This paper proposes a political economy explanation of bailouts to declining industries. A model of probabilistic voting is developed, in which two candidates compete for the vote of two groups of the society through tactical redistribution. We allow politicians to have core support groups they understand better, this implies politicians are more or less effective to deliver favors to some groups. This setting is suited to reproduce pork barrels or machine politics and patronage. We use this model to illustrate the case of an economy with both an efficient industry and a declining one, in which workers elect their government. We present the conditions under which the political process ends up with the lagged-behind industry being allowed to survive.

Poststructuralism is a theoretical approach to knowledge and society that embraces the ultimate undecidability of meaning, the constitutive power of discourse, and the political effectivity of theory and research. In this paper the authors explore three poststructuralist concepts/strategies –deconstruction, genealogy, and performativity– highlighting their uses in economic geography. The paper concludes with an exploration of how poststructuralism transforms and politicizes the practice of social research. In relation to this, they examine three poststructuralist research projects that actively engage in producing or destabilizing discursive formations, thereby participating in the constitution of power, subjectivity and social possibility. ; El posestructuralismo es una aproximación teórica al conocimiento y la sociedad que acoge la incertidumbre de los significados, el poder constitutivo del discurso y la efectividad política de la teoría y la investigación. Las autoras exploran tres conceptos/estrategias posestructuralistas –la deconstrucción, la genealogía y la performatividad– resaltando su uso en la geografía económica. El artículo concluye con una exploración acerca de la manera como el posestructuralismo transforma y politiza la práctica de la investigación social. Al respecto se consideran tres proyectos de investigación posestructuralistas que se involucran en producir o desestabilizar formaciones discursivas, y de esta forma participan en la construcción de poder, subjetividad y posibilidad social.

El objetivo de este artículo es discutir nociones fundamentales del análisis del discurso político a la luz de las propuestas teóricas de Jacques Rancière. A tal fin, revisaremos el funcionamiento de definiciones y categorías con las que distintos autores contribuyeron a esa disciplina. Sugerimos que esta lectura del análisis de la enunciación política puede optimizar la organización epistemológica de ese ámbito de estudios y, al mismo tiempo, permite volver a considerar cuestiones problemáticas de la política contemporánea (la construcción de colectivos). Asimismo, nos habilita a reflexionar sobre el lugar de intervención del analista en el marco de un proyecto de emancipación.

En nuestro país hay entre 85.000 y 90.000 viviendas ocupadas, de las que más de tres cuartas partes son propiedad del sector financiero. Al menos 70.000 pisos en manos de las entidades están habitados de forma ilegal. Por esta razón es importante saber la forma de actuar que deben tener los ciudadanos ante este nuevo fenómeno y más aún el papel que juegan los miembros de las fuerzas y cuerpos de seguridad. Este nuevo fenómeno es explotado por algunas mafias las cuales se amparan en la débil legislación vigente. ; In our country there are between 85,000 and 90,000 occupied homes, of which more than three quarters are owned by the financial sector. At least 70,000 flats in the hands of the entities are inhabited illegally. For this reason, it is important to know the way that citizens should act before this new phenomenon and even more so the role played by members of the security forces and bodies. This new phenomenon is exploited by some mafias which are protected by weak current legislation.

Este artículo forma parte de una investigación sobre los cambios legislativos iniciados por la Ley 779 en Nicaragua, "Ley Integral contra la Violencia hacia las Mujeres", aprobada en febrero de 2012. Los textos primarios que analizo incluyen los debates parlamentarios para el anteproyecto de la Ley 779, el cuerpo original de la Ley 779, las Reformas de octubre de 2013, y el Reglamento a la Ley 779, emitido en un decreto presidencial en julio de 2014. Organizo el análisis alrededor de la figura jurídica más polémica de la Ley 779: la mediación. Al analizar la trayectoria de la Ley 779 dentro del escenario de posguerra en Nicaragua, concluyo que el restablecimiento de la mediación representa una reafirmación regresiva de la autoridad patriarcal bajo el disfraz de empoderamiento comunitario. La retórica centrada en la familia del Reglamento a la Ley 779 implica una capitulación a los sectores más conservadores y religiosos de la sociedad y un revés dramático de los logros feministas hacia el reconocimiento de las mujeres como sujetos de derechos. De hecho, estas son batallas sobre la interpretación cultural del lugar de la mujer, su autonomía y la realidad turbulenta de la familia nuclear y los lazos sociales normativos en la Centroamérica del siglo XXI. Muestran que la autonomía de las mujeres sigue siendo codificada simbólicamente como peligrosa, incluso como una amenaza a los intereses colectivos de la familia y la nación.

(This article forms part of an inquiry about the reach of legislative changes initiated by Law 779 in Nicaragua, the "Integral Law against Violence towards Women", passed in February 2012. The primary texts I analyze include the legislative debates for the drafting of Law 779, the body of Law 779, the Reform to the law in October 2013, and the Regulations to Law 779, issued through a presidential proclamation in July 2014. I organize my discussion around the most controversial juridical figure in Law 779: that of mediation. Analyzing the trajectory of Law 779 within the Post-war cultural scene in Nicaragua, I conclude that the reinstatement of mediation represents a regressive reaffirmation of patriarchal authority in the guise of community empowerment. The family centered rhetoric of the Regulation to Law 779 signifies capitulation to the most conservative, religious sectors of society and a dramatic reversal of feminist gains towards recognizing women as subjects with rights. These are in fact battles over the cultural interpretation of women's place, their autonomy, and the troubled reality of the nuclear family and normative social bonds in twenty-first century Central America. They show that women's autonomy continues to be symbolically coded as dangerous, even as a threat to the collective interests of the family and the nation.)

Dès leurs premières années d'existence, la photographie et le cinéma ont eu partie liée avec les révolutions, en témoignent les clichés de la Commune de Paris ou les actualités filmées sur la Révolution Russe. Tout en révolutionnant nos modes de représentation et notre perception du réel, ces deux médias ont excellé à représenter les révolutions humaines, à en capter les fulgurances pour s'en faire le témoin, voire leur étendard, autant qu'à les adapter aux goûts et aux idées du jour, par l'entremise de la fiction.C'est sur ces différents rapports qui se jouent entre l'événement révolutionnaire et les images filmiques et photographiques que se penche ce numéro de Fotocinema.Qu'entendons-nous par " événement révolutionnaire " ? Quoi de commun entre les révolutions russe, mexicaine ou cubaine, et " Mai 68 ", le 15-M et la " Semaine Tragique " ? Entre ceux qui ont abouti à des changements majeurs dans l'organisation politique, sociale et économique des sociétés, et ceux qui ont échoué, voire qui ont été écrasés dans le sang ? Sans doute conviendrait-il de distinguer le soulèvement, la révolte, l'insurrection et la révolution proprement dite, mais c'est une distinction qui se mesure aux résultats. Tout soulèvement porte en lui le germe d'une révolution, et nul ne sait jamais quel élément en sera le déclencheur ni quelles conjonctions la favoriseront. C'est pourquoi nous avons choisi de ne pas exclure les " révolutions vaincues " (Traverso, 2017), ni les mouvements pacifiques porteurs de nouveaux projets de société radicaux. Toutes les révoltes ne relèvent pas d'un projet révolutionnaire mais certains soulèvements ont cette ambition qu'ils conservent, même s'ils échouent ; et de nombreuses révoltes isolées ont entraîné dans leur sillage de véritables évolutions émancipatrices.

La delincuencia juvenil es una de las preocupaciones centrales para la comunidad, legisladores y políticos. Esto ha conllevado medidas severas y populistas, a pesar de las recomendaciones de la evidencia o los acuerdos internacionales. En este contexto, los medios de comunicación, como la principal fuente de información de la realidad nacional, juegan un rol clave. Sin embargo, las representaciones mediáticas no son un reflejo fiel de la realidad. Este artículo explora las representaciones mediáticas sobre delincuencia juvenil y su influencia sobre el público y la política. Asimismo, contrasta lo que promueven los medios con la investigación respecto a la forma de lidiar con este comportamiento. Finalmente, analiza las consecuencias de las representaciones mediáticas sobre la intervención con adolescentes infractores. Para ello, se realizó una revisión narrativa. El artículo concluye que las imágenes mediáticas de la delincuencia juvenil pueden tener un fuerte impacto en la comprensión respecto al tema. Esto puede limitar directamente la intervención, reduciendo su éxito y dañando procesos de desistencia. Se promueve futura investigación empírica con el fin de desarrollar estrategias de prevención y conciencia en la comunidad. ***** Abstract Youth offending has become a key concern for the community, policy makers and politicians. This has mostly translated in harsher populist measures, regardless of what evidence and international agreements say. In this context, the media, as the main source of information about national reality, plays a central role. However, media portrayals are not a faithful reflection of youth offending.This paper explores media portrayals about youth offending and their influence over the public and politics. It also contrasts the measures promoted by the media with what research claims should be the way of addressing this behaviour. It finally focuses on the consequences of media portrayals over intervention in youth offending. In order to do so, a narrative review of key research was conducted. The paper concludes that media images of youth offending can have a strong impact on citizens' and politicians' understanding of the phenomena. This may directly limit intervention practice, reducing its success and harming desistance processes. Further empirical research on the field is encouraged in order to develop strategies that promote prevention and community awareness.
