Abstract. The challenge of ensuring the space environment's long-term sustainability in the context of the exploration and commercialisation of outer space raises several important issues and dimensions with respect to both international environmental law and sustainable development. The research question analyses the extent to which such exploration benefits humanity and expands the province of all humankind. In this article, historical achievements of the international legal framework governing the area of space exploration are presented. Opportunities for further developing and strengthening this framework to ensure the cooperative, transparent, inclusive and equitable development of space exploration are deliberated, notably those that do not limit the interests and opportunities of space-faring countries. The key finding and proposition of this article is that while discussing the need to improve and strengthen the international regulatory framework, developing countries' needs and interests should also be effectively incorporated. More equitable, inclusive and sustainable development is as much in the interest of developed countries as it is of developing countries. Keywords: The Outer Space Treaty, space law, UNCOPUOS, space commercialisation, Sustainable Development Goals, inclusive and balanced development, international environmental law
Overview and analysis of current concepts in social work with people with dementia
The article presents the research project "Long-term care of people with dementia in social work theory and practice", the first Slovene national study in the field of research on the social dimensions of dementia. The first part presents the conceptual background of social work, which is the link between social work with people with dementia and the paradigmatic changes in long-term care. The second part presents the importance of the development of long-term care for people with dementia, the third part presents the purpose and objectives of the research project, and the fourth part elaborates the conceptual background, which is the basic guiding principle of the research in the project. Particular emphasis is placed on the methodological selection of current foreign scientific articles dealing with the topic presented, which have been published in the last twenty years in English. The results of the analysis show that three conceptual orientations prevail in the field of social work with people with dementia: (1) exploration of needs, (2) destigmatisation and anti-discrimination of people with dementia, and (3) participation of people with dementia in processes of help and support. In the concluding part, the author relates the findings of the analysis to the contemporary starting points of social work with people with dementia in Slovenia.
Article examines the impact of digitalisation and intangible capital investment on the non-financial performance of firms in Slovenia. Article examines the relationship between: (1) digitalisation and firms' nonfinancial performance; (2) digitalisation and firms' attitude to digitalisation; (3) investments in intangible capital and firms' non-financial performance; where we (4) also expect differences by industry and between firms operating in global value chains. Considering survey data, the SEM approach shows that, digitalisation and intangible investment both have positive effects on non-financial performance. Level of digitalisation depends on the importance attributed to digitalisation, whereas the importance of digitalisation depends on the expected long-term benefits of digitalisation for the firm. Level of digitalisation is dependent on the anticipated long-term benefits of digitalisation. These have a positive, yet non-significant impact on a firm's level of digitalisation. Despite business agility having an impact on the importance of digitalisation for businesses that is less than the expected benefits, it is still highly significant. Other results were not statistically significant. Keywords: intangible capital, digitalisation, firm performance
After explaining the relationship between the executive, legislative, & judicial branches of government in the parliamentary system of the Republic of Estonia, the election, duties, responsibilities, & prerogatives of the office of president in this country are described. The Estonian constitutional law allows for up to five rounds of presidential election. The president of the Republic is elected by the parliament in the first three rounds of elections. If no candidate receives a majority of votes, a special electoral body, consisting of members of parliament & local government representatives, is formed to elect the president in the fourth, & if needed, fifth round. The Estonian president is elected for a five-year term, but no more than two consecutive terms. In exceptional circumstances, the term of the office of president can be longer or shorter than five years. The representative, executive, legislative (eg, the veto power), & commander-in-chief duties of the Estonian president are described, & scenarios for president recall/impeachment are outlined. Abstract. Nativism does not only present a concept, but also an ideological framework as well as a political practice related to identity politics. In the article we firstly present the theoretical reflection of nativism and operationalise the most important terms and characteristics of this phenomenon. Later, we apply the concept of nativism to the analysis of conservative populist and/or nativist political actors in the Central European region. The analysis shows how nativism, as a relatively peripheral issue in the first 10–15 years after the democratic transition, became stronger in the next period characterised by a set of crises after 2008. The analysis demonstrates how the mainstream parties in Central Europe adopted the nativist and conservative populist agenda and implemented it into mainstream politics. Furthermore, the analysis shows how Central European nativism correlates with the long-term existence of antiliberal streams that were revitalised after the fall of Communist regimes. These anti-modern societal groups were reformulated as the counter-cosmopolitan camp within the polarisation process that is clearly visible in the political arena. Keywords: nativism; national conservatism; identity politics; Central Europe
Risk in banking business can not be avoided because the latter is strongly embedded in the very nature of it and banks should therefore be aware of the importance of effective risk management, encompassing the identification, measurement and assessment of each type of risk. Risk management can be important source of gaining competitive advantage and a way to survive in the world of banking. One of the most important risk in bank is the credit risk. Credit risk can be defined as the potential that a bank borrower or counterparty will fail to meet its obligations. The goal of credit risk management is to maximise bank´s risk-adjusted rate of return by maintaining credit risk exposure within acceptable parameters. Banks need to manage the credit risk inherent in the entire portfolio as well as the risk in invidual credits of transaction. Banks should also consider the relationships between credit risk and other risks. The effective management of credit risk is a comprehensive component of a comprehensive approach to risk management and essential to the long-term success of bank. Risk management is usualy regulated by bank directives, prescriptions, where the most important in Slovenia is the Law about banking with under law acts.
; Bioeconomy in the European Union was considered a long-term vision leading to increased competitiveness, better use of resources and reduction of carbon footprint already since 2005. Bioeconomy remains one of the key strategies by European countries in the immediate as well as more distant future. The European Commission developed the guidelines, which were followed by instruments enabling the implementation of action plans and strategies. In some European countries, among them Germany and the Netherland as the leading ones, such systems are already deeply rooted in their economic reforms. This includes circular economy, use of biomass, principle of added value cascade and biorefineries. There are opportunities in the field of the processing industry, different fields of biomass production and processing such as agriculture, aquaculture, forestry, food and wood processing, as well as general biobased industry. The aim of this research was to assess the bioeconomy opportunities and factors influencing bioeconomy. Our study was conducted by in-depth semi-structured interviews with several shareholders from industry, research institutions, policy makers and clusters in Slovenia. Surprisingly, we have observed, that in Slovenia, there is practically no strategy focusing on the transition towards bioeconomy, but only few short-term examples of good practice in this field. Although a number of research projects have been conducted in this sector, and considering very low availability of investments in this field, an underdeveloped market and low awareness-level, there are only few biobased products avaiable on the Slovene market. The potential of clustering has thus become been underexploited.
; In the master's thesis, we focus on exploring the role and importance of the image and reputation of political actors in the context of modern democracy. We see the image and reputation as two of the key determinants, based on which inconsistent and independent voters and citizen generally decide to whom to give their vote at the elections and loyalty in a longer period of time. It is a fact that modern voters distance themselves from political parties and follow more short-term decision-making motives, like image, personality and success of the political actor. In the 21st century, modern democracy is thus at a crossroads because we are witnessing political passiveness. Political actors thus increasingly turn to political marketing tools for the mobilization of citizen in order to win the elections and remain in the political arena for a longer period of time. They use political marketing to identify the needs and desires of voters, based on which they then build the image and reputation of the political actor. The goal of the master's thesis is to find out the role and importance of building the image and reputation of political actors (in different approaches of political marketing) in modern democracy, identify the trends of modern democracy with focus on policy personalization, within which we will analyse the importance of image and reputation, theories and models for image and reputation building and offer a systematic model for image and reputation building, which can be applied in practice. In this field, we namely perceive a lack of researches, since the majority of authors recognize the importance of the image of the political actor in the voter's decision-making process, but neglect the conceptual understanding how the image is even built and which techniques and strategies are being used in this procedure.
V magistrskem delu so zaradi tega razloga predstavljeni le določeni dejavniki in definicije. ; In this work, we examined the factors of business negotiations between partners from Slovenia in relation to partners that came from the stats of former Yugoslavija. The factors and characteristics of business negotiations in the general sense are described, as well as the influence of cultural factors, which are reflected in the framework of international business relations and negotiations. Cultural facts are the foundation upon which business relations are based, when business partners from different countries meet in the process, and that means that we must pay attention to the differences in the communication process, respect for foreign culture and their habits, and sometimes even religion. Differences between our and foreign factors of culture, at least knowing and respecting them, are the key to building and maintaining long-term business relationships. The differences are actually present everywhere, not only at the global level of business, but also at the local level, as companies, their policies and goals are different. It is necessary to adapt to others if we are to achieve something that benefits us. Facing and conquering intercultural differences helps us to understand intercultural dimensions, and we must be aware that we will learn this throughout our lives. Culture is a wide range of concepts, social norms and values, so that they can be completely taken over and fully identified with them. For this reason, in this work only certain factors and definitions are presented. Theoretical part of this work contains the definitions of negotiations and the international negotiations. There is also the presentation of countries that form ex Yugoslavija, while while in the empirical part of this work we summarized the actual experiences of the employees, that have been conducted in the in-depth interview, and obtained important information and guidelines that will be usefully presented to other business people who are already actively involved or have the intention to cooperate with business partners in the research region in the future. The concluding part summarizes the main findings. We can say, that for successful negotiation in the countries of former Yugoslavija, you need to know ther religion and respect it, and that is the factor that will guarantee long term relationships with them. Most of all, they need you to be a person, a good man. Personal relations are more important than making business, relationships are based on knowledge of people on a personal and business level, which need to be maintained in a coordinated manner (even when we are not in proactive cooperation with a partner, it is necessary to maintain a relationship, to contact or to visit them, to bring them gifts). We can also conclude that the way of negotiations in the countries of the former Yugoslavia does not differ much more strongly than the European one, since they actively strive for European standards.
Doktorska disertacija preučuje specifično usmeritev mednarodne ekonomije, in sicer področje politik razvojne pomoči. ; This PhD dissertation studies a specific direction of international economics — the field of development aid policies, and focuses on its efficiency, mainly due to the relevance of the issue, since it is associated with numerous global challenges. Development aid, as the central theme of this dissertation presents the underlying concept, with which countries attempt to resolve developmental differences around the world. Studying the efficiency of development aid in terms of economic sciences is a very promising concept, mainly due to the fact that the gap between the developed countries of the global South and the global North is larger than ever, and current studies, nor resolution models, offered any effective solutions for changing or improving the current state. All of the above was studied on the African, Caribbean and Pacific Group of States (ACP) for two main reasons: Firstly, because the vast majority of these countries is a long-term beneficiary of development aid and secondly, because this provides us with a sound foundation for studying, including both the poorest Sub-Saharan countries and island states, which experienced rapid economic development in recent years. Thus the structure of this dissertation relies on both theory and application. The first part presents the fundamental theoretical terms from developmental economics, North-South relations, the history of cooperation among ACP countries with various international players and theoretical determination of development aid and its efficiency. The second part is intended for applied research of the efficiency of development aid policies. ACP countries were divided into two groups, group A with those receiving the most development aid and groups B with those receiving the least. We presumed that countries that received the most development aid made the most progress. Their progress was studied according top five economic and social indicators of development: GDP per capita, exports of goods and services, mortality of children under five years of age, growth in life expectancy and the number of migrations. Based on data retrieved for specific fields, we generally presumed whether development aid policies had achieved its purpose – if they were efficient. From the substantive aspect, this dissertation is an original contribution to the science of economics in its study of the problems in the existing system for distributing development aid and consequently its efficiency, to research of development problems in ACP countries and to proposals for meeting the modern challenges of international development. It also fills the gap in the study of the concept of international development through qualitative research methods, since existing research is extensively quantified. Since this dissertation is originally in Slovenian, it also adds to the scarce literature in this field and to future research of international developmental issues and the global challenges they bring.
; The Responsibility to Protect (R2P) was adopted in response to the humanitarian catastrophes at the turn of the millennium, as States did not protect their populations from atrocities. Although not formally a legal norm, its content reflects the international legal obligations of States, which include the prevention of crimes against humanity, war crimes and genocide. Addressing the pandemic itself does not fall within the scope of R2P, however it is of extreme importance for it. The outbreak of the COVID-19 pandemic presents a serious challenge to the international community, as it not only presents health but also an economic and social crisis, which is a serious risk factor for the occurrence or acceleration of atrocities that States must prevent according to the R2P. However, neither the calls of the Secretary-General of the United Nations nor the General Assembly, the Security Council or the Human Rights Council, convinced them of longer-term ceasefires, which would enable delivery of humanitarian aid to the most vulnerable population and a more successful containment of a pandemic. Consequently, already difficult living conditions of the population have only worsened. Given the States' conduct, the question arises whether inappropriate responses to the pandemic could result in a crime against humanity or in the context of armed conflict in a war crime. The master's thesis thus focuses on how, if at all, the responsibility of the States changes during a pandemic, what impact it has on the R2P, whether the pandemic can be addressed under R2P, or the latter would only distort the 2005 reached consensus.
; The purpose of the Master thesis was to examine the state of awareness of the cross-compliance system. It was also intended to examine the possibility of standardization of the system implementation procedures, to identify best practices among shareholders and to present these to all shareholders as a set of good practices joined in guidelines, in order to become more efficient in the management of control systems. The implementation model of the existing cross-compliance system was analyzed as a basis for the improvement of the system. Furthermore, the accreditation criteria to be met by a paying agency were also examined and upgraded with the requirements of the new ISO 9001: 2015. The criteria that contribute to more effective management of control systems were followed during the standardization processes. In order to achieve greater effectiveness of the management system and more effective implementation of the system the findings were combined in the identified deficiencies of the system and proposals for improving the functioning of the model. Within the study the precise answer to the effective management of controls is defined as a result of the comparability between findings based on regular system checks outside the subsidy system and findings of controls in the subsidy model. As established the concept of the model is in place. However, with the application of proposed improvements of the existing model and the elimination of the exposed weaknesses the control systems within the Common Agricultural Policy could be managed more effectively. In the framework of the Master thesis the quantitative survey and the qualitative research were carried out, the latest through interviews with managerial and operational level of shareholders model. The quantitative survey was based on an online questionnaire submitted to agricultural advisers, farmers and consumers. The results of the research conducted with shareholders of the cross-compliance model showed that harmonization of objectives concerning agricultural, environmental and conservation policy is essential for a successful common policy. The legislative frameworks, guidelines and measures of the above mentioned policies have either direct or indirect influence on the scope of cross-compliance. It is necessary to take advantage of the flexibility of policies at EU level as well as the specifics of our country and to set clear medium term and long-term agriculture strategy, with planned and targeted measures that are supported by all key policies, in the interests of the farmers and sufficiently stable in time. Direction towards this goal will lead to the compliance with standards, the sustainable development of agriculture and will make Common Agricultural Policy more compatible with the expectations of critical society in general. These elements are identified as the cross-compliance policy objectives.
; Due to increasing competition and free market entry, organizations must strive for the largest possible market advantage or recognisability and performance, irrespective of the area of operation. This also applies to non-profit organizations, which follow their non-profit mission in a profit manner and realize it in a non-profit way. Chamber of Craft and Small Business of Slovenia is also a non-profit organization, which has been operating in the Slovenian space already for 47 years and it was established on the basis of common interests of craftsmen of that time and because of the limitations of the state in the development of crafts. In the theoretical part we presented non-profit organizations in short, the management of non-profit organizations and their basic functions. Further on we addressed and defined the strategy, the vision and the mission, which are guides for the operation of all organizations, especially the non-profit ones, which do not exist to make profit but due to the realization of common interests of certain groups. Properly set goals (short-term or long-term) are guides for the implementation of the strategy, the implementation of the mission and the pursuance of the vision of a non-profit organization. Since non-profit organizations operate mainly in the service sector, we have defined services, their quality assurance and measuring. In the continuation we defined human resources in short because employees are the most important asset in all service organizations, and in non-profit organizations they represent the only asset of such an organization. In the third chapter, we briefly presented the operation of the chamber system in the European Union and its European associations, and we compared similar chamber systems in the EU countries with the Slovenian craft chamber model and we established their similarities and differences. Within this part we briefly described the supportive business environment in Slovenia, a part of which is also the Chamber of Craft and Small Business of Slovenia and its regional units – regional chambers of craft and small business. In the continuation we discussed and described the craft chamber system in Slovenia in detail. In the research part we verified research hypotheses, beside certain socio-demographic data and some current questions about the operation of the craft chamber system, we made a SWOT analysis with which we defined the strengths and weaknesses of the craft chamber system as an organization, and threats and opportunities that the craft chamber system has in the external business environment. We have established that the employees in the craft chamber system are not satisfied nor dissatisfied with the system's operation, but the majority of employees agree that it could function better as it has well-versed professional staff in regional chambers of craft and small business and good counselling service in the umbrella organization. Good practice cases in other EU countries have shown that there is no completely identical case that would be the same as the Slovenian craft chamber system ; however, the closest and the most similar are the public-law systems of chambers in Germany and Croatia. In the conclusion of the thesis, we made proposals to improve the operation of the craft chamber system, which are guidelines for the employees and the management of the craft chamber system on the basis of the research, system comparison and SWOT analysis.
Z raziskavo smo ugotavljali stanje aktivnosti starostnikov v pretežno podeželskih občinah Pesnica in Kungota, ki sodita v ruralno območje Podravske regije. Anketirali smo starejše občane in zbrane podatke primerjali s prosto dostopnimi podatki statističnih baz in z rezultati indeksa aktivnega staranja v državah EU. ; The age structure of a population is changing, in Slovenia as well as in many countries of the EU and other regions of the world. The process of population ageing requires adjustments and social and economic changes that will enable the quality of life for all generations. The article is based on an economic and social analysis of existing resources and on our own research. A critical review of the literature, secondary sources, and websites dedicated to demographic problems, the silver economy, and the quality of life of the elderly was conducted. We conducted a survey of the elderly population of the municipalities of Pesnica and Kungota, which lie in the Podravska statistical region in the Republic of Slovenia. The silver economy enables the social and economic development of individual geographical areas with potential for new markets and economic activities. In this context, it is necessary to ensure access to sustainable long-term care systems for active and healthy ageing. The concept covers lifelong learning, intergenerational cooperation, research and innovation, and institutional change. In 2017, Slovenia with Strategija dolge družbe (Active Ageing Strategy) accepted the conceptual framework of the proposed changes in the areas of: the labor market and education of the elderly; independent, healthy and safe living; involvement and participation in society and the creation of capacities and environments for activity in all stages of life. All these areas coincide with the scheme of an internationally comparable system of active ageing index indicators. The research was used to determine the activity status of 81 older people in the Podravje region, in the predominantly rural municipalities of Kungota and Pesnica. There were no employees among the respondents. The survey involved active pensioners who were mainly engaged in gardening, hobbies and farming. We note that the respondents are quite independent, physically active and in good health. While independence or autonomy of the elderly is not called into question, financial security is a matter of concern, as most respondents receive low monthly incomes. The analysis of the state of activities of the elderly shows the potential for the development of the silver economy, which would help increase the income of the elderly through active policies and projects of all participants at the local and regional level (Quadruple Helix). An important area is capacity and the environment, which enable active ageing. The research showed that some respondents use ICT for educational purposes or they learn to use a computer, while others use ICT to communicate. We did not perceive social exclusion, isolation or loneliness among the respondents. The most common forms of communication are getting together with relatives and friends. The identified characteristics of the rural area in question provide insight into the situation and opportunities in the field of active ageing and at the same time indicate areas where there is potential for the development of the silver economy.
; Master's thesis is focused on the area of security of energy supply, which is next to sustainability and competitiveness one of the key objectives of the European energy policy. It specifies the economic importance of the objectives of security of supply, and the risks associated with the supply, as well as the EU Energy Security and Solidarity Action Plan. As already stated, the security of supply is one of the key objectives of EU energy policy, therefore, special attention is also given to the creation of the European energy policy, its objectives and potential actions, as well as the current situation and challenges of the energy sector in the EU. Today the EU is facing with number of challenges, among which the biggest challenge is the high import dependency, so it is essential for Europe to take action now and work together to ensure a competitive, sustainable and above all, reliable energy supply. To this end, the EU accelerated its efforts to develop a common energy policy. Because Slovenia is also a member of the EU, master's thesis also presents origins and objectives of the Slovenian energy policy, security of supply in Slovenia and its objectives and importance. In its practical part master's thesis focuses on the analysis of the energy import dependence of the EU and the Republic of Slovenia and the role of renewable energy sources (RES) to ensure security of supply. With the help of statistical comparisons, enriched with tabular and graphic representations are presented production and consumption of energy in the EU and Slovenia, which is the basis for further analysis, i.e. analysis of import dependence, as the main indicator of security of supply. It is also presented the role of RES in providing security of energy supply, and analyzed the factors that cause differences between the EU Member States on the exploitation of RES. Special attention is also given to the predictions for the future, both at EU level as well as in Slovenia. At EU level two scenarios to analyse the Europe's energy trends by 2030 are presented, the so-called reference scenario and baseline 2009 scenario. To predict the energy future of Slovenia long-term energy balances by 2030, designed for more scenarios, are presented and analyzed. Special emphasis is placed on the projected indicators for monitoring the security of supply in Slovenia. For a better understanding of master's thesis is at the beginning also presented the formation and development of the EU as well as Slovenia, as an EU member.
