Since one of the most effective ways of strengthening the implementation the green infrastructure principle is through spatial planning, the paper aims at presenting the overview of the contemporary policies in the domain of environment and planning. After a brief overview of European and regional (i.e. Western Balkan) documents in the field, the central part of the paper elucidates the extent to which the concept of green infrastructure is elaborated in Serbian legislative framework.
According to actual legislation, the performing of communal activities in the Republic of Srpska is mainly entrusted with public utility companies founded and managed by local governments (municipalities and cities), as well as their majority owners. Municipalities and cities have a legal obligation to prescribe the conditions and manner of performing utility activities, material, technical and other conditions for the financing, development, the construction and maintenance of utility infrastructure, the conditions for the functioning of the technical and technological unity of utility systems and devices and others. One of the constant problems in the present management, financing, and monitoring and reporting on the real effects of the management of public utility infrastructure refers to the fact that it is a property that is owned (usually in the business balance) of local governments, but which is often included in the business balance of public utilities companies, such corporations, which managing these assets realize their regular business income. Different approaches to the legal treatment of utility infrastructure and its different models accounting for, among other things, significantly affecting the quality of information on financial position and performance of public utilities companies, and through it to relation managers and owners acording to its maintenance and renewal. The actual ballast of many years of unresolved dilemmas in this area in the final bears citizens, who are have the right to use public services of appropriate quality and under acceptable economic conditions. ; Prema važećim zakonskim propisima, obavlјanje komunalnih djelatnosti u Republici Srpskoj uglavnom je povjereno javnim komunalnim preduzećima koja osnivaju i kojima upravlјaju jedinice lokalne samouprave (opštine i gradovi), kao njihovi većinski vlasnici. Opštine i gradovi imaju zakonsku obavezu da propišu uslove i način obavlјanja komunalnih djelatnosti, materijalne, tehničke i druge uslove za finansiranje, razvoj, igradnju i održavanje komunalne infrastrukture, uslove za funkcionisanje i tehničko-tehnološko jedinstvo komunalnih sistema i uređaja i dr. Jedan od konstantno prisutnih problema u upravlјanju, finansiranju, kao i praćenju i izvještavanju o stvarnim efektima upravlјanja javnom komunalnom infrastrukturom odnosi se na činjenicu da se radi o imovini koja se nalazi u vlasništvu (obično i u bilansima) jedinica lokalne samouprave, ali koja je nerijetko uklјučena i u poslovne bilanse javnih komunalnih preduzeća, kao korporatizovanih društava kapitala, koja gazdujući tom imovinom ostvaruju svoje redovne poslovne prihode. Različitim pristupima pravnom tretmanu komunalne infrastrukture i različitim modelima njenog računovodstvenog obuhvata, pored ostalog, značajno se utiče na kvalitet informacija o finansijskom položaju i uspješnosti javnih komunalnih preduzeća, a kroz to i na odnos upravlјača prema njenom održavanju i obnavlјanju. Stvarni teret dugo godina nerazriješenih dilema u predmetnoj oblasti u konačnom snose građani, koji imaju pravo na korišćenje javnih usluga odgovarajućeg kvaliteta i pod za njih pristupačnim ekonomskim uslovima.
Predmet ovog rada jeste prikaz javno-privatnih partnerstava kao instrumenta za koji se pretpostavlja da bi, ukoliko bi se primenjivao prvenstveno na lokalnom, ali i na višim nivoima upravljanja, omoguéio vlastima u svakoj zemlji brži i kvalitetniji ekonomski razvoj društva. Iskustva moderno uređenih demokratskih društava u decentralizaciji vlasti po principima subsidijariteta i fiskalnog federalizma daju uvid u set mera i principa stvaranja dobrog poslovnog okruženja kao prim amog faktora privlačenja kapitala, a time i opšteg razvoj a države. Javno-privatna partnerstva su kao najsloženiji i najnoviji instrument podsticanja ekonomskog razvoja modemih država od posebnog značaja. Još uvek u fazi razvoja i u primeni u nekolicini najrazvijenijih demokratija, pred ovim složenim instrumentom tek leže pravi izazovi i budućnost. Stoga je cilj ovog rada prepoznavanje važnosti najsloženijeg instrumenata za podsticanje ekonomskog razvoja, a to su javno-privatna partnerstva i njihovo poznavanje u teoriji i kroz primenu u praksi. Ono je od velikog značaja sadašnjim i budućim kadrovima koji rade u javnoj upravi Srbije na svim nivoima. Naučni značaj ove teme j e u sistematskom prikazu i analizi modela javno-privatnih partnerstava. JPP su aktuelna tek od 90-ih godina, zemlje EU tek početkom 21.veka osnivaju posebna tela koja se pri vladama bave JPP, a Evropska komisija je tek 2004. izdala Zelenu knjigu o JPP, koja delimitino defunse i analizira JPP. Iz naučnog proizlazi i društveni značaj ovog rada, a to je bolje razumevanje JPP, podizanje svesti sadašnjih i buduéih kadrova u javnoj upravi o njihovom značaju i spremnosti da u predstojeéim reformama ispravno i kvalifikovano zastupaju interese društva u čije ime rade. Osim kao doprinos teoriji o javnoj upravi, ovaj rad ima veći značaj kao priručnik organima te iste uprave u poznavanju i primeni JPP kao instrumenta kojim se podstiče ekonomski razvoj. ; This paper focuses on the presentation of public-private partnerships (PPPs) as instruments which are assumed to enable faster economical development of municipalities and the country in total, for the authority of our country, if firstly applied locally, but then also on higher levels of management. The experiences of the modem democratic societies in the area of decentralization of the authority by the principles of subsidiarityand fiscal federalism, enable the insight to the set of measures and the principles of creating the good business environment as the primary factor of attracting investments, and subsequently enabling the general local development. Public-private partnerships are the most complex, and the latest instrument of special importance for encouraging the economic development of modem states. Still in the phase of development and applied in a few the most developed democracies only, this complex instrument is yet to face the real challenges and the future. Therefore the objective of this paper is recognizing the importance of the most complex instrument for encouraging the local economic development, which are the public-private partnerships and the theoretical and practical knowledge about them.This is of the most importance for current and future staff employed in the public administration of Serbia, at all levels. The scientific importance of this paper is the systematic presentation and analysis of the model of the public-private partnerships. PPPs have become more present since the 90's; at the beginning of the 21st century the EU countries have started forming special government bodiesto deal with PPPs, and the European commission has issued the Green book on PPPs only in 2004, which defines and partly analyses the PPPs. The outcome of the scientific significance of this paper is also the social one: the better understanding of the PPPs, lifting the awareness of the current and future staff employed in the public administration about their significance and competence to, in future reforms, correctly and skillfully represent the interest of the society in whose behalf they act. Beside the contribution to the theory about the local government, this paper has a greater meaning as a guide book for its administrative bodies, when addressing the issues of knowing and applying the PPPs as the instrument to encourage the economic development.
The European Parliament and the European Council have adopted the Directive 2008/96/EC relating to the safety of traffic infrastructure. This Directive binds the EU Member States to implement the guidelines on roads comprising the parts of the Trans-European traffic network, regardless of the stage those roads are in. EU Member States have a possibility to adopt the guidelines and regulations from the Directive and build them into the national regulations on parts of the roads that are not a part of the Trans-European roads. Based on the facts stated above, there is a research problem in a form of a question "Can the Directive 2008/96/EC be applied in the traffic in Bosnia and Herzegovina?" i.e. are its guidelines implemented as a manner of approximation with the EU regulations, and what are the effects of its implementation. This is a traffic problem in its nature, closely related to road traffic safety, and we find the answer to the research problem in theoretical and empirical research in this area.
Predmet istraživanja u ovom radu je izgradnja identiteta NATO, koji danas sebe određuje kao političko-vojnu organizaciju i već šest i po decenija, ponekad i presudno, utiče na međunarodne odnose i bezbednosne procese u svetu. Cilj rada je da se na osnovu teorijske i praktične deskripcije i analize procesa konstituisanja identiteta NATO, uočavanjem različitih dometa pojedinih teorija međunarodnih odnosa i studija bezbednosti u opisivanju, objašnjenju i prognoziranju društvenih pojava i uloge Alijanse u njihovom oblikovanju, pokaže dostignuti nivo izgradnje činilaca identiteta NATO. Da bi se odgovorilo ovom zadatku, u prvom poglavlju izlažu se osnovni koncepti identiteta i bezbednosti kao ključnih kategorija, koje se posmatraju u dinamičnom uzajamnom odnosu, smisao dobijaju društvenom konstrukcijom i proizvodnjom značenja, socijalno su uslovljene i promenljive zavisno od konteksta. U drugom poglavlju izlažu se stavovi tri uticajne teorije međunarodnih odnosa: realizma, liberalizma i socijalnog konstruktivizma, o karakteru, ulozi i budućnosti NATO. U trećem i četvrtom poglavlju, teorijski uvidi iz prva dva poglavlja primenjuju se u studiji slučaja izgradnje identiteta NATO posle Hladnog rata, a težište analize je na promenama karaktera bezbednosnih pretnji i odgovorima NATO koji se opredeljuje za širenje i vojno delovanje izvan svoje teritorije. Peto poglavlje posvećeno je analizi činilaca identiteta NATO: političkog jedinstva, vojnih sposobnosti, razvijene institucionalne infrastrukture i nove bezbednosne kulture. Zbirnim delovanjem grade NATO, koji u novom multipolarnom nadmetanju za raspodelu moći i kontrolu resursa i teritorija, predvođen najjačom silom – SAD, nastoji da spreči opadanje, sačuva i unapredi dostignutu moć i uticaj. ; This paper studies building the identity of NATO, which now defines itself as a politico-military organization and, for the past six and a half decades, has had, sometimes decisive, influence over the international relations and security processes in the world. The aim of this paper is to show the achieved level of building the NATO identity factors, on the basis of theoretical and practical description and analysis of the process of NATO identity constitution, noticing different range of certain theories of international relations and security studies in describing, explaining and forecasting of social phenomena and the role of the Alliance in their design. In order to accomplish this task, the first chapter addresses the basic concepts of identity and security as key categories, which are viewed in a dynamic correlation, receiving its meaning through social construction and production of meanings, are socially conditioned and variable depending on the context. The second chapter presents the views of three prominent theories of international relations: realism, liberalism and social constructivism, the character, the role and future of NATO. In the third and the fourth chapter, the theoretical insights from the first two chapters are applied in the case study of building NATO identity after the Cold War, and the focus of the analysis is on changing the character of security threats and responses of NATO which opts for the expansion and military action outside its territory. The fifth chapter is devoted to the analysis of NATO identity factors: political unity, military capabilities, developed institutional infrastructure and new security culture; their aggregate action builds NATO, which, in the new multipolar competition for the distribution of power and control of resources and territories, led by the strongest power – the United States, seeks to prevent degradation, preserve and improve the achieved power and influence.
