One of the significant events in the political life of Soviet Russia in the autumn of 1919 was a trial of the Red commander F. K. Mironov. It took place in the uyezd town of Balashov of Saratov gubernia. The author of the paper sets a task of considering this event the way it was reflected on the pages of the local press. In the course of the conducted analysis, it is found that a negative image with the population was purposefully being formed who, for the most part, treated him mercifully.
The article deals with the question of the origin and formation of periodicals in the languages of the peoples of Dagestan, which became possible because of socio-economic and political development of society. At the beginning of the XX century in Dagestan the first prerequisites for the appearance of printed materials in the languages of the peoples of Dagestan were born, the first lithographs and printing houses were organized. Drastic changes in public life in the early twentieth century is not pushed the position of the Arabic script in the environment of the Dagestani intellectuals. Because of the Arab graphics Dagestan literary works continued to be created, the local press was issued. ; В статье рассматривается вопрос зарождения и становление периодической печати на языках народов Дагестана, которая стала возможной в результате социально-экономического и политического развития общества. В начале XX столетия в Дагестане зародились первые предпосылки для появления печатной продукции на языках народов Дагестана, были организованы первые литографии и типографии. Кардинальные изменения в общественной жизни в начале ХХ в. не потеснили позиции арабской графики в среде дагестанских интеллектуалов. На основе арабской графики продолжали создаваться дагестанские литературные произведения, выпускаться местная пресса.
В статье приводятся данные об исследованиях Павла Львовича Юдина – российского историка-архивиста конца XIX – начала XX вв., краеведа, члена нескольких ученых архивных комиссий, который, будучи уроженцем Оренбуржья, посвятил свою научную деятельность изучению многонационального Южного Урала. Впервые выделяется в наследии ученого башкирская тема – изыскания о культуре, истории и людях Башкирии. Методы исследования: анализ работы ученого, опубликованные в столичных журналах, газетах, посвященных башкирской истории, ее культуре, народу. На основе анализа публикаций ученого в периодических изданиях выделяются следующие аспекты исследования П.Л. Юдиным Башкирии: историческое прошлое края – заселение башкирских земель, описание башкирских городов, жизни и быта их жителей, архивные данные об участии башкир в Пугачевском восстании, личность оренбургского военного генерал-губернатора начала XIX века В.А. Перовского, его военные походы и память о нем в башкирской истории, посещение Уфимской губернии историческими лицами, в том числе императором Александром I, подготовка к подобным посещениям, религиозные верования башкирского населения. Вывод. Отмечается значимость исследований П.Л. Юдина и актуальность его архивных находок для современной этнографии и этнологии и исторической науки в целом. ; The article presents data on the studies by P.L. Yudin, a Russian historian-archivist of the beginning of the 20th century, local historian, a member of several scholarly archival commissions, who being a native of the Orenburg Region, dedicated his scientific activity to the study of multinational South Ural. For the first time, the Bashkir theme – research about the culture, history and people of Bashkiria – stands out in the scientist's legacy. Methods of research: analysis of the works of the scientist about Bashkir history, its culture and people, published in the magazines, newspapers. Based on the analysis of scientist's works the following aspects of the study of Bashkiria by P.L. Yudin are distinguished: the historical past of the region – the settlement of Bashkir lands, a description of the Bashkir cities, the lives and mode of life of their inhabitants, archival data on the participation of the Bashkirs in the Pugachev uprising, the personality of V.A. Perovsky, Orenburg military governor general of the early 19th century, his military campaigns and citations about him in Bashkir history, historical visits to the Ufa Governorate by historical figures, including Emperor Alexander I, preparation for such visits, religious beliefs of the Bashkir population. Conclusion. The importance of studies by P.L. Yudin and the relevance of his archival finds for ethnography, ethnology and modern historical science is denoted as well.
The author of this article makes review and compares some articles from the most influent and popular German newspapers, concerning the last local elections in Russia. This event is presented from the point of view of different political trends and their attitude to elective democracy in Russia.

The article provides a comparative characteristic of forms in which the authorities of different levels were represented — from their reproduction in symbolic images (revolutionary and ideological) to the definition of their utilitarian meanings. Turning to the authorities in order to resolve their personal everyday problems and common social problems, the inhabitants of Kirov Region determined the usefulness of the authorities. Использование интернет-коммуникации в Йемене является доказательством приобщения страны к интеллектуальным достижениям мировой культуры. автор показывает, как, преодолевая консерватизм местнических традиций, СМИ в регионе включаются в процесс медиаглобализации, который существенным образом влияет на современный политический, экономический и социально-культурный уклад в арабском мире. = The article investigates the socio-cultural aspects of modern media of the Arab countries, the analysis of specific publications in newspapers and electronic media of the Republic of Yemen, which are thematically related to the development of national culture in the context of globalization. The most important approaches in the field of information exchange and information security, as well as the latest telecommunications technologies and Internet resources are considered. It is done taking into account the events happening in the Arab world, reflecting the process of modernization of the media. Using Internet communication in Yemen is a proof of the country's accession to the intellectual achievements of world culture. The author shows how – overcoming conservative local traditions – the media are getting involved in the process of media-globalization in the region of the world that nowadays seriously affects the actual state of political, economic and socio-cultural situation in the Arab world.
The article is devoted to the specifics of the development of periodicals in the Ural in 1905-1907. With the emergence of the revolutionary movement in all layers of Russian society, there was a need for knowledge and coverage of the path along which the Fatherland should go to its revival. To fulfill this need, all kinds of periodicals appeared, which put forward different political programs, adhered to different political views and made numerous demands in the construction of national and provincial life. Provincial press followed the capital, tried to reprint for readers the most interesting materials. The study of such literature helps to reveal the struggle of political parties for the masses, to identify the main directions of propaganda and agitation of various political factions, to follow the tense and turbulent internal party life. In the periodical press of the Ural events of the all-Russian and local character were covered. The press was a powerful social institution with extensive experience in publishing newspapers, pamphlets, leaflets of various political bodies and associations. The seal as a mirror, reflected in itself surrounding reality, as echo responded to current events. ; Статья посвящена специфике развития периодической печати на Урале в 1905-1907 гг. С возникновением революционного движения во всех слоях русского общества возникла необходимость в знании и освещении пути, по которому должно идти Отечество к своему возрождению. Для осуществления данной потребности появляются всевозможные периодические издания, которые выдвигали разные политические программы, придерживались различных политических взглядов и предъявляли многочисленные требования в деле построения общегосударственной и провинциальной жизни. Провинциальная пресса следила за столичной, старалась перепечатывать наиболее интересные для читателей материалы. Изучение подобной литературы помогает раскрыть борьбу политических партий за народные массы, выявить основные направления пропаганды и агитации различных политических фракций, проследить за напряженной и бурной внутрипартийной жизнью. В периодической печати Урала освещались события общероссийского и местного характера. Пресса являлась мощным социальным институтом, имеющим за своими плечами большой опыт издания газет, брошюр, листовок различных политических органов и объединений. Печать, как зеркало, отражала в себе окружающую действительность, откликалась на текущие события.
The article is devoted to the foundation and development of agricultural education and agrarian knowledge among peasants who lived in the Baikal region at the beginning of the XX century. The Baikal region included the territories of Irkutsk province and Transbaikalian region. In the late XIX – early XX century some professional educational institutions as well as agricultural ones opened in Russian periphery. The archives play an important role in researching such an issue as an agricultural education in Baikal region. Archive documents including documents of management and record keeping, circular letters, requests, resolutions of central and local government allow one to form the historiography data base for this problem. Valuable sources of information include, among others, the agronomy organization report of Irkutsk province, volumes of Transbaikalian district agronomy councils, such periodicals as the Zabaikal'sky khozyain magazine and the Zabaikal'sky rabochy and the Irkutskie gubernskye vedomosty newspapers. Based on this historiography data, the article shows the district councils' activity concerning the organization of the first basic agricultural schools in the Baikal region. The article features some difficulties the local government faced while organizing those establishments. The article also provides information about the wide spread propaganda of agrarian knowledge through the courses and lectures. First agricultural schools that were opened in the late XIX century and on the verge of the revolution of 1917 faced such problems as skilled labor shortage, lack of finance and pecuniary burdens. It was necessary to reorganize them into vocational educational schools. The article features a brief historiography review on the history of agricultural education in the late XIX – early XX centuries in Russia and in Baikal region specifically. ; Статья посвящена проблеме становления и распространения сельскохозяйственного образования и пропаганде аграрных знаний среди крестьянского населения Байкальского региона в начале XX века, в территорию которого входили Иркутская губерния и Забайкальская область. В конце XIX – начале XX вв. в Российских окраинах постепенно начинают появляться профессиональные учебные заведения, в том числе и сельскохозяйственные. Важную роль для раскрытия темы сельскохозяйственного образования в Байкальском регионе представляют архивные источники. Архивные документы, среди которых: делопроизводственная документация, циркуляры, прошения, постановления центральных и местных властей, – позволяют выстроить источниковедческую базу по данной проблеме. Ценную информацию содержат опубликованные источники: отчет агрономической организации Иркутской губернии, труды Забайкальского областного агрономического совещания, периодические издания: журнал «Забайкальский хозяин»; газеты «Забайкальский рабочий», «Иркутские губернские ведомости». Опираясь на данную источниковедческую базу, в статье показана деятельность земств по организации первых низших сельскохозяйственных школ в Байкальском регионе. Рассмотрены трудности, с которыми столкнулись местные власти по учреждению данных заведений. Приведены сведения о том, что широкое распространение получила пропаганда аграрных знаний через курсы и чтение лекций. Первые сельскохозяйственные школы региона появились в конце XIX века и накануне революционных событий 1917 г. испытывали кадровый голод, нехватку финансов и другие материальные трудности. Необходимым являлось их преобразование в средние учебные заведения. В статье приводится краткий историографический обзор по истории сельскохозяйственного образования в конце XIX – начале XX вв. в России в целом и в Байкальском регионе в частности.
Kryzys druku – spowodowany, jak się wydaje, digitalizacją i transformacją mediów cyfrowych – stanowi jeden z problemów współczesnego dziennikarstwa. Z tej też przyczyny w ciągu trzech ostatnich lat na Ukrainie gwałtownie (o 3 mln egzemplarzy, tj. 27%) spadł obieg prasy drukowanej. W najtrudniejszej sytuacji znajdują się lokalne środki przekazu, które od 2016 roku z rąk władz stopniowo przechodziły do sektora własności prywatnej. Spóźniona reforma doprowadziła do sytuacji, w której wydawnictwa bez doświadczenia w biznesie mierzą się z poważną recesją: niektóre już ogłosiły koniec działaności, inne ledwo przetrwały we współczesnych warunkach rynkowych. Konwergencja mediów niesie ze sobą groźbę marginalizacji mniejszych publikatorów i – co za tym idzie – ich odbiorców, których głosy nie zostaną wysłuchane. Dzieje się to już w sektorze prasy centralnej, ponieważ najpotężniejsze media drukowane należą do największych spółek: Star Light Media, UMH Group, Inter Media Group, 1 + 1 Media i Media Group Ukraine, których właściciele angażują się w ukraińską politykę. Odmawia się natomiast wsparcia lokalnej niezależnej prasie. Ukraina może pójść drogą wielu innych krajów europejskich stosujących się do teorii "spirali cyrkulacyjnej". Według niej gazety o najwyższym nakładzie otrzymują więcej środków pochodzących z reklam oraz prenumeraty, natomiast mniejsze tytuły otrzymują pomoc państwa w celu zachowania pluralizmu myśli, zapobiegania zanikaniu małych publikacji oraz uniknięcia zbyt dużej koncentracji środków masowego przekazu. Projekt ten opracowano w 2016 roku, аle nie został zatwierdzony przez rząd, utrzymywał bowiem zależność gazet od władz publicznych i korupcjogenny model dystrybucji funduszy. Sytuacja niepewności jest korzystna dla władz, ponieważ pozwala wpływać na wydawców, zwłaszcza podczas wyborów. W czasie recesji finansowej wydawnictwa łatwo poddają się sugestiom polityków i dokonują nadużyć polegających na wypuszczaniu materiałów obliczonych na wsparcie wizerunkowe działaczy. Badacze mediów odnotowali 28,1% tego rodzaju publikacji w prasie regionalnej. Negatywny wpływ na sektor medialny mają również stały wzrost taryfy pocztowej za dostarczanie prasy oraz redukcja stacjonarnych oddziałów Ukrposzty, które także znajdują się w recesji finansowej. Innym problemem jest brak regulacji w sprawie statusu mediów elektronicznych, które często zaangażowane są w piractwo własności intelektualnej, co negatywnie wpływa na media drukowane. Odbiorcy w młodym і średnim wieku rzadko są czytelnikami gazet, dlatego czasopisma muszą przekształcać swoje treści w materiały dostępne online. Prasa szuka dodatkowych kanałów przyciągających uwagę czytelników w Internecie, korzysta ze stron internetowych, sieci społecznościowych, hostów wideo, różnych modeli konwergencji, rozmaitych technologii. Centralne środki przekazu – w przeciwieństwie do mniejszych, regionalnych – szybko dostosowały się do panujących trendów. Ponad połowa lokalnych mediów nadal jednak nie ma witryny internetowej. Z powodu niskiego poziomu tabloidyzacji mediów drukowanych mało przydatne jest tworzenie popularnych kanałów informacyjnych, takich jak infotainment. Ledwie w odosobnionych przypadkach wydawnictwa podejmują starania przejścia od tradycyjnej informacji do komunikacji z czytelnikami, a redaktorzy próbują wykorzystywać modele crowdsourcingu i croudfundingu do generowania treści oraz zbiórki funduszy na wsparcie i rozwój nowych pomysłów. Od 2017 roku Lokalna Agencja Wsparcia Mediów uczy kreowania nowoczesnych treści i zarabiania na reklamach – rezultatem są 23 witryny internetowe agencji, liczące sobie 130 700 użytkowników i 620 000 wyświetleń (2018 rok). Mimo kryzysu potrzeba informacji nie maleje, czas pokaże zatem, w jakim formacie istnieć będzie ukraińska prasa. Możliwe, że – podobnie jak w Polsce – będzie to już przede wszystkim gazeta internetowa. ; The print crisis – caused, it seems, by the digitization and transformation of digital media – is one of the problems of contemporary journalism. For this reason, over the past three years, the circulation of the printed press in Ukraine has sharply decreased (by 3 million copies, ie 27%). The most difficult situation is that of local media, which since 2016 have gradually been transformed into private ownership by the authorities. The delayed reform has led to a situation where publishing houses with no experience in business are going through a serious recession: some have already closed, some have barely survived under modern market conditions. The convergence of the media carries the risk of marginalization of smaller publishers and, consequently, of their recipients, whose voices will not be heard. This is already the case with the central press, as the most powerful print media belong to the largest companies: Star Light Media, UMH Group, Inter Media Group, 1 + 1 Media and Media Group Ukraine, whose owners are involved in Ukrainian politics. On the other hand, support for the local independent press is refused. Ukraine can follow the path of many other European countries following the "circular spiral" theory. According to her, the highest circulation newspapers receive more advertising funds and subscriptions, while smaller titles receive state aid in order to maintain pluralism of thought, prevent the disappearance of small publications and avoid excessive media concentration. This project was developed in 2016, but it was not approved by the government as it maintained the news-papers' dependence on public authorities and a corrupt model of fund distribution. The situation of uncertainty is beneficial for the authorities as it allows publishers to be influenced, especially during elections. During a financial recession, publishing houses easily succumb to politicians' suggestions and make abuses consisting in releasing materials designed to support their image. Media researchers recorded 28.1% of such publications in the regional press. The media sector is also negatively affected by the steady increase in the postal tariff for delivering the press and the reduction of Ukrposzta's stationary branches, which are also in the financial recession. Another problem is the lack of regulation on the status of electronic media, which is often involved in piracy of intellectual property, which negatively affects the print media. Young and middle-aged audiences are seldom readers of newspapers, so they need to transform their content into online material. The press is looking for additional channels, attracting readers' attention on the Internet, using websites, social networks, video hosts, various convergence models, various technologies. Central media – as opposed to smaller, regional ones – quickly adapted to the prevailing trends. More than half of the local media still doesn't have a website. Due to the low tabloidization of printed media, it is of little use to create popular news channels such as infotainment. Only in isolated cases do publishers make an effort to shift from traditional information to communicating with readers, and editors try to use crowdsourcing and croudfunding models to generate content and raise funds to support and develop new ideas. Since 2017, the Local Media Support Agency has been teaching how to create modern content and profit on advertisements - the result is 23 agency websites with 1,307,000 users and 6,200,000 views (2018). Despite the crisis, the need for information has not diminished, so time will show the format in which the Ukrainian press will exist. It is possible that – as in Poland – it will be primarily an online newspaper.
In 1916, Fyodor Sologub visited the Urals as part of a tour with the lecture Russia in Dreams and Expectations. He came to Ufa and Chelyabinsk in February and to Yekaterinburg and Perm in October. The enthusiastic and patriotic lecture was dedicated to the providential role of symbolism in world history. It claimed that the existence of symbolism was essential and necessary, however, in view of the circumstances of war, the emphasis shifted towards emotional reflection on Russian messianism. This article restores the details of the tour, the organisation of local performances, and analyses the reaction of the provincial press to the lecture (newspapers Ufimskaia Zhizn', Zauralski Kray, Golos Priural'ia, Permskaia Zhizn', etc.). These materials are supplemented by documents kept in the Sologub archive of the Institute of Russian Literature of the RAS (letters, postcards, telegrams, lecture notes, and manuscripts of poems). Special attention is paid to newspaper articles, feuilletons, and detailed reactions to Sologub's performances. Most of the authors considered Sologub's thoughts to be untimely, irrelevant, and not related to military and pre-revolutionary reality. The lecture was an opportunity for them to explain their own points of view on "dreams and expectations" of Russia.The article contains previously unpublished excerpts from letters to Sologub from Sergey Vinogradov and Ivan Ushakin. In addition, it is established that one of Sologub's poems was written in the Urals. ; В 1916 г. Ф. Сологуб в рамках гастролей с лекцией «Россия в мечтах и ожиданиях» посетил Урал: в феврале — Уфу и Челябинск, в октябре — в Екатеринбург и Пермь. Лекция была посвящена провиденциальной роли символизма в истории, в ней утверждалась его необходимость и насущность, но ввиду обстоятельств войны акцент был смещен в сторону патетических рассуждений о русском мессианизме и «русской» темы в классической поэзии и поэзии модернизма. В настоящей статье восстанавливаются подробности поездки поэта по Уралу, детали организации его выступлений на местах, анализируются отклики провинциальной прессы (газеты «Уфимская жизнь», «Зауральский край», «Голос Приуралья», «Пермская жизнь» и др.), дополненные документами, хранящимися в архиве Ф. Сологуба в Рукописном отделе ИРЛИ РАН (письма, открытки, телеграммы, конспекты и черновики лекции, рукописи стихотворений). Особое место уделено газетным статьям, фельетонам, развернутым откликам на выступления. Большинство из представленных авторов посчитали мысли Сологуба несвоевременными, неуместными, не имеющими отношения к военной и предреволюционной действительности. Каждый из авторов вольно или невольно создал информационный повод для выражения собственной точки зрения и общей точки зрения редакции на «мечты и ожидания» в нестабильное для страны время.Также в статье впервые публикуются выдержки из писем Сологубу поэта и публициста С. В. Виноградова и журналиста и публициста И. С. Ушакина. Устанавливается, что одно из стихотворений Сологуба было написано на Урале во время путешествия в поезде.
