Projects are inherently risky, since they involve some level of uncertainty, doing something new in the target environment, but the percentage of projects seen as a success is still disappointingly low, especially for IT projects. The 'Iron Triangle' of time/cost/quality suggests that all three aspects are equal, but with quantitative methods for monitoring project performance, the focus is primarily on managing cost and time. This book seeks to redress the balance, explaining the rationale and benefits of focusing more on quality (fitness for purpose and conformance to requirements) before detailing a range of tools and techniques to support rebalancing the management of projects, programmes and portfolios. It shows how managing project quality actively can reduce costs through minimising wastage, and reduce delays through avoiding rework, leading to improved project success rates and customer satisfaction.

Evaluation literature has paid relatively little attention to the specific needs of evaluating large, complex industrial and infrastructure projects, often called 'megaprojects'. The abundant megaproject governance literature, in turn, has largely focused on the so-called 'megaproject pathologies', i.e. the chronic budget overruns, and failure of such projects to keep to timetables and deliver the expected social and economic benefits. This article draws on these two strands of literature, identifies shortcomings, and suggests potential pathways towards an improved evaluation of megaprojects. To counterbalance the current overemphasis on relatively narrowly defined accountability as the main function of megaproject evaluation, and the narrow definition of project success in megaproject evaluation, the article argues that conceptualizing megaprojects as dynamic and evolving networks would provide a useful basis for the design of an evaluation approach better able to promote learning and to address the socio-economic aspects of megaprojects. A modified version of 'network mapping' is suggested as a possible framework for megaproject evaluation, with the exploration of the multiple accountability relationships as a central evaluation task, designed to reconcile learning and accountability as the central evaluation functions. The article highlights the role of evaluation as an 'emergent' property of spontaneous megaproject 'governing', and explores the challenges that this poses to the role of the evaluator.

First Online in issue 21 September 2016. ; This article provides an empirical assessment of the causal structure underlying the core dependent variable of electoral research (the vote) and two of its most notable predictors (partisanship and leader evaluations). A critical review of traditional models of voting highlights the need to account for the reciprocal relationship between the main predictors as well as for the potential feedback stemming from the dependent variable. In the light of these considerations, a new 'iron triangle' of electoral research would seem to take shape, with partisanship, leader evaluations and the vote tight to each other by a strong link of reciprocal causation. Making use of pre-/post-election surveys from Britain and Italy, the empirical analysis provides evidence for a strong effect of past behavior on political attitudes. However, past behavior seems to exert its effect mainly on partisan attitudes, whereas party leader evaluations appear only slightly affected. The results point to the considerably weakened role of partisanship as attitudinal anchor of vote choice. Leader evaluations, on the contrary, emerge as a crucial component in the voting decision.

Many natural resources have degraded and collapsed despite being managed under rigorous institutional frameworks set up to ensure rational exploitation. Path dependency of dysfunction institutions has been suggested as an explanation for such undesired outcomes. We explore the role of path dependency in natural resource management by studying a 100-year evolution of Swedish fisheries. We rely on three main types of original longitudinal data collected for the period 1914–2016: (A) policy documents, (B) government spending on management and subsidies, and (C) catch and fleet data. Our analysis contrasts the periods before and after the Swedish entrance into the European Union (1995) because this marks the year when fisheries policy became beyond the direct influence of the Swedish government. We uncover four pieces of evidence suggesting the existence of a path dependent dynamic in the pre-EU period: (1) despite increasing insights on the vulnerability of fish stocks to overexploitation, national policy goals in relation to fisheries continuously promoted incompatible goals of social and economic growth but without any reference to the sustainability of the biological resources; (2) the same policy instruments were used over long periods; (3) actor constellations within the fisheries policy subsystem were stable over time; (4) neither political regime nor macroeconomic variables and fisheries performance (industry production, oil price, landing values) could explain observed temporal variation in subsidies. We conclude that key policy actors in the pre-EU period formed an "iron triangle" and thereby prevented necessary policy changes. These national reinforcing feedbacks have been weakened since EU entrance, and the indicators for path dependency show broader involvement of stakeholders, a shift in spending, and policy goals that now explicitly address ecological sustainability.

To decentralize Japan's fiscal system, the Trinity Reform, which was implemented from 2003 to 2007, reformed (i) the transference of tax revenue sources from the central to local governments, (ii) local allocation tax, and (iii) national subsidies and grants. This study drew on the multiple streams framework in public policy—including problem, policy, and politics—to understand the financial change process in intergovernmental relationships and the successes of Prime Minister Koizumi as a policy entrepreneur in breaking the iron triangle of the Liberal Democratic Party politicians, ministry bureaucrats, and local governments to administer the fiscal decentralization and local autonomy reform.
