US-European tensions over plans for a common European defense policy are examined in a speech given in Brussels on 23 May 2003 to introduce the colloquium "Core Group, Directoire, Enhanced Cooperation? Finding the Key to an Effective Foreign and Defence Policy for Europe"; the event was hosted by the Royal Instit for International Relations. Lessons from the US-Iraq war concern European public opinion about external policy, the Bush administration's disruption of European solidarity, the role that the US assigns to its allies in military operations, & the importance of pursuing new European diplomatic & defense policies.
