The region of the Middle East has been called the cradle of mankind. "Just as space, territory and society can be socially and politically co-constructed, so can water, and thus the construction of hydraulic infrastructures can be mobilised by politicians to consolidate their grip on power while nurturing their own vision of what the nation is or should become. This book delves into the complex and often hidden connection between water, technological advancement and the nation-state, addressing two major questions. First, the arguments deployed consider how water as a resource can be ideologically constructed, imagined and framed to create and reinforce a national identity, and secondly, how the idea of a nation-state can and is materially co-constituted out of the material infrastructure through which water is harnessed and channelled. "In the pursuit of the modern, the armed forces served as instrument, model, and metaphor for national progress. I examine in this book how the military experience, as representative of the process, failed or fulfilled aspects of the broad national transition towards hegemony and sovereignty. This is the first work combining personnel records and military literature with cultural sources to address the setting of military life for soldiers and their families rather than politics or officers. In connection with nation formation and identity, this book moves away from studies of the army as an institution to broaden understandings of inculcations and the limits and fault lines of building Mexico as a nation. More social and cultural in historical outlook, I examine the creation of political cultures rooted in or derived from the personal experiences of the lower ranks. In doing so, the book removes some of the privileged view that official narratives emphasize in order to explain the making of a bureaucratic institution from the bottom up, and to more clearly describe how this process both encouraged the development of nationalism and limited it in important ways. It details governments' efforts to abet transparency and trust by way of developing new public and private institutions for advancements like innovation and private wealth creation. The book examines the effects of various factors of economic and social adjustments in Estonia, Latvia, and Lithuania. The authors explore the opportunities and problems that have shaped the region's progress in the process of rebuilding democratic institutions and nation states after regaining their independence. They then describe the region's progress in laying the critical internal foundation necessary for maintaining their political independence. The book also reviews the progress made in strengthening what the authors believe are key social functions of government in what the EU describes as its social market system: the provision of social welfare services that meets the needs of all. Much analysis of state building focusses on dissecting specific projects and attempting to identify what has gone 'wrong' in states such as Afghanistan and Iraq. What draws less attention is what has gone 'right' in non-interventionist statebuilding projects within 'unrecognised' states. By examining this model in more depth a more successful model of statebuilding emerges in which the end goal of modern democracy and good governance are more likely to be realized. This article argues that the sources of official and societal ambivalence towards civic nationhood in today's Russia are found in the institutional instability and personalist dynamics of hybrid regime politics in the 1990s. Successful civic nation-building should institutionalize inclusive criteria for citizenship as a basis for policymaking, which in turn should create incentives for dominant ethnicities to embrace civic nationhood. While the shifting views of Boris Yel'tsin on nationalities policy and the constant turmoil in the government's nationalities ministry have received little scholarly attention, they illuminate the endogenous sources of regime instability in relation to civic nation-building. Russia's experience thus challenges the traditional view of ethnic nationalism as fostering authoritarianism and civic nationalism as fostering democracy: rather, competitive authoritarianism in the 1990s confounded the regime's own efforts toward civic nation-building and laid the groundwork for the "ethnic turn" in Russian politics under Vladimir Putin.
For some time now, Nigeria has faced the threat of secession from different groups. Each of the groups feels that the country is not representing their interest. In particular, most of the groups feel that the interest of their people has not been properly represented in terms of power sharing. Nigeria operates a democratic system of government with three tiers namely the executive, the judiciary and the legislature. The country also has six geo-political zones for the purposes of power sharing. The zones are North East, North West North, North Central South East, South West and South-South. The 36 states of the federation are, therefore, groups into the various zones with unequal number of states. For example, the North East has six states, the North West has seven, the North Central has six the same as South-South and South-West. However, the South-East has only five states. The unequal number of states among the geo-political zones has serious implications for power sharing in the country. For example, each state has three elected senators and a number of house of representative members depending on the population of the state. What this means is that the South-East has less number of senators and House of Representative members. Their counterparts from North-West is likely is likely to have the highest number of representatives. Zones like North Central, North East, South-West and South-South will have equal number of Senators but the number of House of Representatives may differ depending on the population. This unequal representation could have implications on the promotion of bills and policies and motions in the National Assembly that address issues that affect the welfare of each of the people of each geo-political zones. The mere thinking that South-East is outnumbered in the National Assembly could also make people of the zone to view almost every government programme and policy with suspicion. People of the area may be thinking that the government at the centre does not represent their interest. They may also be thinking that the country does not mean well for them. All these could provide fertile ground for agitations to fester. This partly explains why the country has faced agitations from people from South-East who have over the years sought to separate from Nigeria. Such agitations have also been reported in the media. This paper investigates audience perception of this reporting. The study sought answers to four research questions. Survey research was adopted for the study. A total of 384 respondents were recruited for the study. The questionnaire was the instrument for data collection. The data generated were analysed using both descriptive and inferential statistics. It was found that most of the respondents studied reported high frequency of exposure to media reports on secession agitations. The result also showed that the media of exposure were radio, TV, and newspapers. The sample studied perceived media reports on secession agitations as supporting such actions. The result also showed a significant relationship between exposure to media reports on secession and public perception. The researchers recommend, among others, that the Nigerian Union of journalists should step up their monitoring mechanism to ensure that media reports do not compromise national unity. ; В истории Федеративной Республики Нигерии, начиная от получения этой страной независимости в 1960 году, неоднократно имели место попытки нарушения государственной целостности. The democratic transition in South Africa that emerged during the 1990s and became manifest in a democratically elected government, has not yet brought to completion the post-Apartheid social and political transformation of that country. In fact, it has far from consolidated a new socio-political culture. The contributions to this Discussion Paper reflect upon different but related aspects of South African democracy after Apartheid as represented in a variety of social forces, institutions and individuals. They illustrate that societies in transition have to make sustained efforts to overcome the legacies of the past, and that the present reproduces some of the past structural constraints and patterns of power and control in the new framework. "Building effective state institutions before introducing democracy is widely presumed to improve different development outcomes. Conversely, proponents of this "stateness-first" argument anticipate that democratization before state building yields poor development outcomes. In this Element, we discuss several strong assumptions that (different versions of) this argument rests upon and critically evaluate the existing evidence base. In extension, we specify various observable implications. We then subject the stateness-first argument to multiple tests, focusing on economic growth as an outcome. First, we conduct historical case studies of two countries with different institutional sequencing histories, Denmark and Greece, and assess the stateness-first argument (e.g., by using a synthetic control approach). Thereafter, we draw on an extensive global sample of about 180 countries, measured across 1789–2019 and leverage panel regressions, preparametric matching, and sequence analysis to test a number of observable implications. Overall, we find little evidence to support the stateness-first argument."
This book re-evaluates the role of local agency and provides a new perspective to the political, social and cultural history of state formation, taking a microhistorical approach and through close analysis of archival sources between 1550 to 1700. The backcountry of the Republic of Genoa is a laboratory for gauging the weight and significance of two elements which, according to Charles Tilly and other scholars, have characterized the construction of the modern state: judicial administration and fiscal extraction. The instruments employed in this respect were arbitration and compensation. Interactions between center and periphery occurred within a stratified and discontinuous fabric of fluid jurisdictions and segmented residential topographies, which constituted spaces of mediation. Such spaces were generated by conflicts between kin groups (feuds and factional alignments) and managed both by Genoese officials and by local notables and notaries, who translated a whole set of local practices into judicial procedures. This book offers a rich contextualization of material life, family relationships, economic activities, and power struggles in a corner of the Mediterranean world that was extremely important, but about which very little has been published in English.--
