In an EU context, the benefits attributed to new communication technologies are many: the creation of employment and economic growth; the enrichment of cultural/political dialogue and civic engagement; and, the permeation of a sense of European identity across the region. However, in the face of an increased emphasis on economic competitiveness both globally and at the EU policy level, there exists an unmistakable convergent approach to audiovisual/communications, cultural and competition policies. Parallel to this is an upsurge of concern—voiced by, for example, the European Parliament—over media pluralism and freedom of expression. Although the virtues of safeguarding "media pluralism" and "freedom of speech" in a healthy democracy are axiomatic, in the face of current dynamics, their meaning is widely contested. The purpose of this article is to offer an analysis of recent EU Information Society (IS) policies in relation to media pluralism and freedom of speech.

Special issue: Though a seemingly stable concept in ethnological work,
"family" as a lived reality took and takes on innumerable forms
shaped by economic pressures, mobility and attendant social
transformations, and biotechnical interventions. The case studies
in this special issue focus on the ways in which social actors seek
to concretize as well as control what family could or should be.
While (bio-)technological innovation proves vital to fulfill
traditional imaginaries of a nuclear family, communication
technology is a key to keep transnationally situated families in
contact. Still, transnational work opportunities conflict with
traditional imaginaries of the wholesome families and impact
particularly women seeking to cross both borders and established
family norms. Popular genealogy as a hobby and passion
uncovers evidence that counters established narratives: instead
of long-term sedentary family lineages, evidence of migration
muddies the waters. Family metaphor, finally, serves, in one of
the case studies, as vocabulary to materialize imaginary kinship
ties among nuns. The five case studies are complemented by four
commentaries, exploring paths along which these themes can be
developed further.
In response to technological advances, especially in the field of information and communication technology (ICT), the so called revolution in military affairs (RMA) and later the concept of network-centric warfare (NCW) emerged as a theory to further utilize technology for military command and control (C2). Advocates of the Swedish ROLF 2010-vision and the concept of NCW have made claims and assumptions that future technology will improve mission effectiveness by, for example, increasing the understanding of a current situation and its development, the speed of command, and providing means to utilize more efficient forms of organizations. The scope of this thesis is to critically dissect and assess some of these claims and assumptions. Four papers are included: (1) An observational study involving military officers participating in a training session at the Swedish National Defence College's command and control laboratory. (2) A study performed with a microworld is presented with a discussion considering using microworlds as a tool for investigating the effects of introducing characteristics of novel tech- nology. (3) An experimental study introducing a method to measure individual's apprehension and assessed development of a situation. (4) Finally, an experiment is presented addressing assumptions of the efficiency of different C2 architectures and effects of graphical support for communication of intentions. The overall conclusion is that the strong benefits from implementing new technologies can be questioned. Results from the qualitative observations indicate that traditional working practices are used regardless introduction of technology with future characteristics. The results show that the strong positive effect that networked and technology enhanced C2 architecture was expected to have generally could not be demonstrated experimentally. However, it appeared that such a C2 architecture can provide some advantages of C2 performance over traditional counterparts under conditions of moderate complexity. Under situations of high complexity, neither the networked nor the traditional C2 architecture performed better than the control condition who lacked C2 capabilities. I avhandlingen ingår fyra artiklar.

Deployment and use of complex technical systems are common in society and in industry. Many of the complex technical systems have stringent requirements on safety, dependability and cost, which necessitate frequent updates and modification in response to new developments in technology and changing functional requirements. Hence, correct, role-adapted, situation-adapted, context-adapted and timely information and information support, is crucial to access, manage, maintain and improve the required services to be provided by these systems. Given the technological development and the changing business environment, system and support providers need to improve the design and provision of information support solutions. This can be facilitated by the utilisation of new and innovative Information & Communication Technology (ICT), manifested in emerging approaches such as eMaintenance. However, there is still a need of methodologies and tools that enable the development and provision of support information services by an integration of business and maintenance processes at both customers and providers to achieve novel business solutions such as Performance-Based Logistics (PBL) in the context described above.Hence, the purpose of this research is to describe how providers of support solutions can develop and provide effective information support solutions related to complex technical systems by enhanced utilisation of ICT. To fulfil this purpose, a single case study within military aviation was performed. Empirical data was collected through interviews, observations, archival records, workshops and action research. The analysis was based on existing, adapted and developed theories, model-based simulations and available international standards, considering an eMaintenance framework. The results of the research are: I) a definition of system-oriented, service-oriented, process-oriented and lifecycle oriented eMaintenance solutions; II) an identification of critical information and information support requirements of customers and providers while implementing e-maintenance; III) an identification of ICT-related methodologies and technologies suitable to fulfil the information support requirements of customers and providers; and IV) an approach for development and provision of ICT-based information support solutions that satisfy the requirements of customers and providers. Even though these results are achieved within the context of a modern military aircraft, the results throughout the research process indicate that they to a large extent are generic in nature and can be applicable to other complex technical systems within the process, power generation and transportation industries as well. ; Godkänd; 2009; 20091102 (olov_c); DISPUTATION Ämnesområde: Drift och underhållsteknik/Operation and Maintenance Opponent: Professor Ajit Kumar Verma, International Institute of Information Technology Pune, Bombay, Indien Ordförande: Professor Uday Kumar, Luleå tekniska universitet Tid: Torsdag den 3 december 2009, kl 10.00 lats: F 1031, Luleå tekniska universitet

In: Nyborg , S & Røpke , I 2015 , Smart homes in transition - Investigating the role of households in the development of smart grids in Denmark . Aalborg University .
; Increasingly over the last decade, the 'smart grid' has been highlighted in many parts of the world as an important element in a low-carbon transition. The smart grid is a concept that entails the modernisation of the electricity system with information and communication technologies, in order to make the system more 'intelligent' and balance electricity production and consumption better. This new design is thought to address several current challenges to the electricity system, such as the increased integration of intermittent renewable energy sources due to climate change issues, peak demand and black-outs, fuel security, fraud and inaccurate billing. The present PhD project aims to explore the role households play in a sustainable transition of the energy system and takes as its point of departure the Danish smart grid case. Here the smart grid is dominantly framed in relation to the political goal of basing the energy system100 % on renewable energy, mainly wind power and biomass, by 2050. In a Danish context, households are expected to have a very specific role in the smart grid: the growing production of 'green' electricity, as more wind turbines are integrated in the system, requires that households also increasingly consume electricity through, among other things, the investment in heat pumps and electric cars, whereby they 'electrify' heating and transport. However, to utilise the intermittent wind energy production better and avoid escalating peakloads, households are expected to consume electricity more 'flexibly', with the aid of smarthome energy management technologies and motivated by new pricing structures. This means they should, for instance, have their heat pump turned off during peak hours or turn on their washing machine 'when the wind blows'. Through qualitative fieldwork in the Danish smart grid case and participatory observation inthe eFlex project – a user oriented smart grid innovation project commissioned by the energygroup 'DONG Energy' involving 119 Danish households – the PhD project explores this techno-economically-driven vision for a sustainable transition of the energy system. By drawing on science and technology Studies (STS) and practice theory, the thesis investigates critically the vision of 'the smart-home-in-the-smart-grid' and points out possible unsustainable development paths that may result from this vision. The thesis also investigates critically the role energy system actors play in constructing consumer images that 'fit' with the system that is being built. Furthermore it is argued that the pervasive framing of the householders' relationship to energy solely in terms of their role as consumers of it is insufficient in terms of understanding the dynamics of everyday life and how it changes. Ethnographic fieldwork in 'eFlexhouseholds' demonstrates firstly how householders can also have more active and innovative roles in the system and, secondly, how smart technologies interact with the continuous changes of domestic practices. The thesis also calls for a break with the 'smart grid roll-out' terminology by unfolding a historical case study of the development of heat pumps in the Danish energy system. Thus, it is argued that the present low carbon transition of the energy system is still a contested issue, and that many development paths besides the 'smart gridpath' can emerge in which households will and should play a vital role beyond making the'right consumer choices'. Finally, a discussion of the policy initiatives that can support a more sustainable societal development and configuration of the energy system is presented.

Higher education (HE) has expanded and diversified at an unprecedented rate over the last two decades in response to a rapidly changing educational and political climate. Change and development are omnipresent, a constant part of university teachers' sociocultural and organisational practice at multiple levels; the micro-level, the meso-level and the macro-level Against this background, the aim of this thesis is to gain a deeper understanding of the factors that influence academic change. A further aim of the thesis is to provide insight into factors that may be relevant in the design of academic development activities to support teachers and managers in the enhancement of teaching and learning. A twelve-year longitudinal study of teachers on an online pharmacy programme forms the basis for the research, where a multilevel approach is used to investigate academic change and development in a teaching and learning environment supported by educational technology (Edtech). The approach captures the influence of factors such as conceptions and approaches to teaching at the micro-level of the individual teacher, as well as the influence of systemic factors such as the sociocultural context at the meso-level of the department or programme and the structural context at the macro-level of the institution. To explore and understand the complexity of change and development in academic practice at micro-, meso- and macro-level two theoretical frameworks are used: conceptions of and approaches to teaching (CAT), and Cultural-Historical Activity Theory (CHAT). An interventionist method based on the tenets of CHAT was also employed. Data analysed in the thesis includes interviews with teachers (n=57), observations (n=27 hours), student evaluation surveys (n=30) and document analysis (n=11) collected over a 12-year timespan (2004-2016). The analysis indicated that at the micro-level a critical factor in the choice and use of Edtech is the underlying conception of and approach to teaching and learning of the teacher. Opportunities for change and development were found to be facilitated by the sociocultural context at the meso-level of the department, where support from the community and mediating tools for communication were present, but could also be hindered when this was lacking. At macro-level, institutional policy and strategy documents were seen to impede change and development, where research is consistently prioritised over teaching. At the meso-level of the department or programme, the opportunity to work together as a team to collaboratively construct and develop practice was found to be of significance in the development of agency and academic practice. Taking into account a combined analysis of the five papers included, it can be concluded that if a deeper understanding of academic change and development is to be achieved, it is necessary to adopt a holistic approach, considering factors at micro-, meso- and macro-level and the interrelationships between these factors. This thesis discusses the consequences of the research for the facilitation of academic change and development. A multilevel, holistic approach is suggested, building on the principles of the Scholarship of Teaching and Learning (SoTL) model. SoTL initiatives at all levels should be aligned to promote academic change and development through: the development of teachers' individual practice at micro-level, the collaborative development of scholarly practice at the meso-level of the department and a strategic institutional approach at macro-level linking SoTL to employment and promotion frameworks and the recognition of teaching quality. The main contribution of this thesis lies in the adoption of a holistic approach to understanding academic practice in higher education, taking into consideration factors at micro-, meso- and macro-level and the interrelationships between these factors. I avhandlingen ingår fem artiklar.

Over the past few decades there have emerged greater possibilities for users and consumers of media to create or engage in the creation of digital media technologies. This PhD dissertation explores the ways in which the broadening of possibilities for making technologies, specifically software, has been taken advantage of by new producers of digital culture – freelancers, aspiring digital media creators and small studios – in the production of digital visual media. It is based on two empirical case studies that concern the making of free software for computer graphics animation production in two contexts: by a loose collective of anime fans in Siberia, Russia, and by a small animation studio in Amsterdam, Netherlands. The case studies are presented and analysed in the scope of four journal articles and one book chapter which form the core of the dissertation. The dissertation draws on a media practice perspective and an understanding of software as an artefact that concentrates and mediates specific infrastructural arrangements that entangle politics of technological production, economic interests and practice-related concerns. The analytical focus of the research problematises in particular practices of software decommodification and its further repair and development by non-programmers; the anchoring of software development and repair in actual production practices of computer graphics animations; and a commitment to sharing software, animations and other artefacts online as commons. The thesis combines several concepts from anthropology and science and technology studies to theorise these practices: – politics and regimes of value (Appadurai, 1986); repair and artful integrations (Jackson, 2014; Suchman, 2000); gifting (Baudrillard, 1981; Mauss, 1925/2002) and autonomy (cf Bourdieu, 1993). Bringing together these concepts, the dissertation regards them as constitutive and indicative of what I refer to as 'media-related infrastructuring practices', or practices in which non-programmers generate infrastructures through creating and mediating arrangements around technical artefacts like software. The results of the dissertation indicate how making free software for computer graphics media is entangled in diverse conditions of technological unevenness that may enable, but also limit, the possibilities of aspiring media creators to improve their status or work positions in the broader field of digital media.
