In their article, the authors reviewed the procedure for the implementation of land supervision and municipal land control, as well as the identification of violations of land legislation in the implementation of land supervision and municipal land control in the Novosibirsk region. State land supervision refers to the activities of authorized officials of authorized federal organizations of the executive branch, which are aimed at preventing, detecting and stopping violations by state authorities, local governments, as well as legal entities, their managers and other officials, individual entrepreneurs, citizens Russian Federation, according to Art. 71 of the Land Code of the Russian Federation. As a result of inspections by officials regarding violations of the land legislation of the Russian Federation, administrative and other responsibilities are provided, through the organization and conduct of inspections, the adoption of measures to suppress and (or) eliminate the consequences of violations identified, and the systematic monitoring of compliance with the requirements land legislation, analysis and forecasting of the state of representations land legislation.

In the article, the auther reveals the concept and legal bases of rationing of land use and gives the short characteristic of rationing of land use in the Republic of Uzbekistan. Law-enforcement practices of such countries as the USA, Australia, Austria, Germany, Canada, Greece, Italy, Great Britain, and Denmark are analysed. Based on the carried-out analysis it is developed suggestions for improvement of the land legislation.

The article is dedicated to the memory of an outstanding employee of higher education - Doctor of Laws, Professor Oleg Igorevich Krassov, who made an invaluable contribution to the development and upholding of the independent nature of the branch of land law and legislation. O.I. Krassov substantiated the independence of land law especially through the analysis and development of the concepts of "legal regime" of lands, land plots and other objects, as well as through the concept of "land plot". Referring to the works of O.I. Krassov, in the current article his point of view is provided on the content of these concepts, determined by the norms of land, water, forestry, urban planning, natural resources (ecological), mining, and civil legislation. Oleg Igorevich is the founder of the studies of comparative land law. He has prepared monographs on land rights in Europe, common law countries, the Middle East, Africa and Asia. Taking this into account, and as an additional substantiation to his opinion on the independent nature of the branch of land law and legislation, O.I. Krassov referred to world's experience in the development of land law and rights to land and land plots in different countries. As a result, he advocated a unified legal regime for land plots. In his opinion, the legal regime of land plots is established not so much and not only by the norms of civil law and legislation, but by special rules established in land law, the Land Code, and land legislation.

The subject of the study presented in this article is the economic relations arising due to the progress of the urbanization that leads to changes in agricultural production. For a long time in Russia a reduction of agricultural land, arable land and crops takes place. One reason for this is the global progress of urbanization. Changes in agricultural land use occur across the country however this process is uneven in different regions. Among all regions Moscow and Moscow region significantly stand out. The study showed that in the more urbanized regions of the country reduction of the agricultural land and changes in agricultural land use are greater than in less urbanized ones.

The article examines the understanding of feudal land ownership as a fundamental institution of a feudal society. Drawing on the results of medieval studies in Russia we indicate the specific features of feudal property necessary for the retention by students. On this basis we provide the general definition of the bourgeois agrarian revolution and identify its different types. Finally, we consider the presence of classical signs of feudal property relations in agrarian Russia till 1861.

Цель исследования – определить место земельного участка в составе гражданско-правовых сделок и специфику правового регулирования сделок с землей как отдельной группы в составе сделок с недвижимостью. Проанализировать положения законодательных и нормативных актов с позиции рассмотрения земли как объекта недвижимости и как природного ресурса, имеющего естественное происхождение, с целью определения противоречий, касающихся оборотоспособности земельных участков и ограничений по их использованию, а также других коллизий. Сегодня в гражданско-правовом регулировании существует ряд особенностей в сфере осуществления сделок с земельными участками, в том числе сельскохозяйственного назначения (купля, продажа, аренда, дарение и т. д.). В связи с этим исследуются проблемы заключения таких сделок и перечень их существенных условий, рассматриваются особенности реализации указанных договоров, даются рекомендации по совершенствованию земельного и гражданского законодательства. В конце делаются выводы, что земельный участок не является полноценным объектом гражданского оборота, потому что имеет двойственный характер, и правовое регулирование сделок с земельными участками должно носить комплексный характер со стороны земельного и гражданского права. Исходя из природного происхождения, а также степени хозяйственной и экологической значимости земельного участка, гражданско-правовые сделки, объектом которых тот является, следует выделить в отдельную группу и норму гражданского законодательства, т. е. сделки с недвижимостью должны быть конкретизированы применительно к тем из них, объектом которых является земля. Специфика сделок с землей вытекает из ограничений оборотоспособности земельных участков и регламентации действий по отношению и распоряжению ими. Характеристика земли как предмета сделок подлежит законодательному закреплению в интересах сторон при индивидуализации земельного участка и в интересах государства для целей контроля и учета со стороны государственных органов. ; The purpose of the research is to determine the place of a land property as part of civil and legal transactions, and the specifics of the legal regulation of land properties transactions as a separate group of real estate transactions, as well as to analyze the provisions of laws and regulations from the perspective of considering land as a property and as a natural resource that has a natural origin in order to identify inconsistencies regarding the land circulability and the restrictions of its use, as well as other conflicts. Nowadays, the civil-legal regulation of a number of features in the implementation of land transactions, including agricultural land (purchase, sale, lease, donation, etc.). In this regard, we study the problem of transactions with agricultural land properties, the list of the essential conditions, the features of the implementation of these agreements, and recommendations for the improvement of land and civil legislation. In the conclusion, it is proved that a land property is not fully an object of civil circulability, as it has a dual character, and the legal regulation of land transactions must represent a complex system involving land and law. Based on the land's natural origin and the degree of its economic and environmental significance, the civil-law transactions involving it should constitute a separate group and norm of rules of civil law. As they regulate land property transactions, they should be specified in relation to the transaction, the object of which is land. The specifics of land transactions stems from the restrictions on the land circulability and the regulation of actions in relation to them and their governing. The characterization of land as an object of transactions is subject to the legal consolidation in the interest of the parties during the process of land property's individualization and in the interest of the state in order to control and account it by the state bodies.

In this article, the improvement of the land-water management system in agriculture is considered through the prism of the tasks formulated in the Development Strategy of Uzbekistan for 2017–2021, emphasizing the process of reorganization of the legal status of the state administration bodies of the State Committee for Land Resources of Geodesy, Cartography and State Inventory, the Ministry of Agriculture and Water Resources, with a special role of local authorities, which are the subjects of agricultural production; in the conclusion of current article the role of the Decree of the President of the Republic of Uzbekistan "On Measures for Cardinal Improvement of Payment Discipline in the Sphere of Providing water supply and wastewater disposal " is emphasized and conclusions on improving the land-water management system in the agriculture are provided.

At present, the land is the most important irreplaceable resource of the whole of the Russian Federation, therefore, accounting and rational use of it has become one of the most important tasks of the modern real estate cadastre and land management. Rational use of land resources and real estate objects as the most important components of Russia's resources, ensuring guarantees of property rights and other real rights to real estate — all these aspects are the main directions in the sphere of land and property relations and land protection. In their article, the authors examine the main directions as a result of carrying out and implementing state land control and supervision over observance of the land legislation of the Russian Federation in the territory of the Novosibirsk region.
