The article substantiates a need to develop a cultural code as a guardian, carrier and translator of the traditional values of modern societies, a catalyst for perfecting valuable reference points, preferences and determinants of social subjects, setting norms for them and regulating their socio-cultural activities. The author demonstrates that through the history, a cultural code working as a mechanism of spiritual and moral preeminence and ethno-cultural identity contributes to shaping spirituality and developing integration and socio-cultural interaction in the contemporary world; protects traditional values from destruction by informational and communicational revolution and by the intervention of social nets into social relations; determines the protection of culture against marginalization ruining traditional connections and forms of value and civilizational interaction.

In the transitional period of changes in all spheres of social life, the formation of new views and relations in the economy, politics and socio-cultural environment is taking place. The struggle between the new and the old leads to social tension in society. In our opinion, the main reason for the growth of social tension in modern Kyrgyz society is the crisis in the field of economics and politics. To a large extent, the crisis manifests itself in the growth of unemployment and an increase in the population with incomes below the subsistence level, which leads to the marginalization of society and a change in the image, quality and lifestyle. There are so-called "points" of concentration of social tension in modern society. In social terms, these are groups of people of retirement age, youth, the unemployed, public sector workers, the intelligentsia, low-income, large families, etc. The purpose of this article is to show the role of the intelligentsia in building a new Kyrgyz society.
Авторитаристские системы управления востребуют учредительное насилие в качестве механизма социальной консолидации. Маргинализация индивидов и групп наделяет их статусом потенциального врага, способствующего консолидации немаргинализованной части общества в соответствии с концепцией политического К. Шмитта и учением Р. Жирара о «козле отпущения». Тяготение к такой стратегии политического единения обусловлена спецификой авторитарно-архаического господства, основного на осуществлении насилия, а не производстве благ, обеспечивающих институциональную лояльность все большего числа подвластных. ; Authoritarian systems of government need the constituent violence as a mechanism of social consolidation. Marginalization of individuals and groups gives them their status of a potential enemy that contributes to the consolidation of a non-marginalized part of society in accordance with the concept of political of K. Schmitt and the teaching of R. Girard about the scapegoat. The disposition to this strategy of political unity is due to the specificity of authoritarian-archaic domination, the main one on the exercise of violence, and not the production of the benefits that ensure the institutional loyalty of the increasing number of subordinates.

The author aims to show that the forecasts of some theorists, philosophers and sociologists about the secularization and inevitable disappearance and marginalization of religion in the process of modernization of society, did not come true. Religion as a social institution has survived and has indicated its return to society and its importance not only for the individual but also for the collective consciousness and action. Deterministic frameworks of the processes of religious changes toward desecularization of society are the result of important changes in society itself: on the one hand the religious traditions acquire political significance and importance in the society, while on the other side they deprivatize faith and behavior of individuals, which can be considered as representing the crucial elements of the process of desecularization of society. These examples compelled the authors like David Martin and Peter Berger to review their theories about secularization of society during 1960s and 1970s, by presenting new ideas about desecularization of society or by limiting the theory of secularization to Western Europe countries only.

This article considers how Russian local civic organizations work and adapt to societal changes. We studied thirteen small NGOs in a region (oblast) of central Russia. These NGOs work with social issues, often connected to poverty and social marginalization. The NGOs are both formal and informal organiza-tions, such as charity funds, registered associations, informal clubs, and local groups for mutual help and support. The NGOs have varying relations to the wider public, as well as to Russian authorities. Examining the local level means here urban or rural settlements and small towns. Social issues were a subject of concern for numerous local organizations. Their success in this activity was connected to trust in them among citizens. The overall picture is that a lot depended on the reputation of a leading person at the NGO. There were not many signs of internal democracy or collective decision-making in these NGOs, strategic decisions were mostly taken by the leader. The Russian State has launched a contradictory policy on NGOs including legislation on 'foreign agents,' which means that NGOs are living in a 'dual reality': locally acting non-governmental and/or non-commercial organizations are both welcomed to contribute to solving social problems and increasingly controlled. This has caused problems for many NGOs which have, however, proved flexibility to survive. Quite a few reorganized their activities, some started deeper collabora-tion with other NGOs, the local administration or the church. Рассматривается положение белорусского языка в Беларуси, где он конкурирует с русским языком и белорусско-русской смешанной речью, так называемой «трасянкой». На основе национального опроса 1000 респондентов, проведенного в 2013 г., показано, какой молодые белорусы видят свою первичную языковую социализацию и как оценивают распределение разных языковых кодов в различных контекстах. Представлено, как и в какой мере компетентность в белорусском языке (по собственной оценке респондентов) изменяется в зависимости от социодемографических характеристик и геополитических предпочтений в отношении западной или восточной ориентации. Обсуждается вопрос о том, поддерживают ли молодые белорусы содействие распространению белорусского языка и согласуется ли пробелорусскоязычная позиция с определенными политическими предпочтениями. Приводятся доказательства дальнейшей маргинализации белорусского языка среди молодого поколения. При этом отмечается, что присутствует поддержка сохранения и даже продвижения белорусского языка, лишь незначительно поддающаяся влиянию мировой политической ориентации. = The Belarusian language in Belarus has to compete with the Russian language and Belarusian-Russian mixed speech called «trasyanka». A nationwide survey of 1000 respondents from 2013 show how young Belarusians view their first linguistic socialization and how they evaluate different linguistic codes in various contexts. They also show how and to what extent the respondents' self-reported competence in Belarusian varies due to socio-demographic characteristics and geo-political preferences with regard to a Western or Eastern orientation. It is also discussed whether young Belarusians favor promoting the Belarusian language and whether a pro-Belarusian attitude correlates with certain political preferences. Evidence for further marginalization of Belarusian among the young generation is provided, but it is underlined that there is support for the maintenance and even promotion of Belarusian that is only slightly affected by global political orientations.

The article is dedicated to the legendary person — Suleiman Kuchukov, the first Kyrgyz cadre officer, a hero of the First World War, one of the first horse breeders in Kyrgyzstan and Uzbekistan. Based on published sources, documents from archival funds and field research, an attempt was made to clarify some of the "white spots" in his biography: the correct spelling of his name, exact dates of life and death, information about awards, etc. were proposed. Some of the materials used are introduced into scientific circulation for the first time. Thus, the article dispels some of the myths associated with him. The military route of one of the first national military formations, the Kara-Kyrgyz cavalry regiment, which Suleiman Kuchukov commanded during the Civil War, was traced. In addition to military service and economic activity, the personal life and fate of his descendants are also affected among which two honored artists of the Uzbek SSR. The author separately addresses the issue of the nationality of the commander, pointing to signs of ethnic marginalization of the individual. Unfortunately, the true causes and circumstances of the sudden death of the hero remain unclear. ; Статья посвящена легендарной личности — Сулейману Кучукову — первому кадровому офицеру из числа киргизов, герою Первой мировой войны, одному из первых коннозаводчиков Киргизии и Узбекистана. Опираясь на опубликованные источники, документы архивных фондов и полевые исследования, автором предпринята попытка прояснить некоторые «белые пятна» в его биографии: предлагается правильное написание его имени, точные даты жизни и смерти, сведения о награждениях и т.д. Часть использованных материалов впервые вводится в научный оборот. Таким образом, развеиваются некоторые мифы, связанные с ним. Прослеживается боевой путь одного из первых национальных воинских соединений — Кара-киргизского кавалерийского полка, которым в годы Гражданской войны командовал С. Кучуков. Кроме военной службы и хозяйственной деятельности, затрагивается также его личная жизнь и судьба потомков, среди которых две заслуженные артистки Узбекской ССР. Особое внимание уделяется вопросу национальной принадлежности командира. К сожалению, остаются не установленными истинные причины и обстоятельства внезапной гибели героя.

The article analyzes the IFLA Statement on Network Neutrality and Zero-rating adopted on August 15, 2016 at the meeting of the World Library and Information Congress of the 82nd IFLA Conference inColumbus,USA, its importance for the international library community, as well as the socio-economic and cultural context, which was due to its adoption. Speaking in defense of network neutrality and against the practice of the zero-rating, IFLA designated a zone of latent for that period conflict of commercial interests of Internet providers and rules of equal access of the user to all types of content without speed and additional fee. Conflict this year later, in 2017, became public in the period of active struggle against the abolition of the principle of network neutrality in theUnited States.The market rate of traffic, the green light of which was opened as a result of the cancellation of network neutrality in theUnited Stateson December 14, 2017 by the Federal Communications Commission, is particularly sensitive for libraries with limited funding, unable to pay for high-speed Internet. In addition to paid access to broadband Internet, the obvious danger for libraries is the practice of zero rating, providing free and unlimited traffic in the framework of popular social networks or package tariff plans from large corporations, which leads to the monopolization of the information market by the largest IT corporations and the further marginalization of libraries.The displacement of cultural and educational institutions as a non-profitable sector on the roadside negatively affects libraries as providers of access and as creators of Internet content; strikes both on the acquisition of funds, and on the maintenance of readers of high-quality noncommercial information. As natural opponents of progressing monetization, the Library's networks favor the interpretation of the Internet as a public service, a publicly available public resource with a transparent and stable tariff, legislatively protected from attempts by providers to receive super-profits. ; Проанализировано «Заявление ИФЛА по сетевому нейтралитету и нулевому рейтингу», принятое 15 авг.2016 г. на Всемирном библиотечном и информационном конгрессе – 82-й генеральной конференции ИФЛА (13–19 авг.2016 г., шт. Огайо, Колумбус, США), его значение для международного библиотечного сообщества, а также социально-экономический и культурный контекст, обусловивший его принятие. Выступив в защиту сетевого нейтралитета и против практики нулевого рейтинга, ИФЛА обозначила зону латентного на тот период конфликта коммерческих интересов интернет-провайдеров и правил равного доступа пользователей ко всем видам контента без ограничения скорости и дополнительной платы. Конфликт этот годом позже, в 2017 г., стал достоянием общественности в период активной борьбы против отмены принципа сетевого нейтралитета в США.Отмечено, что рыночная тарификация трафика, зелёный свет которой был дан в результате отмены сетевого нейтралитета в США 14 дек.2017 г. Федеральной комиссией по коммуникациям, особенно чувствительна для библиотек с ограниченным финансированием, неспособных оплатить высокоскоростной интернет. Помимо платного доступа к широкополосному интернету очевидную опасность для библиотек представляет практика нулевого рейтинга, предоставление бесплатного и безлимитного трафика в рамках популярных социальных сетей или пакетных тарифных планов от крупных корпораций, что ведёт к монополизации информационного рынка крупнейшими IT-корпорациями и дальнейшей маргинализации библиотек.Как естественные противники прогрессирующей монетизации сети библиотеки выступают за трактовку интернета как коммунальной службы, общедоступного общественного ресурса с прозрачным и стабильным тарифом, законодательно ограждённого от попыток провайдеров получить сверхприбыль.

Современный мир часто называют сетевым вслед за М. Кастельсом и особую роль в нем играют коммуникации. Автор данной статьи соглашается с Дж. Тернером в понимании социальных сетей как пространства узлов и потоков – материальных, символических и эмоциональных. Важно, что производство, хранение, обмен и структурация этих коммуникаций во многом определяется технологиями и их дигитализацией. Важной характеристикой социальных сетей также является конкуренция между узлами за уровень значимости. Учитывая, что весь мир быстро развивается, переконфигурируя глобальные сети влияния и власти, исключая из сети незначимые или слабые узлы, региональный социум (как пространство мест) рискует отстать от этой конкуренции и на коммуникативном уровне, что равносильно структурной маргинализации. Поэтому то, с какой скоростью, каким образом и под воздействием каких факторов региональный социум включается в глобальные сетевые коммуникации, фактически является оценкой его конкурентных возможностей. Данная статья посвящена попытке анализа того, как развиваются социальные коммуникации, понимаемые в качестве идентификации сетей взаимоотношений по оси «свой-чужой» на примере регионального социума. Социальные коммуникации, как известно, быстрее и легче проникают в сети, если контрагент воспринимается как «свой», если в процессе коммуникации снимаются национальные, религиозные, территориальные, ментальные или иные барьеры. Эмпирическая база исследования получена за 10 лет мониторинга, проводимого социологами Тюменского государственного университета при финансовой поддержке РГНФ. Также использовались данные всероссийского проекта «Социокультурные портреты регионов России» под руководством Центра изучения социокультурных изменений Института философии РАН. В статье проверяются гипотезы о том, что уровень готовности социума к включению в глобальные сети коммуникаций прямо связан с отношениями «доверия-коммуникации-идентификации» по шкале «свой-чужой». Прямое гражданское участие в России – стране с развивающейся демократией, снижает уровень институционального доверия, но повышает сетевую коммуникацию. ; The modern world is often called a network (M. Castells), where communication plays a special role. The author of the article follows the understanding of social networks like space nodes and flows between them (J. Turner). Threads can be tangible, symbolic and emotional. It is important that the production, storage, sharing and structuring of these communications is largely determined by technology and digitization. An important feature of social networking is the competition between the nodes for the significance level. Given that the world is growing rapidly, is creating global networks of influence and power and excluding minor or weak nodes from the network, the regional society runs the risk of staggering behind in this competition. Backlog at the communicative level is equivalent to the structural marginalization. Therefore, an assessment of how fast, in what way, and under the influence of which factors the regional society is included in the global network of communication, allows us to estimate its competitive opportunities. This article is an attempt to analyze the social development of communication processes, whereas social communication is understood as identifying and understanding the relationship networks. Social communications are known to quickly and easily enter the network, if the counterparty is perceived as a «friend» and the communication process is free of national, religious, territorial, mental or other barriers. The empirical base of research was obtained in the process of 10-year socio-cultural monitoring by the sociologists of Tyumen State University, with the financial support of the Russian Humanitarian Foundation. The database includes the details of the «Social and cultural portraits of the Russian regions» project led by the Center for the Study of Social and Cultural Changes in the Institute of Philosophy. The article tests the hypothesis that the level of society's preparedness to be included into the global communications network is directly related to the relationship «trust» – «communication» – «identification» on the scale of «friend» – «alien». Direct citizen participation in Russia as a country with a developing democracy, reduces the level of institutional trust, but increases the level of network communications.

In this regard, questions of maintaining seniors' working capacity, physical and psychological wellbeing and support of high vitality are updated. In this particular situation, an institute of formation of the "third age" is in high demand. The institution is considered as an integral part of a general continuous educational process during all life giving an opportunity to elderly citizens to stay actively full members of society. The aim of the publication was to describe socio-pedagogical research and practical experience in the education of the elderly (the "third age") in post-Soviet Russia at the turn of the 20th–21st centuries. Methodology and research methods. The research was based on socio-cultural approach to organisation of the education system, philosophical ideas about objective positivism, concept of continuous and non-formal life-long education and theory of comparative pedagogy. Results and scientific novelty. On the basis of scientific publications and documentary sources, many of which have until been out of the research field, the initial stage of genesis of education of the "third age" in Russia was systemically analysed. Its legislative base, tasks, contents of programmes and technology were investigated; the practicability of such education was esteemed. The representatives of the "third age" were characterised as members of education – in terms of their social activity, level of the previous educational preparation, cultural and educational inquiries and differentiation on gender. Desire for world outlook generalisation, mentorship and freedom from marginalization complex after retirement were noted. The practices of the first institutions and projects of education in the "third age" were analysed: retro clubs, open universities. The structure, curriculum and the results of the education of the "third age" were characterised by the example of "third age" universities in Orel, Stavropol and Chelyabinsk. Social, pedagogical, psychological and medical and recreational tasks of such educational organisations were designated; the humanistic principles and practice-focused orientations of their activity were emphasised. In addition, the shortcomings were listed: exaggerated encyclopedism of programmes, domination of verbal material presentation, unsuitable use of forms and methods for "aged" students; lack of the funded legal base of such education, its worthy financing and shortage of special teaching personnel. However, despite shortcomings and gaps, the social advantage of the education focused on satisfaction of essential needs and interests of elderly people is obvious. The results of monitoring outcomes and surveys, in particular, recorded a marked strengthening of physical and psychological health of students, emergence of vital incentives and decrease in intergenerational conflicts in their families. The similarities and distinctions of ideas and processes within the formation and development of the system of education of the "third age" in Russia and abroad were shown. The worldwide tendency of social turn towards the changed needs of elderly people was emphasised. Practical significance. The materials of the present research will make it possible to effectively cope with new challenges and solve current problems of additional education, which is oriented on a specific social stratum – older adults, taking into account their characteristics and expectations. ; Введение. В современном обществе по причине увеличения средней продолжительности жизни неуклонно растет численность людей старшего поколения, в связи с чем актуализируются вопросы сохранения их работоспособности, физического и психологического благополучия и поддержки у них высокого жизненного тонуса. В данной ситуации крайне востребованным становится институт образования «третьего возраста» как составного звена общего непрерывного образовательного процесса в течение всей жизни, предоставляющего возможность пожилым гражданам оставаться активными полноправными членами социума. Цель статьи – описание социально-педагогического исследования и обобщение опыта обучения людей «третьего возраста» в постсоветской России на рубеже XX–XXI вв. Методология и методы. Работа проводилась с опорой на социокультурный подход к организации системы образования, положения философии объективного позитивизма, концепции непрерывного и неформального обучения через всю жизнь и теории сравнительной педагогики. Результаты и научная новизна. На основе научных публикаций и документальных источников, многие из которых до сих пор оставались вне исследовательского поля, системно проанализирован начальный этап генезиса образования «третьего возраста» в России. Изучены его законодательная база, задачи, содержание программ и технологии; дана оценка целесообразности такого обучения. Представители «третьего возраста» охарактеризованы как субъекты образования – с точки зрения их социальной активности, уровня предшествующей образовательной подготовки, культурно-образовательных запросов, дифференциации по гендерной принадлежности. Отмечены свойственные данной категории лиц тяга к мировоззренческой генерализации, наставничеству и стремление избавиться от комплекса маргинализации после выхода на пенсию. Кратко изложены практика первых учебно-просветительских учреждений и проекты образования пожилых людей – создание ретро-клубов и отдельных групп слушателей в открытых университетах. На примере работы российских университетов «третьего возраста», функционировавших в Орле, Ставрополе и Челябинске, рассмотрены структура и учебные планы обсуждаемого вида образования. Обозначены социальные, педагогические, психологические и медико-оздоровительные задачи подобных учебных организаций; акцентированы гуманитарная направленность и практико-ориентированные установки их деятельности. Перечислены и ее недостатки: преувеличенный энциклопедизм программ, господство вербальной подачи материала, использование форм и методов, мало пригодных для «возрастных» слушателей; отсутствие фундированной правовой базы такого рода образования, достойного его финансирования и нехватка специальных преподавательских кадров. Однако, несмотря на недочеты и издержки, социальная польза обучения, рассчитанного на удовлетворение насущных нужд и интересов пожилых людей, очевидна. Результаты мониторингов и опросов, в частности, зафиксировали заметное укрепление физического и психологического здоровья учащихся, появление у них жизнеутверждающих стимулов, снижение межпоколенческих конфликтов в их семьях. Показаны сходство и различие идей и процессов становления и развития системы образования «третьего возраста» в России и за рубежом. Подчеркивается общемировая тенденция поворота общества к изменившимся потребностям пожилых людей. Практическая значимость. Автор полагает, что материалы проведенного им исследования позволят успешнее справляться с новыми вызовами времени и более эффективно решать имеющиеся проблемы дополнительного образования, ориентированного на специфическую социальную страту – пожилых обучающихся, с учетом их особенностей и ожиданий.

Перечислены и ее недостатки: преувеличенный энциклопедизм программ, господство вербальной подачи материала, использование форм и методов, мало пригодных для «возрастных» слушателей; отсутствие фундированной правовой базы такого рода образования, достойного его финансирования и нехватка специальных преподавательских кадров. Однако, несмотря на недочеты и издержки, социальная польза обучения, рассчитанного на удовлетворение насущных нужд и интересов пожилых людей, очевидна. Результаты мониторингов и опросов, в частности, зафиксировали заметное укрепление физического и психологического здоровья учащихся, появление у них жизнеутверждающих стимулов, снижение межпоколенческих конфликтов в их семьях. Показаны сходство и различие идей и процессов становления и развития системы образования «третьего возраста» в России и за рубежом. Подчеркивается общемировая тенденция поворота общества к изменившимся потребностям пожилых людей. Практическая значимость. Автор полагает, что материалы проведенного им исследования позволят успешнее справляться с новыми вызовами времени и более эффективно решать имеющиеся проблемы дополнительного образования, ориентированного на специфическую социальную страту – пожилых обучающихся, с учетом их особенностей и ожиданий.

The Wave (or, alternatively, the Four Waves) theory authored by Professor David Rapoport is among most widely cited theories giving «whys» and «hows» on complex problem of the root causes and transformation of terrorism. According to this theory, since the 1880s «modern terrorism» has moved through four consequent stages (waves) all of them being of global scale and each one being informed by the influence of a certain political and/or ideological impulse: anarchist wave; anti-colonial wave; «New Left» wave; and religious wave. All waves, Rapoport argues, last approximately forty years; all of them display internal homogeneity of political or ideological principles, strategy and tactics. According to Rapoport, even those terrorist organizations that emerge in the context alien to a dominating impulse are at least partially transformed by it (e. g., turning to tactical methods that appear with the arrival of a new wave of terrorist violence).Rapoport's theory may seem to be thorough and well-grounded theoretical construction, and it is understandable why it has gained wide recognition in academic circles. However, as one discovers after a critical in-depth analysis, this initial favorable impression is mistaken for the most part. To start with, highly objectionable is the very idea of universal political impulses (by definition external to the absolute majority of local political conflicts) being capable of somehow «overriding» solid inner logic and dynamics even of those local conflicts that do not belong to a current wave. Introducing the idea of a wave-forming world impulse and ignoring the key role of local political factors in the genesis and/or transformation of terrorist organizations Rapoport, one might say, lapses into something that can be called «political mysticism». Rapoport also does not give any convincing evidence of direct connection between particular political (ideological) impulses and specific terrorist tactics which further undermines his assertions of terrorist violence taking form of clear-cut uniform waves.The author has already published an article (from which some of aforementioned positions were borrowed) containing general critical observations on basic tenets of the Four Waves theory. The goal of the present article is to «narrow the focus» and test the Rapoportean theory against the particular case of so called homegrown jihadism (i. e. Islamic terrorism perpetrated mostly on the European soil by those Muslims who either were born in Europe or have been living there for a long time). Rapoport proposed his theory early in the 2000s, before European jihadism became clearly visible and highly dangerous phenomenon, and homegrown jihadists are never mentioned in Rapoportean writings. While it leaves the door open for the doubts about prognostic potential of the Four Waves theory, it is not this author's main intention to criticize Rapoport for his failing to see a new danger coming. As it is demonstrated in the article, testing Rapoport's suggestions against the case of homegrown jihadism first of all points at the already established fundamental weakness of the Four Waves theory. This weakness is in its inability to convincingly explain why and how different historic types of terrorism emerge and what forces behind particular cases of terrorist violence are. Even if Rapoport's theory included European jihadists, it still would be impossible to trace the genealogical link (except the trivial everything-is-connected-to-everything domino effect) between homegrown jihad (which by definition falls within the framework of the fourth, or religious, wave of terrorism) and those events Rapoport cites as the impulse driving this wave. In other words, it is one more example of «political mysticism» to argue that extremist ideas and terrorist actions of the 21st century Muslim youths in Britain or Netherlands could be sufficiently explained by connecting them to the events of the Iranian revolution or the Soviet invasion of Afghanistan (both dating back to1979). What else, except such «mysticism», could explain how that 1979 impulse retained its power to inform somebody's actions after 35 years and completely outside the original historical and geographical context? Yet, if we were to accept Rapoport's arguments, we should have favor these very explanations while ignoring such factors as political marginalization of the significant share of European Muslims and the growth of xenophobia on the part of non-Muslim Europeans, cultural alienation of young European Muslims and – to name some foreign impulses – not chronologically and psychologically distant events of the late 1970s but the U. S. invasion of Afghanistan and Iraq in the early 2000s, the Arab Spring and the Syrian civil war. ; На материале т. н. европейского «доморощенного джихадизма» в статье подвергается критике известная волновая теория трансформации терроризма, выдвинутая Д. Рапопортом. Автор исходит из того, что в том случае, если волновая теория работает, она должна убедительно объяснять феномен европейского джихадизма, представляющего собой, согласно логике Рапопорта, часть четвертой – религиозной – волны терроризма (последнего на данный момент всплеска террористического насилия). Однако проведенный анализ показывает, что волновая теория не способна этого сделать, что она лишена методологической глубины и является в лучшем случае схематичным – причем нередко искаженным – описанием сложных процессов генезиса и трансформации терроризма. ; На матеріалі т. зв. європейського «доморощеного джихадизму» у статті критикується відома хвильова теорія трансформації тероризму, висунута Д. Kryzys druku – spowodowany, jak się wydaje, digitalizacją i transformacją mediów cyfrowych – stanowi jeden z problemów współczesnego dziennikarstwa. Z tej też przyczyny w ciągu trzech ostatnich lat na Ukrainie gwałtownie (o 3 mln egzemplarzy, tj. 27%) spadł obieg prasy drukowanej. W najtrudniejszej sytuacji znajdują się lokalne środki przekazu, które od 2016 roku z rąk władz stopniowo przechodziły do sektora własności prywatnej. Spóźniona reforma doprowadziła do sytuacji, w której wydawnictwa bez doświadczenia w biznesie mierzą się z poważną recesją: niektóre już ogłosiły koniec działaności, inne ledwo przetrwały we współczesnych warunkach rynkowych. Konwergencja mediów niesie ze sobą groźbę marginalizacji mniejszych publikatorów i – co za tym idzie – ich odbiorców, których głosy nie zostaną wysłuchane. Dzieje się to już w sektorze prasy centralnej, ponieważ najpotężniejsze media drukowane należą do największych spółek: Star Light Media, UMH Group, Inter Media Group, 1 + 1 Media i Media Group Ukraine, których właściciele angażują się w ukraińską politykę. Odmawia się natomiast wsparcia lokalnej niezależnej prasie. Ukraina może pójść drogą wielu innych krajów europejskich stosujących się do teorii "spirali cyrkulacyjnej". Według niej gazety o najwyższym nakładzie otrzymują więcej środków pochodzących z reklam oraz prenumeraty, natomiast mniejsze tytuły otrzymują pomoc państwa w celu zachowania pluralizmu myśli, zapobiegania zanikaniu małych publikacji oraz uniknięcia zbyt dużej koncentracji środków masowego przekazu. Projekt ten opracowano w 2016 roku, аle nie został zatwierdzony przez rząd, utrzymywał bowiem zależność gazet od władz publicznych i korupcjogenny model dystrybucji funduszy. Sytuacja niepewności jest korzystna dla władz, ponieważ pozwala wpływać na wydawców, zwłaszcza podczas wyborów. W czasie recesji finansowej wydawnictwa łatwo poddają się sugestiom polityków i dokonują nadużyć polegających na wypuszczaniu materiałów obliczonych na wsparcie wizerunkowe działaczy. Badacze mediów odnotowali 28,1% tego rodzaju publikacji w prasie regionalnej. Negatywny wpływ na sektor medialny mają również stały wzrost taryfy pocztowej za dostarczanie prasy oraz redukcja stacjonarnych oddziałów Ukrposzty, które także znajdują się w recesji finansowej. Innym problemem jest brak regulacji w sprawie statusu mediów elektronicznych, które często zaangażowane są w piractwo własności intelektualnej, co negatywnie wpływa na media drukowane. Odbiorcy w młodym і średnim wieku rzadko są czytelnikami gazet, dlatego czasopisma muszą przekształcać swoje treści w materiały dostępne online. Prasa szuka dodatkowych kanałów przyciągających uwagę czytelników w Internecie, korzysta ze stron internetowych, sieci społecznościowych, hostów wideo, różnych modeli konwergencji, rozmaitych technologii. Centralne środki przekazu – w przeciwieństwie do mniejszych, regionalnych – szybko dostosowały się do panujących trendów. Ponad połowa lokalnych mediów nadal jednak nie ma witryny internetowej. Z powodu niskiego poziomu tabloidyzacji mediów drukowanych mało przydatne jest tworzenie popularnych kanałów informacyjnych, takich jak infotainment. Ledwie w odosobnionych przypadkach wydawnictwa podejmują starania przejścia od tradycyjnej informacji do komunikacji z czytelnikami, a redaktorzy próbują wykorzystywać modele crowdsourcingu i croudfundingu do generowania treści oraz zbiórki funduszy na wsparcie i rozwój nowych pomysłów. Od 2017 roku Lokalna Agencja Wsparcia Mediów uczy kreowania nowoczesnych treści i zarabiania na reklamach – rezultatem są 23 witryny internetowe agencji, liczące sobie 130 700 użytkowników i 620 000 wyświetleń (2018 rok). Mimo kryzysu potrzeba informacji nie maleje, czas pokaże zatem, w jakim formacie istnieć będzie ukraińska prasa. Możliwe, że – podobnie jak w Polsce – będzie to już przede wszystkim gazeta internetowa. ; The print crisis – caused, it seems, by the digitization and transformation of digital media – is one of the problems of contemporary journalism. For this reason, over the past three years, the circulation of the printed press in Ukraine has sharply decreased (by 3 million copies, ie 27%). The most difficult situation is that of local media, which since 2016 have gradually been transformed into private ownership by the authorities. The delayed reform has led to a situation where publishing houses with no experience in business are going through a serious recession: some have already closed, some have barely survived under modern market conditions. The convergence of the media carries the risk of marginalization of smaller publishers and, consequently, of their recipients, whose voices will not be heard. This is already the case with the central press, as the most powerful print media belong to the largest companies: Star Light Media, UMH Group, Inter Media Group, 1 + 1 Media and Media Group Ukraine, whose owners are involved in Ukrainian politics. On the other hand, support for the local independent press is refused. Ukraine can follow the path of many other European countries following the "circular spiral" theory. According to her, the highest circulation newspapers receive more advertising funds and subscriptions, while smaller titles receive state aid in order to maintain pluralism of thought, prevent the disappearance of small publications and avoid excessive media concentration. This project was developed in 2016, but it was not approved by the government as it maintained the news-papers' dependence on public authorities and a corrupt model of fund distribution. The situation of uncertainty is beneficial for the authorities as it allows publishers to be influenced, especially during elections. During a financial recession, publishing houses easily succumb to politicians' suggestions and make abuses consisting in releasing materials designed to support their image. Media researchers recorded 28.1% of such publications in the regional press. The media sector is also negatively affected by the steady increase in the postal tariff for delivering the press and the reduction of Ukrposzta's stationary branches, which are also in the financial recession. Another problem is the lack of regulation on the status of electronic media, which is often involved in piracy of intellectual property, which negatively affects the print media. Young and middle-aged audiences are seldom readers of newspapers, so they need to transform their content into online material. The press is looking for additional channels, attracting readers' attention on the Internet, using websites, social networks, video hosts, various convergence models, various technologies. Central media – as opposed to smaller, regional ones – quickly adapted to the prevailing trends. More than half of the local media still doesn't have a website. Due to the low tabloidization of printed media, it is of little use to create popular news channels such as infotainment. Only in isolated cases do publishers make an effort to shift from traditional information to communicating with readers, and editors try to use crowdsourcing and croudfunding models to generate content and raise funds to support and develop new ideas. Since 2017, the Local Media Support Agency has been teaching how to create modern content and profit on advertisements - the result is 23 agency websites with 1,307,000 users and 6,200,000 views (2018). Despite the crisis, the need for information has not diminished, so time will show the format in which the Ukrainian press will exist. It is possible that – as in Poland – it will be primarily an online newspaper.
