Der Verfasser beleuchtet die neue Nato-Doktrin, die im Juli 1999 auf dem Nato-Gipfel in Washington angenommen wurde. Er weist darauf hin, daß die Tatsache, daß die Nato nunmehr das Recht auf Aktionen auch außerhalb ihres eigentlichen Aktionsraums und ohne Zustimmung des UN-Sicherheitsrats beansprucht, bedeutet, daß das von Rußland als Interessengebiet angesehene "nahe Ausland" damit ebenfalls in die Interessensphäre der Nato fällt und somit ein grundsätzlicher Interessenkonflikt gegeben ist. Daß es zu dieser Situation gekommen ist, führt der Autor nicht zuletzt auf die inkonsequente und inadäquate außenpolitische Strategie Rußlands gegenüber dem Westen zurück. Angesichts der neuen Konstellation plädiert der Verfasser für die Überarbeitung der geltenden russischen Militärdoktrin, die Rußland insbesondere zum Führen lokaler bewaffneter Konflikte befähigen soll.
