Bu çalışma, Soğuk Savaş sonrası dönemde yaygınlaşan kamu diplomasisinin devletler tarafından hangi amaç ve yöntemlerle uygulandığını analiz etmektedir. Kamu diplomasisinin anlaşılması için yumuşak gücün, yumuşak gücün anlaşılması içinse güç kavramının ele alınması gerekir. Karşılaştırma için seçilen Türkiye, ABD ve Japonya'nın dış politikaları ilgili dönem dâhilinde incelenmiştir. Kimlik, hâkimiyet ve mütekabiliyet kavramları çerçevesinde, bu devletlerin genel dış politika yaklaşımlarının kamu diplomasilerine nasıl yansıdığı araştırılmıştır. Ayrıca, karşılaştırılan devletlerin ilgili kurumlarınca yürütülen kamu diplomasisi uygulamalarının hangi bölgelerde ve ülkelerde yoğunlaştığı; özellikle mali ve teknik yardımlarda, değişim programlarında, kültürel harcamalarda ve uluslararası yayıncılık gibi konularda hangi bölge ve ülkelerin öne çıktığı sorgulanmıştır. Karşılaştırılan ülkelerin uluslararası sorunlara yönelik kamu diplomasisi uygulamaları çalışmanın ele aldığı bir diğer konudur. Çalışmanın temel varsayımı, karşılaştırılan ülkelerin kamu diplomasisini dış politikalarıyla paralel yönettikleri yönündedir. Her üç ülke de bu uygulamalardan dönüt olarak siyasi ve ekonomik çıkar amaçlarken, Japonya'nın ekonomik amaca daha fazla önem atfettiği varsayılmaktadır. Süper güç olarak ABD tüm dünya ülkeleriyle ilgiliyken, Japonya ve Türkiye bölgesel güç pozisyonlarıyla bağlantılı olarak daha çok yakın çevrelerine odaklanmaktadırlar. ; This thesis analyzes how Public Diplomacy, which has become widespread in the Post-Cold War period, is utilized with which aims and methods by the states. In order to understand public diplomacy, soft power must be understood and to understand soft power, the concept of power must be discussed. The foreign policies of the countries Turkey, USA and Japan, which are chosen for comparing, have been examined for the term concerned. The changes in foreign policy of these countries and their reflection on their public diplomacy have been explained. The approach of these three countries to public diplomacy has been considered in view of identity, hegemony, and reciprocity. To prove this, in which regions and countries the public diplomacy practices of these states done via their institutions are concentrated have been searched. Which regions and countries are forefronts in financial and technical aids, exchanges, cultural spending, and international broadcasting and alike has been questioned. Another subject of the study is the wielding of public diplomacy in the international problems by these states compared. The main assumption of the study is that compared countries manage public diplomacy in parallel with their foreign policies. While all three countries aim for political and economic interest from these practices, it is assumed that Japan attaches more importance to the economic purpose. While superpower, the US, relates to all world countries, Japan and Turkey are much more focused on the immediate environment in conjunction with regional power position.

Unlike other major liberal democratic countries where the states can be argued to have oriented their involvement in cybersecurity relatively more towards the national security aspect such as the US, the role of the state in the cybersecurity realm has a less clear-cut orientation in the case of Japan. This paper clarifies the nature of the role of state in cybersecurity in Japan using the framework utilized by Cavelty and Egloft's 2019 article (Cavelty & Egloff, 2019). Within this framework, the role of the state is analyzed in theoretical, empirical, and normative dimensions. The theoretical dimension analysis focuses on different theories in literature regarding the Japanese state whereas the data for the empirical dimension analysis come from publicly available records by key Japanese state and private organizations involved in cybersecurity. The normative dimension analysis emphasizes the time horizon aspect of cybersecurity policies the Japanese state should be directing its attention. In conclusion, it is found that the Japanese state embodies the roles of "knowledge creator/disseminator", "supporter/representative of society", "partner", and "guarantor and protector" in addition to a necessity for government bodies to turn towards proactive long-term policies and initiatives for better cybersecurity in Japan.
