Plastic waste is by far the most widespread waste in the marine environment and today represents an increasing environmental, health and socio-economic risk. In view of this, the government has set itself the objective of "zero plastic discarded at sea by 2025" and has adopted a roadmap to achieve this objective. This study is part of this process by taking stock of national and international legislation dealing with the issue of the quality of aquatic environments (fresh and marine waters) focusing on the waste aspects. It provides knowledge on environmental, social and economic challenges related to plastic pollution in the marine environment. It identifies and analyses initiatives and actors involved in combating plastic pollution in the marine environment in France. It provides knowledge to communities and public actors to feed their local plans to combat marine plastic pollution. ; Les déchets plastiques sont de loin les déchets les plus répandus dans l'environnement marin et représentent aujourd'hui un risque environnemental, sanitaire et socio-économique croissant. Face à ce constat, le gouvernement s'est fixé comme objectif « zéro plastique rejeté en mer d'ici 2025 » et a adopté une feuille de route pour y parvenir.Cette étude s'inscrit dans cette dynamique en dressant un état des lieux des textes règlementaires nationaux et internationaux traitant de la problématique de la qualité des milieux aquatiques (eaux douces et marines) centré sur les aspects déchets. Elle apporte des connaissances sur les enjeux environnementaux, sociaux et économiques liés à la pollution plastique en milieu marin. Elle recense et analyse, sur le territoire français, des initiatives et acteurs impliqués dans la lutte contre la pollution plastique en milieu marin. Elle fournit des éléments de connaissance aux collectivités et acteurs publics pour nourrir leurs plans de lutte locaux contre la pollution plastique marine.
Understanding to what extent landscape conservation planning can be dependent on the spatial scale of the connectivity diagnosis is a crucial issue to support an efficient and robust implementation of the ecological network policy. We tested the robustness of connectivity diagnostics to scale impact by studying habitat patch ranking according to their importance for the conservation of the overall landscape connectivity, using 14 connectivity metrics. We analysed the influence of spatial extent, minimum mapping unit on the prioritization of habitat patches using different dispersal distances between patches. Using CORINE Land Cover 2006 data, we sampled 5 study zones in France with an extent of 11309 km² (circular buffer of radius 60 km) and diverse spatial configuration of forest patches. Our results showed that three indices (the area-weighted flux AWF, the integral index of connectivity IIC and the probability of connectivity PC) were the most robust metrics in terms of patch prioritization, while seven indices (number of links NL, number of components NC, class coincidence probability CCP, landscape coincidence probability LCP, Harary's index H, betweenness centrality BC, flux F) were less robust or even strongly scale-dependent. However, the "connector" fraction of IIC and PC, i.e. the importance of a patch as a key stepping-stone in the network (by connecting remote patches), was less robust than the corresponding overall index. In addition, the "connector" fraction of PC (PCconnector) was more robust than the connector fraction of IIC (IICconnector). Island territories' energy planning is a complex and essential task. In this thesis, the solar energy systems integration into the Corsican electrical grid is built through a multicriteria selection of photovoltaic projects and studies of the solar resource estimation, its variability/prediction and the territorial dispersion of production units.Corsica Island benefits from dynamic energy policies and considerable solar potential that increased the island attractiveness for photovoltaic industrials. Numerous PV plant projects were consequently proposed to local policy maker. The limit of renewable energy source installations connected to a regional-scale electrical grid reduces the number of projects that are likely to be carried out. The multicriteria outranking model ELECTRE IS was implemented to aid the selection of the most restrictive subset of relevant projects, through collaboration between the University of Corsica, the French National Scientific Research Centre and the Haute-Corse departmental Agriculture Chamber. The 16 proposed projects were submitted to 3 preselection constraints, and then evaluated through 8 criteria sweeping away point of views linked to energy, geo-economics, environment, visual impact and land-use conflicts. Criteria parameters, such as relative weights as well as discrimination and veto thresholds are grasped in the selection. The robust result is the recommendation of 4 projects composing the outranking graphs kernels. Among the criteria, the net production appeared delicate to assess. An upstream contribution has been brought through cartography of potential solar over Corsica. It has been generated by the desegregation of Météo-France SATMOS' Meteosat-8 images, taking into account the relief effects. Both interests of the process were confirmed : errors of solar radiations estimations decreased by 0.1 % to 0.5 % when spatial resolution of the final map increased from 12 km to 90 m.The spatial distribution of resource variations was an issue enlightened by the multicriteria selection and treated in collaboration with EDF. The fluctuations of radiations measured on 11 sites were characterized by applying a new process of classification. This classification allowed demonstrating that intense variations were less frequent by cumulating radiation of dispersed sites, decreasing from 5.4 % or 15.5 % of time to 0.13 % when the phenomenon is optimized. Finally, the prediction of classes was studied ; showing that neural networks and k-nearest neighbour models have the same performances for horizon fewer than 2 hours. They allowed 66.9 % of good predictions for 1 h horizon and 57.1 % for 2 h horizon. For horizons greater than 2 h, the k-NN model presents best performances (until 61.2 % of good predictions for horizon of 6 h). ; La planification énergétique en milieu insulaire est une tâche aussi complexe qu'indispensable. Dans cette thèse, l'intégration raisonnée de systèmes énergétiques solaires dans le réseau électrique Corse est pensée au travers d'une sélection multicritère de projets photovoltaïques et de travaux sur l'estimation de la ressource, la caractérisation et prévision de ses fluctuations et le foisonnement territorial.Le dynamisme des politiques énergétiques et le potentiel solaire exceptionnel avaient rendu la Corse attractive pour les industriels du secteur photovoltaïque, si bien qu'en 2008, de nombreux projets d'installations étaient proposés aux décideurs locaux. Or, la limite de production d'énergie intermittente fatale intégrée au réseau électrique réduit le nombre de projets susceptibles d'être concrétisés. Afin d'aider à sélectionner le sous-ensemble le plus restreint de projets pertinents par poste de raccordement, nous avons appliqué le modèle multicritère de surclassement ELECTRE IS ; via une collaboration entre l'Université de Corse, le CNRS et la Chambre Départementale d'Agriculture de Haute-Corse. Les 16 projets candidats furent soumis à 3 contraintes de présélection, puis évalués sur 8 critères balayant les points de vue énergétiques,géo-économiques, écologiques, d'impact visuel et de conflits d'usage des terrains. Les paramètres des critères, tels que leurs poids relatifs ainsi que les seuils de discrimination et de veto ont été appréhendés dans la sélection dont le résultat robuste est la recommandation de 4 projets composant les noyaux des graphes de surclassement.Parmi les critères construits, le productible net est apparu comme délicat à évaluer. Une contribution en amont a été apportée, via une cartographie du potentiel solaire en Corse générée par désagrégation subpixel avec prise en compte des effets du relief d'images Météosat-8 fournies par les services SATMOS de Météo-France. Le double intérêt de la méthode de désagrégation a été confirmé : les erreurs d'estimations du rayonnement solaire diminuent de 0,1 % à 0,5 % alors que la carte finale gagne en résolution spatiale, passant de 12 km à 90 m.Le foisonnement de la ressource est une problématique soulevée par la sélection multicritère opérée en début de thèse et traitée en collaboration avec EDF. Les fluctuations du rayonnement mesuré sur 11 sites ont été caractérisées par l'application d'une nouvelle procédure de classification typologique des variations. Celle-ci a par la suite permis de démontrer le phénomène de foisonnement, les variations les plus intenses étant moins fréquentes, passant de 5,4 % à 15,5 % du temps à 0,13 % par optimisation du phénomène. Enfin la prédictibilité des classes a été étudiée, montrant qu'à un horizon inférieur à 2 heures, les techniques de réseaux de neurones et des k-plus proches voisins permettent 66,9 % de bonnes prédictions à 1 h et 57,1 % à 2 h. Au-delà de 2 h, les k-NN offrent de meilleures performances (jusqu'à 61,2 % de bonnes prédictions à 6 h).
International audience ; OBJECTIVES AND CONTEXT Territorial intelligence is becoming a vital issue in sustainable development and territorial planning. Relevant tools are now available for compiling and analyzing different levels of data (local, provincial, national); they guide decision makers in their territorial deliberations and steer them to appropriate action. Interactive cartographic balanced scorecards, developed as part of web applications, have several advantages when it comes to understanding the issues in a territory. They combine maps, graphics, data tables, and other interactive tools and make various data available to users for analysis. APPROACH AND METHODS In the context of Web 2.0, this new way to represent statistical information aims to improve access to information while maximizing the potential for analysis, and it allows territorial data that is more and more complex to be analyzed with more precision. Representing statistical portraits in the form of balanced scorecards means highly interactive maps and graphics can be displayed on the same page. Cartographic windows are integrated into this concept to add a spatial dimension to the statistical content. Vector-based mapping offers excellent possibilities for developing high-quality, high-flexibility thematic territorial maps. Components must be open and accessible to ensure their compatibility with the existing technological infrastructure. It is important to choose a technological environment with development flexibility and easy interaction among the different balanced scorecards elements. RESULTS To better meet the growing needs of decision makers, DBx GEOMATICS developed the interactive mapping tool CartoVista. So why do we add a new voice to this already very discordant concert? Let us say immediately: it was initially a question of seizing the opportunity of such a date to revisit certain themes, to shed light on others on long-term issues, and to stress the importance of the Brazilian field in the constitution of a whole range of French social sciences. However, such an ambition, which is timely, does not mean disinterest in the current challenges of commemoration. Indeed, this region, which has seen a wide effort from the Brazilian state to implant small scale farming in the middle of the rainforest, is today within a huge internationally funded zoning program, officially aiming at a better environment preservation. This paper describes relations and conflicts between the actors involved in land occupation. We take a closer look at this issue by analyzing the Ariquémes/Buritis region case, which allows us to encompass in one glance previously and newly occupied zones. Using a GIS, we can point out discrepancies between the political discourse about the region and the reality, as shown by satellite images. We thus produce cartographic synthesis, highlighting the dynamics at stake in this region. ; L'Etat du Rondônia, en Amazonie brésilienne, est représentatif des nouveaux conflits que l'inclusion de la dimension de protection de l'environnement dans les politiques publiques fait surgir au sujet de l'usage des terres. Nous cherchons dans ce travail à montrer la nature des liens qui unissent ou opposent les différents acteurs de l'occupation de l'espace, en prenant comme exemple la région d'Ariquémes/Buritis, qui permet à la fois d'observer le devenir des régions anciennement occupées et celui d'espaces nouvellement conquis. L'utilisation d'un SIG, qui permet de confronter la vision politique ou technocratique de l'espace avec la réalité, telle que la révèle la télédétection satellitale, rend possible la production de cartes de synthèse qui éclairent les dynamiques à l'œuvre dans la région.
http://www.cybergeo.eu/index3772.html ; National audience ; The state or Rondônia, in the brazilian Amazon, is a region where conflicts between the old politics of agrarian land colonization and the new obligations of environment preservation can be witnessed. Indeed, this region, which has seen a wide effort from the Brazilian state to implant small scale farming in the middle of the rainforest, is today within a huge internationally funded zoning program, officially aiming at a better environment preservation. This paper describes relations and conflicts between the actors involved in land occupation. We take a closer look at this issue by analyzing the Ariquémes/Buritis region case, which allows us to encompass in one glance previously and newly occupied zones. Using a GIS, we can point out discrepancies between the political discourse about the region and the reality, as shown by satellite images. We thus produce cartographic synthesis, highlighting the dynamics at stake in this region. ; L'Etat du Rondônia, en Amazonie brésilienne, est représentatif des nouveaux conflits que l'inclusion de la dimension de protection de l'environnement dans les politiques publiques fait surgir au sujet de l'usage des terres. En effet, cette région est à la fois le théâtre d'un vaste effort de colonisation publique, encore d'actualité, et celui de la mise en place de politiques volontaristes de protection de l'environnement, prenant ici forme d'un zonage du territoire financé par les bailleurs de fonds internationaux. Cette démocratisation de la géomatique par l'intermédiaire du Géoweb se traduit par l'émergence d'une nouvelle forme de cartographie utilisant les techniques du web 2.0. Qualifiée de néogéographie, elle se caractérise par une grande interactivité et des contenus géolocalisés générés par les utilisateurs. La mobilisation de cette information géographique volontaire constitue un défi pour les professionnels de l'information géographique mais aussi pour les collectivités territoriales. La question de la participation publique par l'intermédiaire des applications cartographiques contributives est ainsi renouvelée et plus globalement de nouvelles perspectives se dessinent pour les SIG participatifs. L'objectif de cet article est de mettre en perspective le développement du Géoweb participatif avec les processus de gestion urbaine participative.
