O presente artigo faz uma análise do movimento estudantil paraense durante a Ditadura Militar de 1964-1985 e sua imprensa alternativa, importante canal de comunicação por onde circularam informações estratégicas de mobilizações e ações da categoria contrárias à nova ordem instituída. Destacam-se, neste trabalho, as atuações de dois jornais produzidos pelos estudantes da Universidade Federal do Pará (UFPa): O Papagaio (1967) e Nanico (1979). Os universitários encontraram, nesta imprensa, uma forma de tornar públicas as perseguições sofridas dentro do campus do Guamá, envolvendo professores e estudantes considerados subversivos. Nas páginas dessa imprensa havia também a negação da concepção bancária de educação (FREIRE, 2011), que deformava a criatividade educacional. Este artigo faz parte da investigação do projeto Mídias Alternativas na Amazônia, que está mapeando formas de comunicação contra hegemônica na região.
In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. Objective: To unveil the unofficial history of psychiatric care at the time of the civic-military dictatorship. Methods: This is a descriptive, exploratory, investigative, qualitative study that uses content analysis. Interviews were conducted with former employees of the psychiatric hospital Hospicio do Juquery. Two interviews were registered, and the others recorded and transcribed. Results: Processes involving care were accompanied by the use of violence, encouraged by the dynamics of the institution. Like the policy at the time, the unveiled psychiatric care points to rigid, authoritarian rules, and to the annihilation of forms of subjectivity, a true process of reification of individuals. A strong relationship between the violence practiced and the therapy involving knowledge/scientific power was noted. Conclusion: The state should be responsible for having spread rampant repression through its ideological and repressive apparatus, such as the Hospicio. Analyzing the real facts that were concealed by the official history promotes understanding in an attempt to avoid the repetition of the violent practices and the dehumanization presented there. ; Objetivo: Desvelar a história não oficial da assistência psiquiátrica na época da ditadura cívico-militar. Métodos: Estudo exploratório-descritivo-investigativo, qualitativo, por meio da análise de conteúdo. Foram realizadas entrevistas com ex-funcionários do Hospício do Juquery. Duas entrevistas foram registradas e as demais gravadas e transcritas. Resultados: Processos que envolviam o cuidar estavam acompanhados do uso da violência, incentivadas pela dinâmica da Instituição. Assim como a política vigente, a assistência psiquiátrica desvelada aponta para normas rígidas, autoritárias e da aniquilação das formas de subjetividade, verdadeiro processo de reificação dos indivíduos. Notou-se forte relação entre a violência praticada e a terapêutica que envolvia o saber/poder científico. Conclusão: O Estado deve ser responsabilizado por ter propagado repressão desenfreada por meio de seus aparelhos ideológicos e repressivos, como o Hospício. The aim of this article is to bring together contributions to studies on regionalization in Brazil, presenting an overview of the institutionalization of the national program for regional development within the framework defined by the Civil-Military Dictatorship (1964-85). In order to achieve this, details of specialized agencies and institutions, publications by experts, and other unpublished primary sources, have been provided. As a main inference, it is assumed that the national-developmentalist project, in association with authoritarianism, encountered in the regionalization projects the territory par excellence for its materialization. This trait may be observed in manner that regions were characterized based solely on economic criteria, on the legislative privileges granted for the installation of factories outside the large capital cities, on plans and projects for removing residential neighborhoods in favor of industries and, finally, on associating the concept of regionalization to that of development. ; O artigo pretende agregar contribuições para os estudos sobre regionalização no Brasil com a apresentação de um panorama da institucionalização do programa nacional de desenvolvimento regional, no quadro delimitado pela ditadura civil-militar (1964-85). Para isso, são pormenorizados órgãos e instituições especializadas, publicações de experts, entre outras fontes documentais primárias inéditas. Como principal inferência, assume-se que o projeto nacional-desenvolvimentista, associado ao autoritarismo, encontrou nos projetos de regionalização o seu território de materialização por excelência. Esse traço pode ser observado na caracterização de regiões baseada unicamente em critérios econômicos, nos privilégios legislativos concedidos à instalação de fábricas fora das grandes capitais, em planos e projetos de remoção de bairros residenciais em prol de indústrias e, finalmente, na associação da ideia do conceito de regionalização ao de desenvolvimento
O objetivo deste trabalho é observar a disputa de sentidos entre narrativas jornalísticas do presente acerca dos acontecimentos ocorridos durante a vigência da ditadura civil-militar no Brasil. Verificou-se como a memória foi acionada e ressignificada em reportagens especiais das revistas Brasileiros, Época e Veja durante a efeméride dos 50 anos do golpe de 1964. A abordagem metodológica utilizada foi a análise de conteúdo em associação à análise das narrativas. Constatou-se que o tema "ditadura" é ainda reverberado e retomado pelo jornalismo. Notou-se ainda que as revistas Época e Veja corroboram a história oficial ao silenciar vozes antagônicas em nome de uma suposta objetividade, ao mesmo tempo em que a Brasileiros reflete o processo oscilatório em que se encontra a mídia ao potencializar alguns conflitos em suas páginas.
In the 1960s, the city of Rio de Janeiro was conceived from the idea built on an "Ipanemense Republic", locus of the Rio de Janeiro Southern Zone where a portion of the national bohemian-literary vanguard was amalgamated, mainly because the neighborhood was the diffuser pole of different social, political and cultural movements that became important in the scenario of opposition to the civil-military dictatorship in the country, as: the Underground Culture; the New Cinema; the festive left; the Ipanema Band and the newspaper O Pasquim.
The military 1964 coup d'Etat did not damage the Franco-Brazilian political relations. On the contrary, the arrival of a new group to power was seen by the French authorities as a sign of increased stability in Brazilian politics. For them, everything seemed to point to an improvement in bilateral relations. Although military intervention has been seen at first with suspicion, soon after Castelo Branco election, the new regime, which apparently would have a short duration, was recognized by the French government. Even if the economic Franco-Brazilian relations did not represent a priority area for either of them, the French cultural models have always been crucial for the formation of Brazilian national elites. There was a constant commitment by the Brazilian authorities that the relations with that country were not affected by the internal political environment. In this sense, the Brazilian Foreign Ministry, through its diplomatic representation in Paris, played a key role regarding the preservation of the Brazilian image in France. In that context, Brazilian diplomats were engaged in preventing the dissemination of news about the repressive practices of the military regime and at the same time, struggled continuously to spread a positive picture of the Brazilian government, which should not, under any circumstances, be identified as an authoritarian regime. ; El golpe militar de 1964 no perjudicó las relaciones políticas franco-brasileñas. Contrariamente, la llegada de un nuevo grupo al poder fue vista por las autoridades francesas como un signo de mayor estabilidad en la política brasileña. Para ellos, todo parecía apuntar a una mejora de las relaciones bilaterales. Aunque la intervención militar fue vista, al principio, con cierta desconfianza, poco después de la elección de Castelo Branco, el nuevo régimen, que aparentemente tendría una corta duración, fue reconocido por el gobierno francés. Aunque las relaciones económicas y comerciales franco-brasileñas no representaban un área prioritaria para ninguno de los dos países, los modelos culturales franceses siempre fueron cruciales para la formación de las élites nacionales. Hubo un empeño constante por parte de las autoridades brasileñas para que las relaciones con ese país no fueran afectadas por la coyuntura interna. En ese sentido, el Itamaraty, por medio de su representación diplomática en París, ejerció un papel fundamental en lo que concierne a la preservación de la imagen brasileña en Francia. Retratos de identificação (2014) oferece, a partir de sua montagem arquivista e cinematográfica, uma nova legibilidade histórica para as imagens realizadas pela ditadura militar brasileira – no caso, os mugshots (as famosas "fotos de prisioneiro") e as imagens capturadas de maneira clandestina pelos militares para acusar os então "inimigos" do regime. Alçadas ao tempo, tornadas arquivos, estas imagens comprovam a profunda violência e perversão perpetradas pelos órgãos militares a partir de 1964. Assim, o artigo sondará o gesto de sobrevivência das imagens-arquivo que, elevadas ao tempo, tornaramse inscrições históricas e comprobatórias dos crimes cometidos pelo regime militar brasileiro. ; Portraits of identification (2014) offers, from its archivist and cinematographic montage, a new historical readability for the images made by the Brazilian military dictatorship. In case, the mugshots (the famous "prisoner photos") and the images clandestinely captured by the military agents to accuse the then "enemies" of the regime. Displayed through time, transformed into archives, these images prove the deep violence and perversion perpetrated by the military organs from 1964. Thus, the article will probe the gesture of survival of the images-archive that, displayed through time, became historical inscriptions of the crimes committed by the Brazilian military regime.
This article analyses a series of legal and illegal state policies and ruling-party strategies, of a repressive nature or involving political perse-cution, which were implemented by Peronist governments between 1973 and 1976, in the period prior to the military dictatorship that imposed State terrorism in Argentina. The observation of these practices is combined with the study of the discourses of diverse members of the political system from the period.The study reveals the gradual establishment of a discourse about "national security", that is to say, based on the idea of a subversive enemy of a domestic nature and alien to the "national spirit". The Argentinian case study shows that this type of discourse, which is generally associated with the military regimes of the Southern Cone, also existed and was put into practice in constitutional regimes. ; In the 60s and 70s in Brazil, the Armed Forces were involved in the political repression under the inspiration of the National Security doctrine and the French military thought about Revolutionary War. According to these theories, this new kind of war, which combined military operations and political propaganda, required a strong intervention of the armed forces and the police, as well as the full knowledge of the techniques and tactics of the enemy, which was done by means of a strict information control. Much of this information was obtained through interrogation under torture of political prisoners. This article is about the themes of these interrogations, and the likely use of the collected information. Broadly, they were used in three fronts: Finding the enemy, knowing the structure and procedures of their organizations, and evaluating the militants' degree of involvement in political activities.
A resenha aborda o livro As universidades e o regime militar – cultura política brasileira e modernização autoritária, de Rodrigo Patto Sá Motta (Zahar, 2014), que analisa as relações entre a Ditadura (1964-1985) e as universidades brasileiras, utilizando fontes recentemente abertas aos pesquisadores. O trabalho elabora uma perspectiva de aná- lise para além da dicotomia repressão-resistência, substituída por resistência, adesão e acomodação, a partir de uma abordagem panorâmica das diversas ações do Estado e suas consequências para a universidade, tendo como principais focos de análise a Universidade de Brasília (UnB), a Universidade Federal de Minas Gerais (UFMG) e, em outro registro, a Universidade de São Paulo (USP). ; The review approaches the book The universities and the military regime (As Universidades e o regime militar) – Brazilian political culture and authoritarian modernization, by Rodrigo Patto Sá Motta (Zahar, 2014), that analyzes the relations between the Dictatorship (Ditadura) and the Brazilian universities, using sources recently opened to the researchers. This book develops an analytical perspective beyond the dichotomy repression-resistance, replaced by resistance, adhesion and accommodation, with a panoramic approach of the several State actions and their consequences to the university, having University of Brasilia (UnB), Federal University of Minas Gerais (UFMG), and, in another registry, the University of São Paulo (USP), as the focus of analysis.
The magazine Versus, published in São Paulo from 1975 to 1979, started as a formally and thematically innovative project, conceived by Marcos Faerman and collaborators, using culture as a form of action and adopting Latin America as its main focus. Versus conquered a distinctive space in the Brazilian cultural milieu, occupying an outstanding place among alternative publications. Starting from a brief review of the alternative press in the 1970's, this article aims at analyzing the trajectory of Versus, which began with an innovative cultural viewpoint on the place occupied by Brazil in Latin America and the pursuit of a Latin American unity and identity, and later headed for a gradual political instrumentalization that put an end to its existence. ; A revista Versus, editada em São Paulo de 1975 a 1979, partiu de um projeto formal e tematicamente inovador, concebido por Marcos Faerman e colaboradores, baseado na opção pela cultura como forma de ação e na adoção da América Latina como eixo temático. O periódico conquistou um espaço próprio no campo cultural brasileiro, destacando-se entre as publicações alternativas. A partir de um breve panorama sobre a imprensa alternativa na década de 1970, este artigo pretende analisar a trajetória de Versus que, de uma postura cultural inicialmente inovadora sobre a inserção do Brasil na América Latina e a busca de uma unidade e identidade latino-americanas, rumou a uma paulatina instrumentalização política que a levou ao seu fim.

This work intends to review a period in Brazilian history, the military dictatorship (1964-1985), from the point of view of the oppressed, particularly the multiple and creative ways women participated on the resistance to the military regime, showing, through interviews and bibliographic research, their path and their contribution to the establishment of democracy. It attempts to build a different version of this period of our history, reconstructing the collective and individual paths of a group of women, in permanent interaction between these two views. In this way, by giving voice to this women, it intends to contribute to the recuperation of their actions as subjects and agents of this moment in Brazilian social history. For that, were collected life stories of 12 women, who talked about their participation in support activities, in the structure of political parties, in the underground period, in exile, in armed resistance and in the solitude of imprisonment and torture
