The policy of the Polish authorities towards national and ethnic minorities after 1989

The aim of this article is to analyse the Polish authorities' policy towards national and ethnic minorities after 1989, after the collapse of real socialism in Poland. The author gives an overview of the historical and sociopolitical situation of these minorities in Poland. The main point of consideration is the position and functioning of national and ethnic minorities on the basis of law, their political activity in parliamentary and local elections, as well as the attitude of leading Polish political parties towards the issues of national and ethnic minorities. National and ethnic minorities are, by definition, less numerous than the rest of the Polish population, but remain Polish citizens and at the same time are aware of their historical community. The article uses the following methods: descriptive and institutional-legal.

National and ethnic minorities and the image of the state in international public relations: a comparative study of Lithuania and Estonia

The article analyses the current situation in Estonia and Lithuania in the context of the position of both states and their public relations strategy and image since 1991, as well as the role of national minorities in this process. The authors emphasize that even though Estonia and Lithuania tend to be treated as very similar state organisms, they chose different ways of building their legal and democratic structures. Despite many similarities between the two states, such as location, size, small population, common historical background and, above all, ethnic divisions, one should pay attention to successful attempts to strengthen the statehood of Estonia and Lithuania.

The purpose of the article is to analyse the role of the public prosecutor's office as an institution that is specifically embedded in between certain elements of the political system, particularly between the executive and judiciary powers. For this reason, the public prosecutor's office can be regarded, together with courts, as an institution that aims to be actively involved in administering justice and an instrument of the executive power to guarantee internal security and to execute internal functions of the state. The public prosecutor's office, given its specific operation area, is expected to prosecute crimes effectively as well as safeguard the rule of law, which may be threatened by the infringing actions of not only individuals and criminal groups but also of officials and state institutions. Hence, with respect to the accountability of the public prosecutor's office, it should be more independent of the executive power which is subject to political rules. It appears, however, that separating it officially from the executive power does not have to lead automatically to the public prosecutor's office independence of political influence when other direct (the Prime Minister's and the Minister of Justice's authority over the Attorney General) and indirect mechanisms of prosecutors' political dependency (clientelism, politicisation and political bonds of prosecutors with politicians) exist.
Stanisław Szukalski's Neoslavic Art and Politics
Stanisław Szukalski był z jednym z z najgłośniejszych i najbardziej kontrowersyjnych polskich artystów. Znany w Polsce międzywojennej, został zupełnie zapomniany po II wojnie światowej, kontynuował swoją pracę artystyczną w Stanach Zjednoczonych Ameryki, gdzie zmarł w latach 90. Szukalski zafascynowany był słowiańszczyzną, pradawną przeszłością i tradycją Słowian, szczególnie na ziemiach polskich. W tych wątkach historii znajdował inspiracje dla swojej twórczości i koncepcji politycznych. Wzbudzając tradycje inne niż katolickie i łącząc je z myślą polityczną współczesnych sobie Polaków, stał się niezwykłym nie tylko artystą ale i politykiem. Niniejszy artykuł to próba odnalezienia prawdziwych źródeł inspiracji doktryny politycznej i sztuki Stanisława Szukalskiego w oparciu o kontekst historyczny, społeczny i kulturowy epoki.

Adam Smith a znaczenie uczuć moralnych dla polityki i nauk o gospodarce

The ethical analysis of The Theory of Moral Sentiments as well as 'n Inquiry into the Nature and Causes of the Wealth of Nations presents A. Smith's (1723-1790) works in a completely new light than it is conventionally presented in the neoliberal interpretation. One of the most important issues appears to be the classification of moral sentiments. He divides them into social, neutral, and antisocial. The neutral sentiment - the so-called 'self love' forms the basis of acting in the best interests of oneself and as such it constitutes the foundations of the development of entrepreneurship. This can be transferred into an antisocial sentiment, i.e. selfishness. In such a case it has a devastating influence on economic activity, social life as well as public life. For this reason A. Smith shows the importance of the social emotion of sympathy understood as empathy and the acceptance of the behaviours that are acknowledged as proper. As the findings of his analysis clearly show, selfishness was the characteristic trait of the businessmen at that time, i.e. merchants and the owners of manufacturing plants. With reference to the works of A. Smith we should therefore identify and then describe all the psychological as well as economic mechanisms that in effect postpone or minimise the chances of the transformation of self love into selfishness, i.e. the activities based on rational economic grounds into the ones that are driven by mere greed. The interpretation of the issue presented in the article questions the conventional neoliberal interpretation. The latter reiterates that in the works of A. Smith the most important ones are the sentences taken out of the context that define the state as a night watchman and the market that is controlled by the invisible hand. The ethical analysis holds that in the opinion of A. Smith alone, one of the most fundamental problems of capitalism lies in the fact that self love should be realised within the boundaries set by the community. The Theory of Moral Sentiments is so vital then, in which he analysed sympathy, social sentiment, and selfishness, i.e. an antisocial emotion, along with 'n Inquiry into the Nature and Causes of the Wealth of Nations, in which he addressed the issue of collective selfishness.
Ugrupowania polityczne mniejszości narodowych w Rumunii. Przykład Węgrów i Niemców ; Political groupings of national minorities in Romania. The example of Hungarians and Germans
Transformacja w Rumunii umożliwiła m.in. udział reprezentantów mniejszości narodowych w systemie politycznym państwa. Przykładem ilustrującym to zjawisko są Węgrzy, licząc wg spisu z 2011 r. ponad 1,237 mln osób, oraz Niemcy, liczący ok. 37 tys. osób. Obie grupy biorą regularny, aktywny udział w wyborach na szczeblu ogólnopaństwowym jak i lokalnym. Węgrzy są reprezentowani przez UDMR, ugrupowanie osiągające poparcie wyższe niż 5% głosów, co umożliwia regularne posiadanie w Izbie Deputowanych ponad 20, a w Senacie około 10 miejsc. Niemcy są z kolei reprezentowani przez FDGR. Dużo niższe poparcie przekłada się na zaledwie 1 miejsce w parlamencie. Mniejszości te odgrywają istotną rolę w wyborach lokalnych, także Niemcy, przykładem wyborczych sukcesów jest miasto Sibiu. W przyszłości nie należy oczekiwać zasadniczej zmiany w znaczeniu odgrywanym przez obie grupy. W odróżnieniu od Węgrów, poparcie dla Niemców jest wyższe niż liczebność grupy. Jest to pochodną faktu, iż kwestia mniejszości niemieckiej w Rumunii nigdy nie wywoływała takich napięć jak Węgrzy, zarówno w stosunkach wewnętrznych, jak i międzypaństwowych. Z tego powodu oddanie głosu na FDGR nie musi się łączyć z przynależnością do mniejszości niemieckiej, co pozwala na pozyskanie wyborców. ; Among other things, the transformation in Romania has allowed for the participation of the representatives of national minorities in the political system of state. This is illustrated by the case of Hungarians, who according to the 2011 census account for over 1,237,000 of the population, and that of approximately 37,000 Germans. Both groups take a regular and active part in both national and local elections. Hungarians are represented by the UDMR, a group that wins support in excess of 5% of the votes, thus regularly getting over 20 seats in the Chamber of Deputies and approximately ten seats in the Senate. The Germans are represented by the FDGR, with considerably weaker support, which translates into only a single seat in the parliament. Both minorities play a significant role in regional elections, even though the German population is considerably smaller than that of the Hungarians. The town of Sibiu is one example of their electoral success. The significance of both groups should not be expected to change significantly in the future. Unlike in the case of the Hungarians, support for the Germans is higher than might be expected from their number. This follows from the fact that the issue of the German minority in Romania has never stirred such tensions as that of the Hungarians, both in domestic and international relations. Therefore, casting a vote for the FDGR does not have to follow from being a member of the German minority, allowing the party to win potential voters.

Obie grupy biorą regularny, aktywny udział w wyborach na szczeblu ogólnopaństwowym jak i lokalnym. Węgrzy są reprezentowani przez UDMR, ugrupowanie osiągające poparcie wyższe niż 5% głosów, co umożliwia regularne posiadanie w Izbie Deputowanych ponad 20, a w Senacie około 10 miejsc. Niemcy są z kolei reprezentowani przez FDGR. Dużo niższe poparcie przekłada się na zaledwie 1 miejsce w parlamencie. Mniejszości te odgrywają istotną rolę w wyborach lokalnych, także Niemcy, przykładem wyborczych sukcesów jest miasto Sibiu. THEORETICAL AND CONSTITUTIONAL ASPECTS OF THE PRINCIPLE OF POSITIVE DISCRIMINATION REGARDING NATIONAL MINORITIES ; Zasada pozytywnej dyskryminacji mniejszości narodowych w ujęciu teoretycznym i praktyce ustrojowej
RESEARCH OBJECTIVE: Analysis of the theoretical aspects of the principle of positive discrimination, constitutional conditions of its application in relation to national minorities in Poland.THE RESEARCH PROBLEMS AND METHODS: Many sciences are interested in the issue. The principle fits into the conception of democracy described as values, procedures, and in the substantial sense. In Poland positive discrimination is a principle established in the Constitution. There are many areas where national minorities are at a disadvantage, which requires preferential measures. The analysis uses linguistic, teleological, systemic and legal-systemic analysis methodsTHE PROCESS OF ARGUMENTATION: After terminological considerations on the nature and substance of the principle, the analysis of its specificity as a tool for balancing disadvantages of minority groups, and its place in the implementation of democratic principles, the author examines the legal conditions for the implementation of this principle. The subject of interest is the provisions of the 1997 Constitution of the Republic of Poland, of the National and Ethnic Minorities and Regional Language Act, and also those included in the Electoral Code, designed to facilitate participation of members of national minorities in political rivalry.RESEARCH RESULTS: In Poland for 20 years positive discrimination exists as a principle articulated in the Basic Law. Although the percentage of minorities in Poland is hardly perceptible, the situation of members of these groups requires some support. It is particularly important to compensate for disparities in political participation. Implementing of the rule does not seem to be a problem.CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Although in the Constitution the principle of positive discrimination has existed for 20 years, national minorities can enjoy preferential treatment for about a decade. This is an extremely necessary tool for the consolidation of democracy. In Poland, it still functions only in its institutional form, subject to legal regulations. This is related to the level of development of democracy and the building of civil society. Awareness-raising actions are needed, so as to slowly introduce activities that are encouraging not only the minorities themselves to work to improve their position, but also to direct the organizations to ethical standards in the field. ; CEL NAUKOWY: Zbadanie teoretycznych aspektów zasady pozytywnej dyskryminacji, ustrojowych uwarunkowań jej zastosowania w odniesieniu do mniejszości narodowych w Polsce.PROBLEM I METODY BADAWCZE: Zagadnienie interesuje przedstawicieli wielu nauk, wpasowuje się w koncepcję demokracji ujmowanej jako wartości, procedury i w sensie substancjalnym. W Polsce pozytywna dyskryminacja ma rangę zasady ustrojowej. Mniejszości narodowe znajdują się w niekorzystnej sytuacji wymagającej zastosowania preferencyjnych środków. W analizie zastosowano metodę analizy językowej, celowościowej, systemowej oraz prawno- ustrojowejPROCES WYWODU: Po ustaleniach terminologicznych, dotyczących charakteru i istoty pozytywnej dyskryminacji, jako narzędzia wyrównywania niekorzystnych sytuacji grup mniejszościowych oraz jej miejsca w realizacji zasad demokracji, autorka bada uwarunkowania prawne realizacji zasady. Przedmiotem zainteresowania są zapisy Konstytucji RP z 1997 r., Ustawy o mniejszościach narodowych i etnicznych oraz języku regionalnym i zawarte w Kodeksie wyborczym ułatwiające członkom mniejszości narodowych udział w rywalizacji politycznej.WYNIKI ANALIZY NAUKOWEJ: W Polsce od 20 lat pozytywna dyskryminacja funkcjonuje jako zasada wyartykułowana w Ustawie zasadniczej. Odsetek mniejszości narodowych w Polsce jest nikły, lecz sytuacja członków tych grup wymaga wsparcia. Szczególnie istotna jest dla wyrównania dysproporcji w udziale w rywalizacji politycznej. Realizacja zasady nie wydaje się nastręczać trudności.WNIOSKI, INNOWACJE, REKOMENDACJE: W Konstytucji zasada pozytywnej dyskryminacji istnieje od 20 lat, ale w praktyce mniejszości narodowe korzystają z preferencyjnego traktowania od nieco ponad dekady. Jest to narzędzie umacniania demokracji. W Polsce funkcjonuje w instytucjonalnej postaci, obwarowana regulacjami prawnymi. Ma to związek z poziomem rozwoju demokracji i budowy społeczeństwa obywatelskiego. Potrzebne są akcje uświadamiające, by wprowadzać działania o charakterze zachęcającym nie tylko same mniejszości do działań w celu polepszenia swojego położenia, ale i ukierunkowywać organizacje na etyczne standardy w tej dziedzinie.

Financialization of economy and politics in contemporary capitalism. Selected problems

The authors analyze the essence of the problem of financialization of economy in the national and global perspectives, at the same time pointing out that this process also refers to the sphere of politics. The example of the 2007+ financial and banking crisis indicates the negative features of this process in reference to economy but also to the financial security of the states and their citizens. In the sphere of politics financialization in the external aspect is reflected in transferring public funds to private economic entities, mainly financial corporations, by virtue of political decisions. In the internal aspects financialization means an increasing role of financial instruments and resources in establishing public authorities, including parliaments and presidential offices. This tendency is considered by the authors to be an immanent feature of contemporary capitalism and a threat to democracy.
Learning and Teaching Opportunities of Ethnic Minorities in Multicultural China. Unity, Diversity or Critical Pluralism? ; Możliwości edukacyjne mniejszości etnicznych w wielokulturowych Chinach. Jedność, różnorodność czy może krytyczny pluralizm?
This article explores current issues of minority education in China, especially in the context of religion and language education. In the first part of the article, the author describes (1) cultural and political framework of Chinese education in general and (2) current educational conditions, also discussing differences in educational attainment for minority groups in China. The second part of the article presents the situation of minority religions, which is not really recognised in state schooling in China. The author shows educational examples from the Tibet region and from Muslim education. The third part of the article explores another major challenge related to ethnic minority schooling, which is language diversity. In the final part of the paper, the author tries to comment on Chinese minority education dilemmas and concludes with some social recommendations. ; This article explores current issues of minority education in China, especially in the context of religion and language education.
