Subject of study is evolution regularities of of social and labor relations institutes in Ukraine and in the world. The purpose of the study is to define main factors and peculiarities of labor relations socialization at the present stage, and to generalize priorities of labor relations regulation under new conditions of their socialization. Research methods. The methodological principles the research relies on include a set of general methods of scientific cognition, including the method of analysis, synthesis, synthesis, induction and deduction, and others. Results. Factors determining peculiarities of social and labor relations formation and development are analyzed. The impact of ideas on the subject of labor and technological structures on the subject– area content of industrial relations is investigated. The underlying causes forming social partnership institutions and socially responsible business are revealed. World experience of the emergence and developmentof social and labor relations institutes is analyzed. Scientific substantiation of priorities and directions of social and labor relations regulation is carried out. The urgency to revive the monitoring system in social and labor sphere is argued. Conclusions. Social partnership is one of institutional mechanisms that contribute to formation and development of social and labor relations in Ukraine. Government serves as the guarantor of fundamental rights and freedoms, the arbitrator in workplace conflicts, the organizer and coordinator of negotiation processes in the system of social partnership. The interests of workers in the system of labor relations should be respected through social partnership by means of trade unions strengthening in social dialogue.
The article presents the study results of the labor migration impact on the social and economic development of Ukraine. The purpose of the study is to identify the opportunities and threats associated with labor migration and to formulate mechanisms that will facilitate the integration of the domestic labor market into the EU labor market. The study was conducted through the processing of the Ukrainian legislation, as well as international conventions of other normative acts, scientific publications on labor relations and migration, data of state statistics. As a result of the study, the reasons for the intensification of labor migration, the main areas of employment of the Ukrainians abroad are determined. The research showed that the main reason for labor migration is the lack of jobs and low wages. The common risks of migrant workers labor and social rights violation, such as informal employment, discrimination in wages, etc. are analyzed. The research identified opportunities and threats for migrants and society caused by the labor migration. More over, working abroad allows an individual not only to improve the financial position, but also to get new knowledge anf obtain professional skills, thus, increasing his own value in the labor market. The labor and social rights protection mechanism of the Ukrainians working abroad is offered. Further wage level increase, the development of small and medium-sized businesses, and the vocational training quality improvement will contribute to minimizing the possible negative consequences of labor migration for the society. The implementation of the mechanisms proposed in the article will contribute to the integration of the Ukrainian labor market into the EU's single labor market, allowing Ukrainian citizens to equal successfully realization of their professional and career ambitions both in their own country and abroad.
The article examines the protection of the right to work, and the problem of undeclared employment relations, from the standpoint of public authorities and the court, as well as the position of employers and employees in their relations and the factors of this offense. As the current state of compliance with the labor laws by employers in Ukraine is quite low, studying the problem of undeclared work requires a thorough study to find ways to protect the employee's employment from exploitation and abuse at all stages of the relationship with the employer. The need to reform state bodies for the protection of workers 'labor rights in order to increase their efficiency and real prosecution of the offenders' employers in the shortest possible time after the detection of violations of labor rights in the enterprise is especially worth mentioning. At the same time, in order to eliminate the violations of the labor rights of Ukrainian citizens, a new body of labor laws could be adopted by the legislature, which could update and regulate the latest labor relations between the employee and the employer, with the possibility of incorporating more dispositive regulations into it. relations at its own discretion with imperative norms regarding the employee's labor guarantees and the establishment of material liability for violation of the basic provisions of labor law enters. In general, in order to establish an effective legal regime in the modern labor sector of Ukraine, the state needs a major state reform with the involvement of all branches of government and with the assistance of interested working citizens, trade unions, public organizations, mass media, etc. ; У статті досліджується захист права на працю та проблема незадекларованих трудових відносин із по-зиції органів державної влади та суду, також позиція роботодавців і працівників у їх взаємовідносинах і чин-ники цього правопорушення. Оскільки сучасний стан дотримання трудового законодавства роботодавцями в Україні є низьким, вивчення проблеми незадекларованої праці потребує всебічного вивчення для винайдення шляхів для захи-сту трудових відносин працівника від експлуатації та зловживання на усіх етапах правовідносин із робото-давцем. Також особливо варто виділити необхідність рефор-мування державних органів із питань захисту трудових прав працівників задля підвищення їх ефективності та реального притягнення роботодавців правопорушни-ків до юридичної відповідальності в найбільш корот-кі строки з дня виявлення порушення трудових прав на підприємстві. Необхідною мірою задля усунення порушень трудо-вих прав громадян України є прийняття законодавчим органом влади нового зводу законів про працю, який зміг би оновити та врегулювати новітні трудові від-носини між працівником і роботодавцем із можливіс-тю включення в нього більшою мірою диспозитивних норм, тобто регулювання трудових відносин на влас-ний розсуд з імперативними нормами з приводу тру-дових гарантій працівника та встановлення суттєвої матеріальної відповідальності за порушення основних положень трудового законодавства. Загалом для встановлення ефективного правового режиму у сучасному трудовому секторі України держа-ва потребує великої державної реформи з залученням усіх гілок влади та сприянням зацікавлених працюю-чих громадян, профспілок, громадських організацій, засобів масової інформації тощо.
Currently, in Ukraine there is increase of process of labour migration of Ukrainian citizens abroad. In connection with what there is necessity of proper regulation of labour activity of migrant workers, implementation of measures to comply with international legal standards in the field of labour, implementation of measures regarding increase of the level of social protection of Ukrainian citizens traveling abroad and in case of their return from abroad.
The methodology is based on the general scientific dialectical method of cognition. Also, number of scientific methods were used. Legal regulation of labor migrants from Ukraine abroad was considered due to methods of analysis and synthesis. The aim of the article is to explore the mechanism of legal regulation of labour of migrants workers and identify ways of increase the level of social protection of Ukrainian citizens who are migrants workers. To achieve the goal the author analyzed the most important international legal acts that regulate legal migration. In the article the concept of migrant worker was analyzed and identified what kind of migrants is included to migrant worker. Particular attention is paid to analyses of bilateral agreements concluded by Ukraine with other countries on the employment and social protection of migrants. In the article the author determined the necessity Ukraine joins to the main international conventions that regulate labor migration issues, the provisions of which should be the basis for the legal regulation of labor migrants' activity and ensuring their rights are respected. The necessity to conclude bilateral interstate agreements on regulating the employment processes of Ukrainian citizens abroad, guarantees that arise in the course of labor activity of migrant workers and social security issues, was determined. First of all, such agreements should be concluded with the countries with the highest number of migrant workers.
The subject of the study is the theoretical aspects of the formation of the competitiveness of the labor force in the system of market relations that develop in the labor market. The aim of the study is to compare the categories of competitiveness that exist in the labor market to clarify the category of competitiveness of the labor force. Research methods. The work uses a set of scientific methods and approaches, including systemic, historical, logical, which made it possible to ensure the conceptual consistency and effectiveness of the research. Results of work. The article examines various categories of competitiveness in the labor market. The content of the concept of a worker's competitiveness is considered. The research of the concept of personnel competitiveness is carried out. The concept of labor force competitiveness is also generalized. It is shown that the competitiveness of labor resources and competitive human capital are used in scientific circulation. A comparison of these categories is carried out and their relationship is shown. It has been demonstrated that the competitiveness of the labor force is at the heart of the competitiveness pyramid. Application of the results. The system of sciences in the field of labor economics, social economics and politics, economic and social research, the subject of which is the study of the processes of increasing competitiveness in the labor market. Conclusions. The competitiveness of the labor force is based on its quality, namely, the totality of personal, professional and other characteristics that allow the employee to compete in the labor market.
The purpose of this article is to clarify the system and a thorough analysis of the sources of international legal regulation of working time. Dur- ing the study a number of methods have been used, namely: the formal-logical method has been used for the classification of sources of interna- tional legal regulation of working time and relevant international agreements; the system-structural method and the synthesis method – for the analysis of the provisions of the EU Directive 2003/88/EC on certain aspects of the organization of working time, as well as the formal-dogmatic and modeling method – for providing recommendations on the harmonization of national legislation with to the relevant Directive.
This study analyzes the system of international legal regulation of working time, which is a complex orderly set of international treaties, EU leg- islation and ECHR practices that underpin fundamental principles and international labour standards in the field of working time. The scientific work presents the classification of sources of international legal regulation of working time for: 1) international agreements; 2) EU legislation; 3) ECHR practice. Since most of the sources of international legal regulation of working time are international treaties, it is proposed to classify them accord- ing to the entities within which the following treaties are concluded: 1) treaties within the UN; 2) treaties within the Council of Europe; 3) treaties within the ILO; 4) treaties within the EU. ILO treaties are proven to be crucial in the area of international legal regulation of working time, as the ILO is an international organization, a specialized UN agency, established to support international cooperation in peacekeeping around the world and to reduce social injustice at the expense of improving workingconditions.
First of all, for the qualitative perception of the provisions relating to international legal regulation of working time, it is necessary to define the con- cept of "international labour standards", which is applied in the framework of the ILO activities. International labour standards are legal instruments developed by the ILO (taking into account the principle of tripartite representation – governments, workers and employers) that set out the fundamental principles and rights in the field of labour. The main forms of consolidation of such standards are ILO conventions and recommendations.
The provisions of sources of international legal regulation of working time are studied, attention is paid to their peculiarities and specificity. A number of recommendations have been made to further implement the provisions of Directive 2003/88/EC on certain aspects of the organization of working time in national labour law. In particular, it is established that this Directive establishes minimum safety and health requirements for the organization of working time and applies to: minimum periods of daily rest, weekly rest and annual leave, as well as breaks and maximum weekly working hours; some aspects of night work, shift work and workarrangements.

International migration is a global phenomenon, with its complexity, volume and influence on the economic development of countries constantly increasing. The aim of the article is to study the state of external migration processes in Ukraine and the world, analyze factors and main trends, determine the causes of external labor population migration and their consequences for the social and economic development of our country, reveal the existing threats and negative consequences of the international labor migration for the migrants and the economy of Ukraine. The methodology of researching the scope and dynamics of migration processes, the specific features of the migration policy development in Ukraine and the world is based on the application of general scientific and special methods of the scientific research: dialectical, systematic approaches, sociological survey, comparison, statistical analysis. A particular attention is paid to the identification of the social and economic causes and consequences of the international labor migration from Ukraine. The directions of the Ukrainian labor migration, taking into account the age groups and employment sectors of domestic labor migrants, are analyzed. The main approaches to improving the state migration policy based on the regulation of labor migration processes in Ukraine, slowing the dynamics of the population migration, the retention of the population number and structure at the level providing support for the territories economic development, improvement of the national international legislation, suspension of migration expenditures, creation of conditions for the cohort of Ukrainian citizens working abroad reverse migration, etc.

It is proved that the most rational scientific approach to the statistical study of labor potential is a combination of the two approaches, thus combining the above mentioned directions, which allows not only to evaluate the quantitative characteristics of the labor potential in combination with its qualitative characteristics, but also to analyze their relationships interdependencies, etc. Adaptation of statistical forecasting methods has been improved in order to determine the expected number of Ukraine's labor potential for the short term, which involves the use of exponential smoothing and single factor dependence procedures. The proposed approach will contribute to a more accurate assessment of trends in changes in the size of the labor potential and to determine its expected size at both national and regional levels. The procedure for choosing a rational variant of changing the expected number of labor potential for the short term included consideration of forecast options, which were carried out by methods of regression trend equations, statistical dependence equations and comparison of forecast values. The place of each method of forecasting the number of labor potential of the population of Ukraine is determined. It is proved that the smallest values of the forecast error are noted during calculations by the method of regression trend equations based on the average levels of the forecast. The most probable value of the possible number of labor potential of Ukraine in 2019 is calculated. The subject of the article is a study of the labor market of Ukraine in European integration. The development of the labor market in increasing the level of employment and the improvement of qualitative characteristics is an important prerequisite for the economic growth of any country at both the regional and national as well as international levels. In developed countries the problems of employment and unemployment of the population considered that their decisions affect the provision of socio-economic development and the stability of society. In different countries there are their differences in the implementation of employment policy. Therefore, the introduction of effective mechanisms of regulation of the labor market in Ukraine requires the study of the mechanisms of legal principles and forms of employment regulation in foreign countries of the European Union (EU). The article reveals the essence of discrimination as one of the main principles of labor law. The role of labor rights in life of each person contributes to the necessity of their proper legal regulation. On the one hand any legal regulation begins with enshrining of basics of law which are principles that ensure integrity and uniformity of the system of law. On the other hand, aspiration of Ukraine to establish democratic society requires Ukrainian legislation to be complied with recognized world and European norms and standards. All of that highlights the need for scientific development and topicality of this issues. For better understanding of the principle of ban of discrimination the article provides brief theoretical basics of this issue. Special attention is paid to the analysis of the main international and national acts which regulate the principle of the ban of discrimination. The author underlines that taking into account a significant level of legislator's attention to the issues of the ban of discrimination on international level Ukrainian legislation has gaps in this sphere. The practical aspect of this issue is represented by analysis of the most common types of discrimination in Ukraine particularly discrimination according to sex, age and nationality. Discrimination on the basis of sex is represented by unreasonable advantages and when unfavorable conditions are created for men and women. People of retirement age or pre-retirement age as well as graduate students which are unexperienced suffer from age discrimination. Roma people mostly suffer from discrimination on the basis of nationality in Ukraine. The author focuses on the fact that employers are not obliged by legislation and state to bear liability for discriminate attitude or behavior against employees which complicates protection of the rights of the person who was a victim of such behavior.
The article analyzes the main stages of the formation and development of mediation in the resolution of labor disputes in foreign countries. The reasons that contributed to the process of formation of mediation for the resolution of individual and collective labor disputes are analyzed, the main models of mediation used for their solution are determined. The development of mediation is one of the priority directions of improvement of existing mechanisms for resolving disputes and protecting violated subjective rights in various spheres of public life, including labor relations. The question of the expediency of the use of mediation for the settlement and resolution of labor disputes and the prospects for its application is relevant in the context of Ukraine's European integration. It should be borne in mind that the issue of conciliation procedures is covered by numerous recommendations and decisions of the Council of Europe. All this necessitates the study of the legislation of foreign countries on mediation in the resolution of labor disputes, peculiarities of application, approaches to the implementation of mediation in order to integrate it into the judicial system of Ukraine in accordance with European standards. The practice of solving labor disputes in the western countries is clearly demonstrating the active and successful use of mediation, its high performance. The main prerequisite for its implementation is the initiative of the parties, the involvement of the mediator in resolving the dispute, the confidence in the greater possibilities of mediation, the understanding that traditional litigation is not able to meet the needs of the parties to the dispute in full. After all, the court, in resolving a labor dispute, considers only legal aspects, regardless of psychological and other factors.
