The article deals with the actual problem of determining the main directions of increasing the competitiveness of seaports and improving the methodology of its evaluation. The multifaceted nature of modern competition determines the diversity of authors' positions in determining the essence of competitiveness The relevance of the problems of increasing the competitiveness of Ukrainian seaports is confirmed in the following legal acts: the National Transport Strategy of Ukraine for the period up to 2030, the Strategy for the development of Ukrainian seaports for the period up to 2038, the Law of Ukraine "On Seaports of Ukraine", the Maritime Doctrine of Ukraine for the period by 2035. The article considers a methodological approach to assessing the competitiveness of the port of Antwerp using a Likert psychometric scale based on an expanded version of Porter's "diamond" approach, which includes four blocks: factor conditions; demand; related industries and firm strategy; structure and rivalry. The introduction of the diamond framework has expanded the definition of the strengths and weaknesses of a specific port cluster, and has made it possible to make a significant contribution to the development of port policy and management. The main directions of increasing the competitiveness of Ukrainian ports have been determined, namely: compliance with the requirements for agency companies, improvement of their financial capacity and reputation; provision of quality freight forwarding and warehousing services; improving the legal framework that facilitates the implementation of national maritime transport legislation to EU and worldwide requirements.
In the article the features of the development of classical and nonclassical types of science of Ukrainian studies in accordance with the transformation processes of epistemological methodology, its scientific, natural, socio-political paradigm are analyzed. The article focuses on the modern changes in the methodological paradigms of the Ukrainian studies. Decoding the meanings of Ukrainian studies, attention is drawn to the fact that the term carries on both the knowledge about external world of Ukraine: factual, objective, mainly subjective in the natural-scientific paradigm of epistemological methodology and the knowledge (information) about internal subjective world of humans (rational, irrational), which is the basis of epistemological methodology. Researches in the fields of Ukrainian studies through the prism of scientific methodology make it possible to analyze in depth the processes of humanization, humanitarianism, humanization, which approach the "meetings" of subjective and objective, irrational and rational etc., actualize the problem of approaching the natural and human-dimensional world. Such structural epistemological factors of cognition are the foundations of cultural and anthropological paradigms, worldview navigations, which are considered in the context of value orientations of classical, nonclassical Ukrainian studies, as the basis of the inner human-dimensional world, detailed culturalanthropological, technological and worldviews paradigms of scientific methodology. Attention is paid to the "decoding" of the terminological system, in particular the gravitas of Ukrainian studies, whose semantics lays the cross-cutting idea of New European science - the approximation of objectivity and subjectivity.
The paper considers the problem of determining the amount and level of detail of the study in the procedures for assessing environmental impacts and strategic environmental assessment. Based on a deep analysis of the scoping process of international environmental assessment systems for planned activities for Internet resources and Internet portals, as well as modern Ukrainian environmental legislation, the author proposes a methodology for determining the scope and level of detail of the study in the procedures for assessing environmental impacts and strategic environmental assessment. The process of determining the scope and level of detail of the research in the procedures for assessing environmental impacts and strategic environmental assessment is a particularly important and most important stage in the planning of environmental, environmental and environmental impact assessment work. Determining the scope and level of detail of the study is scupping, a process designed to enhance the effectiveness of EIA and SEA procedures by identifying key issues, interests and alternatives that require research. This information will allow those responsible for the implementation of the ATS to properly target the research team to study significant issues. In addition, the systematic identification of tasks reduces the likelihood that an EIA and SEA report will have serious omissions, thereby avoiding delays associated with the need to process a report. Task definition is performed to ensure that time and money will not be wasted for collecting unnecessary raw data or performing unnecessary research, and important issues will not be missed. The article also substantiates the results of scoping. The author proposes to compile a technical task for conducting an EIA and SEA based on scoping results. Базуючись на глибокому аналізі процедури скоупінгу міжнародних систем екологічних оцінок планованої діяльності за Інтернет-ресурсів та Інтернет-порталів, а також сучасного українського природоохоронного законодавства автором пропонується методологія визначення обсягу та рівня деталізації дослідження у процедурах оцінки впливів на довкілля та стратегічної екологічної оцінки. Процес визначення обсягу та рівня деталізації дослідження у процедурах оцінки впливів на довкілля та стратегічної екологічної оцінки є особливо важливим та найголовнішим етапом планування робіт з екологічного оцінювання проектної, планової та іншої діяльності, яка може чинити вплив на навколишнє середовище. Визначення обсягу та рівня деталізації дослідження – скоупінг, це процес покликаний сприяти підвищенню ефективності процедурам ОВД та СЕО шляхом виявлення ключових проблем, інтересів і альтернатив, що вимагають дослідження. Ця інформація дозволить особам, відповідальним за виконання ОВД, належним чином орієнтувати дослідницьку групу на дослідження значимих проблем. Крім того, систематичне визначення завдань зменшує імовірність того, що звіт з ОВД або СЕО буде мати серйозні упущення, і тим самим дозволяє уникнути затримок, пов'язаних з необхідністю переробки звіту. Визначення завдань виконується, щоб гарантувати, що час і гроші не будуть витрачені даремно на збір непотрібних вихідних даних або виконання непотрібних досліджень, а важливі проблеми не будуть упущені. У статті також обґрунтовується й результати скоупінгу. Автор пропонує складати технічне завдання на проведення ОВД (СЕО) за результатами скоупінгу.
Within recent years the effectiveness of the innovation system in Ukraine has dropped to a critical level. Since independence began several dozen strategic directions of develop-ment of innovative sector. The government innovation system has not been seen as a key in a market economy, resulting in unbalanced innovation policy. The article examines different methodologies for assessment of innovative competitiveness of the regions analyzed exist-ing common practices of evaluation of innovative potential of countries and regions. State regional policy aimed at improving the competitiveness of the region contains the use of integrated assessments innovative potential of the region. Moreover, the main components in evaluating the innovation potential of the region are determined production conditions for innovation, human resources and investments of state and local business in innovative development. The article investigates the applied and theoretical aspect of the methodology of economic research of business entities in a modern competitive market. The concept of the subject and object of scientific research is established and four features of research objects are indicated. It is established that the method is a method of studying phenomena, which determines a systematic approach to the study of their scientific knowledge and the establishment of truth. The essence of the specifics of economic methodology is studied and the main methods of economic research using general scientific methods in economics are considered, including: method of hypothesis and forecasting, method of analogy and comparisons, methods of induction and deduction, static and dynamic, statistical and mathematical methods, method of computer processing, cumulative method of accumulation and application. The division of economic research into micro– and macro–levels is studied: political economy, macroeconomics, microeconomics, method of analysis and synthesis, methods of abstraction and concretization. Concrete–scientific (empirical) methods of scientific cognition are studied, they are: theoretical methods, formalization, axiomatization, hypothetical method, creation of theory. It is established that the methodological techniques by which specific scientific research is conducted are formed on the basis of general scientific methods and reflect the features of the science through which they are created. These are observation (approbation of substantiation of the put forward hypotheses or intermediate results of research with use of the axiomatized knowledge about object, and also practices of its functioning), experiment (scientifically set experiment according to the purpose of research for check of results of theoretical researches) and introduction of results of research. methodical methods of realization of results of scientific research in practical activity of people).
Proved that the methodology of the existing division of land by class as the main pur‐ pose formed in Ukraine according to the economic, social and environmental interests of society and citizens of different period of development. However, it needs to be improved, taking into account the provisions of land classification nomenclature CORINE Programme of the European Union.
У статті йдеться про значливість та необхідність застосування феноменологічної методології для моделювання політичної сфери. Зазначається, що необхідність застосування цієї методології викликана характером публічної сфери, яка є «плинною» та відкритою до найменших впливів.Експліковано, що мається на увазі під процедурою моделювання загалом і політичної сфери зокрема. Це дало змогу зробити висновок, що останнє моделювання може провадитись двома способами: через раціональне прогнозування наслідків дій, а також через специфічне конфігурування публічного простору. Наголошено на тому, що більше евристичного потенціалу у справі моделювання політичної сфери має друга стратегія, оскільки дає можливість безпосередньо залучити індивідів до формування політичних рішень та дій. Для підкріплення цієї гіпотези було використано концепцію артистичного активізму бельгійської політичної мислительки Шанталь Муф.Суть концепції артистичного активізму полягає в тому, щоб через моделювання музейного простору залучати індивідів до політичного життя й провадити соціально-політичну критику гегемонії існуючого порядку. Мета такого моделювання полягає в тому, аби на афективному (емоційному) рівні досягти індивіда і «пробудити» його до активних політичних дій. Водночас Шанталь Муф спеціально не розробляє методології переконфігурування мистецьких просторів з метою залучення їх до соціально-політичної критики, а наводить поодинокі приклади ведення такої «боротьби» різними європейськими мистецькими інституціями. Хоча вже саме формулювання мети і завдань такого моделювання вказує на необхідність залучення феноменологічної методології в переконфігурації музейних просторів. Так, феноменологія може надати ноематичні описи переживання політичних та соціальних феноменів, а також прояснити специфіку облаштування мистецького простору як такого. ; The article deals with the significance and necessity of applying the phenomenological methodology for modeling the political sphere. It is noted that the necessity of applying this methodology is caused by the nature of the public sphere, which is "fluid" and open to the littlest influences.The study explicates the general concept of the modeling procedure and its more specific meaning in regard to the political sphere. This has led to the conclusion that the latter modeling can be carried out in two ways: through rational prediction of the consequences of actions, as well as through specific configuration of the public space. It is noted that the second strategy has more heuristic potential to shape the political sphere as it allows direct involvement of individuals in the formation of political decisions and actions. To reinforce this hypothesis, the concept of artistic activism of the Belgian political thinker Chantal Mouffe is used.The essence of the concept of artistic activism is that through the modeling of the museum space individuals are involved in political life. The purpose of this modeling is to reach the individual at the affective (emotional) level and "awaken" him to active political action. At the same time, Chantal Mouffe does not specifically develop a methodology for reconfiguration of artistic spaces in order to attract them to sociopolitical criticism, but gives some examples of such "struggles" conducted by some European artistic institutions. The formulation of the purpose and tasks of modeling indicates the need for using the phenomenological methodology for museum spaces reconfiguration. Phenomenology can provide a noematic description of experiencing political and social phenomena, as well as clarify the specifics of the artistic space arrangement.
Dynamic growth of tourism business requires creation of new project attractive packages of services with corresponding quality and quantity. Expedient and relevant issue is the design and implementation of efficient and successful projects of socio-economic and innovative character in tourism, which need special methodology. The purpose of writing this article is to develop theoretical and methodological foundations of project management in tourist business. We applied general scientific and special research methods: analysis, synthesis, comparative characteristics, theoretical generalization, project approach. It was determined that the methodology of project management in tourism must take into account the main trends in the development of world tourism and local project view, aimed at cooperation and integration of local, regional and global tourist projects in accordance with the forecast of the World Tourism Organization (UNWTO). It was shown that in the project management they distinguish 9 functional branches, the main of which are the management of the subject area of the project (the contents), management of quality, time, cost, and additional - management of staff, communications, contracts, risks and integration of projects. The basis of the methodology of project management in tourism is the analysis of the needs of tourists in the target market and capabilities of tourist operator to satisfy them by using methods of observation, comparison, intuition, logic, applying the tools of marketing management. It was concluded that the methodology of project management implies consistent and interconnected implementation of the functions of management of tourism activity by the use of methods, tools, techniques and methodology of research in tourism. Management of tourism projects requires taking into account the features of tourist services with regular fluctuations in demand, changes in space and time, inseparability from the source (destination) and the impossibility to store. The scientific novelty of the research is in determining the methodology of project management in tourism, which covers integrated system of functions, methods, means and tools of planning and fulfillment of projects, taking into account the priorities of the development of tourism and resource and service facilities of enterprises in tourism industry, aimed at identifying future needs of tourists during their trip even before the completion of the project. The practical significance of obtained results is to apply the features of the methodology of project management in tourism business to obtain socio-economic synergy that will manifest itself in successful completion of the project, increasing the competitiveness of a destination, where the results of tourism project are implemented. Further research might be promising in the direction of modeling the development of tourist industry in Ukraine, taking into account the features of the methodology of project management in tourism business.

The article is devoted to the problem of a legally secured attempt to repeal the Commercial Code of Ukraine and thus undermine the legal economic order, exaggerating the importance of certain civil structures of property regulation for the economy. In this regard, the article attempts to present a range of arguments in favor of comprehensive, organic and effective regulation of economic market relations, as well as in favor of effective legal support for the implementation of the state's own economic policy which is economic and legal regulation. Hypothetically, the abolition of the Commercial Code of Ukraine cannot be equated with the abolition of only certain forms of property rights and certain organizational and legal forms of economic organizations. Such an action will lead to the undermining of the entire legal economic order by the universal basic algorithm of which the Commercial Code of Ukraine serves. After all, only it formed the types of economic relations, types of economic activity - commercial and non-commercial management, economic policy and legal principles of its implementation, state regulation of economic activity and a certain classification of its main legal means of influence, the system of economic entities, which provides ample opportunities choose a specific organizational and legal form from a wide range of options, features of the legal status of state and municipal enterprises - the basis of special legal regimes of the state and municipal sectors of the national economy and many other socially significant aspects. The methodology of the comparative analysis of David Apter was analysed. Main directions of the comparative science development were described, namely the institutionalism, the developmentalizm and the new institutionalism. It was marked that the sphere of a problem of an institutionalism according to D. Apter determined two themes: the variety of forms of distributing of the power (institutes of power) and mechanisms of an action of the democracy (institutes of the democracy). Strong and weak sides of that approaches were defined. Apter considered a weak link of the institutionalism. It was disparity of theory and practice. In obedience to Apter, the effect of the politicization of a comparative science took place in a post-war period. In opinion of Apter, the analysis of the pluralism in the democracy was the unique problem which predetermines the similarity and unity of the traditional institutionalism, developmentalizm and new institutionalism. ; Проаналізовано методологію компаративного аналізу Девіда Аптера. Охарактеризовано основні напрями розвитку компаративної науки, а саме інституціоналізм, девелопменталізм і неоінституціоналізм. Зазначено, що сферу проблематики інституціоналізму, згідно з Д. Аптером визначають дві ключові теми: розмаїтість форм розподілу влади (інститути влади) та механізми дії демократії (інститути демократії). Визначено сильні і слабкі сторони зазначених підходів. Слабкою ланкою інституціоналізму Аптер вважає невідповідність теорії практиці. Післявоєнний період обумовив, за Аптером, ефект політизації компаративної науки як галузі наукових досліджень. Єдину стрижневу основу, що зумовлює подібність і спільність традиційного інституціоналізму, девелопменталізму й нового інституціоналізму, становить, на думку Аптера, проблематика, пов'язана з аналізом плюралістичної демократії. The purpose of the study is the comparison of the modern methods of competitiveness evaluation and testing the results in practice at a production plant in order to unify the methodology. Analysis of the publications shows that the existing diversity in methods of the competitiveness evaluation complicates the choice of a method and interpretation of the results, which confirms the need to classify and unify the methods available today.The authors suggest that the standardized method of competitiveness evaluation should combine matrix and graphical methods.In our study, we have shown that SWOT-analysis should be carried out in two stages: firstly, it is necessary to determine the strengths and weaknesses of the company, taking into account the following factors: marketing, production, economic and financial situation, technology, the administration and personnel; secondly, it is essential to assess the opportunities and threats with the allowance for the political, legal, and economic situation, the impact of market as well as social, cultural and natural environmental factors.The proposed methodology of competitiveness evaluation has been tested at the industrial enterprise "Olvita ltd", which is dynamically developing and successfully operates on the food market of Ukraine; it specializes in processing, logistics and distribution of fresh and frozen vegetables, fruits and berries, as well as ready-to cook meat products. The results have shown that the competitiveness evaluation remains a pressing issue that requires simple and fairly demonstrative methods, one of which is a method that combines both graphical and matrix approaches.The advantage of the proposed method is its sufficiently high visualizations and record of personal approaches in evaluating the scores for strengths and weaknesses as well as opportunities and threats.In the future, the authors are planning to examine and systemize the indicators used in the competitiveness evaluation. ; Метою статті є порівняння сучасних методів оцінки конкурентоспроможності та практична апробація отриманих результатів на виробничому підприємстві з метою уніфікації методології. Аналіз літературних джерел показав, що велике різноманіття методів оцінки конкурентоспроможності ускладнює вибір методу, інтерпретацію результатів, що підтверджує актуальність класифікації методів та їх уніфікації.Авторське бачення зводиться до того, що уніфікований метод оцінювання конкурентоспроможності повинен поєднувати матричний та графічний методи.В результаті дослідження нами доведено, що SWOT-аналіз необхідно виконувати у два етапи: по-перше, виокремлювати сильні та слабкі сторони підприємства, які враховують такі фактори: маркетинг, виробництво, економічний і фінансовий стан, технологія, адміністративне управління та персонал; по-друге, можливості та погрози повинні враховувати політичну й правову сферу, економічний стан, вплив ринку, соціально-культурні та природно-екологічні фактори.Проведена апробація запропонованої методології оцінювання конкурентоспроможності на виробничому підприємстві ТОВ «Ольвіта», що динамічно розвивається й успішно функціонує на плодоовочевому ринку України та спеціалізується на переробці, логістиці та дистрибуції свіжих і заморожених овочів, фруктів і ягід, а також м'ясних напівфабрикатів. Отримані висновки свідчать, що оцінка конкурентоспроможності залишається актуальним питанням, яке потребує використання простих і достатньо демонстративних методів, одним з яких є метод, що поєднує матричний і графічний підхід. Перевагою запропонованого методу є достатньо високий рівень візуалізацій та можливість врахувати особистісний підхід при визначенні бальних оцінок сильних і слабких сторін, а також можливостей і загроз.В перспективі авторами планується розглянути і систематизувати показники, що використовуються при оцінюванні конкурентоспроможності. ; Целью статьи является сравнение современных методов оценки конкурентоспособности и практическая апробация полученных результатов на производственном предприятии с целью унификации методологии. Анализ литературных источников показал, что большое многообразие методов оценки конкурентоспособности усложняет выбор метода, интерпретацию результатов, что подтверждает актуальность классификации методов и их унификации.Авторская точка зрения сводится к тому, что унифицированный метод оценки конкурентоспособности должен сочетать матричный и графический методы.В результате исследования доказано, что SWOT-анализ необходимо выполнять в два этапа: во-первых, выделять сильные и слабые стороны предприятия, учитывающие такие факторы: маркетинг, производство, экономическое и финансовое положение, технологию, административное управление и персонал; во-вторых, возможности и угрозы должны учитывать политическую и правовую сферу, экономическое положение, влияние рынка, социально-культурные и естественно-экологические факторы.Проведена апробация предложенной методологии оценки конкурентоспособности на производственном предприятии ООО «Ольвита», которое динамично развивается и успешно функционирует на плодоовощном рынке Украины и специализируется на переработке, логистике и дистрибуции свежих и замороженных овощей, фруктов и ягод, а также мясных полуфабрикатов. Полученные выводы свидетельствуют о том, что оценка конкурентоспособности остается актуальным вопросом, требующим использования простых и достаточно наглядных методов, одним из которых является предложенный метод. Преимуществом сочетания матричного и графического методов является достаточно высокий уровень визуализации и возможность персонального подхода при определении бальных оценок сильных и слабых сторон, а также возможностей и угроз.В перспективе авторами планируется рассмотреть и систематизировать показатели, которые используются при оценке конкурентоспособности.
The basic document for regulation of the settlement urban development is the Master Plan [1]. The legislative and regulatory framework for regulating the composition, content, approval and approval of this document is very extensive and is based on a broad basis of scientific research and practical experience of domestic and foreign specialists in this field. The larger the city, the more difficult it is to predict its continued existence. In this article the results of the analysis of historical-geographical, socio-demographic and legislative-normative aspects influencing the regulation of the city development issues (on the example of the historical and current master plans of the city of Kyiv) are covered. Also are outlined the peculiarities of the formation of the spatial organization of the city territory as a part of the master plans of Kyiv at different historical stages – prior the planning, the period of joining the Russian Empire, the Soviet and the present period. The evolution of models of spatial organization of the city territory is characterized. The master plans development periodicity is analyzed as well as a conclusion is made about the fallibility of the statutory requirement regarding the indefinite validity of the master plan of the settlement as a basic urban planning document. Population size (both actual and predicted) acts as a key indicator of settlement development. The article analyzes the dynamics of the population of Kyiv, identifies patterns of influence of positive and negative factors on this indicator, establishes faults between the actual and predicted population of Kyiv. The conclusion is made about the extreme complexity of forecasting the prospects for the development of urban systems. The reasons (accuracy of demographic forecasts, counter intuitiveness of development of complex urban planning system, imperfection of legislative and regulatory base) of impossibility of full realization of master plans of settlements, in particular, of the city of Kyiv are considered. The recommendations on improvement of the legislative and normative base for development of settlements master plans are given. In particular, the return of the fixed term of the Master Plan, that does not exceed 20 years. The author's vision of promising directions of development and transformation of the spatial organization of the territory at the present evolutionary stage of its existence of the city of Kyiv is formulated. Namely – a cardinal complex reconstruction of the city.

In this article the results of the analysis of historical-geographical, socio-demographic and legislative-normative aspects influencing the regulation of the city development issues (on the example of the historical and current master plans of the city of Kyiv) are covered. Also are outlined the peculiarities of the formation of the spatial organization of the city territory as a part of the master plans of Kyiv at different historical stages – prior the planning, the period of joining the Russian Empire, the Soviet and the present period. The evolution of models of spatial organization of the city territory is characterized. The master plans development periodicity is analyzed as well as a conclusion is made about the fallibility of the statutory requirement regarding the indefinite validity of the master plan of the settlement as a basic urban planning document. Population size (both actual and predicted) acts as a key indicator of settlement development. The article analyzes the dynamics of the population of Kyiv, identifies patterns of influence of positive and negative factors on this indicator, establishes faults between the actual and predicted population of Kyiv. The conclusion is made about the extreme complexity of forecasting the prospects for the development of urban systems. The reasons (accuracy of demographic forecasts, counter intuitiveness of development of complex urban planning system, imperfection of legislative and regulatory base) of impossibility of full realization of master plans of settlements, in particular, of the city of Kyiv are considered. The recommendations on improvement of the legislative and normative base for development of settlements master plans are given. In particular, the return of the fixed term of the Master Plan, that does not exceed 20 years. The author's vision of promising directions of development and transformation of the spatial organization of the territory at the present evolutionary stage of its existence of the city of Kyiv is formulated. Namely – a cardinal complex reconstruction of the city.
