This article presents a theoretical and empirical contribution to the discussions of more inclusive and participatory modes of governing that are taking place in many western countries. It develops a critical evaluation framework for assessing the qualities and outcomes of citizens participating in collaborative planning processes. This is done by introducing the concepts of institutional capacity and empowerment that derives from different fields of literature, but that covers different perspectives when assessing citizen participation. Some of the central questions raised in the article are: What happens when citizens participate together? Does it produce consensus or conflicts? What are the outcome for the individual citizens and for the local community? What are the democratic effects? The empirical foundation for the article is a doctoral study of 49 citizens participating in a collaborative planning process in a urban environment in Denmark that focus on improving deprived urban neighbourhoods by mobilising networks.

The aim of this paper is twofold. On the one hand it attempts to retrace the emergence of the notion of the hegemonic project, in various debates, beginning with the debate within British Marxism on Thatcherism as a hegemonic project, but also the use of the notion of the hegemonic project in critical International Relations Theory. On the other hand, by means of a return to Gramsci's thinking on hegemony, it attempts to rethink the notion of the hegemonic project in contemporary political debates in the left and to suggest that we must attempt to think of hegemonic projects not as simple political projects or electoral strategies, but rather as historical initiatives of the subaltern. Il lavoro di tesi è incentrato su un'analisi del sistema OBOR, il grande progetto geopolitico di Pechino per allacciare la Cina alla massa euroasiatica (e non solo). L'attenzione verte sulle origini storiche, sullo sviluppo infrastrutturale degli ultimi sette anni, sui suoi punti di forza e sulle contraddizioni ad esso connesse. Le cosiddette "Nuove vie della Seta" stanno avendo un impatto notevole a livello internazionale. Il secondo capitolo dell'elaborato è dedicato ai rapporti sviuppati tra la Repubblica Popolare e l'Unione Europea dal 2013 ad oggi, con riferimenti specifici all'Italia, alla Germania e alla Francia. Vengono inoltre analizzate alcune situazioni delicate, quali la situazione ad Hong Kong, la questione uigura nello Xinjiang e la strategia militare approntata dal paese asiatico. --- The thesis work focuses on an analysis of the OBOR system, the great geopolitical project of Beijing to connect China to the Eurasian mass (and not only). The focus is on its historical origins, on the infrastructural development of the last seven years, on its strengths and on the contradictions connected to it. The so-called "New Silk Roads" are having a major impact internationally. The second chapter of the paper is dedicated to the relations developed between the People's Republic and the European Union since 2013, with specific references to Italy, Germany and France. Some delicate situations are also analyzed, such as the situation in Hong Kong, the Uyghur question in Xinjiang and the military strategy prepared by the Asian country.

La tesi è strutturata, innanzitutto, fornendo un contesto storico e analitico dei principali protagonisti del traffico, il loro sviluppo rispetto agli Stati Uniti e la struttura produttiva in Colombia. La seconda parte è incentrata sugli Stati Uniti dalle politiche di controllo della droga intese come base per la politica estera dalla metà degli anni '80, allo sviluppo delle relazioni politiche "monotematiche" con la Colombia. La terza parte è intesa a fornire una ricostruzione storica, analitica e problematica della "Drug War" ai cartelli colombiani attraverso una documentazione di prima mano sistematica. Dal rapporto del Subcommittee on Terrorism, Narcotics and International Operations del 1988, la creazione della Andean Initiative all'alba della presidenza Bush, nel 1989, fornendone un efficacie apparato critico e valutativo, mostrandone le caratteristiche complessive e le difficoltà da esso incontrate. Attraverso la documentazione del Dipartimento della Difesa e del General Accountability Office offrirò una panoramica sulle operazioni antidroga nell'area, sottolineandone le principali innovazioni e le più spinose problematiche, dall'utilizzo di contractor privati alla militarizzazione del conflitto, arrivando, dunque a delineare limiti e conseguenze degli sforzi antidroga statunitensi, attraverso un approccio teorico in rapporto a "rischi e prezzi" della produzione, in particolare di cocaina. La parte relativa alla documentazione del Dipartimento di Stato e, in parte, al Dipartimento della Difesa, si conclude con un'analisi critica sia della strategia alla base della "Drug War", a partire dalla dichiarazione di "guerra senza quartiere" promulgata dal governo colombiano nel 1989, in relazione alle scelte politiche statunitensi effettuate al tempo, sia del fenomeno della droga all'interno dei confini nazionali statunitensi. La quarta parte della tesi è interamente dedicata al "nuovo" tipo di crimine che raggiunse proporzioni sconosciute fino all'inizio degli anni '90: il riciclaggio di denaro. Attraverso un manuale delle forze dell'ordine statunitensi della metà degli anni '90, cercherò di spiegare ed analizzare il significato ed il funzionamento stesso del sistema di riciclaggio, comparando i diversi metodi utilizzati, la sua influenza sia sulla "Banking Industry" americana che nel sistema non bancario (come le casas de cambio), fornendo casi esemplari. Con lo sviluppo del crimine mostrerò il parallelo coinvolgimento dell'esecutivo e del legislativo nel creare una strategia anti-riciclaggio efficacie e sostenibile, indicando il ruolo del Dipartimento di Stato e di Giustizia, i nuovi riferimenti legislativi in atto dalla fine degli anni '80, e le principali operazioni anti-riciclaggio. L'ultima parte è dedicata alla violenza colombiana nelle sue varie sfaccettature, dai guerriglieri ai paramilitari e alla violenza di strada. Il fenomeno della guerriglia verrà analizzato in particolare in relazione al rapporto con i cartelli, facendo principalmente riferimento alle FARC colombiane (di cui la documentazione sia letteraria che documentata abbonda), fornendone sia uno spaccato storico, nel contesto della "cronica" guerra civile colombiana, che mostrandone i complessi rapporti col cartello di Medellin ed il suo sviluppo dal 1992. Il cartello di Medellin sarà al centro della discussione anche per quanto riguarda la violenza dei paramilitari, impiegati nella guerra allo stato colombiano dalla fine degli anni '80. Infine nell'ultimo capitolo cercherò di illustrare, attraverso un cablogramma dell'ambasciata americana a Bogota, la violenza nelle strade delle principali città colombiane, un fenomeno non sempre connesso al narcotraffico o alla guerriglia, bensì simbolo della debolezza dello stato colombiano.

The volume contains written in italian and english language on the reflections and the final results of international partnership experience by Medlab (project promoted by European Commission, MED Program) concerning the case of Living Labs in Sicily. Gelardi and Salemi showed the action of the regional innovation instruments of urban and regional planning at institutional regional level and in particular the role of experience of international cooperation in the comparison of experiences of different kind of territorial innovation in the Euro-Mediterranean area. Marsh shows as the MedLab project has been to examine the current and potential role of Living Labs within regional development policy and the questions thrown up by considering Living Labs as a policy tool. This means looking at issues of development policy and linking their relevance to broader territorial innovation strategies. In addition, governance issues arise for coordinating different Living Lab initiatives within a territorial domain, with the aim of maximising benefits not only to ICT-based innovation and the local knowledge economy, but also to the fields of application that Living Labs address: the environment, the economy, social and government services, etc. The process has thus involved first looking at how these questions can be addressed from the standpoints of different types of actors and how they can engage in reciprocal learning processes. The idea is to develop a model of "innovation literacy" for local authorities and policy makers, namely the capacity to structure the demand for and supply of ICT-based innovation in order to maximise the concrete benefits to specific policies and initiatives. The ultimate vision is of a virtuous circle whereby regional development authorities apply the Living Lab model in an increasing array of fields and the ICT industry increasingly recognises the value proposition of engaging in co-design processes in concrete local and regional development initiatives. In the following pages, we explore the experiences developed in the MedLab project according to three issues: a) a first exploration of the concept of "territorial innovation" at the basis of the MedLab hypothesis, and its potential impact on policy and governance; b) The case story of the formation of the original TLL-Sicily partnership in 2007 and how that experience shaped the MedLab workplan; c) The summative conclusions of the MedLab project, exploring the concept of an emergent macro-regional Living Lab. Giambalvo e Lucido involved the analysis of urban change in a social and economic context particularly full of difficulties as the town of Favara. Their contribution tries to define the processes of social innovation when they born and move the first steps, this contribution aims to collect the challenge born inside the Medlab project – Mediterranean Living Lab for the Territorial Innovation to reflect on some of the outcomes of the Living Lab approach to support territorial innovation in the geographical areas of Sicily concerned by the pilot cases of MedLab (the spatial planning of the province of Ragusa and the strategic plan of the municipality of Favara). More specifically, the remark starts from a work of research on the field and facilitation of communicative processes aimed to identify what dynamics of social innovation, such as transactions among the social actors and what new micro-economic ecosystems are developing in the municipality of Favara, whose background has been explored and treated as territorial Living Lab. Di Bono e Parisi describe the way of the Province of Ragusa tried to initiate arrangements to create a Living Lab from experience of local planning and addressing to the involvement of the local firm to obtain a dinamic digital mapping of local creativity. In the contribution the autors try to show that the concept of innovation is still evolving and the market is not disappearing from this innovation concept, but it is one of its components; the social dimension is increasingly relevant, as well as the institutional innovation. In fact, public boards, dealing with the themes of territorial innovation, can re-design their role starting from networking open innovation approaches and building up public-private partnerships able to activate technological and social innovation processes in a participatory way. Trapani present a cotribution on theme about the report of launching a citizen initiative for the mobilization of the social capital in the second Constituency of Palermo; it includes the Brancaccio neighborhood very famous for the murder of Father Puglisi. The initiative is designed as an integrated program of architectural, urban, cultural, social, environmental and economic qualification for the development (also for touristic aims) of Castle Maredolce and (oncoming) park close the monument and the nearby gardens. The proposal which is maturing in this period, falls within the framework of infrastructural transformations taking place in the districts of Brancaccio and Bandita and compared to the new role of the metropolitan city in the new economies of the Mediterranean, namely in a context in which Sicily seems to remain more at the edge of Europe and see, in the cautious use of its cultural resources, a way of survival. The proposal initially moves from the definition of projects and visions for the architectural setting and the urban and social redefinition of a new square in front of an important Moorish Castle undergoing restoration. Furthermore, the interest is moved to the second municipal constituency. The integrated urban program consists of interventions which specify the contents of the strategic plan of Palermo for the second constituency. The urban part, specifically, is characterized by the presence of important infrastructure and services for the production of small and medium-sized enterprises. It has been possible to examine the characteristics of the citizens, their expectations in terms of their objectives and concerning the concrete possibilities of integrated planning and design within participatory and urban sphere on the background of the failure of urban traditional planning tools.

Dottorato di ricerca in Società, istituzioni e sistemi politici europei (19.-20. secolo) ; Una tesi di storia urbana che ha per oggetto l'attività della Società generale immobiliare di lavori di utilità pubblica e agricola (comunemente nota come Società generale immobiliare o Immobiliare tout court) nella Roma del secondo dopoguerra, e che si concentra su un case study rappresentato dal quartiere delle Valli, sorto per sua iniziativa nella periferia settentrionale tra gli anni Cinquanta e Settanta. L'Immobiliare, operatore di primo piano a livello italiano ed internazionale, era tra i maggiori proprietari fondiari e in linea di massima il più importante promotore edilizio della città. Tanto dagli osservatori contemporanei quanto nelle ricostruzioni successive, essa è stata sovente considerata una delle massime espressioni, e spesso un vero e proprio simbolo, delle forze della speculazione fondiaria ed edilizia che hanno negativamente condizionato il processo di crescita della capitale. Nel primo capitolo si illustra dunque nei suoi termini generali l'espansione urbana di Roma nei tre decenni successivi alla fine del secondo conflitto mondiale, considerando le dinamiche demografiche, i flussi immigratori, le forme dello sviluppo, le caratteristiche della "città pubblica" e della "città privata", il governo dell'espansione e i problemi urbanistici e sociali ad essa legati, nonché le principali letture che di tali processi sono state date nel corso del tempo. Nel secondo si offre invece una rapida panoramica dell'attività e degli interventi edilizi dell'Immobiliare, in modo da poter valutare il ruolo da essa complessivamente svolto nel processo di crescita della città. Vengono ricostruite le idee guida, le strategie operative e le realizzazioni della società, presentando sia le iniziative effettivamente sviluppate (nuclei edilizi, comprensori e interi quartieri) che quelle rimaste sulla carta. I capitoli successivi sono infine dedicati al quartiere delle Valli. Oggetto di indagine sono il contesto territoriale in cui esso è sorto, la proprietà fondiaria e l'utilizzo dell'area fino alla sua acquisizione da parte dell'Immobiliare, le operazioni di lottizzazione ed edificazione realizzate da quest'ultima, le dinamiche demografiche e la composizione sociale, il sistema della mobilità e la dotazione di servizi e infrastrutture, i luoghi e le forme della socialità, l'identità di quartiere, le lotte dei cittadini e la vicenda del "pratone". Intento della ricerca è ricostruire come è nato e si è sviluppato il quartiere, definirne le caratteristiche intrinseche ed i rapporti con gli insediamenti circostanti e la città nel suo complesso, nonché analizzare come ci si è vissuto, per poter adeguatamente valutare gli esiti di questa iniziativa dell'Immobiliare sotto il profilo della tenuta urbanistica e della qualità della vita. Più in generale, il lavoro vuol essere un contributo utile ad approfondire la conoscenza della crescita e delle trasformazioni della capitale, con particolare riguardo a quella "città privata" le cui caratteristiche e dinamiche di sviluppo – al di là di trattazioni generali e anche di diffusi stereotipi - restano ancora ampiamente da indagare. L'arco cronologico considerato coincide sostanzialmente con il primo trentennio repubblicano, anche se vengono ampiamente esplorati il contesto precedente e gli sviluppi successivi delle varie vicende illustrate. Relativamente alle fonti, la tesi è frutto dell'intreccio di documentazione di vario genere e provenienza: dalla bibliografia ai dati statistici, dalla stampa alla cartografia, dalle diverse fonti archivistiche scritte a quelle audiovisive, iconografiche, materiali, orali e telematiche. Di primaria importanza per la ricerca è stato il fondo della Società generale immobiliare conservato presso l'Archivio centrale dello Stato, che riveste enorme interesse per la storia urbana contemporanea e numerosi altri settori di ricerca, ma è tuttora in corso di riordinamento e consultabile quindi solo in parte e con qualche difficoltà. ; This is an urban history thesis on the activity of the Società Generale Immobiliare in Rome in the period following the Second World War, which concentrates on the case study of the Quartiere delle Valli, a neighbourhood initially developed by the Company on the northern outskirts of Rome in the 1950-1960s. The Società Generale Immobiliare was an important property developer in Italy and abroad, and it was one of the principal land owners and the leading building company in Rome. It has been considered, both by contemporaries and afterwards by scholars, as a symbol of the forces of the land and building speculation, which negatively conditioned the urban growth of Rome. Therefore the first chapter of the thesis deals with the urban development of Rome in the three decades following the end of World War II, illustrating various aspects such as the demographic dynamics, the immigration flows, the public and private forms of development, the town planning and social problems and the administration of the expansion, and the different interpretations of these historical processes. The second chapter contains a survey of the activity and the numerous building initiatives of the Società Generale Immobiliare, in order to evaluate its role in the urban growth of Rome. Leading ideas, operating strategies and projects are illustrated, presenting both those initiatives which were carried out and those which were not. The other chapters are dedicated to the Quartiere delle Valli. They deal with the territorial context in which it developed, the property and the use of the area until its acquisition by the Società Generale Immobiliare, its parcelling out and building operations, the demographic dynamics and the social composition of the inhabitants, transport, public services and infrastructures, the public and communal spaces, neighbourhood identity, and the struggles of the citizens for the green area known as "pratone". The aim of the research is both to describe how the Quartiere delle Valli rose and developed, defining its own characteristics and its relations with the surrounding neighbourhoods and the whole city, and to analyse how people lived there, in order to evaluate the outcome of this initiative from the point of view of the town planning results and of the quality of life. In broader terms, the thesis wishes to contribute to a wider knowledge of the growth and transformations of Rome, especially with respect to that "private city", whose characteristics and dynamics of development – beyond general studies and widespread stereotypes - are still largely to be investigated. Strictly speaking, the chronological span of the research is the first three decades after the Second World War, but both the previous context and subsequent developments of the various matters under consideration are widely explored. The thesis is the result of the combination of various sources: bibliography, written and audiovisual archive sources, iconographical, material and oral sources, statistics, press, cartography and internet sites. The most important source has been the records of the Società Generale Immobiliare, conserved at the Archivio Centrale dello Stato (National Archives), which contain very interesting documentation regarding contemporary urban history and other research fields, but which are still being rearranged and consequently can be consulted only in part and with some difficulties.

The female monastery of San Zaccaria in Venice, founded during the 9th century, adopted the customs of Cluny around the mid-12th century. This paper aims to demonstrate that such a move, confirmed over and again, contributed to the revival of the monastery after a period of serious difficulty and, even if it did not imply the creation of a formal connection with the Burgundian congregation, the adoption of such customs projected San Zaccaria, for the first time, onto a supra-local dimension. This became clear some fifty years later, when the nuns went to Verona to discuss with the podestà, and all of the major city authorities, a patrimonial issue that proved to have relevant political and territorial implications for both cities. ; Il monastero femminile di San Zaccaria di Venezia, fondato nel IX secolo, adotta intorno alla metà del XII secolo le consuetudini di Cluny. Questo contributo vuole dimostrare che la decisione, riconfermata più volte nel corso del tempo, contribuisce al rilancio del cenobio dopo un periodo di difficoltà, e anche se non comporta il formale collegamento del cenobio alla congregazione borgognona, lo proietta per la prima volta in una dimensione sovralocale. Tale proiezione è ben visibile circa cinquant'anni più tardi, quando le monache si presentano a Verona e trattano con il podestà e le autorità veronesi una questione patrimoniale che ha importantissime implicazioni di natura politico-territoriale per entrambe le città.

Riassunto Il presente studio verte sull'analisi del voto relativo all'iniziativa popolare 'contro l'immigrazione di massa' del 9 febbraio 2014. In particolare, l'analisi si concentra sul voto avvenuto nel Ticino, il cantone svizzero in cui l'iniziativa ha avuto maggiore sostegno. Lo studio si è avvalso di un'inchiesta d'opinione rappresentativa realizzata dall'Osservatorio della vita politica regionale dell'Università di Losanna presso 1.429 cittadini ticinesi nei giorni successivi allo scrutinio. Dopo una contestualizzazione del voto del 9 febbraio rispetto alla storia delle votazioni sui temi di politica estera e migratoria, l'analisi si è concentrata sulla partecipazione al voto. Il ricorso a tre modelli interpretativi (delle risorse, della competenza e della mobilitazione) ha permesso di mostrare come il voto del 9 febbraio sia caratterizzato in particolare modo dal senso del dovere, dall'interesse per la politica e dal legame di partito. L'analisi dell'orientamento di voto evidenzia l'influenza delle dimensioni economiche, politiche, identitarie, e soprattutto, alla stregua di altri voti nel passato recente di questo cantone, una forte tensione tra centro e periferia. Dall'analisi del voto del 9 febbraio emerge un forte timore che vede nel Ticino una 'doppia periferia', verso Berna e in relazione alla vicina Lombardia. Résumé Cette étude porte sur l'analyse du vote sur l'initiative populaire 'contre l'immigration de masse' du 9 février 2014 et, plus précisément, sur le vote qui s'est déroulé au Tessin, canton suisse dans lequel l'initiative a obtenu le plus large soutien. L'étude a été menée à l'aide d'une enquête d'opinion représentative réalisée par l'Observatoire de la vie politique régionale de l'Université de Lausanne auprès de 1.429 citoyens tessinois dans les jours suivant le scrutin. The signing of the Memorandum of Understanding for cooperation on the Belt and Road Initiative marks the culmination of several years of deepening relations between Italy and China. While many observers have emphasised the international implications of the first G-7 country formally adhering to Chinese President Xi Jinping's signature foreign policy agenda, more attention needs to be devoted to the domestic politics and political economy rationales underlying Italy's choices. This article argues that the contentious foreign policy move made by Rome's populist government in 2019 is premised on a trade-off between international status and greater bargaining power on critical trade and investment negotiations.
