U tekstu se analiziraju prepreke i nove mogućnosti za sudioničko upravljanje u centrima za kulturu i ustanovama za obrazovanje odraslih u vrijeme epidemije COVID-19. Opisuje se važnost socijalne participacije i sudioničkog upravljanja u organizacijama za obrazovanje odraslih, važnost suradnje ustanova i udruga. Središnji dio analize bavi se provedbom koprodukcije tj. zajedničkog rada građana, udruga i ustanova u pripremi i provedbi programa. Ova analiza se temelji na podacima iz provedbe projekta u osam organizacija iz različitih dijelova Hrvatske u vrijeme epidemije COVID-19. ; The text analyzes barriers and new opportunities for participatory governance in cultural centers and adult education institutions during the COVID-19 epidemic. It describes the importance of social participation and participatory governance in adult education organizations, the importance of cooperation between institutions and associations. The central part of the analysis deals with the implementation of co-production, ie the joint work of citizens, associations and institutions in the preparation and implementation of the program. This analysis is based on data from the project implementation in eight organizations from different parts of Croatia at the time of the COVID epidemic 19.

Environmental supervision and government subsidy are important tools for government to promote green innovation. The influence of these two policy orientations on green innovation performance is spreading widely, but the specific indirect mechanism of policy orientation inducing green innovation needs further exploring. This paper introduces the knowledge-dynamic ability (knowledge production ability, knowledge acquisition ability, knowledge integration ability) into the analysis framework of enterprise green innovation, and studies the mediating effect of the knowledge-dynamic ability on policy orientation and green innovation. Based on the panel data of 30 provinces in China from 2000 to 2015, the empirical findings are as follows: Firstly, the knowledge-dynamic ability plays a remarkable mediating role in promoting between policy orientation and green innovation, which indicates that improving the knowledge-dynamic ability is a core mechanism of policy orientation to induce enterprise green innovation. Secondly, the knowledge-dynamic ability plays a complete mediating role in the relationship between environmental supervision and green innovation. Environmental supervision promotes green process innovation by enhancing knowledge acquisition ability and induces green product innovation by enhancing knowledge production ability. Thirdly, the knowledge-dynamic ability plays a partial mediating role in the relationship between government subsidy and green innovation. Government subsidy improves enterprise green process innovation by enhancing knowledge acquisition ability and knowledge integration ability, and induces enterprise green product innovation by enhancing knowledge production ability and knowledge integration ability. ; Nadzor okoliša i vladine subvencije važni su alati vlade za promicanje zelenih inovacija. Utjecaj tih dviju smjernica politike na rast zelene inovacije se širi, ali potrebno je dodatno istražiti specifične neizravne mehanizme usmjerenosti politike koje potiču zelene inovacije. U ovom radu uvodi se dinamička sposobnost znanja (sposobnost proizvodnje znanja, sposobnost stjecanja znanja, sposobnost integracije znanja) u okvir analize poduzeća zelenih inovacija i proučava posrednički učinak sposobnosti dinamike znanja na usmjerenost politike i zelene inovacije. Empirijski nalazi koji se temelje na panel podacima 30 kineskih provincija za razdoblje od 2000. do 2015. su slijedeći: Prvo, dinamička sposobnost znanja ima značajnu posredničku ulogu između promicanja usmjerenosti prema politici i zelenih inovacija, što ukazuje na to da je poboljšanje dinamičke sposobnosti znanja temeljni mehanizam usmjeravanja politike za poticanje zelenih inovacija u poduzeću. Drugo, dinamička sposobnost znanja igra potpunu posredničku ulogu u odnosu između nadzora okoliša i zelenih inovacija. Nadzor okoliša promiče inovacije zelenih procesa povećavajući sposobnost stjecanja znanja i potiče inovacije zelenih proizvoda poboljšanjem sposobnosti proizvodnje znanja. Treće, dinamička sposobnost znanja ima djelomično posredničku ulogu između državnih subvencija i zelenih inovacija. Contemporary states are undergoing a process of rapid transformation that encumbers their functioning & sustains their state of crisis. Their external sovereignty is undoubtedly on the wane, in relation to both global economic actors & transnational & supranational political structures. Internally, the hierarchical functioning of government has been called into question. Although the state's share in the social product is constantly increasing, so are the demands for the state's support & regulation in various areas, resulting in a permanent fiscal crisis of the state. The author claims that the contemporary metamorphoses of the state & the prospects for its development can be understood solely by analyzing the changes in contemporary society. The industrial society, even the "service society" (Dahrendorf), is being transformed into an information & communication society, in which the key processes are the production & distribution of knowledge, while the central power resources are mechanisms of the monopolization of knowledge. The information & communication media play the central role in social & political processes. The new increase of social inequality has intensified the tendency of social desolidarization. The new level of social dynamics, mobility, complexity, & contingency requires a new type of state. The author calls it the "cooperative state" -- the state that provides for the production of essential collective goods in the cooperative process of negotiation & bargaining, in which a plethora of social actors take part. 25 References. Mass media produce various communicational products in the form of messages coded in the symbolic language of writing, sound or image, which they distribute through the open public space for unknown users. Unlike the traditional theories, which directed their attention above all to the social effects of media products, the systemic theory inquires into the very process of their production, deeming that precisely the latter is the real reality of mass media: the factual operations which are performed systemically, through application of the binary code of information/non-information, and according to the internal rules of its structure. The real reality, however, is inaccessible to the observer. Consequently, he can gain knowledge of it only in such a way as to construct from the forms in which it appears to him an observed reality as his own perception thereof. The systemic theory suggests that its construction of mass media reality is most congruous with their real reality. Keeping in mind that each observer performs his construction of reality of the thing observed in accordance with his own knowledge and understanding, the author asks himself: where is the evidence of the trustworthiness of such constructions? Predmet je ovoga rada razvoj zakonodavstva nadležnoga za regulativu lijekova u Banskoj Hrvatskoj u razdoblju Austro-Ugarske i na istom području kasnije, između dva svjetska rata, u okviru nove države (Kraljevstvo/Kraljevina SHS, odnosno Kraljevina Jugoslavija). Na početku vremenskoga razdoblja samo su ljekarne po propisima farmakopeje izrađivale službene lijekove. Na kraju promatranoga razdoblja to je područje imalo farmaceutsku industriju, sposobnu pratiti dosege svjetske farmaceutske industrije. Rad je napravljen s namjerom prikazati kako je zakonodavstvo pratilo novosti u farmaciji i farmaceutskoj industriji te kako je također proaktivno uvodilo i činilo obvezatnim nova praćenja svojstava lijekova. ; The variety of human diseases and necessity for curing them resulted in the appearance of medicines and medical treatments. Traditional or people's medicines had been applied in the old times. Rulers realized over time the importance of getting medicines and medical treatments codified. Pharmacies, being in charge for the production of medicines, existed from 13th century. The Habsburg Monarchy proclaimed the General Sanitary Order (Das Generalsanitätsnormativum) in 1770, codifying that physicians should visit pharmacies and control their work once a year. The pharmaceutical industry has taken over medicines production in the late 19th and the first half of the 20th century in Western Europe and North America, and new methods of medicines production has been occurring ever since.The Banal Croatia, which included today's Croatia without Međimurje, Baranja (Baranya), Istria and Dalmatia, had been relatively independent in the health policies in the period from 1869 to 1918, and passed the Law on Pharmacies in 1894. The Law stipulated the control of pharmacies rather than the control over the pharmaceutical industry. The traditional approach prevailed in healing of many different health issues at the times when modern medicines had not yet been developed. Pharmacists were barred from knowing the properties of medicines made by manufacturers, since manufacturers have kept ingredients and recipes of their sources of income secret. State was the only one privy to all of the properties of a medicine and such a medicine was usually known as "a secret remedy". The Banal Croatia witnessed the birth of a large-scale manufacturing of secret remedies by companies held by Adolphe Thierry de Chateauvieux and Eugen Viktor Feller.The interwar period saw the proliferation of the Croatian pharmaceutical industry. The Kingdom of Yugoslavia, in which the area of the Banal Croatia had been extended to Međimurje and Baranja, established the control of medicines made by the growing pharmaceutical industry. At first, the manufacturers were responsible for their products. In 1925 a state surveillance and control of medicines production and sale was established. It meant that the state had accepted the responsibility for the quality of medicines thereby making the state quality-proof assignments put on package inserts of medicines, as well as making the state registries and other documents regarding the medicines control. The Control of Biologics Act of 1930 made it clear that biological medicines are more important and that they treated efficiently the larger scope of health issues than chemical medicines had. The regulation related to the state control of medicines from the same year had been the biggest achievement of the interwar medicines state control. The regulation of medicines became an overall state affair, with the state comptrollers actively involved in the control of each and every batch of medicines. Banovina Hrvatska, which had included the former Banal Croatia, created the state institutes for production as well as control of medicines aimed at the centralization and co-ordination of production and control of medicines. The assessment of the properties of medicines improved as well, from the control of harmlessness to the controls of purity and potency. The control of efficiency was introduced later. The development of the production and regulation of medicines in the territory of Banal Croatia in the timeframe selected for this article moved in line with the development that occurred in the Western Europe and North America. When the Second World War broke out modern medicines regulation was already in existence.
Geospatial intelligence is a new direction in the development of geographic information science. Besides being a scientific discipline, it is also an intelligence activity and technology directed towards ensuring support for decision-making processes. It complements conventional GIS by combining data from various sources and creating an interactive environment that involves simultaneous access and input to integrated information by a group of individuals with different areas of expertise. The most prominent fields of application in geospatial intelligence are military operations and disaster management. The discipline is currently in the early stage of development in Croatia, and is almost entirely associated with Croatian participation in the Multinational Geospatial Co-production Program. ; Geoprostorno obavještavanje (geospatial intelligence) novi je smjer u razvoju geoinformacijske znanosti. No osim što je znanstvena disciplina, to je također i obavještajna aktivnost i tehnologija usmjerena prema osiguravanju podrške u procesima odlučivanja, odnosno donošenja odluka. Nadopunjujući konvencionalni GIS, ona kombinira podatke iz različitih izvora i stvara interaktivno okruženje koje uključuje istovremeni pristup integriranim informacijama i omogućuje pojedincima razlišitih struka unos podataka u sustav. Najznačajnija područja primjene geoprostornog obavještavanja su vojne akcije i upravljanje kriznim situacijama. Na temelju građe nekoliko fondova Arhiva Jugoslavije i dostupne dokumentacije međunarodnih institucija zaduženih za kontrolu opijumske proizvodnje i prometa, ovaj rad rekonstruira malo poznate aspekte američko-jugoslavenskih odnosa tijekom 1930-ih koji prelaze domenu privredne suradnje. U tekstu je rekonstruirano nekoliko faza izvoza kvalitetnoga jugoslavenskoga (makedonskoga) sirovog opijuma američkim farmaceutskim kompanijama: od 1929. do 1934., kada su gotovo čitavu godišnju proizvodnju otkupljivale američke tvornice, preko perioda poslovanja tursko-jugoslavenskoga Centralnog biroa obilježenog međusobnim opstrukcijama i rivalstvom na američkom tržištu, pa do faze kada je stupanj ilegalne prerade i krijumčarenja droge u Jugoslaviji ugrozio odnose sa Sjedinjenim Američkim Državama uoči izbijanja Drugoga svjetskog rata. ; Due to its large morphine content, Yugoslav medical opium was an exception-ally sought-after pharmaceutical raw material, and therefore exported to leading processing plants in Germany, Switzerland, and France till 1928, when American plants began buying up almost the entire production. After 1932, yearly production of raw opium in Yugoslavia stabilised at 35-48 tons, with 99% of the production being absorbed by the American pharmaceutical companies Merck & Co. and Mallinckrodt Chemical Works, at prices significantly greater than those in Europe. However, the enthusiasm about exporting the entire yearly opium production to the USA was put into question in early 1934, when the Turkish-Yugoslav Central Bureau for raw opium export began operating in Istanbul. It comprised representatives of the Turkish Opium Export Institute and the Yugoslav Opium Export Institute (Jugoslovenski zavod za izvoz opijuma – JUZOP). The Yugoslav participation quota of 23-26% hindered the previous level of export to America, which generated resistance towards further cooperation with Turkey in Belgrade. Thus, disputes about placing opium on the American market led to a short-lived blockade of Yugoslav opium import, while the appearance of cheap Iranian opium in Europe further emboldened the Turkish side in the Central Bureau to compensate its loss of the European market by obstructing its Yugoslav partners in dealing with American plants. Apart from this, the debts of the American Eli Lilly plant towards the JUZOP on the day of the Central Bureau's liquidation in late June 1941 further contributed towards the impression that Yugoslavia was actually suffering a loss by exporting opium in collaboration with Turkey. According to official Ministry of Agriculture data, a total of 688 tons of raw opium worth 386 million dinars were exported from the Kingdom of Yugoslavia in the 1927–1939 period. On a yearly level, this amounted to an average of 42 tons of opium worth 29 million dinars, which equalled, for example, the average yearly budget revenue of the entire Vardar Banate (province). Since yearly opium smuggling in the Kingdom of Yugoslavia stood at around 8-10 tons of opium, one can conclude that almost a quarter of the legal production actually ended up in illegal trafficking. If the smuggling of processed opium derivates (morphine, heroin, codeine) to the USA is added to these figures, and if one keeps in mind the links of the Belgrade and Skopje smuggling organisations with leading European networks for drug trafficking across the Atlantic (Eliopoulos, Bacula, Raskin), then the increased interest of the League of Nations and American diplomacy for the situation in Yugoslavia from late 1937 becomes more understandable. The direct pressure of the American embassy in Paris, which operated a "service" for tracking narcotics smuggling, influenced the Yugoslav authorities to enact harsher laws and at least temporarily reign in the increasingly aggressive criminalisation of a formerly perspective branch of agriculture.

The unstoppable advance of technology has brought about major changes at the socio-economic level that affect, among other things, the developments & the changes in the media industry. Technological advances have enabled the emergence of a new multimedia environment that has wiped out the traditional boundaries between telecommunications, audiovisual industry & informatics. These advances have been most propitious for the media pluralism & diversity. Due to the interactivity they enable, the individual is no longer a passive user of the media content. Owing to the accelerated process of the production of contents & services, the media market has become strikingly competitive, & the increasing selection of specialized contents has fragmented audiences, causing a drop in the revenues from advertising. These changes have left their mark both on the commercial media & the public service whose choice of programs has conspicuously changed, while the drop in the size of audiences brings into doubt the legitimacy of the compulsory subscription fee & consequently the financial health ie., survival of this public service. The public broadcasting service is faced with a more pronounced identity crisis. Its future can be secured only if it is redefined or restructured & if a new, convergent, multimedia, interactive public service enables citizens to access a broad range of information, knowledge & entertainment. Phosphogypsum (PG) is a waste by-product (residue) originating from the production of phosphoric acid and phosphate fertilisers. PG contains chemical and radioactive impurities, which is why it is mostly stockpiled in controlled areas. Worldwide, only about 15 % of PG is recycled or reused. Today, policies and business strategies prioritise sustainable development through circular economy, which certainly includes PG. This provides new opportunities for Croatia to manage its PG and make an effort to use it as an additive in different industries, such as agriculture and construction. Due to its chemical and radiological properties, PG can potentially cause problems for the environment and human health. Hence, before using PG, detailed knowledge of potential hazards is necessary to protect people and the environment. The aim of this review is to summarise available data on Croatian PG, compare them with other countries, and to identify knowledge gaps and the lack of data on potential hazardous substances in PG in order to assess the opportunities of using PG in Croatia. ; Fosfogips (FG) otpadni je nusproizvod (rezidua) koji potječe iz proizvodnje fosforne kiseline i fosfatnih mineralnih gnojiva. FG je kontaminiran kemijskim i radioaktivnim tvarima, stoga se uglavnom odlaže na kontroliranim odlagalištima. U svijetu se samo oko 15 % FG-a reciklira i ponovno koristi. U današnje vrijeme, političke i poslovne strategije stavljaju na prvo mjesto održivi razvoj kroz kružno gospodarstvo, a tu svoje mjesto može pronaći i FG. Time se stvaraju nove prilike u Republici Hrvatskoj za korištenje FG-a kao aditiva u različitim industrijama, od poljoprivrede do građevinske industrije. Zbog svojih kemijskih i radioloških svojstava, korištenje FG-a može potencijalno prouzročiti probleme za okoliš i ljudsko zdravlje. Stoga je prije korištenja nužno detaljno znanje o potencijalnim opasnostima FG-a kako bismo zaštitili ljude i okoliš. Cilj je ovoga preglednog rada sažeti dostupne podatke o FG-u u Republici Hrvatskoj, usporediti ih sa svjetskim podatcima i prepoznati nedostatke i manjak podataka o riziku koji nose potencijalno opasne tvari u FG-u.
U ovom radu, autorica se osvrće na Lefebvreovu knjigu Proizvodnja prostora, koja nudi zanimljiv pogled na tradiciju filozofskog ophođenja spram pojma prostora. Unutar ovakvoga prikaza, učenja dvojice istaknutih predstavnika filozofije njemačkog idealizma, Kanta i Hegela, imaju posebno mjesto. Lefebvre nudi dovoljno materijala za artikuliranje moderne povijesti filozofije kao epohalnog prijelaza s problematike vremenitosti na problematiku prostora. Autorica nastoji pokazati u kojem se smislu u ovom kontekstu ističe položaj spomenutih filozofa i to s obzirom na njihovo razumijevanje pojma prostora i njegovog odnosa sa shvaćanjem subjektivnosti. Taj odnos nije vezan isključivo za problem spoznaje, nego ujedno za tematizaciju djelovanja u smislu društvene prakse i političkog karaktera znanja unutar društvene zbilje. ; In this paper, the author analyses Lefebvre's book The Production of Space, which gives an interesting perspective on the tradition of the philosophical treatment of the concept of space. Within this framework, two renowned philosophers of German Idealism, Kant and Hegel, occupy a distinguished place. Lefebvre does offer enough material needed for an articulation of modern history of philosophy regarding an epochal change from the problem of temporality towards the problem of space. The author intends to show in what manner is the role and place of those two philosophers distinguished, regarding their understanding of the notion of space and its relation to subjectivity. This relation is not exclusively an epistemological problem, but more importantly, it is tied to the thematising the agency in the sense of social practice and political character of knowledge within social reality.
U radu "Izlazak iz Lepušićeve?" Kasapović se ponovno bavi vrlo važnom temom kritičke procjene razvoja discipline političke znanosti u Hrvatskoj, osvrćući se posebno na stanje u komparativnoj politici. Autorica proučava zašto se Hrvatska rijetko nalazi u međunarodnim komparativnim istraživanjima, s tim da problem analizira iz vanjskog ugla, pitajući se zašto strani politolozi i veliki međunarodni istraživački programi rijetko uključuju Hrvatsku. Nadovezujući se na Kasapović, sumirat ću glavne boljke, a zatim utvrditi da se razvoj empirijske politologije u Hrvatskoj odvija u odsutnosti sustavne znanstvene politike, ali i u kontekstu nedovoljne brige samih znanstvenika i o uvjetima produkcije znanja i o mehanizmima reprodukcije discipline. ; In the article "Exiting Lepušićeva?" Kasapović engages once again with the very important issue of critical evaluation of the development of political science in Croatia, with a particular focus on the status of comparative politics within the discipline. The author takes an outside perspective in the approach to the analysis of the reasons why Croatia can rarely be found in international comparative studies, and inquires into the reasons why political scientists abroad, involved in large-scale international research programs, rarely include Croatia as one of their case studies? In addition to Kasapović's argument, I begin by summing up the main problems, and afterwards I argue that the development of empirical political science in Croatia takes place in the absence of a comprehensive Science and research policy on the national level, but also in the context of insufficient concern of the scientists themselves for the conditions of knowledge production and the mechanisms of reproduction of the discipline.
