Das Thema Diversity und damit der Komplex der Gendergerechtigkeit ist ideologisch aufgeladen. Gerade deshalb kommt Diversity in weiten Teilen des Alltags nur eine Nischenexistenz als Lippenbekenntnis zu, obwohl es im Moment auf der gesellschaftspolitischen Agenda weit oben steht. Public organizations have little tolerance when it comes to risks and errors. At the same time, environmental, technological, and demographic changes call for new ways of doing things to improve public sector performance. Achieving this may involve trial and error. Therefore, there is a need to effectively combine risk management and error management practices. However, the concepts tend to be intermingled and confused, which hinders public managers from deliberately exercising one or the other managerial behavior, or productively combining them. The purpose of this article is to theoretically disentangle risk management from error management. We argue that risk management is a prospective leadership behavior, while error management is a retrospective one. In our theoretical framework, we describe both concepts according to their temporal, behavioral, and normative characteristics. Testable propositions are developed regarding the theorized differences between the two concepts and their associated behaviors, and we discuss ways in which the two concepts can be applied in order to advance future research and, ultimately, improve the way public organizations respond to risks and errors.

Die Einführung von Hartz IV im Jahr 2005 war ein tiefer Einschnitt für die betroffenen Transferleistungsempfänger*innen. In den begleitenden Diskursen und der öffentlichen Meinung manifestierten sich Bilder von individuellen Fehlleistungen und "typischen" Hartz IV-Empfänger*innen, die Betroffene häufig als stigmatisierend erlebten. In der Folge wurden unterschiedliche Abgrenzungen bemüht, die eine Differenzierung innerhalb des gezeichneten "Kollektivakteurs" Hartz IV-Empfänger*in erlauben. Im Beitrag greife ich diese Delegation, also die Weitergabe von stigmatisierenden Zuschreibungen an Andere (bspw. SHILDRICK & MacDONALD 2013), auf und schlage vor, die Abgrenzungen mit der Theoriefolie der symbolischen Grenzziehungen zu fassen, die als Form des Stigma-Managements (GOFFMAN 1975 [1963]) gelesen werden können. Die Datenbasis meiner Studie besteht aus problemzentrierten Interviews mit ALG II-Bezieher*innen, die mit der dokumentarischen Methode ausgewertet wurden. Ich werde aufzeigen, wie die Grenzziehungen entlang von Erwerbstätigkeit und Respektabilität gezogen werden und rekonstruiere die handlungspraktischen Konsequenzen zwischen Delegation und Nicht-Delegation. Einige sozialpolitische Implikationen für das seit Januar 2023 in Kraft getretene "Bürgergeld" und den weiteren Implementationsprozess werde ich im Schlussteil vorstellen.

The article substantiates directions for improving the competencies of public officials in managing local development on the basis of process management. It is noted that improving the competences of public officials in managing local development on the basis of process management is an urgent need today. The need to systematize public officials ideas about the essential features and features of process management is proven, namely: basic types of activities in process management; models and measurements of process maturity; process efficiency index calculations; process management success factors; optimization of processes (rules and principles of reengineering).
For effective management of local development on the basis of process management, the development of professional competencies of public servants should be carried out through the formation of a holistic vision of the desired state of the municipal entity as a system with detailed outcomes. This will require skills and abilities to align strategic processes with a holistic vision, digitize processes, and further optimize them. Key in this context are the marketing competence of public officials and their mastery of techniques for activating behavioral insights, including community members.

An increasing number of strategies for dealing with value conflicts in public management have been presented. These include Cycling, Firewalling, Casuistry, Incrementalism, and so on. A closer look reveals an apparent contradiction. The strategies are presented as forms of practical rationality to go beyond instrumentalist approaches and find answers in the common interest, but at the same time they are presented as instrumental rational strategies to deal with blockades for particular interests. This paper uses Paul Ricoeur's analyses of compromise and of political paradox to overcome this puzzling contradiction and to distinguish more justifiable strategies of value conflict management from less justifiable strategies
