Régiók, regionalizmus, gazdasági kapcsolatok és azok előzményei a mai Európában = Region, regionalism, economic relations in today's Europe
Regions and regionalism are rather flourishing in Europe. But what do regionalism and the expression "Europe of regions" exactly mean? There are three approaches to the question: first, the concept of cross-border interregionality between the Member States of the European Union; second, the effort to make regions the basic building blocks of European integration instead of states; and finally, the objective to introduce a three-tier structure to the European Union which would extend the already existing tiers of the European Union and the Member States with a third one, the territorial units within nation-states. The first approach (interregional cooperation) has long been adopted; the second approach (the vision of Europe made up of regions instead of states) is rather utopian. The third one is subject to fierce debates: a three-tier European Union with European, nation-state and regional levels. Although the form, motives and causes of movements promoting regionalism may vary greatly, 1 their purpose is the same for autonomous, federalist and separatist movements alike: to relativise the existing central nation-state. Thus, advancing European integration has become a natural ally for them as – from their perspective – it meant the disfunctionality of traditional nation-states. A supranational and therefore multinational and multicultural community promises much more room for development than a classic nation-state.

Régiók és regionális egyenlő(tlen)ségek Szerbiában
In the resent years in Serbia the process of regionalization, the power of decentralization and the strengthening to self-government has become a central issue. In this context, my aim is to give a general preview about initial processes of Serbia's regional development, regionalism and decentralization. Regions and regional development have tradition on the Balkan. Taking into consideration this fact research of regional development of the former Yugoslavian republics is important. We have to study the instruments which were used to decrease the regional differences after the First and the Second World War. In this paper my aim is to introduce regional problems of the former Yugoslavia and today in Serbia. The main questions are: with which problems struggled Yugoslavia after the First World War and after the Second World War. How the government tried to solve the problems of regional inequalities in the past and what actions makes today to equalize the regional differences in Serbia.

In 1839 after Abdülmecit Sultan coming to the throne advertised a reformative adumbration composed a necssety of expansive political and socio changes (Tanzimat Fermani). The "Islahat Fermani" issued at the beginning of 1856 enforced the right assurance of the non islamic peoples lived int he Empire or enlarged their right. At the second half of the 19th century the statesmen were in Western Europe and the students learning in european schooles had have new acquaitances expedited further all comprehensive reforms, included the initiation of european type education. They were full of trust to build up social sistem will be acceptable for Europe. Than Turkey would have not been at european's mercy nor enemy, foreign int he sight of Western Europe. What the education had been they wanted to change and how that processes were going on, what results and failers happened during that reforms trys to expose this essay.

INTEGRÁLÓ ERŐK LEHETŐSÉGE A NEMZETKÖZI RENDSZERBEN FOGALMI ALAPVETÉS
What we today call the international system was created by the West from early modern age. This term is often used in political theory, but less focused on how to classify integrative forces within the international system. In the context of this study, we are attempting to lay down some conceptual basis. How do we understand the linking and unifying factors within the international system? Initially, the emergence of the international system was largely attributed to political factors in theory, but we can also refer to other explanatory principles: one considers economic factors and civilizational factors are taken into consideration as essential aspects of the international structures. According to our viewpoint, inter-civilization dialogue seems to be a "third way" that goes beyond the expansive one-sidedness of Western universalism and the world-level confrontation of hostile civilizations. This "civilizational approach" incorporates the two previous aspects - economic and political - and this is what gives its importance. In our view, inter-civilization dialogue is the only viable way to create global ethos, and only the resulting "intellectual revolution" can make national and supranational economic and political institutions to operate in effective way under the conditions of globalization.

A régiók jelentősége a mai európai politikai életben : THE SIGNIFICANCE OF REGIONS IN TODAY'S EUROPEAN POLITICAL LIFE
A régiók nem csak a közelmúltban jelentek meg az európai politika színpadán, mint önálló szereplők, tevékenységüket már évtizedek óta jegyzik. Ennek középpontjában mindenekelőtt a régiók határokon átnyúló együttműködése áll, ezt egészítették ki a régiók transznacionális megállapodásaival, amelyek arra szolgáltak, hogy a nemzetállamok kormányaival valamint a nemzetközi szervezetekkel, különösképpen az Európa Tanáccsal és az Európai Közösséggel szemben érdekképviseletüket gyakorolják. Az utóbbi időben a régiók egyre energikusabban és követelőbben hívták fel magukra a figyelmet. Tevékenységük súlypontja jelenleg nyilvánvalóan az EU és az integrációs folyamatokon belül helyezkedik el. A régiók mint az EU-kontextus politikai tényezői igen sokrétű tevékenységet mutatnak fel, amelyek az "Európa régiói" megjelölésben foglalhatók össze. Az elnevezésből, mint sokszor használatos szlogenből azonban hiányzik egy egyértelmű és ugyanakkor közös megegyezéssel alapuló, elfogadott tartalom. Regions appeared as autonomous entities on the European political stage not only in recent years. The activity of regions has been recorded for decades. It focuses above all on the cross-border cooperation of regions, and was supplemented by the trans-national agreements of regions, which served to practice their representation against the governments of nation states as well as international organisations, in particular, the European Council and the European Community. Most recently, regions have drawn attention to their presence more and more and when doing so have found increasing attention. Their centre of activity is now obviously located within the EU and the integration processes. Regions as the political factors of the EU context show a wide range of activities that can be summarized under the label of 'the regions of Europe'. The name, as a frequently used slogan, is lacking a clear and at the same time jointly agreed, accepted content. Regions and regionalism are rather flourishing in Europe. A megbízási szerződés szabályozásának történeti vázlata Romániában

The study constitutes a brief historical overview of the development of the contract of mandate, as regulated in Romanian law. Firstly, the roots of this contract in antiquity and in Roman law are discussed, and the evolution of its major characteristics are revealed. Subsequently, the author presents the regulations applicable to the contract of mandate under the first modern codifications of Romanian civil law in the Calimach and Caragea codes, the Commercial Code of Wallachia of 1840, the Romanian Civil code of 1864, the Commercial Code of 1887, and the Civil Code of 2009, currently in force. The author presents the major historic evolutions of the Romanian regulation pertinent to the nature of the contract, the parties, their remuneration, the effects of the contract inter partes and towards third persons as well as the changes in regulatory logic from the differentiation of commercial and civil mandate to the unification of the two institutions in the Civil Code of 2009.

The legal relationship between the joint-stock company and its (chief) executive officer is based on the rules applicable to the contract of mandate, according to the Romanian Act on Companies. For this reason, the rules set forth in the case of contracts of mandate by the Romanian Civil Code (RCC) must be used with regard to the creation, the contents, and the cessation of the authority of the chief executive. Among its provisions pertinent to the cessation of this contract, inter alia, the RCC refers explicitly to the possibility that it may cease not only when the reasons provided for in the norms specifically regulating the contract of mandate subsist but also in the generally provided cases when the effects of contracts (as instruments) cease to exist. Such a general case is, e.g., the expiry of the duration of the contract. Regarding the authority of the executive officer, however, courts have interpreted the effects of the expiry of the duration of the contract divergently, wherefore the High Court of Cassation and Justice has set a unitary direction for interpretation by way of a decision for the unification of jurisprudence. The statements and conclusions contained in this decision are, in my view, subject to debate. In the following study, I provide a critical analysis of the statements and conclusions contained in the decision for the unification of jurisprudence based on the statutory provisions of the law currently in force.
Életek az életben: megjegyzések Mikó Imréről (1911–1977)

The study presents in brief the life of Imre Mikó, lawyer, author of several significant works of legal literature in the field of minority rights in inter-war Transylvania, who was also, briefly, a member of the Hungarian Parliament. The life and activity of Imre Mikó may be divided into two major periods. Before the Second World War, as a student of law and theology, and later as a minority rights advocate he distinguished himself with a wide array of interests, both in the field of law and politics. He was appointed to the minority protection service of the Hungarian Community in this period. His activity was interrupted by the advent of World War Two. During the war, he fell into captivity, and, after his release from the Soviet Union, he attempted to resume his political and advocacy carrier only to be side-lined, spending almost two decades in the menial occupation of bookshop clerk. His belated and partial rehabilitation following his appointment as chief curator of the Unitarian Church is described in the study. The study also makes mention of the newly discovered information regarding the fact that Imre Mikó, under significant duress, collaborated with the Securitate, while at the same time he was himself under surveillance.

Before 1990, the reform-opposition criticizes the government that they want to stimulate the capital inflow instead of real reforms. The author in her earlier work published in January 1990 underlined, that there is no royal way which is without suffering. To control the inequilibrium in the economy one has to introduce real reforms of ownership, in public financ to create a more balanced budget and liberalize the role of prices. After the political changes one political wing urged the quick privatisation saying that the state is no good owner. Because there was no financing capacity at the housholds, saving was very limited, the quick privatisation led to a high foreign ownership int he enterprise sector. The country- as other Central European Countries (CEC-s) relied havily on foreign capital both FDI and lending. It was partly necessary, partly dangerous. Technical modernisation was important but the foreign – owned firms often repatriate their profit. Hungarian GDP difers from GNI strongly, compared to OECD countries. The over-reliance on foreign capital coases problems for both economy and society.

Integrity Advisors and the Development of Administrative Communication Culture
The integrity advisers are the central actors of integrity management systems of the administrative organizational structure, whose main task is to promote the implementation of the integrity approach within state administration institutions. As a complementary part of this task, we can separate the tasks of corruption prevention and the improvement of organizational integrity, of which the latter being discussed in more detail in this research and presentation. Integrity advisers play a key role in the development of organizational culture among public administration bodies, such as bodies exercising administrative authority. Looking at the topic more closely, with regard to the activities of integrity advisers, it can be clearly established that one of the engines of their operation is the proper and deep communication, which is not only necessary within the public administration and inter-agency transactions, but it also means communication activities that can be interpreted in the relationship between the public and clients. Equally important is their training and other activities aimed at developing staff awareness, relationships, situation assessment and action practices, which, in addition to and in part within public service training, provide an opportunity to shape organizational culture. The presentation and the paper aims to show the role of integrity advisors in developing organizational culture and transparency in the administration based on recent research experience about online presence of integrity advisors and in-depth interview surveys.
