the control of the federal agency at the time you make your FOIA request.The law establishes also times and costs for the answer of the agency and the eventual administrative appeal.It's a good practice to make a request under both Freedom of information act and privacy Act.The Privacy act, issued in 1974, give the right to U.S. citizens or permanent residents to ask government agencies about records regarding themselves. La biblioteca deve dimostrare la propria utilità per poter continuare a crescere e trovare i fondi per esistere, funzionare e svilupparsi. Perciò la biblioteca ha bisogno di conoscere bene il territorio nel quale si trova ad operare, cercando di adeguare continuamente i propri servizi alle sue caratteristiche, e di diventare punto di riferimento per ogni bisogno conoscitivo ed informativo di tutta la popolazione. La tecnologia GIS (Geographic Information System) può essere d'aiuto alla biblioteca nel raggiungimento di questi due obiettivi, sia come strumento di analisi e gestione a supporto delle attività di marketing, sia come ampliamento del tradizionale servizio di reference. Un GIS consente di mettere in relazione dati testuali e descrittivi con informazioni geografiche, di manipolare e analizzare questi dati, di ottenere dei risultati da questa relazione e di visualizzarli sul territorio per mezzo di mappe digitali; queste mappe sono costituite da "strati" informativi sovrapponibili, che, attraverso simboli grafici definiti, rappresentano sul territorio gli eventi, le condizioni o gli oggetti le cui caratteristiche sono espresse dai dati descrittivi utilizzati. Perché ogni strato sia sovrapponibile all'altro, è necessario che sia georeferenziato e quindi assimilato allo stesso sistema di riferimento (i.e. coordinate) usato per gli altri strati, che rappresenti la stessa porzione di superficie terrestre e che usi la stessa scala. Innumerevoli sono le applicazioni della tecnologia GIS che da anni sono utilizzate nei più disparati settori, ad esempio nella gestione delle Reti tecnologiche e delle flotte di mezzi mobili, o in attuazione delle politiche di e-government avviate dalla Pubblica Amministrazione. La biblioteca può trarre vantaggio da questa tecnologia applicandola in due macro aree: gli in-house projects e i public services. Nel primo caso, in un'ottica di pianificazione strategica dei servizi, la biblioteca può utilizzare il GIS per definire e programmare il proprio assetto rispetto al territorio, con la misurazione e definizione dell'area di competenza (market area), e rispetto alla popolazione, disegnando un vero e proprio profilo delle caratteristiche e dei bisogni degli utenti reali e potenziali (market profile). Nel secondo caso la biblioteca creerà un GIS Reference Service, come enhancement dei servizi tradizionali, a supporto di una attività di community information e come accesso alle infinite applicazioni GIS a disposizione dei lettori. Diversi sono i livelli di Reference Service che possono essere attivati sulla base della disponibilità di risorse, umane e finanziarie, e a seconda del bisogno informativo dei lettori. Numerosi sono i software disponibili per realizzare un servizio GIS sia locale che remoto, molti sono commercializzati da aziende, mentre altri sono invece disponibili come freeware o con GPL license. Negli USA è disponibile anche un servizio online dedicato alle biblioteche, LibraryDecision, accessibile previa sottoscrizione, che fornisce dati e strumenti di analisi geografica a supporto delle attività di marketing. ; The library has to show its own advantage to be able to go on growing and raising funds to exist, to work and to develop. Therefore the library needs to know in depth the area on which it operates, constantly striving to adapt its services to its features, and becoming a point of reference for the community information and knowledge needs. GIS (Geographic Information System) technology can help the library reach these two objectives, both as analysis and management tool to support the marketing activities, and as enhancement of the traditional Reference Service. A GIS application enables to relate textual and descriptive data to geographic information, to manipulate and analyse these data, to obtain results from this relationship and to display them on the territory through digital maps; these maps are constituted by superimposing information layers, which, through defined graphical symbols, represent on the region events, conditions and objects whose features are expressed by the descriptive data used. So that every layer is superimposing the others, it has to be georeferenced and therefore it has to use the same frame of reference (i.e. coordinates) used for the other layers, it has to represent the same area of Earth's surface and to use the same scale. Many are the application of GIS technology, which for years have been used in the most diverse fields, for instance in the management of technological networks and of vehicle fleets, or in carrying out the e-government policy. The library can take advantage from this technology applying it to two macro areas: in-house projects and public services. In the first case, in the perspective of the strategic planning of services, the library can use GIS to define and plan its own set-up in relation to the territory, by measuring and defining its market area, and in relation to the community by tracing the actual profile of feature and needs for its actual and potential users (market profile). In the second case, the library creates a GIS Reference Service, as an enhancement of the traditional services, to support the activity of community information and to give access to the manifold GIS application available for the users. There are several level of Reference Services, which can be activated depending on the availability of human and financial resources, and depending on the information needs of the community. Many are the software available to create a GIS service, either local or remote; many are traded by companies, while others are freely available through GPL license. In U.S. an online service devoted to libraries, LibraryDecision, is available through subscription; this service supplies data and geographic analysis tools to support marketing activities.

Le trasformazioni in corso nel mondo del lavoro hanno posto al centro dell'attenzione pubblica il tema dell''occupabilità', ovvero della capacità delle persone – bibliotecari compresi – di saper cercare attivamente, trovare e mantenere un impiego. L'articolo propone, senza pretese di sistematicità e completezza, domande, spunti di analisi, risorse scientifiche e qualche indicazione pratica per esplorare questo fenomeno, con un focus specifico sulle sfide e le opportunità offerte dall'information literacy.Il testo si compone di tre parti: nella prima vengono prese in esame a grandi linee le politiche attive del lavoro messe in campo dalla governance europea e italiana; nella seconda si presenta una rassegna introduttiva alla letteratura professionale biblioteconomica (in lingua inglese) dedicata al rapporto tra information literacy e posti di lavoro; nella terza si riporta l'esito di un corso di formazione per giovani imprenditori – finanziato da un centro per l'impiego italiano tramite fondi europei – tenuto da un gruppo interdisciplinare di professionisti, nel quale è stato integrato un modulo dedicato all'alfabetizzazione informativa. ; The recent reshaping of the world of work has brought into the limelight the issue of employability, i.e. the ability to know how to actively seek, find and keep a job. The article provides a few questions, insights, scientific resources and practical suggestions in order to analyze the issue with a specific focus on information literacy.The text consists of three parts: the first one examines the national and international (i.e. European) active labour market policies; the second part provides a first LIS literature review about the relationship between information literacy and the world of work; the last part describes an Italian pilot project accomplished by a job center thanks to European funds: a training course for young entrepreneurs given by a heterogeneous team of professionals, including a full module of information literacy.

La tesi si articola nei seguenti 3 articoli, che rappresentano anche i 3 capitoli principali: 1. Asymmetric Information in the Credit Market and Unemployment Benefit as a Screening Device, 2. Redistribution as a Device for Total Screening in a Credit Market with Adverse Selection, 3. Moral Hazard in the Credit Market: the Case of Labor-Managed Firms in Italy after the Law n. 142/2001. La tesi inoltre comprende un 4° articolo supplementare, "How Trade Unions Promote Cooperation among Workers", scritto sempre durante il dottorato di ricerca, ma su un argomento diverso rispetto a quello dei primi 3. Il primo articolo riprende e sviluppa la tesi finale scritta per il conseguimento del Master in Economics presso l'Università di Louvain la Neuve. L'articolo parte dall'analisi principale-agente nel caso di asimmetrie informative nel mercato del credito. Il modello di riferimento è il classico Stiglitz e Weiss (1981) nel caso di adverse selection. I due autori hanno dimostrato come il razionamento può facilmente verificarsi in mercati (quello del credito è uno dei possibili esempi) dove ogni contraente ha un diverso grado di conoscenza rispetto alla controparte sui vari aspetti del contratto. Per evitare il razionamento del credito, e pertanto un più lento sviluppo dell'attività imprenditoriale (specialmente in aree meno industrializzate), alcuni autori hanno proposto (alle autorità istituzionali) interventi mirati ad alleviare i problemi legati alle asimmetrie informative. Mankiw (1986), ad esempio, suggerisce che i trasferimenti pubblici, sotto forma di sussidio all'investimento, possono generare miglioramenti nella soluzione di mercato. De Meza e Webb (1987), dimostrano come invece una tassa sugli investimenti può essere un modo per evitare il sovra-investimento da loro immaginato. Stranamente, pochi altri articoli investigano sui possibili interventi volti ad evitare il razionamento del credito. Uno di questi è Minelli e Modica (2003) i quali ricordano che la disponibilità di collaterale è lo strumento più efficace per segnalare la qualità dei progetti imprenditoriali. Pertanto, nel caso in cui i potenziali imprenditori non abbiano il collaterale sufficiente per segnalarsi, lo Stato dovrebbe intervenire fornendo alle imprese direttamente la somma necessaria. I 2 autori confrontano poi il costo della policy con i costi generati dalle 2 forme di intervento più conosciute e utilizzate dai governi: il sussidio al tasso di interesse e il sussidio all'investimento. Minelli e Modica concludono dimostrando che la loro proposta ha, così come il sussidio al tasso di interesse, il costo più basso possibile per le autorità. Sfortunatamente, però, i 3 interventi di policy citati da Minelli e Modica producono equilibri di pooling, cioè dove tutti i "tipi" di impresa ("buoni" o "cattivi") vengono finanziati. Questo non è un bene per la società nel caso in cui le imprese "cattive" hanno un valore netto minore di zero (vale a dire il loro output finale è più basso delle risorse utilizzate). Nel primo articolo della tesi, si dimostra come un sussidio di disoccupazione offerto ai potenziali imprenditori, può rendere meno conveniente la possibilità di chiedere un prestito per le imprese che hanno progetti scadenti. Il contributo principale dell'articolo sta nell'analisi del rapporto tra inefficienze riscontrate in un mercato (del credito) e le possibili soluzioni generate focalizzando l'attenzione su altri mercati apparentemente lontani. Il sussidio di disoccupazione produce equilibri separating, cioè dove solo le imprese "buone" chiedono un prestito. Inoltre (anche se non è essenziale confrontare i costi di interventi che producono un risultato diverso in termini di imprese finanziate), l'intervento proposto in genere costa meno delle altre alternative di policy. Il secondo articolo immagina uno scenario solo leggermente diverso rispetto al primo articolo. Invece di analizzare le interdipendenze tra mercati, il modello descrive i risultati di una redistribuzione del reddito iniziale di tutti i potenziali imprenditori. Se non tutte le potenziali imprese hanno il livello di collaterale richiesto dalle banche per classificare i "tipi" di impresa, le redistribuzione può essere un mezzo efficace per garantire a tutti il livello necessario. Solo nel caso in cui la ricchezza iniziale totale non è sufficiente a garantire lo stesso ammontare di collaterale per ogni potenziale impresa, l'autorità pubblica è chiamata ad intervenire con i propri fondi. Il modello produce ancora una volta equilibri di separating con le imprese "cattive" fuori dal mercato del credito per "paura" di perdere il nuovo capitale a disposizione. Il costo della policy risulta in genere più basso di quello di altre possibili alternative. Inoltre, quando l'output totale prodotto da tutte (e solo) le imprese "buone" è tale da potere rimborsare gli agenti che inizialmente possedevano più del reddito "egalitario" ottenuto dopo l'intervento, "svaniscono" i giudizi negativi sull'effetto delle redistribuzioni sugli incentivi alla produzione e sulla pareto efficienza. Il terzo articolo analizza il rapporto tra la legge e i risultati economici prodotti da questa. Il modello confronta il problema di moral hazard che può verificarsi nel caso in cui una banca, per fondi limitati, può scegliere di finanziare una cooperativa di lavoro (LMF) oppure un'impresa tradizionale (PMF). Com'è noto, la legge n. 142 del 2001 ha equiparato la posizione del socio e del lavoratore subordinato nelle cooperative di lavoro ai sensi della legge fallimentare. Come conseguenza le cooperative sono diventate meno competitive, dal punto di vista dei finanziatori, perché la posizione dei soci in caso di fallimento è adesso più forte. In altre parole, durante un procedura di liquidazione, le banche possono essere soddisfatte sui beni mobili dell'impresa fallita solo dopo i crediti di lavoro subordinato. Ciò acuisce il problema di moral hazard per le cooperative riguardo al livello di sforzo applicato da ogni socio. Infatti, gli imprenditori-lavoratori di una LMF avranno meno incentivo allo sforzo rispetto a quelli che guidano una PMF se, in caso di fallimento, riescono a recuperare il loro compenso direzionale oltre a quello eventuale di lavoro subordinato. L'articolo si aggiunge a quella parte della letteratura economica che investiga sull'effettiva efficienza di un sistema di imprese di tipo LMF. Il contributo principale riguarda l'analisi della relazione che può sussistere tra provvedimenti legislativi e asimmetrie informative nel mercato del credito. Il modello dimostra come una riforma della legislazione in materia fallimentare potrebbe essere sufficiente ad alleviare il problema di moral hazard sofferto dalle banche nei confronti degli imprenditori LMF. Questi ultimi possono effettivamente accrescere la loro reputazione di "buoni debitori" e produrre infine un output non necessariamente minore rispetto alle imprese PMF. L' articolo supplementare studia una delle possibili spiegazioni della presenza dei sindacati nel mercato del lavoro. Ciò che potrebbe sembrare una rigidità nei livelli salariali, può in realtà essere il risultato di un gioco cooperativo tra i membri di un sindacato. L'articolo spiega come un sindacato, riducendo la varianza del reddito atteso per ogni iscritto, produce un benefico effetto assicurativo. Il sindacato, in effetti, chiede una tassa di iscrizione agli occupati (riducendo il salario) e fornisce un sussidio, sotto varie forme, per i disoccupati (aumentando il salario di riserva). Rispetto al modello di cooperazione di Solow (1990), il presente articolo riesce a spiegare, grazie alla semplice presenza dei sindacati, la possibilità di osservare un salario più alto del livello competitivo senza la necessità di assumerlo come dato esogeno (com'è possibile, da un'ottica di equilibrio generale, assumere un livello salariale più alto di quello competitivo senza una spiegazione? ). Inoltre, il modello assume l'avversione al rischio dei lavoratori e non la neutralità. Oltre ad essere un'assunzione più realistica (non si accorgono, i lavoratori, di affrontare una lotteria ogni periodo tra salario alto e quello di riserva?), l'avversione al rischio consente di spiegare la più alta utilità attesa che deriva dalla riduzione della varianza del reddito atteso.
