Based on the hypothesis of uneven distribution of violence potential among economic agents, the paper describes a model of power redistribution as the purposeful manipulation of rules and/or enforcement mechanisms. The author determines the methodological foundations, premises and theoretical framework for the study of institutional interventions as forms of involuntary exchange. The state of violent equilibrium is described: further use of potential power for the interventionist leads to a decrease in legitimacy and increased control costs; the resistance of the object of intervention to the established institutional order causes an increase in the costs of noncompliance. We propose practical applications and perspective directions for further studies of power redistribution in the political and economic process.

The article presents to an assessment of the institutional complexity level of the industry markets on the example of seven Russian metallurgical industries. The author specifies the system of institutional interaction in the industry markets. The research methodology bases on the construction of an industry markets institutional map, which is a system of two projections: the complexity level of the industry market institutions and the complexity level of industrial market institutional environment. The result of the paper is the empirical institutional mapping for the seven metallurgical industries in the fact and with the adjustment for stability. The institutional map visualizes high complexity level in all metallurgical industries, but this fact is due to various reasons. Our research can be interesting for updating of the enterprises strategy, and for the choice of an industrial policy.

This article is devoted to the main results of a quantitative empirical study of patients' choice in a large Russian city. The object of this study was the chronic patients of Samara city, selected using a two-step sample method according to the following criteria: disease type, gender, age (N = 510 p). Research was conducted using the semi-formal interview method. Methodologically the study goes back to an approach which was developed within the framework of cognitive medical anthropology in the theoretical and empirical works of American anthropologists Lynda Garro and James Young, which formulated the principles of the Study of Medical Choice, and the Decision-Making Approach. For this research the problem matter of "remission society", developed by sociologists and anthropologists Anselm Strauss, Arthur Kleinman and Arthur Frank, is very much relevant. In the article, the results of the choices that chronic patients make out of the alternatives available (appeal to state and non-state biomedicine, to different forms of unconventional medicine, medical and non-medical self-treatment) are structured according to three main situations in an ill patient's life. These are the following: the situation of first encountering the disease ("the debut of the disease"); the situation of diagnosis and prescription of treatment; the situation of the illness transitioning to a chronic state (exacerbation or control over the disease). It is shown that these situations of choice differ from each other not only by the range of available alternatives for making medical decisions by chronic patients (this conclusion was obtained at the first qualitative stage of the study, brief results of which are also presented in the article), but also by quantitative representation of identical alternatives . Thus, we can observe a significant increase in self-treatment in the third situation, caused by a number of subjective and objective reasons, as well as a significant increase in the proportion of respondents who turned to practitioners of unconventional medicine in a situation after a diagnosis was made. The principles of Study of Medical Choice are adapted in the study to the institutional conditions of the Russian healthcare system, with its inherent range of choices and factors that influence the patient's medical decision-making. Knowledge of these decisions is necessary in order to understand the direction for reforming the Russian healthcare system and in order to organize medical care which satisfies the needs of patients.
This article also presents the results of analyzing certain factors that have seriously affected, based on the respondents' opinions, a specific solution in the situations studied. A hierarchy of representation of these factors is described for each disease situation.
A quantitative representation of solutions inherent to noncompliance was revealed, such as refusing drugs, searching for another doctor, double-checking the diagnosis.

Introduction. The need for increasing the investment attractiveness of Russian regions and meeting the needs of territories for qualified personnel updates the search for infrastructure and coordination mechanisms and tools of the solution of these problems. At the same time, the diversity of interests of participants in dual education and their various structural positions do not allow to solve this task by directive methods, both on the part of state structures and corporate sectors. One of the solutions might be to form an effective management system for dual education, which assumes the organisation of practical vocational training according to inquiries of employers, who are involved in implementation of educational process in order to promote labour market with in-demand experts. The aim of the present research was the scientific substantiation of the choice of the institutional model for management of dual education system at the regional level, taking into account the interests of all its members: enterprises, government agencies, students and educational institutions. Methodology and research methods. The research was based on the systematic approach. The methods of modelling and comparative analysis were employed. The provisions and principles of utility theory served as the methodological basis of institutional model formation. Results and scientific novelty. The main target reference points of regional participants of dual education were identified and formalised in the form of certain indicators. Two types of models of management of these subjects were considered: models with and without the usage of institutional superstructures. As a key criterion for model selection, maximization of a complex indicator of its utility for interested parties was offered. In particular, it was demonstrated that supervision of graduates by a certain employer is caused by parameters of employment attractiveness, such as a wide range of horizontal and vertical career cards and a possibility of continuing vocational education. The conducted quantitative research on utility indicators allowed the authors to design the institutional model for management of regional participants within the system of dual education and to recommend it for further implementation. Practical significance. The institutional model presented in the publication is directed to the solution of tasks faced by partner companies and educational establishments within the system of dual education. When applying this model, it is possible to forecast personnel requirements – job availability in the future of jobs, resulting to a considerable simplification of vocational guidance work, which can be carried out in the course of applicants' preparation. ; Введение. Необходимость повышения инвестиционной привлекательности регионов России и удовлетворения нужд территорий в квалифицированных кадрах актуализирует поиск инфраструктурных и координационных механизмов и инструментария решения данных проблем. Справиться с ними нельзя исключительно директивными мерами, исходящими как от государственных структур, так и от корпоративного сектора, по причине разнонаправленности их интересов и различных функциональных позиций. Одним из выходов может быть построение региональной модели эффективного управления системой дуального образования, которое предполагает организацию практической профессиональной подготовки в соответствии с запросами работодателей, привлекающихся к осуществлению учебного процесса, и, как следствие, обеспечение рынка труда действительно востребованными специалистами. Цель данной статьи – научное обоснование выбора институциональной модели управления дуальной системой обучения на региональном уровне с учетом интересов всех ее субъектов: предприятий, государства, учащихся и образовательных учреждений. Методология и методы. Работа выполнялась с опорой на системный подход, были задействованы методы моделирования и сравнительного анализа. Методологическую основу формирования институциональной модели составили положения и принципы теории полезности. Результаты и научная новизна. Выявлены и формализованы в виде конкретных показателей основные целевые ориентиры региональных участников дуального образования. Рассмотрены два типа моделей управления Институциональное моделирование системы управления региональными участниками дуального образования этими субъектами: с использованием и без использования институциональных надстроек. В качестве ключевого критерия выбора модели предложена максимизация комплексного показателя ее полезности для заинтересованных сторон. В частности, показано, что закрепление выпускников за определенным работодателем обусловлено параметрами привлекательности трудоустройства, такими как широкий спектр горизонтальных и вертикальных карьерных карт и возможности продолжения профессионального обучения. Проведенное количественное исследование показателей полезности позволило сконструировать институциональную модель управления региональными участниками дуального образования, рекомендуемую авторами к реализации. Практическая значимость. Описанная в публикации институциональная модель направлена на решение задач, стоящих перед компаниями-партнерами и образовательными организациями, в рамках системы дуального образования. Посредством применения данной модели возможно прогнозирование потребности в кадрах – наличия в будущем рабочих мест, что в значительной степени упрощает профориентационную работу, которая может проводиться еще на стадии подготовки абитуриентов.

The article is devoted to the types of interaction of educational discourse with other types of institutional communication: political, economic and medical. The author studies how fragments of discourse function and form semantic potential in official styles of speech where interdiscourse is traditional and describes forms of discourse genre interference caused by global events of 2020: coronavirus epidemic, presidential election in the USA and others. In the article educational discourse is understood in its broad sense which allows to examine the periphery of discourse practice where communication of individuals of equal status and variety of functional styles are natural. The process of interference is studied on micro and meso levels of discourse where certain lexico-sematic fields, key-words, clichs which characterize professional genres of communication serve as markers of interdiscourse and on macro level where historical and social context is considered to define functional styles. Methods of descriptive, discourse and contextual analyses are implemented. The author draws the conclusion that on all levels of institutional interaction the elements of educational discourse are semiotic components of communication, can serve as means of representation of political, economic or medical discourse practice, have pragmatic potential and can be used in argumentative or informative speech strategies the choice of which depends on the type of discourse. On macro level elements of educational discourse often extend beyond specific concepts limited to professional subjects and the discourse itself becomes a part of a bigger subordinating discourse formation. ; Статья посвящена типам взаимодействия образовательного дискурса с другими видами институциональной коммуникации: политической, экономической и медицинской. Автор изучает, каким образом фрагменты дискурса функционируют и формируют смысловой потенциал в официальных стилях речи, для которых интерференция дискурсов является традиционной, и описывает формы смешения дискурсивных жанров, вызванные глобальными событиями 2020 года: эпидемией коронавируса, выборами Президента США и другими. Образовательный дискурс трактуется в статье в широком смысле, что позволяет исследовать периферию дискурсивной практики, для которой закономерны общение равностатусных субъектов и разнообразие функциональных стилей. Процесс интерференции изучается на микро- и мезоуровнях дискурса, где маркерами интердискурсивности служат определенные лексико-семантические поля, ключевые слова, клише, которыми характеризуются профессиональные жанры коммуникации, и на макроуровне, где для определения функциональных стилей учитывается исторический и социальный контекст. В исследовании применяются методы описательного, дискурсивного и контекстуального анализа. Автор приходит к выводу, что на всех уровнях институционального общения фрагменты образовательного дискурса являются семиотическими составляющими коммуникации, способны служить средствами репрезентации политической, экономической или медицинской дискурсивной практики, обладают прагматическим потенциалом и могут быть использованы в аргументативных или информативных речевых стратегиях, выбор которых определяется типом дискурса. На макроуровне элементы образовательного дискурса часто выходят за пределы специфических понятий, ограниченных профессиональной тематикой, а сам дискурс становится частью более крупной, подчинившей его себе дискурсивной формации.

The study analyzes the dynamics of the presidency in the Russian Federation at the present stage. The authors note that a new stage in the development of the presidency in modern Russia is connected with the political personalization of V.V. Putin. This period becomes strongly dependent on the need to constantly respond to incoming challenges in order to maintain the stability of the political system. Institutional choice in favor of the presidency, which acquires unique features, depending on the political traditions of a particular political system, is almost always the result of a certain consensus between key political actors. ; В исследовании анализируется динамика института президентства в Российской Федерации на современном этапе. Авторы отмечают, что новый этап развития института президентства в современной России связан с политической персонализацией В.В. Путина. Этот период становится сильно зависимым от необходимости постоянно реагировать на поступающие вызовы, чтобы поддерживать стабильность политической системы. Институциональный выбор в пользу президентства, приобретающего уникальные черты в подчиненности от политических традиций конкретной политической системы, практически всегда является результатом определенного консенсуса между ключевыми политическими акторами.

The article reveals the concept of political protest movements as a form of social movements. The Influence of extra-institutional actors on politics at the beginning of the XXI century increased significantly because of the global processes. There are many actors, not originating from the traditional government and political institutions, but seeking to influence the political process. The author shows the complex relationship between political protest movements, organizations and institutional policy. According to the author's position, the extrainstitutional form of political protest is a rational type of collective action. The choice of protest behavior form is caused by a lack of efficiency of the institutional channels of political decision-making. Political protest movements are the conflict type of collective action. They are focused on the systems of authority, such as government, NGOs, religious organizations, educational institutions and corporations. Movements as the extra-institutional actors are the type of conflict confrontation which in its content sharply diverges from the existing social and political institutions, values and normative structure of the regulating the behavior of citizens groups.DOI 10.14258/izvasu(2015)4.2-17 ; Статья раскрывает понятие протестных политических движений в качестве вида социальных движений. Показаны сложные отношения между протестными политическими движениями, организациями и институциональной политикой. Согласно авторской позиции, экстраинституциональная форма политического протеста является рациональным типом коллективного действия. Выбор той или иной формы протестного поведения обусловливается недостаточной эффективностью функционирования институциональных каналов принятия политических решений. Протестные политические движения — это конфликтный тип коллективного действия. Они нацелены на системы власти, такие как государство, неправительственные организации, религиозные организации, учебные заведения и корпорации. The strategy analysis of taxpayer behavior while observing tax law requires weakening of traditional initial assumptions in order to take into account the subjective character of economic agents' reaction to tax system changes. The aim of the given research is to identify the appropriate model of taxpayers' behavior in conditions of the tax control procedures transformation. The research methodology is based on the synthesis of the neo-classical concept of individual's rational choice, and on the assumptions of behavioral economics, which allowed considering the problem of tax evasion as the situation of social interaction among economic agents in decentralized system by taking into account their individual interests. The results of modeling demonstrated that tightening tax surveillance procedures undermines the coordination of interaction among autonomous tax groups. It leads to the growth of the possibility to select deviant behavior models. In this case the growth of tax management system efficiency expresses in budget income maximization, and is possible only by means of the extensive development of tax control procedures. The optimal strategy of the government behavior is using multimodal approach based on the partial replacement of control function for the cooperative strategy of tax subjects' interaction to reduce the natural taxpayer opportunism rate. And as an exceptional measure the harsh sanctions aimed to resist the deviant models of behavior are used. In this case the optimal choice for a taxpayer will depend additionally on the changes of social norms and stereotypes of behavior that characterize the quality of the institutional environment changesHighlights1. Creation of the tax law observance models is necessary to recognize the existence of differentiated reaction to the actions of the state regarding the implementation of control functions. It demands weakening of the main assumptions of a rather rational behavior of economic agents2. Оптимальной стратегией поведения государства является использование комбинированного подхода, который основан на частичной замене контрольной функции на кооперативную стратегию взаимодействия субъектов налоговой сферы для снижения естественного уровня оппортунизма налогоплательщиков, а в качестве исключительной меры используются жесткие санкции с целью противодействия девиантным моделям поведения. Тогда оптимальный выбор налогоплательщика будет дополнительно зависеть от изменения социальных норм и стереотипов поведения, которые характеризуют качество изменения институциональной средыОсновные положения1. Introduction. At a time of global economic, social, cultural and political change, it is particularly important to monitor the sustainability of socially important institutions in rapidly changing spheres. Beyond any doubt, the field of science has a special role to play in innovative transformation. The aim of the present sociological research is to establish the degree of compliance of the personal, collective and institutional levels of innovative restructuring of Russian science with the challenges of an innovative society. The consistency and integrity of functioning of these levels is one of the key conditions for the professional self-realisation of a modern scientist. Methodology and research methods. The methodological basis of the study is the integral individual-system paradigm, which considers the agent of action in the system of rules and resources, limiting the range of choice in the system. Empirical data were collected through an expert semiformalised survey of researchers in 21 entities of the Russian Federation. The sample (N = 640) consisted of respondents engaged in technical, natural, humanitarian, social and philosophical spheres, higher education system, centres of the Russian Academy of Sciences and state management structures. Results and scientific novelty. The institutionalisation of social practices is represented as a synthesis of the field of individual intentions and rules of interaction established in the social field. At the intersection of these fields, standardised social interaction schemes are being transformed and new behaviours and actions are emerging. The present research for the first time applied a three-level model of institutionalisation of science in an innovative environment, which allowed correlating the personal, organisational and systemic factors of disclosure of the intellectual potential of the scientist. Moreover, this resulted in identifying the existing contradictions between the personal motivation of agents of scientific activity and mechanisms, which structure the work of scientific organisations and the system of indicators of their effectiveness approved by the state. The survey data demonstrated stable motivation of Russian scientists for professional self-realisation and active scientific search, based on personal responsibility, understanding of the social significance of their research, or less frequently based on the membership of a successful team. However, serious institutional barriers have been identified to optimise the working conditions of scientists. The institutional barriers include: the administrative difficulties of establishing strong professional links with production, social and power structures; the lack of opportunities to participate in global scientific discourse; the narrow functionality of scientific organisations as an intermediate link between scientists and the state; the reluctance of expert scientific community to develop the criteria and indicators of the quality of scientific activity; the non-compliance of these indicators with innovative priorities and goals, etc. Practical significance. The research results and proposals can be used to adjust the state policy of the Russian Federation and the principles of management of the organisation in accordance with the innovative priorities of the society. ; Введение. В период глобальных экономических, социальных, культурных и политических перемен особенно важно отслеживать устойчивость общественно значимых институтов быстроменяющихся сфер. К ним, безусловно, относится и область науки, которой отводится особая роль в инновационных преобразованиях. Цель изложенного в статье социологического исследования - установить степень соответствия субъектного, коллективного и институционального уровней российской науки вызовам инновационного общества. Согласованность и целостность функционирования этих уровней - одно из ключевых условий профессиональной самореализации современного ученого. Методология и методики. Методологической основой работы была интегральная субъект-системная парадигма, которая рассматривает субъекта действия в системе правил и ресурсов, ограничивающих спектр его выбора. Сбор эмпирических данных осуществлялся методом экспертного полуформализованного анкетного опроса научных работников в 21 субъекте Российской Федерации. Выборка (N = 640) состояла из респондентов, занятых в технической, естественной, гуманитарной, социальной, философской сферах, системе высшего образования, организациях РАН, государственных структурах управления. Результаты и научная новизна. Институционализация социальных практик представлена как синтез поля индивидуальных интенций и устанавливаемых правил взаимодействия в социальном поле. На пересечении этих полей происходит трансформация стандартизированных схем социальных интеракций и возникают новые модели поведения и действий. Впервые применив трехуровневую модель институционализации науки в инновационной среде, авторы попытались соотнести субъектные, организационные и системные факторы, раскрывающие интеллектуальный потенциал ученого, и выявить имеющиеся на текущий момент противоречия между личностной мотивацией субъектов научной деятельности, механизмами, структурирующими работу научных организаций, и системой утвержденных государством показателей их эффективности. Данные опроса показали наличие устойчивой мотивации российских ученых на профессиональную самореализацию и активный научный поиск, основанный на личной ответственности, понимании социальной значимости своих изысканий, реже - на принадлежности к успешному коллективу. Вместе с тем обнаружены серьезные институциональные барьеры, препятствующие оптимизации условий труда ученых. К ним относятся административные трудности установления прочных профессиональных связей с производственными, общественными и властными структурами; недостаток возможностей участия в мировом научном дискурсе; узость функционала научных организаций как промежуточного звена между ученым и государством; отчужденность экспертного научного сообщества от разработки критериев и показателей качества научной деятельности; несоответствие этих индикаторов инновационным приоритетам и целям и др. Практическая значимость. Сбор эмпирических данных осуществлялся методом экспертного полуформализованного анкетного опроса научных работников в 21 субъекте Российской Федерации. Выборка (N = 640) состояла из респондентов, занятых в технической, естественной, гуманитарной, социальной, философской сферах, системе высшего образования, организациях РАН, государственных структурах управления.Результаты и научная новизна. Институционализация социальных практик представлена как синтез поля индивидуальных интенций и устанавливаемых правил взаимодействия в социальном поле. На пересечении этих полей происходит трансформация стандартизированных схем социальных интеракций и возникают новые модели поведения и действий.Впервые применив трехуровневую модель институционализации науки в инновационной среде, авторы попытались соотнести субъектные, организационные и системные факторы, раскрывающие интеллектуальный потенциал ученого, и выявить имеющиеся на текущий момент противоречия между личностной мотивацией субъектов научной деятельности, механизмами, структурирующими работу научных организаций, и системой утвержденных государством показателей их эффективности. Данные опроса показали наличие устойчивой мотивации российских ученых на профессиональную самореализацию и активный научный поиск, основанный на личной ответственности, понимании социальной значимости своих изысканий, реже – на принадлежности к успешному коллективу. Вместе с тем обнаружены серьезные институциональные барьеры, препятствующие оптимизации условий труда ученых. К ним относятся административные трудности установления прочных профессиональных связей с производственными, общественными и властными структурами; недостаток возможностей участия в мировом научном дискурсе; узость функционала научных организаций как промежуточного звена между ученым и государством; отчужденность экспертного научного сообщества от разработки критериев и показателей качества научной деятельности; несоответствие этих индикаторов инновационным приоритетам и целям и др.Практическая значимость. Результаты исследования и выдвинутые авторами предложения по устранению институциональных барьеров деятельности ученых позволяют скорректировать российскую государственную политику в области науки и принципы управления научной организацией согласно с императивами этапа инновационного развития общества.

In the article the problems of "transplant" for post-socialist countries. Institutional framework of the transformation of society has its own characteristics. Its institutions can ensure the eff ectiveness of economic development, as a rule, in the short run. After performing their tasks, these institutions are transformed or disposed of as such, it has already completed its mission.Purposes / tasks. The methodological basis of the study is the dialectical method of scientifi c knowledge, a systematic and institutional approach to the study of transplantation of institutions as the formation of a new economic system.Results. The result of the successful application of the transplanted institutions must be economic and social security, the formation of eff ective collective decision-making mechanisms, the growth of state budget revenues and other socio-economic indicators. The institutions should be assessed as a specifi c kind of public goods. Their characteristic is a public good is important to consider the probability of positive and negative impacts that are measured in terms of various social strata, as well as determine the eff ectiveness of the existence of diff erent variants of the institutions adopted to regulate certain processes.Conclusions / importance. From the point of view of the determination of the economic security of its external and internal factors and risks, the main tasks of institutional transformation in market transformation of the economy are: the creation of favorable conditions for the implementation of tasks in the context of globalization and integration; maximum realization of competitive advantages of national priorities, economic security; overcoming corruption and shadow economy; formation of an eff ective competitive environment; the creation of modern legal and institutional mechanisms for the protection of intellectual property rights; innovation; reaching an agreement between the regional elites on the priorities and perspectives of regional and national development, the formation of public confi dence in the institutions of the state, government, business and civil society. ; В статье исследуется проблематика «трансплантации» для постсоциалистических стран. Институциональная структура трансформационного общества имеет свои особенности. Ее институты могут обеспечивать эффективность экономического развития, как правило, в коротком периоде. После выполнения своих задач эти институты трансформируются или удаляются как такие, что уже завершили свою миссию. Целью статьи является определение трансплантации институтов.Задачи статьи: исследовать и выделить: термин «трансплантация»; факторы, вызывающие неэффективный выбор институтов; главные задачи институциональных преобразований в период рыночной трансформации экономики.Методология. Методологической основой исследования является диалектический метод научного познания, системный и институциональный подход к изучению трансплантации институтов как становление новой экономической системы.Результаты. Результатом успешного применения трансплантированных институтов должны быть экономическая и социальная безопасность, формирование эффективных механизмов принятия коллективных решений, рост доходов государственного бюджета и другие социально-экономические показатели. Сами институты должны оцениваться как специфический вид общественных благ. В их характеристике именно как общественных благ важно учитывать вероятность положительных и отрицательных последствий, которые оцениваются с точки зрения различных социальных слоев, а также определять эффективность существования различных вариантов институтов, принимаемых для регулирования определенных процессов.Выводы / значимость. С точки зрения определения содержания экономической безопасности, ее внешних и внутренних факторов и угроз, главными задачами институциональных преобразований в период рыночной трансформации экономики выступают: создание благоприятных условий для реализации задач в условиях глобализации и интеграции; максимальная реализация конкурентных преимуществ, национальных приоритетов, экономической безопасности; преодоление коррупции и тенизации экономики; формирование эффективной конкурентной среды; создание современных правовых и организационных механизмов защиты прав на интеллектуальную собственность; инновационная деятельность; достижения согласия между региональными элитами относительно приоритетов и перспектив регионального и общенационального развития, формирования доверия со стороны населения к институтам государства, самоуправления, бизнеса и гражданского общества.

The article is dedicated to the assessment of the correlation between the values of self-expression and survival among modern Russian students. The relevance of this topic is determined by the need to understand how to change the higher education system so that it correlates with the values of modern students and applicants, meets their expectations and needs. The article examines two aspects of the transformation of higher education: the institutional limitations of the modernisation of higher education and the value orientations of modern Russian students. Value orientations were operationalised using the approach of R. Inglehart and K. Welzel, based on the dichotomy of values of self-expression and survival, and institutional conditions - through the reproduction by the higher education system of the institutional trap "path-dependence", to overcome which "critical mass" of subjects with dominant values of self-expression is required. The main research question was whether Russian bachelors have developed values of self-expression. The empirical basis of the study was the data of a mass survey of Russian students of 19 universities within the framework of the project "The Birth of a Russian Master's Degree" with the support of the Vladimir Potanin Charitable Foundation.

The research toolkit included a number of categories reflecting the meanings that students use when analysing the reasons for choosing a university, the direction of training and learning outcomes. One of these categories is the category of choice (of the university and field of study). The data obtained indicate that when answering the question about the reasons for choosing a university and the direction of study, there are, on average, two and a half times more students who chose the values of self-expression than those who are clearly focused on the values of survival. This suggests that, firstly, the importance of the values of emancipation (freedom of choice and development) in higher education is growing. Secondly, the potential for changes at the value level is accumulated in groups of students with different cultural capital - that is, we can talk about universal tendencies among the entire studied group. Thirdly, the choice of the direction of study turned out to be a more significant factor in the distribution of values than the choice of a university, that is, the motives for choosing a student are biased towards the content of their professional education in the first place, and the prestige of the university in the second place. Based on their analysis of the collected data, the authors come to the conclusion that modern Russian students are ready for meaningful changes in higher education. The only question is what answer to expect from the system.

The paper focuses on main economic instruments for greenhouse gas emissions regulation (carbon tax, cap-and-trade, hybrid instruments) and aims at revealing the possible ways of emissions regulation in Russia. The main objective is to identify criteria of instrument choice and develop the framework of optimal instrument design required for establishing national system of greenhouse gas emissions regulation in Russia. First of all, the main outcome of the paper is that the choice of instrument is secondary to the establishment of the quantitative target of emissions reduction: with the current target, the use of any economic instrument is meaningless. Secondly, under current conditions of uncertain economic and technological pathway, critical dependence on energy prices along with institutional underdevelopment of Russia, the optimal system should contain the elements of price regulation. It should also be simple and transparent. Carbon tax is therefore considered to become the possible option, although, being not just the add-on to the fiscal system, but an integral component of largescale low-carbon development strategy of Russia.

The article provides an overview and generalization of Russian studies of the transformation of the agricultural labor market in the post-Soviet period. Researchers of the Russian countryside reflect the obtained results in publications mainly describing the problems associated with the Russian countryside and the agricultural labor market. This is, first of all, the destruction of the rural infrastructure, poverty, unemployment, the interaction of old and new production entities (agricultural enterprises, peasant farms, private household plots and agricultural holdings), the loss of communication between villagers and agricultural enterprises, the villagers models of social adaptation and labor behavior. These processes served as a methodological support for the analysis and empirical evidence of how consciously villagers have been changing social and labor practices under the pressure of institutional transformations and agricultural modernization. Based on the choice of rational behavioral models in the labor market, they transformed the social structure of the village under the pressure of the market economy values, new rules, norms and institutional requirements. Modern processes in the agro-industrial field in the context of the property transformation contributed to the formation of a new agrarian structure, constructed by new subjects. The new and old production subjects interact in a multi-structured economy. They are important "players" in the institutional field of the agricultural sector, thus influencing the social and structural processes in the labor market. This determined a new configuration of the social rural groups employed in the formal and informal sectors.

In our time, the interest of the scientific community is increasingly turning to the detailing of business processes in the corporate format, since the institutional needs of society have become more dependent on economic stability and the measures of state and political regulation of various aspects of the activities of corporations that affect the state and development of the economy and society. The choice and classification of the definition of corporate governance poses certain tasks for accounting and information support used in the interests of certain groups of persons participating in the activities of the corporation. The choice of the definition of «corporate governance» contributes to the formation of an information environment with its goals, objectives, performers. The proposed classification of the definition of corporate governance provides an understanding of the functional interaction of accounting and management tools in the information aspect of the development of economic systems. ; В наше время интерес научного сообщества все чаще обращается к детализации бизнес-процессов корпоративного формата, так как институциональные потребности общества стали больше зависеть от экономической стабильности и мер государственного и политического регулирования различных аспектов деятельности корпораций, влияющих на состояние и развитие экономики и общества. Выбор и классификация определений понятия «корпоративное управление» ставит определенные задачи перед учетно-информационном обеспечением, используемым в интересах определенных групп лиц, участвующих в деятельности корпорации. Выбор определения корпоративного управления способствует формированию информационной среды со своими целями, задачами, исполнителями. Предложенная классификация определений корпоративного управления дает понимание функционального взаимодействия инструментов учета и управления в информационном аспекте развития экономических систем.
