A novel Covid-19 virus initially threatens the Chinese metropolis of Wu-Han and has been causing a global pandemic in 2020. In order to impede the spread of the virus and thus relieve the burden on the respective health care systems, governments around the world are being forced to impose unprecedented restrictions on social life. In addition to closing all forms of public life and cancelling all public events, the measures taken in Austria also include an initial restriction for the individual to stay at home. From an economic-psychological point of view, the decision to comply with these measures can be described as a social dilemma. The individual would profit from defection but at the expense of the general public. The Federal Government must therefore provide appropriate incentives to convince citizens to still comply either through trust or sanctions. Using the example of Austria, this article examines how the emergence of the crisis is first perceived, which communication strategies are used to motivate citizens to comply and why citizens sometimes react with supposedly irrational actions.

Mainstream economists are reluctant to integrate features of bounded rationality into their behavioural assumptions. However, particularly in the field of economic policy the scope for irrational behaviour is given, since voters lack incentives for rational reasoning concerning their voting decision. The explanatory power of irrational behaviour is demonstrated for the example of reform resistance. Status quo preferences, endowment effects and loss aversion are typical deviations from full rationality and explain resistance against beneficial reforms even if there is full information. From this psychological perspective, a major precondition for the implementation of reforms is the loss of the status quo as an available option. This loss might result from changing external constraints caused by political integration (European Union) or market integration (globalisation). Test runs of policy options might also be helpful for overcoming psychological reform resistance.

Psychologische Studien belegen vielfältige Abweichungen menschlicher Denk- und Verhaltensweisen von den üblichen Rationalitätsannahmen ökonomischer Modelle. Die traditionelle Ökonomie begegnet diesen Hinweisen begrenzter Rationalität mit Zurückhaltung, auch wenn derartige Ansätze inzwischen auf einzelnen Gebieten, wie etwa der Finanzmarktanalyse im Rahmen der Behavioural Finance Akzeptanz gewinnen. Um so mehr erstaunt es, dass psychologische Einsichten noch kaum Eingang in die Analyse der Wirtschaftspolitik gefunden haben, wo ja nicht einmal das Korrektiv der Märkte zur Rationalität zwingt. Der Wähler hat kaum Anreize zu einer rationalen Beurteilung wirtschaftspolitischer Programme, da seine individuelle Wahlentscheidung praktisch keinen Einfluss auf die Qualität der Wirtschaftspolitik hat. In der politökonomischen Analyse hat dies Kalkül unter dem Terminus der ?rationalen Ignoranz? einen festen Platz. Mit der gleichen Begründung, mit der ein geringer Informationsstand des Wählers für rational erklärt wird, kann nun aber auch die ?rationale Irrationalität? begründet werden: Kein Wähler wird individuell dafür bestraft, wenn er die Beurteilung wirtschaftspolitischer Optionen auf Basis angeborener Instinkte und nicht auf der Grundlage eines Rationalitätskalküls vornimmt. Die Arbeit zeigt im Rahmen einer theoretischen Analyse, einer Institutionenanalyse und einer empirischen Einstellungsanalyse, welche normativen Konzepte von Gerechtigkeit in der Alterssicherung relevant sind, wie vor diesem Hintergrund bestimmte institutionelle Regelungen zu bewerten sind und welche Einstellungen in der deutschen Bevölkerung dazu vorliegen. Zunächst wird dargelegt, dass es kein a priori vollständig überzeugendes Konzept von Generationengerechtigkeit gibt. Insbesondere auf Generational-Equity basierende Ansätze, die suggerieren das Problem intergenerationaler Gerechtigkeit in der Rentenversicherung finanzmathematisch lösen zu können, muss mit Skepsis begegnet werden. Aufgrund theoretischer Überlegungen vorzuziehen sind hybride Konzepte, die sowohl universalistische als auch kultur- und demo-sensitive Aspekte in sich vereinen. Die Institutionenanalyse erbringt weiter, dass das zentrale mit Generationengerechtigkeit verknüpfte Problem weniger die Ungleichheit zwischen Generationen hinsichtlich ihrer durchschnittlichen Güterausstattung ist, sondern die in der Generationenfolge zunehmende intragenerationale Ungleichheit. Schließlich zeigt die empirische Analyse der Gerechtigkeitseinstellungen, dass Statussicherung bei den Renten wichtiger einzuschätzen ist als Beitragsäquivalenz. Die primären Vorstellungen von Gerechtigkeit in der Alterssicherung orientieren sich stark am institutionellen Status quo und kaum an abstrakten Generational-Equity-Konzepten, die die in der Bevölkerung verbreitete Verlustaversion vernachlässigen. Urteilsheuristiken und regimespezifische Sozialisation erklären dabei insgesamt mehr Variation als partikulare ökonomische oder altersspezifische Interessen. Firstly, there is no a priori convincing theoretical concept of generational justice. Especially concepts based on generational equity that propose to solve the problem of intergenerational justice in old-age provision by generational accounting methods have to be considered with skepticism. For theoretical reasons, hybrid concepts that encompass universalistic as well as culture- and demo-sensitive aspects should be preferred. Institutional analysis shows furthermore that the central problem connected to generational justice has less to do with inequality between generations and more with growing inequality within cohorts in the generational succession. Finally, the empirical analysis of justice attitudes provides evidence for the relative priority of status conservation over input-equity in the determination of just old-age benefits. Primary notions of justice in old-age provision are strongly anchored in the institutional status quo and only marginally influenced by abstract generational equity concepts that also neglect widespread loss aversion among individuals. Heuristics and regime-specific socialization explain more variation in justice attitudes than particularistic economic or age-specific interests do. The general public does not neglect the problems of pension-systems in the wake of demographic changes however, but solutions are rather seen in family and education policies, while reforms in existing pension arrangements even amplify feelings of injustice in the short run.

We analyze the impact of taxation on the option to defer an investment decision and derive tax rates that do not influence the extent of postponement. Furthermore, we deduce from this option pricing framework a measure of an investor's disposition towards realizing an investment project under risk aversion. We show that capital gains taxation often reduces this disposition, whereas asymmetric tax treatment of profits and losses may compensate this effect at least partially. On this basis, we identify indifferent curves that describe different tax schedules providing constant disposition to invest. These curves enable a comparison of different tax rules and their impact on investment decisions without explicitly referring to the after-tax value of an investment project. Thereby, the decisionmaking process is simplified. Applying individual utility functions we finally analyze the influence of taxation on the investor's – decision and on utility-based decisions. We highlight the overwhelming importance of integrating taxes in typically applied valuation approaches.

Offers an overview of the principal causes of economic crisis in Cuba & the related impact of US policy toward the country, sketching the history of the US's ideological aversion since 1898 through President Clinton's current foreign policy. The crisis is attributed to: extraordinary US pressure since the 1959 revolution; the US embargo, strengthened in 1992; loss of Eastern European trade; treatment as a Third World country; & internal structural problems. The complex interplay of party politics, ideology, status, election battles, & resource allocation in US decision making is discussed. A major change of US policy is not anticipated; rather, an increased exertion of unilateral, bilateral, & multilateral tools is predicted. The text at issue written by Otto Leichter for his wife from September 1938 to August 1939 in his Exile in Paris is a unique documentation of the inside view of the loss of a beloved person during the time of one year. In addition to that the diary in letters is of great historic and social importance because both, the writer and the addressee were important persons in Austrian history, who were threatened as Social Democrats and by the race laws of Nuremberg as Jews. In the diary in letters Otto Leichter reported about his living conditions in the exile in Paris. Different to papers which were written for a greater group of readers, the author did not have to show consideration for other people. He could write down his real opinions and estimations but also his needs and aversions. So Otto Leichter reported about himself, his social surroundings, his view of the political development but also about Käthe Leichter and his relationship to her but also about her frame of mind in view of the various reprisals. We can see continuity as his longing for her, his hope for a reunion and his keen mind in political interests. But we also see the break in his relationship to political companions and the great loss of his trust in European politics. In addition to that we can observe how Otto Leichter vacillated between very realistic political analyses and the resulting despair and his desperately cling to the hope for reunion. His manifold description of problems caused by the separation is firstly a documentation of suffer, but it also marks the strong connection between the two partners. Otto Leichter lost his closest reliable person, the mother of his children, his sexual partner and his most important political companion, and he suffered very hard on the separation. Käthe Leichter, the real addressee could not ever see these words (she was murdered at concentration camp in 1942), but the diary in letters is a really extraordinary source for historical research, that should be available for a greater number of readers as scientific edition.

Zusätzlich erhält dieses Brieftagebuch noch dadurch besondere historische und gesellschaftliche Relevanz, da es sich beim Schreiber und bei der Adressatin dieses Textes um zwei bekannte Persönlichkeiten der österreichischen Geschichte handelt, die beide als Sozialdemokraten und nach den Nürnberger Rassegesetzen auch als Juden bedroht waren. Otto Leichter berichtete im Brieftagebuch auf sehr persönliche Weise über seine Lebensumstände als Exilant in Paris. Anders als in Texten, die einer größeren Gruppe von Menschen zugänglich waren, brauchte der Autor hier überhaupt keine Rücksicht auf die Öffentlichkeit oder auf die Verletzlichkeit von ihm nahestehenden Personen zu machen; er konnte seinen Ansichten, Einschätzungen, aber auch seinen Nöten und Abneigungen ungeschminkt Ausdruck verleihen. Otto Leichter schrieb über sich, seinen sozialen Umraum, seine Sicht der politischen Entwicklung, und auch über Käthe Leichter und seine Beziehung zu ihr, und auch immer wieder über ihre Verfassung angesichts der vielfältigen Repressalien. Wir betrachten Kontinuitäten, wie seine ungebrochene Sehnsucht nach ihr, seine Hoffnung auf ein Wiedersehen und seinen politischen Scharfsinn. Wir sehen aber auch die Brüche in den Beziehungen zu politischen Weggefährten und den großen Verlust des Vertrauens in die europäischen Politik insgesamt. Weiters können wir in diesen Aufzeichnungen beobachten, wie Otto Leichter zwischen sehr realistischen politischen Analysen, der daraus resultierenden Verzweiflung, und dem krampfhaften Festhalten an der Hoffnung auf ein Wiedersehen mit seiner Frau schwankte.
