Many natural resources have degraded and collapsed despite being managed under rigorous institutional frameworks set up to ensure rational exploitation. Path dependency of dysfunction institutions has been suggested as an explanation for such undesired outcomes. We explore the role of path dependency in natural resource management by studying a 100-year evolution of Swedish fisheries. We rely on three main types of original longitudinal data collected for the period 1914–2016: (A) policy documents, (B) government spending on management and subsidies, and (C) catch and fleet data. Our analysis contrasts the periods before and after the Swedish entrance into the European Union (1995) because this marks the year when fisheries policy became beyond the direct influence of the Swedish government. We uncover four pieces of evidence suggesting the existence of a path dependent dynamic in the pre-EU period: (1) despite increasing insights on the vulnerability of fish stocks to overexploitation, national policy goals in relation to fisheries continuously promoted incompatible goals of social and economic growth but without any reference to the sustainability of the biological resources; (2) the same policy instruments were used over long periods; (3) actor constellations within the fisheries policy subsystem were stable over time; (4) neither political regime nor macroeconomic variables and fisheries performance (industry production, oil price, landing values) could explain observed temporal variation in subsidies. We conclude that key policy actors in the pre-EU period formed an "iron triangle" and thereby prevented necessary policy changes. These national reinforcing feedbacks have been weakened since EU entrance, and the indicators for path dependency show broader involvement of stakeholders, a shift in spending, and policy goals that now explicitly address ecological sustainability.

This study examines the changes of total organic carbon (TOC) concentrations in 20 Swedish lakes throughout Sweden using pre-industrial (1860) TOC0 inferred from near-infrared spectrometry (TOCNIRS) of lake sediments to determine if land use change over time could be a plausible explanation for changes in lake water TOC. The study also focuses on the importance of using inferred pre-industrial data of lake water pH and TOC for acidification assessment, in particular ANC0. Most lakes in this study show a long-term decreasing trend of TOC from 1860 up to -0.45 mg/l/yr-1 to an identified breaking point where the TOC turns from decreasing to increasing. Fifteen of the lakes have a breaking point in the mid to late 20th century (1950-1980) while five lakes do not display a clear breaking point. The magnitude of the increasing trend of TOC after the breaking point is up to 0.16 mg/l/yr-1 . Changes in land use were studied by comparing historical maps with present databases of land use. Land use changes in the catchment area show substantial differences in forest cultivation; for instance the coniferous forest has increased by 26% on average. This increase is due to removal of native forest (deciduous forest) and removal of wetlands. Two major conclusions can be drawn from the effects of land use change on TOC levels: (I) No direct correlation between land use change and long-term trends of TOC could be identified in this study. Previous studies have identified the effects of land use change on the carbon storage in the catchment area that corresponds well with the findings of this study. (II) the character of the forest land plays an important role when discussing the effects of land use change for long term TOC trends. The change from open-ended forests with large trees to intense managed forest is considered as an important driving force for TOC. To determine reference conditions there is a need to make good estimations of ANC0 for acidification assessment in Swedish lakes. This study examines the precision of MAGIC model ANC0 calculations (ANC0-MAGIC) against ANC0 calculated with TOCNIRS, diatom-pH and calculated pCO2 (ANC0, diatom-NIRS). ANC0, diatom-NIRS shows a mean difference of (-31µeq/l) when comparing it with ANC0-MAGIC. In comparison, when using contemporary TOC (TOCt) mean lake value 1990-2005 (ANC0,diatom-TOC) the results show a mean difference of (-0.45 µeq/l) in comparison with ANC0-MAGIC. A better fit is generated with TOCNIRS then TOCt. This could be an indication that ANC0- MAGIC overestimates the acidification of Swedish lakes. The European Union's "Water 8 Framework Directive", which Sweden has implemented, requires that all surface waters within the Union's authority have achieved good ecological status by 2015. According to the ecological quality standard the differences between the pre-industrial pH and contemporary pH, i.e. ΔpH=pH0-pHt, should not be more than 0.4 units. This study shows that the long-term trends have to be accounted for when calculating reference conditions and ecological status for acidification

We propose a long-term breeding program for Norway spruce and Scots pine in southern Sweden based on a model. presented in a parallel paper. For the establishment of the long-term breeding population we propose three founder populations for Norway spruce. one of Swedish origin. the others from the Carpathian mountain range and White Russia respectively. Only one founder population. Swedish. is proposed for Scots pine but we suggest further exploration of foreign sources. For all founder populations we should like two parallel schemes. One should be based on sub populations consisting of 30 to 40 parents each. the other based on selfed lines. In the first alternative. problems with inbreeding depression are avoided: in the second. we intend to purge detrimental genes by inbreeding. The subpopulations will cover southern Sweden. that is. from the south up to 62o latitude It is suggested that the Institute of Forest Tree Improvement takes care of the long-term breeding populations. We consider the long-term breeding effort to be an important means of managing the country's biological resources. and therefore consider it proper for the government to fund the program.

The Scandinavian forestry sector is facing a major challenge. After a century of rapid growth - both in forestry and the forest products industry - the sector is approaching a situation where rapid growth will no longer be possible simply because most of the annual forest growth is already being utilized. One may choose to let the forces of the free market shape the transition from rapid growth to moderate growth. Or one may choose to pursue policies that are intended to improve the transition in one way or another. Wood Resource Dynamics (i.e. this volume) describes the historical background for the current situation, both concerning the supply of and demand for wood and concerning existing legislation and management practises. The volume further describes the problems caused by slow growth in the forestry sector, and a discussion of the various policies that can be conceived to soften these problems. A system dynamics simulation model was developed to elucidate the likely future effects of the various policies. The volume proceeds to illustrate how this computer simulation model of the Scandinavian forestry sector can be used in discussions of long term policy for the forestry sector. The general applicability of the simulation model is being demonstrated by adapting the model to the case of Finland. Finally, Wood Resource Dynamics gives a short introduction to the system dynamics method for model building by presenting two applications to concrete, short term problerns in the forestry sector - pulp inventory control and forest stand management.

From comparative research on the constitutional development in Central & Eastern Europe & also from the long-standing debate on whether parliamentarism or presidentialism best facilitates democracy, it is apparent that there has been & continues to be, a certain degree of confusion concerning the concepts of semi-presidentialism & presidentialism. Different scholars mean different things by the terms & therefore classify countries differently. In this article I argue that the conceptual dichotomy between pro-premiar (premier-presidentialism) & pro-president systems (president-parliamentary systems) provide the best solution to several of the problems related to categorizing constitutional types, most importantly perhaps to the presidential power dilemma. I, furthermore, employ these concepts on the post-communist constitutional systems & try to reveal patterns with regard to presidential power, geographical region & democratzsation. 6 Tables, 3 Figures, 51 References. Smallholder farmers are defined as key actors in the implementation of Agenda 2030, based on their importance for food security and poverty reduction, particularly in Sub-Saharan Africa. This is also true for South Africa, where smallholder farming has attracted considerable policy attention in an attempt to break the trend of rural poverty and the legacy of the apartheid era. One issue of concern is the long-term decline in arable production in fields, reflecting a wider trend of de-agrarianisation among peasantries and smallholders all over the world. In South Africa this withdrawal from field cultivation is compensated to an extent by intensification in garden cultivation. This thesis explores how smallholders perceive the role of these two different crop cultivation practices in their daily lives. The empirical data were collected during an ethnographic field study in rural South Africa in early 2020 using a variety of qualitative research methods. Drawing on the theoretical concepts of lifeworld and system world together with perspectives of livelihoods, the study shows that household agricultural production is being downscaled, with most households prioritising the continuation of garden cultivation. Garden cultivation draws upon capabilities that most households can access and is viewed as a taken-for-granted activity within the lifeworld of smallholders. Field cultivation emerges as a deliberate choice made by households who are able to access sufficient family labour and financial capital. Furthermore, arable production in fields is based on long-term experience of government involvement, resulting in a commonly shared view that a government presence in field farming is something to be expected even today. It would appear that this commonly shared view enables agricultural projects and certified seeds to be introduced that are disembedded from smallholders' local conditions, mirroring a policy belief in a New Green Revolution for Africa. This finding suggests that garden cultivation can serve as an example of crop cultivation that is attuned to local conditions, indicating the direction smallholders could take if they are to fulfil their role as promoters of sustainable development in line with Agenda 2030.

It may be challenging to see how illegal hunting, a crime that ostensibly proceeds as shoot, shovel and shut up in remote rural communities, at all communicates with the regime. Examining the socio-legal interplay between hunters and state regulation, however, clarifies illegal hunting to be part of a politically motivated pattern of dissent that signals hunters' disenfranchisement from the polity. While few contemporary illegal hunters cut conscientious figures like Robin Hood, their violation of illegitimate law may likewise testify to a profound disjuncture between legality and legitimacy. This is the premise taken in the following research. Here it is observed contemporary Swedish hunters experience the deliberative system pertaining to wildlife and wolf conservation to be systematically stacked against them and unable to serve as a site for critical law-making that provides equal uptake of all voices. One manifestation of their growing disenfranchisement is the establishment of a counterpublic mobilised on the basis of shared semantics for the sorts of deliberative deficits they argue befall them in the present. Within the remit of their counterpublic, hunters undertake and justify illegal hunting along with other forms of disengaging dissent like abstentions, non-compliance, boycotts and conscientious refusals with state agencies. The research captures hunters' dissent in Smith's deliberative disobedience, a deliberative and Habermasian grounded reinterpretation of the more familiar classical theory of civil disobedience. On this perspective, illegal hunting signals a deficit in the deliberative system, which hunters both bypass by taking an alternative conduit for contestation, and draw attention to when they undertake dissent. The dissent in this case study is deconstructed in terms of its grammar—as simultaneously engaging and disengaging with the premises of power—and in terms of its communicative content. Set within the field of Environmental Communication, the dissertation is intended as an empirical and theoretical contribution to a discussion on the boundaries of political dialogue in the context of civic disenfranchisement: it asks whether some of hunters' dissent may be parsed as a call for a more inclusive debate, or as dialogic acts in themselves. Finally, it presents ways toward short-term and longer-term reconciliation of hunters with the deliberative system, drawing on the work of contestatory citizen mini-publics from the third wave of deliberative democracy.

Bergslagen in south-central Sweden is an informal region with a long history of intensive land use. The legacies of than 2000 years of integrated use of ore, forests and water major national and international economic importance now involve several challenges for the maintenance of landscapes. This includes sustainability of rural and urban communities, of green infrastructures for natural capital and human well-being as well as of forests, river basins and mining. In response to this cross-sectoral integration necessary at multiple levels of public, private and civil as well as academia and schools. Landscapes need thus to be viewed as integrated socio-ecological systems. Collaboration and continuous learning among actors and stakeholders are needed for sustainable use and management of landscapes' goods, services and values. To support this requires (1) data, monitoring and assessment of different aspects of sustainability, (2) continuous knowledge production about material and immaterial landscape values relevant for the management of ecological, economic, social and cultural dimensions, (3) information and communication using both traditional media, as well as (4) through art and culture. the vision to contribute to satisfying these requirements Sustainable Bergslagen initiative emerged gradually since 2004 as a multi-level partnership for sustainable landscapes (www.bergslagen.org). By joining the International Model Forest Network (IMFN), and the network for Long Term Socio-Economic and Ecological Research (LTSER), actors and stakeholders can learn from other regions' sustainable development processes, and make Bergslagen more visible internationally.

Stratagems adopted by democratic leaders to try to insinuate, or anchor, a preferred course of action into the larger collective will have a variety of repercussions. Beyond the apparent success of the venture itself, the long-term integrity of the democratic fabric may be at stake if simmering rancour and discontent is left unheeded. These questions would seem particularly pertinent when studying the national side of the evolution of the European Union. The periodic shunting of competencies to European institutions is highly complex, so much so that popular legitimacy for the momentous changes is in effect something of an ephemeral commodity. The referendum, with its unique potential to determine the prevailing vox populi, has from time to time been employed to offset these problems, and lend continued credence to the relinquishment of sovereign power. The political entities that will be the powerhouses in this contest for the hearts and minds of the public are, inevitably, national political parties. They, too, are likely to pay whatever political price will be exacted as a consequence of this unusual form of battle – including the exposition and potential widening of internal rifts. Noticing a dearth of investigative tools that can help us unravel these processes, the author develops a structured framework of analysis specifically designed to "parse" strategic or tactical action, with the aim to gauge likely party-democratic fallout. She makes a first-level distinction between "convincing" strategies (basically conceptualised as compatible with deli¬berative-democratic tenets), and "persuading" strategies (closely associated with a subset of negotiation theory principles focusing on strategic action). While both strategies may lead to the desired short-term outcome – where leadership preferences are duly propagated – a convince/persuade analysis is shown to yield improved understanding of the concomitant, longer-term effects. The author studies the Swedish Social Democratic Party's internal handling of the debates leading up to two pivotal referenda – the EU membership referendum of 1994, and the EMU referendum of 2003. Reviewing a wealth of secondary sources and conducting more than 40 interviews with high-level party officials and other centrally positioned actors (representing both sides of the two issue divides), she is provided with a unique material, which is parsed through the framework (which at this point also proves to be a sound analytical instrument). The study is primarily qualitative in nature, but an entire chapter is devoted to a complementing quantitative analysis where an existing Discourse Quality Index (DQI) is used to determine the level of deliberation prevalent in four party congresses (two preceding the EU referendum; two preceding the EMU referendum). One "convince" sub-dimension, respect, proved to be the one most easily affected by external events, not to mention deadline imposed by the referendum. The qualitative analysis revealed a generally higher level of justification (another "convince" sub-dimension) in the EMU case than in the EU case, and the reverse was true for the respect dimension. In both instances, the party leadership acted to pacify [persuade] the debate, notably by prohibiting government ministers from being active in the respective no-campaigns. A preliminary hypothesis that "deliberative space" shrinks as the final deadline looms was in part corroborated, as turned out to be valid for the respect dimension.

However, the zeal for cleaning was more than just a health issue – it also contributed to societal change at large. This book aims at deepening our understanding of cleanliness in relation to social class, gender, work, consumption, and space, viewed from a Nordic perspective. The battle against dirt was fought on a broad front, and on different levels of society. The book at hands offers glimpses of the long and complex societal process which was required for the Nordic societies to grow cleaner over time. Behind the gradually increasing interest in soap and lather lay challenges, negotiations, and disagreements about the ways in which cleanliness should be advanced, and who would be the ones advancing it. To establish the supremacy of soap required a lot of hard work. The ten chapters shed light on the interaction between debaters, voluntary associations, institutions, and individuals. How was cleanliness promoted and what was the reception like? Who and what was to be cleaned, and on which terms? What did cleanliness mean in different contexts and for different individuals? Continued unsustainability and surpassed planetary boundaries require not only scientific and technological advances, but deep and enduring social and cultural changes. The purpose of this article is to contribute a theoretical approach to understand conditions and constraints for societal change towards sustainable development. In order to break with unsustainable norms, habits, practices, and structures, there is a need for learning for transformation, not only adaption. Based on a critical literature review within the field of learning for sustainable development, our approach is a development of the concept of transformative learning, by integrating three additional dimensions—Institutional Structures, Social Practices, and Conflict Perspectives. This approach acknowledges conflicts on macro, meso, and micro levels, as well as structural and cultural constraints. It contends that transformative learning is processual, interactional, long-term, and cumbersome. It takes place within existing institutions and social practices, while also transcending them. The article adopts an interdisciplinary social science perspective that acknowledges the importance of transformative learning in order for communities, organizations, and individuals to be able to deal with global sustainability problems, acknowledging the societal and personal conflicts involved in such transformation.

The forestry and reindeer herding sectors utilize the same land in northern Sweden, and adversely affect each other's productivity. The common pool resource character of this situation has made it difficult to find ways to resolve conflicts that could threaten the two sectors' continued co-existence. A consultation procedure that was introduced to reduce conflicts does not appear to be effective, since conflicts between the two actors still occur. One reason for this failure might be found in the power distribution between forestry and reindeer herding. Earlier research has shown that a co-management system in which the allocation of power between the stakeholders is uneven is difficult to maintain in the long term. However, it is unclear just how uneven the power distribution is between the two actors in this case, and the consequences the disparity might have for the viability and stability of the management system. Focusing on the power relations within the consultation procedures, this paper explores the potential of the present institutional system to take the different interests of the stakeholders into account and to use the consultation procedures as tools for co-managing the forest resources in northern Sweden.

Nomadic pastoralism has thrived in Asia's rangelands for several millennia by tracking seasonal changes in forage productivity and coping with a harsh climate. This pastoralist lifestyle, however, has come under intense transformations in recent decades due to socio-political and land use changes. One example is of the high-altitude trans-Himalayan rangelands of the Jammu and Kashmir State in northern India: major socio-political reorganisation over the last five decades has significantly impacted the traditional pasture use pattern and resources. We outline the organizational transformations and movement patterns of the Rupshu pastoralists who inhabit the region. We demonstrate the changes in terms of intensification of pasture use across the region as well as a social reorganisation due to accommodation of Tibetan refugees following the Sino-Indian war in 1961 to 1962. We focus in particular on the Tso Kar basin - an important socio-ecological system of livestock herding and biodiversity in the eastern Ladakh region. The post-war developmental policies of the government have contributed to these modifications in traditional pasture use and present a threat to the rangelands as well as to the local biodiversity. In the Tso Kar basin, the number of households and livestock has almost doubled while pasture area has declined by half. These changes have potentially negative consequences for the long-term resilience of nomadic pastoralism as well as for the survival of rare local wildlife. To increase the pastoralist standard of living, having fewer pastoralists may be the only solution, and alternative livelihood options may bring this about. Development programmes should concentrate on enhancing opportunities for herders so that there is a greater diversity of employment opportunities and potentially better chances for the persistence of biodiversity.
