The article is a review of the main problems of ancient archeology of the Northern black sea region and is structured on a chronological basis. First, we consider the problems of the early period of Greek colonization–VII–V centuries BC. the Main research topics are the causes and nature of colonization. A brief history of concepts – trade and agricultural, and their development in domestic historiography is given. Various views on these problems of researchers are given. A debatable global problem is the Greek-barbarian contacts, one of the aspects of which is the degree of influence of Greek and barbarian cultures on each other. According to tradition, the influence of Greek culture on the natives is significant. But the essence of the term "Hellenization" remains unclear. The question is raised: what is meant by this term? The second side of the issue is the presence of representatives of the local population in ancient centers. The author in this article the analyzes the role of Constitutional Court of the Republic of Lithuania judging cases about state officers impeachment. The author is concentrated on impeachment institute that is established in Constitution of the Republic of Lithuania. It's analyzed in two cuts. First of all the author is interested in interaction problems between law and politics in impeachment process. Secondly, Constitutional Court being a part of impeachment process has to judge actual facts. So we meet relationship between fact and law in this type of constitutional justice cases. By 74 th article of Constitution for gross violation of the Constitution, breach of oath, or upon the disclosure of the commitment of felony, the Seimas may, by three fifths majority vote of all the Seimas members, remove from office the President of the Republic, the Chairman and judges of the Constitutional Court, the Chairman and judges of the Court of Appeals, as well Seimas members, or may revote their mandate of Seimas member. Such an action shall be carried out in accordance with impeachment proceedings that shall be established by the Statute of the Seimas. In 105 th article 2 nd part 5 th mark of the Constitution is established that the Constitutional Court shall present conclusions concerning the compliance with the Constitution of concrete action of Seimas members or other State officers against whom impeachment proceedings have been instituted. So in impeachment process participates political institution – Seimas and judicial institution – Constitutional Court. Jurisprudence of the Constitutional Court demonstrates that Court explaining Constitutional articles regarding impeachment tires to strengthen legal impeachment aspect. Constitutional Court has marked that only Constitutional Court shall present conclusion concerning the compliance with Constitution of concrete actions of higher State officers against whom impeachment proceedings have been instituted.

Typically, these journals publish only a small fraction of the papers they receive and for the most part they rely on professional editors rather than active scholars to make key editorial decisions. These publishers, particularly Nature and Cell, reinforce their high standing by relying on a metric, the impact factor (IF) that computes the average number of citations of papers published in the journal during the preceding two-year period. As a consequence, many investigators, who quite naturally seek career advancement, strive to publish in these journals even at the expense of repeated cycles of review, wasteful additional experimental work and ultimately lost time. I will argue that it is time for scholars to reassume authority for the publication of their research work and to eschew the use of IF in the evaluation of scholarly achievement and favor OA publications over what I have called the "luxury" journals.

Since 2014, the Shiite Badr Organization, led by its Secretary General Hadi al-Amiri, has become one of the main actors in Iraqi politics. This development was largely possible due to the successes of its paramilitary units in the fight against the Islamic State (IS). The Badr Organization, which relies strongly on support from Tehran, has thus become the most important instrument of Iranian politics in its neighbouring country. Tehran's aim is to exert as much influence as possible on the central government in Baghdad and, at the same time, build a strong militia that depends on it. Since Badr established control over the province of Diyala and the Interior Ministry of Baghdad, the organization has grown appreciably and is now playing a role similar to that of Hezbollah in Lebanon. Badr is also part of a growing "Shiite International" which supports the regime of Bashar al-Assad in Syria and aggravates religious conflicts between Sunnites and Shiites through its violent acts. The combination of these factors makes the organization an increasingly important obstacle to the future stabilization of Iraq.

Monkeypox is an emerging zoonotic disease recognized as the most important orthopoxvirus infection in humans in the smallpox post-eradication era. The clinical presentation of monkeypox is similar to the one of smallpox. The case fatality rate of monkeypox (10%) lies between the case fatality rate of variola major (30%) and variola minor (1%). The disease is endemic in the Democratic Republic of the Congo, but other countries of Central and West Africa either reported cases of monkeypox in humans or circulation in wildlife. The disease was also imported once into the USA. The disease has always been considered rare and self-limiting, however recent sporadic reports suggest otherwise. Unfortunately, the collected data is limited, dispersed and often incomplete. Therefore, the objective of this review is to trace all reported human monkeypox outbreaks and relevant epidemiological information. The frequency and geographical spread of human monkeypox cases have increased in recent years, and there are huge gaps in our understanding of the disease's emergence, epidemiology, and ecology. The monkeypox virus is considered a high threat pathogen causing a disease of public health importance. Therefore, there is an urgent need to focus on building surveillance capacities which will provide valuable information for designing appropriate prevention, preparedness and response activities.

Background: To enhance usage of health technology assessment (HTA) in decision-making, it is important to prioritise important barriers and facilitators to the uptake of HTA. This study aims to quantify and compare the relative importance of barriers and facilitators regarding the use of HTA in several European countries.Methods: A survey containing two best-worst scaling (BWS) object case studies (i.e. barriers and facilitators) were conducted among 136 policy makers and HTA researchers from the Netherlands, Germany, France, and United Kingdom. Hierarchical Bayes analysis generated the mean relative importance score (RIS) for each factor and subgroup analyses assessed differences between countries.Results: Six barriers (RIS5) and five facilitators (RIS6) were deemed highly important. Eleven barriers and ten facilitators differed in their importance between countries. Policy characteristics, research & researcher characteristics, and organisation & resources were particularly important to facilitate uptake of HTA, such as an explicit framework for decision-making and research of sufficient quality.Conclusion: The most paramount barriers and facilitators to HTA usage were quantified. For all countries it is crucial to create an explicit framework for the decision-making context to include HTA evidence. Country differences in the quality of research emphasize the need for enhanced international collaboration in HTA.
