Through this article we want to share experiences of exchanges, intercultural and intersectoral dialogue between the university of the State of Bahia (UNEB), Brazil and the University of Padua (UNIPD), Italy and their respective communities (Juazeiro-BA, Rovigo and Padua), through a reinterpretation of Paulo Freire, in particular with respect to the continuous antithesis between dialogue and anti-dialogue. How his thinking, his political-pedagogical proposal and his praxis can be reviewed in the multi-year experiences of international student mobility (with a mixed system of study and internship) and GloCal Service-Learning and in the projects carried out through the dialogic intersection between communication and education (Educommunication)? The article also proposes an analysis of the current challenges of these experiences, and of the respective methodological approaches, which converge in social, educational and communicative practices of observation and listening to the voices of the local reality, of dialogue and community participation.
The recent Italian legislation introducing community educational Pacts is part of policies aimed at combating educational poverty. The assumption is that a healthy and collaborative educating community (learning society) constitutes a protective factor against educational poverty: in fact, if this is interpreted within the framework of the capability approach, it is necessary to refer to the ubiquity of educational processes, to the need for collaboration between the different agencies and, finally, to the educating community. This paper reports on an action research, carried out in a country in the inner areas, which investigated the teachers' representation of educational poverty; supported the construction of a territorial table to oppose educational poverty, intended as a reflexive device. This is a first step towards the construction of the educating community and the formalization of the community educational Pact. This experience teaches us something about what the dynamics of building the educating community in internal areas can be. ; La recente normativa italiana che introduce i Patti educativi di comunità si inserisce nelle politiche volte a contrastare la povertà educativa. Il presupposto è che una sana e collaborativa comunità educante costituisca un fattore protettivo nei confronti della povertà educativa: infatti se questa è interpretata all'interno del framework del capability approach è necessario fare riferimento all'ubiquità dei processi educativi, all'esigenza di una collaborazione tra le diverse agenzie e, in ultima analisi, alla comunità educante. This work aims at deepening, through a bibliographic review, especially inthe international context, the impact on students of the creation of smallschools. In particular, in the American context, high schools in large urbandistricts, which are afflicted by high drop-out rates, increased violent behavior,low levels of performance and involvement among students, tried to reorganizethemselves into smaller learning communities. Over the last twodecades, this reform has triggered numerous research that dealt with evaluatingthe effects of this change. We will take into account said research inorder to critically reflect on the enhancement of these educational realities,which might be both a starting point and a benchmark for our Italian educationalcontext. ; Il presente lavoro si propone di approfondire, attraverso una rassegna bibliografica,soprattutto in ambito internazionale, l'impatto sugli studentidella creazione di piccole scuole. The thesis of this paper is based on the assumption that the socio-economic system in which we are living is characterised by three great trends: growing attention to the promotion of human capital; extremely rapid technological progress, based above all on the information and communication technologies (ICT); the establishment of new production and organizational set-ups. These transformation processes pose a concrete challenge to the training sector, which is called to satisfy the demand for new skills that need to be developed and disseminated. Hence the growing interest that the various training sub-systems devote to the issues of lifelong learning and distance learning. In such a context, the so-called e-learning acquires a central role. The first chapter proposes a reference theoretical framework for the transformations that are shaping post-industrial society. It analyzes some key issues such as: how work is changing, the evolution of organizational set-ups and the introduction of learning organization, the advent of the knowledge society and of knowledge companies, the innovation of training processes, and the key role of ICT in the new training and learning systems. The second chapter focuses on the topic of e-learning as an effective training model in response to the need for constant learning that is emerging in the knowledge society. This chapter starts with a reflection on the importance of lifelong learning and introduces the key arguments of this thesis, i.e. distance learning (DL) and the didactic methodology called e-learning. It goes on with an analysis of the various theoretic and technical aspects of e-learning. In particular, it delves into the theme of e-learning as an integrated and constant training environment, characterized by customized programmes and collaborative learning, didactic assistance and constant monitoring of the results. Thus, all the aspects of e-learning are taken into exam: the actors and the new professionals, the virtual communities as learning subjects, the organization of contents in learning objects, the conformity to international standards, the integrated platforms and so on. The third chapter, which concludes the theoretic-interpretative part, starts with a short presentation of the state-of-the-art e-learning international market that aims to understand its peculiarities and its current trends. Finally, we focus on some important regulation aspects related to the strong impulse given by the European Commission first, and by the Italian governments secondly, to the development and diffusion of e-learning. The second part of the thesis (chapters 4, 5 and 6) focus on field research, which aims to define the Italian scenario for e-learning. In particular, we have examined some key topics such as: the challenges of training and the instruments to face such challenges; the new didactic methods and technologies for lifelong learning; the level of diffusion of e-learning in Italy; the relation between classroom training and online training; the main factors of success as well as the most critical aspects of the introduction of e-learning in the various learning environments. As far as the methodological aspects are concerned, we have favoured a qualitative and quantitative analysis. A background analysis has been done to collect the statistical data available on this topic, as well as the research previously carried out in this area. The main source of data is constituted by the results of the Observatory on e-learning of Aitech-Assinform, which covers the 2000s and four areas of implementation (firms, public administration, universities, school): the thesis has reviewed the results of the last three available surveys, offering a comparative interpretation of them. We have then carried out an in-depth empirical examination of two case studies, which have been selected by virtue of the excellence they have achieved and can therefore be considered advanced and emblematic experiences (a large firm and a Graduate School).
This work faces the theme of functional illiteracy analyzing its particular influence in the Italian context and trying to formulate suggestions and hints for further research. The answer to the main question, 'do we still need to know how to read and write?', represents the fundamental premise of this text, because a lot of choices come from this answer, for us as individuals and as communities, to define who we want to be today and who we want to become in the closest future, especially considering most recent studies linking literacy and innovation.A brief methodological explanation examines the results of the main international literacy surveys that concern us (PIACC) and data coming from ISTAT's surveys about reading, highlighting the correlation between illiteracy and cultural behavior and underlining literacy education's importance in contemporary society. Are then outlined socio-cultural factors considered cause of Italians' diffident attitude towards reading, keeping in mind today's digital context.This work's main purpose is to sensitize cultural operators such as librarians, teachers and politicians, in aim to plan monitoring strategies and put in place pragmatic actions to better know, face and reduce the phenomenon, confirming how it unavoidably influences our and next generation's lives. ; Questo lavoro affronta il tema dell'analfabetismo funzionale soffermandosi sull'analisi della sua incidenza nel contesto italiano e cercando di fornire proposte di riflessione e spunti di indagine. La risposta al quesito principale, 'ci serve ancora saper leggere e scrivere?', rappresenta la premessa fondamentale su cui si basa la trattazione, in quanto da questa dipendono molte delle scelte da compiere, come singoli e come comunità, per definire quello che vogliamo essere oggi e diventare nell'immediato futuro, soprattutto alla luce dei più recenti studi sulla connessione tra literacy e innovazione.L'articolo si propone di affrontare l'argomento mettendo in relazione i risultati delle più recenti indagini sullo 'illetteratismo' con i dati riguardanti il tasso di non lettori in Italia, evidenziando lo stretto rapporto che unisce analfabetismo funzionale e fruizione culturale e sottolineando l'importanza dell'educazione alla literacy nella società contemporanea. Sono messi perciò in luce i fattori socio-culturali ritenuti alla base dell'atteggiamento diffidente degli italiani verso la lettura, tenendo conto del contesto digitale in cui essi si inseriscono.Scopo principale del lavoro è quello di sensibilizzare gli operatori culturali all'argomento, affinché possano essere messe in atto strategie di monitoraggio e azioni concrete per conoscere, affrontare e ridurre il fenomeno, ribadendo quanto questo rappresenti un eludibile fattore di influenza nelle nostre vite quotidiane e in quelle delle generazioni future.
In this work there is an analysis based on historical inauthentic Information Operations (IOs) detected by Twitter and removed from the social, used as a ground truth, to study patterns of inauthentic and harmful coordination and to compare them with a dataset of Twitter messages recovered using the Twitter APIs and based on the most used hashtags in the selected IOs. These can be considered authentic and harmless, because surely they don't come from users involved in the campaign, banned by Twitter. From the archive, the selected IOs come from Honduras and United Arab Emirates (UAE), which used different information strategies. The first was focused only on political aspects and is based on retweets; the second concerned both political and religious contents and exploited classic conversations. First of all highly coordinated communities (HCCs) are extracted from the whole datasets, composed by the union of authentic and inauthentic tweets, to analyze indexes and behaviours and to see if communities of banned users are isolated from the others. Then, some classifiers are applied to each single user of the datasets. The final purpose is to try to predict through supervised machine learning if users are involved in an inauthentic information operation or not, with high precision score.
The historical context in which we live, which is characterized the society of knowledge and widespread learning, continuously requires updated skills in all areas of employment. For this reason, the training of human resources (i.e. people) represents a primary goal to be achieved. Hence, thorough investments are required for training activities aimed at empowering individuals and communities, thanks to the proposal of experiences which wouldallow it to capitalize on everybody's skills—in order to enhance their resources on the cognitive, psycho-emotional, social-relational and working dimensions. Continuing education emerges as the indispensable design framework of contemporary educational policies and reforms. Die Europäische Union versteht die kulturelle und sprachliche Vielfalt ihrer Mitgliedsstaaten als Identitätsmerkmal. Durch die Globalisierung und Industrialisierung kann man eine Annäherung der einzelnen Sprachgemeinschaften wahrnehmen, sodass eine erfolgreiche Kommunikation zwischen ihnen immer wichtiger wird. Ausgehend von diesen Faktoren wurde sich die Europäische Union der Wichtigkeit zur Förderung von Mehrsprachigkeit bewusst. In diesem Zusammenhang kommt der Fremdsprachendidaktik eine besondere Rolle zu. Die vorliegende Arbeit rückt die didaktische Anwendung der Interkomprehension in den Mittelpunkt. Das Phänomen der Interkomprehension wird definiert als das vollständige oder teilweise Verstehen einer sprachlichen Produktion in einer noch nicht erlernten Fremdsprache. Die Interkomprehensionsdidaktik, welche auf der sprachlichen Nähe zwischen Sprachen innerhalb derselben Sprachfamilie basiert, fokussiert das Erlernen von Fremdsprachen und zielt auf die Teilkompetenzen, vor allem auf die Lesekompetenz, ab. Im Gegensatz zur traditionellen Fremdsprachendidaktik verknüpft die Interkomprehensionsdidaktik sprachliches Vorwissen mit der neuen Sprache, indem sie Kompetenzen aller erlernten Sprachen verbindet, die einzelnen Sprachsysteme miteinander vergleicht und Lernerfahrungen miteinbezieht. In diesem Kontext stellen Lernersensibilisierung und Lernerautonomie, aber auch bewusstseinssteigernde Maßnahmen und Lernstrategien, Schlüsselbegriffe in der Interkomprehensionsdidaktik dar. Since the linguistic communities come closer to one another by reasons of globalization and industrialization, successful communication represents an essential factor. Therefore, the European Union has become aware of the importance of promotion of plurilingualism. Account being taken of these factors, foreign language didactics constitutes a fundamental aspect regarding the promotion of plurilingualism.This thesis deals with the didactical application of intercomprehension, a phenomenon which is defined as the understanding of a discursive production completely or partially in a foreign language without having acquired it through studying. Didactics of intercomprehension focusses on language acquisition based on linguistic affinity within the same linguistic family. The application of intercomprehension in foreign language didactics pays particular attention to partial competences, primarily to the competence of reading comprehension. In contrast to traditional foreign language didactics, the didactics of intercomprehension connects prior knowledge with the new language by unifying skills of all acquired languages, including learner experiences and comparing the language systems and linguistic structures. In this context, sensitization and learner autonomy, awareness-raising measures, consciousness of the own language acquisition process and learning strategies represent key terms in didactics of intercomprehension. Questa tesi propone una riflessione sulle implicazioni pedagogiche delle modalità attraverso cui le piattaforme digitali producono conoscenze. In particolare il discorso si concentra sul concetto di intelligenza collettiva e sui modi in cui esso viene reinterpretato nei contesti digitali. Attualmente la maggioranza delle piattaforme digitali tende a sviluppare un modello di intelligenza collettiva definibile come "formicaio": al suo interno la priorità è data all'elaborazione centralizzata dei dati, alla quale le persone contribuiscono senza avere consapevolezza del funzionamento complessivo del sistema, come le formiche all'interno di un formicaio. Gli scopi dell'intelligenza collettiva così intesa non comprendono la crescita personale degli individui né il loro apprendimento: l'obiettivo è unicamente quello di perfezionare le conoscenze detenute da chi controlla la piattaforma. Il modello del formicaio presenta implicazioni pedagogiche altamente problematiche. In primo luogo, esso appare in contrasto con un'educazione volta a promuovere lo sviluppo del pensiero critico negli studenti, poiché quest'ultima si basa sul presupposto che le persone siano, almeno in parte, autonome e capaci di scegliere per sé stesse, mentre il formicaio si fonda su una concezione dell'essere umano di derivazione comportamentista, secondo cui le persone sono considerate primariamente come organismi manipolabili. In secondo luogo, il formicaio appare fortemente in tensione con i presupposti dell'educazione democratica, secondo cui è necessario fornire un'educazione di qualità all'intera cittadinanza: al contrario, per garantire il funzionamento del formicaio appare sufficiente investire sull'educazione riservata ad una élite di individui destinati alla gestione delle piattaforme digitali, trascurando o destinando solo scarse risorse al resto della popolazione. Ciò suscita un interrogativo fondamentale: è possibile realizzare forme di intelligenza collettiva "a misura di essere umano", che abbiano come priorità la crescita e la valorizzazione degli individui e delle comunità, oppure i moderni processi di burocratizzazione e specializzazione del sapere conducono inevitabilmente ad una diffusione sempre maggiore del modello del formicaio? ; The aim of this PhD thesis is to reflect on the pedagogical implications of the processes through which digital platforms generate knowledge. In particular, the analysis is focused on the concept of collective intelligence and the ways in which it is reinterpreted in digital contexts. Currently the majority of digital platforms shows the tendency to develop a model of collective intelligence definable as an "anthill": the users that contribute at the development of collective intelligence are not conscious of the overall functioning of the system, like ants in an anthill. In this model the priority is the continuous improvement of the centralised processes of data collection and analysis, not the learning or the personal development of those who contribute to the collective intelligence. The anthill model involves two deeply problematic pedagogical implications. Firstly, it appears to be in contrast with the promotion of critical thinking, because it is based on the behaviourist assumption that people are to be considered primarily as manipulable organisms, not as autonomous beings capable of choosing for themselves. Secondly, the anthill model seems to diverge from the democratic objective of providing quality education to the whole citizenry, since to guarantee the functioning of the anthill it is sufficient to invest in the education of a narrow elite of individuals entrusted with the management of digital platforms. These issues raise a crucial question: is it possible to realise human-scaled forms of collective intelligence, that prioritise the growth and valorisation of individuals and communities, or the modern processes of bureaucratisation and specialisation of knowledge inevitably lead to an always increasing spreading of the anthill model?
Il mito dell'alfabetismo ha giocato un ruolo chiave negli investimenti statali volti alla scolarizzazione di massa del XX secolo. Tuttavia, inteso come fenomeno culturale e politico, le origini del mito dell'alfabetismo vanno ricercate nell'Illuminismo. È in occasione delle riforme scolastiche prussiane e austriache che si definisce una netta distinzione antropologica tra alfabeti e analfabeti: i primi baciati dalla razionalità e i secondi costretti nell'ancestralità. Il presente lavoro mira a riconsiderare questo approccio dicotomico attraverso il concetto dei «molteplici alfabetismi». Se, nel passato, è possibile individuare diverse forme di alfabetismo, allora viene meno la certezza di una relazione tra alfabetismo e razionalità. Soprattutto ne deriva che, per comprendere il significato dell'alfabetismo, dobbiamo esaminare il suo retroterra culturale e i suoi canali di alfabetizzazione. Pertanto, dobbiamo connettere l'alfabetismo con l'organizzazione regionale del sistema scolastico, con i percorsi di scolarizzazione e con gli attori (Chiesa, Stato, comunità e così via) dell'offerta di istruzione. Nella seconda parte del contributo sono esposti due modelli opposti di accesso all'alfabeto: la scuola normale austriaca e le scuole di villaggio alpine. Possiamo considerare il primo modello come un sistema scolastico finalizzato alla costruzione di una cittadinanza ispirata ai principi dell'assolutismo illuminato: industriosa, responsabile, religiosa e razionale. In questo senso, tanto la scuola quanto l'alfabetismo realizzano una colonizzazione culturale che procede dall'alto verso il basso della piramide sociale. Al contrario, la scuola alpina è un presidio che mira a contenere le forme di colonizzazione della cultura elitaria. L'uso della scrittura, per le popolazioni alpine, è uno strumento per preservare la propria cultura popolare, fondata sull'oralità, dalla penetrazione della cultura scritta propria dell'ambiente urbano. The literacy myth has promoted the wide statal investments addressed to mass school throughout the 20th century. Nevertheless, such as cultural and political phenomenon, the literacy myth has in the Enlightenment its origins. During the school reforms in Austria and Prussia an anthropological distinction between literate and illiterate people strongly arises: the first blessed by rationality and the second enchained by an ancestral thought. This conviction shaped the history of literacy justifying a primacy of signatures in its methodological approaches. The present work aims to reconsider this dichotomous approach by the concept of «many literacies». If we can find many literacies in the past, that means that the relationship between literacy and rationality is not so sure. To understand the meaning of literacy as well as its cultural background we have to pay attention to the paths of alphabetization. Therefore, we have to connect literacy with the characters of a territorial school system and the ways through which learning literacy is possible. Even more we have to find out who are the actors setting up the offer of education (State, churches, local communities and so on). In its second part, the article exposes two opposite paths to literacy: the Austrian normal school system and the network of small village schools of the Alps. We can consider the first one a school system aiming to the education of a citizen inspired by the principles of the enlightened absolutism: industrious, dutiful, religious, and rational. In such a way the school - as well as the literacy - realizes a cultural colonization from the top to the bottom of the social pyramid. Otherwise, the alpine schools are a bastion aiming to content the colonization of the elitist culture; adopting literacy is a way, for the alpine peoples, to preserve their own popular culture - founded on the orality - against the penetration of the writing founded urban culture.
La tesi sostiene che, mentre molte teorie di pianificazione si sono concentrate sulle differenze, il multiculturalismo e risoluzione dei conflitti sociali, non c'è ancora sufficiente approfondimento su come queste differenze possano restare profondamente irrisolte e come questa debolezza possa essere fortemente legata a razionalità contrastanti e a una sorta di "slittamento dei livelli di senso" o "equivoci" cognitivi tra i soggetti coinvolti (Bourdieu e Wacquant, 1992). Soprattutto in termini di conflitti urbani espliciti, generati non da opposti interessi economici o differenti volontà politiche, ma semplicemente da differenti background culturali e comportamentali, il livello cognitivo di com-prensione tra le persone coinvolte ha un ruolo fondamentale in termini di consapevolezza e di effi-cacia delle scelte. Dunque il legame tra pianificazione, governance, contesti istituzionali e partecipazione delle comu-nità è, prima di tutto, una questione di reciproca, profonda e vera comprensione, piuttosto che la continua ricerca di nuovi strumenti e politiche. Partendo dalla convinzione che i conflitti siano una fonte incredibile di soluzioni creative e inaspet-tate all'interno dei contesti urbani, dei sistemi di pianificazione e di condivisione di valori, questo lavoro si propone di sondare come la Mobilitazione Cognitiva (Dalton, 1984), per la cura e la prote-zione di un bene comune, può essere in grado di guidare una comunità nella lotta per i propri diritti, permettendo l'acquisizione di conoscenze politiche e abilità specifiche per il raggiungimento di decisioni condivise collettivamente, la costruzione di nuove forme di azione politica dal basso, nuove processi di educazione (Dolci, 1974) e ampliamento culturale contro il prevaricare di Egemonie politiche e sociali (Gramsci, 2007). Utilizzando metodi quantitativi e qualitativi, l'autore presenta due esperienze di pratiche insorgenti provenienti dall' Europa meridionale: (1) un tradizionale Caso-Studio nell' area marina protetta dell' Arrábida, in Portogallo, per illustrare come la mobilitazione cognitiva, volta alla genuina e profonda comprensione delle istanze portate avanti dalla collettività, può realizzare forme di partecipazione che, guardando ai problemi in termini di risorse, permettono alla comunità di collaborare democra-ticamente cercando soluzioni nuove e condivise in grado di modificare profondamente un piano isti-tuzionale il quale, a causa di una profonda contrapposizione tra poteri gioco e valori espressi, ha ge-nerato forme di conflitto dichiarato, ma anche latente; (2) un caso di Participatory Action Research nella valle del fiume Simeto, in Italia, dove le comunità locali, attraverso una forte mobilitazione collettiva, sono state in grado di difendere e curare il fiume Simeto, il più grande in termini di bacino idrogeologico in un territorio caratterizzato da scarsità idrica come la Sicilia, minacciato dalla scelta istituzionale di collocare un inceneritore proprio in un area fortemente incentrata sull'agricoltura, per il suo sostentamento economico, e profondamente legata al paesaggio circostante, in termini di riconoscimento e senso di appartenenza. Questo lavoro può avere importanti implicazioni sia per la teoria, che per la pratica di pianificazione. La scelta di un approccio multi-disciplinare, inoltre, aiuta nella comprensione di come sia possibile trasformare l'antagonismo in spirito competitivo tra soggetti, diversi per natura e per cultura, concentrandosi principalmente sul rispetto e l'apprendimento reciproco, sulla costruzione di processi veramente inclusivi e sulla scelta di soluzioni davvero condivise. ; The thesis argues that while many planning theories have focused the sight on the social differences, multiculturalism and conflicts resolution, there is not yet sufficient acknowledgement on how these differences can be deeply unsolved and how this weakness could be strongly linked with conflicting rationalities and with a 'cognitive slipping' planes of meaning (Bourdieu & Wacquant, 1992). Especially in terms of inexplicit urban conflicts, generated by not opposite economic interests or political will, but by simply and natural differences of the cultural and behavioral baggage, the cognitive level of understanding between people involved plays a fundamental role in terms of awareness and choices efficacy. So this works wants underlines that the link between planning, governance, institutional adjustments and community engagement is, first of all, a matter of mutual deep and real understanding, rather than new form of tools and policies. Starting from the persuasion that conflicts are an incredible source of unexpected creative solution for urban contexts, planning systems and sharing values, this paper aims to probe how a 'cognitive mobilization' (Dalton, 1984) of a community, for the care and the protection of a common good, can be able to "fight for a right" in terms of acquiring political resource and skills to reach own decisions, and constructing new form of genuine power through education (Dolci, 1974) and culture against a 'dominant discourse' (Gramsci, 2007). Using quantitative and qualitative methods, the author presents two field experiences of insurgent practices in the southern Europe: (1) a traditional Case-Study of a Marine Protected Area in Arrábida, Portugal, to illustrate how a community mobilization, that aims to understand really every form of instance and claim, can realize forms of participation that, first of all, sight problems in term of resources, and then allowed people to work democratically together building new and shared solutions able to modify deeply an institutional plan that, due to a displacement between powers and values, generated forms of conflicts between stakeholders, especially in terms of economic and decision making point of view; (2) a case of Participatory Action Research in the Simeto river valley, Italy, where local communities through a strong mobilization were able to defend and took care the river, the biggest in terms of basin in a scarcity water territory, threatened by the institutional choice to collocated an incinerator in a valley strongly based on agriculture, for its economic sustenance, and deeply linked with the landscape, for its recognition and sense of belonging to . This understanding, it is suggested, has important implications for both planning theory and practice. Choosing a multi-disciplinary approach, this work attempts to explore if and how it is possible to transform the antagonism between enemies in competitive spirit among subjects, different for nature and culture, focusing on respect and mutual learning and on the building up of processes really inclusive and choices really shared
La presente ricerca si è proposta di evidenziare le strategie di integrazione ovvero le pratiche di cittadinanza adottate in favore di un particolare segmento dei fenomeni migratori internazionali attuali: quello dei minori stranieri che soli varcano le frontiere del nostro paese alla ricerca di generiche migliori condizioni di vita. La conoscenza del loro patrimonio culturale e l'analisi delle procedure di accoglienza e di integrazione adottate nelle società di accoglienza, rappresentano una sfida stimolante nella prospettiva della disciplina antropologica, da sempre considerata la scienza 'dell'altro' e della 'differenza culturale' (Callari Galli, 2005). In generale, l'importanza di tale studio è resa evidente certamente dai numeri sempre più consistenti di minori stranieri non accompagnati presenti nel nostro paese, ma ancor più dalla necessità di ridefinire le strategie dell'integrazione sociale complessive se non si vuole alimentare quella che già dagli anni 70 è stata definita da alcuni criminologi come una "una bomba sociale a scoppio ritardato" (Bovenkerk 1973, cit. in Barbagli 2002, p. 31); tanto è la posta in gioco. Sebbene la letteratura sulle seconde generazioni e in particolare quella sui minori stranieri non accompagnati sia ormai cospicua tanto in Italia quanto a livello internazionale, mancano ancora monografie antropologiche su singole nazionalità immigrate soprattutto che siano capaci di accedere, investigare ed indagare il controverso universo emozionale dei minori. La presente ricerca nasce dall'esigenza di colmare questo gap esperienziale assumendo come protagonisti una frangia specifica della categoria minorile: i giovani di origine marocchina che si innescano su uno specifico segmento delle attuali tratte migratorie transnazionali, l'asse Khourigba – Roma. In accordo con le recenti acquisizioni degli studi antropologici (Persichetti, 2003; Riccio; 2007; Capello, 2008) si è ritenuto inoltre opportuno procedere con uno studio multisituato capace di ricomprendere al suo interno i due aspetti del binomio migratorio: il contesto di partenza e quello di arrivo dei giovani migranti. "Prima di diventare un immigrato, il migrante è sempre innanzitutto un emigrato" scrive il sociologo algerino Abdelmalek Sayad (2002) intendendo con tale affermazione che emigrazione ed immigrazione sono due facce della stessa realtà. Uno studio dei fenomeni migratori cioè dimentico delle condizioni di origine si condanna ad offrire degli stessi solo una versione parziale e connotata etnocentricamente. L'etnografia, iniziata nel 2006 e terminata nel 2008, è stata quindi integrata da due viaggi in Marocco con l'intenzione appunto di cogliere quella parte di vissuto fatto anche di suoni, colori, immagini altrimenti non "accessibile" e non "trasmissibile" nel solo contesto di accoglienza. Chiaramente si è fatto largo uso di metodologie qualitative (osservazione partecipante, focus group, interviste in profondità) in quanto maggiormente adatte ad indagare in profondità le complesse dinamiche caratterizzanti i vissuti esperienziali; a cogliere le sfumature di contesto e di restituire per queste stesse ragioni un quadro vivo e frastagliato fuori da logiche pre- costituite. La restituzione delle testimonianze raccolte - grazie a un capillare lavoro di conoscenza della realtà romana dell'immigrazione e a un 'patto' etnografico molto forte intrattenuto con i giovani testimoni nonché con gli operatori che in molte occasioni se ne fanno carico - fa risaltare gli aspetti non solo politico-culturali della questione, ma anche l'intreccio di emotività e fragilità che si cela al centro della loro condizione di minori non accompagnati. La particolare condizione di vulnerabilità di cui sono vittima deriva certamente da una condizione giuridica fortemente "incerta", ma anche dal doppio ruolo sociale che il minore straniero non accompagnato assume su di sé: come "minore" è soggetto di un tradizionale percorso pedagogico, come "straniero" è un pericolo per l'ordine pubblico. La tutela "naturale" viene in questo modo costantemente infranta o finisce per dissolversi in uno spazio che non può essere indirizzato o controllato su logiche o prassi proprie dell'ordine nazionale. Soggetto "anomalo" e "sovversivo"quindi, il minore straniero non accompagnato, spesso relegato negli ambiti bui e marginali delle metropoli odierne, con la sua stessa presenza pone seri interrogativi rispetto alla capacità della nostre società di accoglienza di produrre coesione sociale e di riformulare le regole del gioco di un sistema che sia realmente inclusivo delle parti. Adolescenti (e) immigrati la cui vita si svolge su rotte transnazionali. Il loro percorso è intessuto di piccole casualità - incontri, parole, piccoli gesti - che ne determinano l'intrigo. Sono storie fatte di alternanza di successi e sbandamenti, integrazione e devianza, intreccio di trame che si snodano sul confine tra ciò che è lecito e ciò che non lo è. Minori al "bivio", dunque, qualcuno dice, "tra integrazione e rimpatrio". Questi giovani, figli di una diaspora migratoria che ha tessuto legami sociali internazionali in vari continenti, tendono a pensarsi come cittadini del mondo e possono immaginare il loro futuro in Italia, nel paese d'origine, così come in un altro luogo, conoscono la fatica dell'adattamento, e stanno imparando a gestirlo; sanno che la loro "differenza", le loro conoscenze di un'altra lingua, cultura e religione, il loro aspetto, le loro esperienze non sempre facili di socializzazione, potranno rivelarsi un limite o una risorsa. E' questa nuova consapevolezza che si sta faticosamente facendo strada oggi tra le coscienze a far sperare oggi in un destino per loro diverso da quello vissuto dai loro coetanei delle banlieues francesi o delle inner cities britanniche, dove l'essere cresciuti in quartieri in cui problemi sociali e esistenziali simili tendono a sovrapporsi, ha portato molti giovani a sentirsi collettivamente parte di una generazione tradita e sacrificata, maturando così rancore sociale e desiderio di imporsi, attraverso un'identità fiera o desiderosa di ricreare una sua purezza. La scommessa di una integrazione sociale riuscita per i giovani stranieri cresciuti nel nostro paese, ma ancora più per i minori stranieri non accompagnati, si gioca essenzialmente quindi nelle reti dell'assistenza sociale e quindi nella scuola. Tale scelta pur essendo molto lontana dal conseguimento degli obiettivi economici, e quindi dall'ottemperamento del mandato migratorio, consente di rivendicare principi e ragioni di "somiglianza – uguaglianza" con i compagni di scuola autoctoni; confronto prima pressoché impossibile data la clandestinità cui sono di sovente costretti i minori stranieri non accompagnati e la peculiarità del tipo di lavoro svolto dai marocchini, quello ambulante, per sua natura itinerante e fortemente stigmatizzato dall'opinione comune. Nonostante le evidenti lacerazioni che questa scelta comporta in termini di: rottura con vecchi schemi di comportamento; ridefinizione dei ruoli all'interno della famiglia, nell'ambito societario di arrivo, così come in quello di appartenenza; riapporpiazione della propria identità, questa strada sembra a tutt'oggi l'unica in grado di preservare questi giovani migranti o di stornarli dal destino di devianza e marginalità che spesso si apre loro come scelta obbligata. La ricerca consta di due parti: la prima rende conto della letteratura in materia di seconde generazioni e la seconda restituisce i risultati dell'etnografia. In particolare il primo capitolo affronta i termini generali della questione con l'intenzione di chiarire i diversi misunderstanding che costellano il dibattito in materia di immigrazione attraverso una lettura critica della letteratura nazionale e internazionale. Il secondo e il terzo capitolo si occupano rispettivamente della normativa europea e italiana. Quanto al primo contesto sono evidenziate le diverse pratiche adottate in materia di ingresso dei minori stranieri non accompagnati all'interno dei confini di alcuni Paesi membri di vecchia e nuova immigrazione (Francia, Inghilterra, Germania, Belgio e Spagna) e posti in luce i gaps presenti così come le falle del sistema; quanto al contesto italiano, si mettono in rilievo le criticità che gli apparati giuridici presentano rispetto a una realtà concreta del fenomeno caratterizzata, come è ovvio, da straordinaria fluttuanza e informalità. Il quarto capitolo è stato dedicato alla scuola in quanto considerata la vera fucina del cambiamento sociale per la sua capacità di rappresentare l'occasione primaria di formazione linguistica, di costruzione di reti interne al Paese di accoglienza, di apprendimento di concetti e modalità didattiche ad esso omogenee; un paragrafo a parte è stato riservato all'inserimento lavorativo essendo questo il principale movente della migrazione di questi giovani. Infine il quinto capitolo si è prefisso di indagare il contesto di provenienza dei minori intervistati, il Marocco, ricostruendo l'eredità del passato coloniale, le scelte economiche del Marocco Indipendente, i fattori di push and pull dietro i flussi migratori di ieri e di oggi. Il quadro finale ha permesso di sondare la salute del sistema. Riconoscere diritto di parola e di ascolto dell'infanzia e dell'adolescenza ha significato fare un passo importante in avanti nella comprensione della loro soggettività, consentendo di fare emergere tutti quegli aspetti di conformità, progressivo adattamento ovvero di riottosità rispetto tanto alla propria comunità di appartenenza quanto alla società di arrivo. Considerare i minori come "soggetti di diritto" ha significato in altre parole ripensare sotto un altro punto di vista l'organizzazione e le strutture profonde che quella società regolano con il merito di porre in luce aspetti e problemi inediti, frizioni interne al gruppo normalmente sfuggevoli e molto riposte ed elementi di scarto rispetto a un modello omogeneo e granitico di una data cultura. Occorre sobriamente riconoscere che non si danno più né immigrati né emigrati, ma "pari" cittadini (o spiranti tali) che tessono relazioni effettivamente ed affettivamente collegate in un unico destino interdipendente. La consapevolezza di questo richiede competenza, intelligenza, impegno e determinazione nelle scelte operative da intraprendere; l'altra faccia della medaglia è solo devianza ed emarginazione. ; The following research is aimed to underline the strategies of integration and the practices of citizenship utilized in favor of a particular segment of the actual international migratory phenomenon: the one about foreign minors who alone pass the borders of our country to search for better conditions of life. The knowledge of their cultural background and the analysis of the procedures of the ways in which one is welcomed and the integration adopted by the receiving countries represent a stimulating challenge from the anthropological perspective, always considered the science of "cultural differences" (Callari Galli, 2005). The importance of this study is obviously given forth by the increasing numbers of "separated" minors in our country, but moreover by the necessity to re-define the strategies of social integration tout court if we don't want to feed what has, since 1970, been defined by some criminologists as a real "time bomb" (Bovenkerk 1973, cit. in Barbagli 2002, p. 31). Although nowadays both of the international and Italian literature, about the second generation and in particular those that talk of separated minors are conspicuous, we are still missing anthropological monographs on single nationalities of immigrants able to access, investigate and inquire into the complex emotional world of these minors. The following research was born from the necessity to fill in this experiential gap assuming as its subject a specific part of the category of minors: youth of Moroccan origin that are situated on a particular segment of the transnational migratory trades, the axis Khourigba- Rome. According to the recent anthropological acquisition (Persichetti, 2003; Riccio; 2007; Capello, 2008) it became appropriate to proceed with a multi-situated study able to embrace both of the aspects of the migrants lives: the context of origin and the context of arrival of the young migrants. "Before becoming an immigrant, the migrant is always an emigrant" wrote the Algerian sociologist Abdelmalek Sayad (2002), intending by this affirmation that immigration and emigration are both faces of the same reality. A study of the migrant phenomenon that forgets or leaves behind the condition of origin of immigrants people is condemned to offer only a partial and ethnocentric version of this phenomenon. The ethnography, started in 2006 and finished in 2008, has been integrated by two journeys in Morocco with the purpose to investigate those part of lives – made principally also by sounds, colors and images - not "accessible" and "communicable" in the receiving countries. Clearly the research has required a large use of qualitative methodologies (participant observation, focus group, interview in depth, etc) because of their characteristic to be more adapted to investigate the complex dynamics typical of the lived experience; to catch the shades of content and to give back, for these same reasons, a lively and unusual picture out of rules and schemes prior established. The feedback from the gathered stories – by a meticulous work which consisted in the knowledge of the Roman immigrants reality and a strong ethnographical "pact" with the minors on one hand and the social operators on the other – has brought to light not only the political and cultural aspects of the phenomenon, but moreover the tangle of sensitiveness and fragility hidden behind their condition of separated minors. The particular condition of vulnerability of which they are victims firstly came from an "uncertain" juridical condition, but more so by the double rule that the separated minor assumes on himself: as a "minor" he is subject to a traditional pedagogic approach and as a "stranger" he is considered dangerous to the public order. The natural guardianship which they should enjoy is continuously breached and threatened and dissolves in vague promises and empty rituals. Separated minors are "anomalous" and "subversive" subjects who too often are relegated to the dark and marginal spheres of the actual metropolis. Furthermore, their own presence, even if it is made invisible by the viewpoint of the system, impose serious and urgent questions to contemporary society; in respect of our capacity to produce social cohesion and re-formulate the rules of a game which has to be really inclusive in all its parts. It compromises the global issues of our society. Adolescents (and) immigrants who are living their lives on transnational routes. Their course is woven together by many little causalities - encounters, words and simple gestures that determine its outcome. These are stories made up of alternations of successes and disbandment, integration and deviance, a tangle of plots that lie on the border of what is licit and what is not. Minors on a "crossroad", some say, between "integration and repatriation". These young, son of numerous migratory diasporas that have banded together into international social links in many continents, tend to think themselves as citizens of the world and are able to imagine their future in Italy, in their own country or everywhere. They have lived the fatigue of adaptation and are learning to manage it. They know that their "difference" - the knowledge of another tongue, culture, religion, their physical appearance, their experiences of socialization, not always so simple and immediate - can be either a limit or a resource. Is this new consciousness - that nowadays is hardly rousing our consciences - to leave us the hope in a different destiny from that lived by their residing in the French banlieues or in Britain's inner cities. These communities, where to be brought up in districts in which social and existential problems tend to overlap, has brought many young persons to feel part of a generation betrayed and sacrificed and to foster social resentment and wishes of revenge through an identity that is proud and intent on recreating its original purity. The bet of a successful social integration for the young people growing up in our country, but moreover for the separated minors, is played on the circuits of social assistance and then on the capacity of school to create cohesion as an agency of socialization. This choice, though it is really far away from the fulfillment of their economic objectives and then from the attainment of the migratory cause, allows them to claim principles and reasons of " similarity – equality" with their coetaneous friends of school. This is a kind of comparison that was impossible before because of the irregular condition to which separated minors are often obliged and the peculiar characteristics of the type of job done by Moroccan people, usually pitchmen, from its nature an itinerant job hardly stigmatized by common opinion. Although the evident lacerations that this choice implies in terms of breaking old schemes of behaviours; redefinition of rules in the family, in the society of arrival (as well as in the society of origin); re-appropriation of one's own identity; this road appears uniquely to be able to preserve these young migrants from the solitude of a destiny otherwise made up of deviance and marginality. The research consists of two parts: the first one proposes a general framework about second generation literature and the second one provides the results of the ethnography. In particular, the first chapter copes with these questions in general terms with the intent to clarify the different misunderstandings in the debate about immigration, through a critical reading of national and international literature. The second and third chapters talk respectively of the European laws concerning separated minors and the Italian ones. In regard to the first context, it underlines the different practices adopted about the entry of separated minors in the territories of several old and new European immigration countries (such as France, Britain, Germany, Belgium and Spain) and point out the gaps and problems of these systems. As regards the Italian context, instead, emphasize is put on the critical points of the actual juridical systems in respect to a reality of the phenomenon characterized, as obviously it is, by remarkable unbalance and changeability. The fourth chapter has been dedicated to the school because it is considered the real forge of the social changing in its capacity to represent the primary occasion of: linguistic training, constructing of intern links in the receiving countries, learning of concepts and didactic modalities homogenous to it. A specific paragraph has been reserved to the introduction to the working environment because it is the main reason of the migration of these young people. The fifth chapter is aimed to investigate the context of provenience of minors interviewed, the Moroccan Country, reconstructing the heredity of the colonial past, the economic choices of the Independent Morocco, and the factors of push and pull behind the migratory flows of yesterday and today. The final picture is used to verify the health of the system. Recognizing the right of "speech" and "listening" to infancy and adolescence has meant to make an important step forward in the knowledge of their individuality, making arise all aspects of conformity and progressive adaptation or, on the contrary, their rebelliousness to their own culture as well as to the receiving society. In other worlds, considering minors "subjects of right" has meant rethinking the organization and obscure structures that manage the same societies in which they live, with the merit to point out aspects and elements of forsaking respect to a homogenous and given model of a culture. Nowadays more than ever it is necessary to admit that there are no more immigrants or emigrants, but "equal" citizens (or aspirant ones) who weave together elements of every type in a unique interdependent destiny. The consciousness of this claim calls for competence, intelligence, dedication and determination in the choice to engage; the rest is made by deviance, frustration, marginalization. ; Dottorato di ricerca in Tutela e Promozione dei Diritti dell'Infanzia (XXII ciclo)
