La place des armées dans l'espace public se réduit, entraînant un risque d'isolement des militaires dans un monde aux valeurs postmodernes. Cet article met à l'épreuve ces assertions en les appliquant aux relations des jeunes avec les armées. Il passe en revue les arguments relatifs au déclin des armées sur le territoire, à la nostalgie du service militaire. Il s'interroge sur les valeurs des jeunes telles qu'elles apparaissent dans une récente étude, en éclaire l'évolution et constate que ces dernières n'ont pas changé dans un sens absolument étranger à celles en vigueur dans l'institution militaire.

Les États des Balkans occidentaux ont accru leur effort de défense avec des raisons plus ou moins ambiguës, souvent empreintes d'un renouveau du discours nationaliste. Si le risque de guerre semble peu probable, l'Union européenne doit demeurer vigilante et s'intéresser au devenir des Balkans.

As Libya emerges from the embargo and problems appear, the discontent of the young is rising to the surface. Universities give young people a chance to meet and discuss, because they have few leisure activities and spend their time watching television and football matches. Frustration is high and excesses are common. Many want to travel but few want to leave the country. The revenue-based state is fraying, but the people have no prospects and are weary of the changes imposed by Khadafi's political management. They want order, and a structured, organised country and the young people want to be like young people everywhere. (Monde Arabe Maghreb/DÜI)

Several thousand young adults are permanently on the move at present in France. They claim to be the voluntary actors of a life style which they have willingly adopted. They assemble in large numbers for music or drama festivals, and such gatherings pose problems of hospitality and of policing in the festival towns. An action-survey has been conducted for several years on these young people. It is structured round approaches based on an understanding of this public (ethnology, sociology, psychology health) and grass roots actions aiming at experimenting and developing temporary forms of hospitality during the festivals. It will also suggest procedures in prevention work and social inclusion adapted to the public.
