Polska współpraca rozwojowa w drugiej dekadzie XXI wieku : szanse i wyzwania ; Polish Development Cooperation in the Second Decade of the 21st Century Opportunities and Challenges
This text attempts to answer the main research question: what opportunities and challenges are facing the development cooperation implemented by Poland in the second decade of the 21st century? The following issues were considered in the analysis: the legal and institutional framework of Polish development cooperation, its geographical and thematic concentration, and financial resources allocated to these activities. A new quality in this area of Polish policy was introduced by the Act on development cooperation adopted in 2011, as well as by the articulation, through multi‑annual programs, of the preferred specialization of Polish activities in this field. However, there are still reservations regarding the cohesion of programming of Polish development cooperation with the EU and the global development agenda, the state's fulfilment of international commitments and the level of ODA financing, due to which Poland's participation in the global ODA system remains marginal.

The impact of artistic circles on the way of using and arrangement apartments in multi-family residential buildings in Poland in the 1950s and 1960s
This article (part I) presents the activities of artistic circles - architects - and their impact on the ways of using and arrangement of the living area. The way of using apartment is understood as:1) The way of arranging basic living functions by inhabitants (sleeping, resting, preparing and eating meals, receiving guests, studying, personal hygiene);2) The relationships between inhabitants and an apartment dependent on education, occupational structure, origin, life style, inherited cultural patterns, fashion as well as a group of physical characteristics and apartment attributes);3) The rights of family members to use the apartment space, including the right to intimacy and having own private space, as well as the representative needs. The aim of this article is to show the evolution of design thinking in the field of functional and spatial layouts of apartments and indicating the main trends of these changes. The selected functional layouts of apartments (including the remarks of the author of the design), representative of the given period of time, have been analyzed with respect to social and political conditions. In summary, the most important tendencies, which may be observed in respect of discussed changes, have been indicated. These include: expanding the living-room area of the apartment by designing a kitchen closer to the living-room or even combining a kitchen with a living -room; the differentiated approach to the issues of creating sleeping areas due to the understanding of children's individual needs to have their own living space; the concern to upgrade the quality of hygiene in an apartment - by creating separate restrooms and designing bathrooms with a space for a washing machine. Należą do nich: powiększanie przestrzeni strefy dziennej mieszkania poprzez zbliżanie kuchni do pokoju dziennego lub nawet łączenie jej z salonem; zróżnicowane podejście do zagadnienia lokowania miejsc snu wskutek zrozumienia indywidualnych potrzeb dzieci do posiadania własnej przestrzeni mieszkalnej; troska o podniesienie jakości higieny w mieszkaniu – wydzielanie osobnych WC i projektowanie łazienek z uwzględnieniem miejsca na pralkę.

Multi-level governance is now an established field of public policy research. In this context there is a need to introduce two new concepts: substantiation of public policy goals and multi- level coordination of public policy goals. In the study based on this assumption a qualitative approach is used. Usefulness of these two concepts was proved by participatory action policy research on one specific goal substantiated and coordinated within Europe 2020 Strategy in the policy area of poverty. In the course of the research (2012-2015) the author was a representative of the network of social NGOs in the governmental body responsible for implementation of the Europe 2020 Strategy in Poland. The main action research tool was an attempt to modify the goal of poverty reduction decided by the government in 2011. In that process rich data was generated, analyzed, interpreted and used for subsequent actions. The effect of the research is a deep insight and understanding of multi-level governance process in a specific policy area and a proposal for two new concepts. Emerging new research areas were proposed and discussed.
Ludność polska w wieloetnicznych regionach Litwy, Łotwy i Białorusi ; The Polish population in multi-ethnic regions of Lithuania, Latvia and Belarus
The aim of the paper was to compare the situation of the Polish minority in the three bordering countries: Lithuania, Latvia and Belarus. Despite similar historical circumstances contemporary groups of Polish minority in the lands of former Grand Duchy of Lithuania and Polish Livonia living in the different socio-economic and political conditioning. This situation affecting their relations with other ethnic groups and state authorities. All of the researched areas – Vilnius region in Lithuania, Latgale region in Latvia, Hrodna region in Belarus – are multicultural. In all, owing to special circumstances of Eastern Slavic-Baltic ethnic borderland, a compact Polish ethnic area was formed. Despite the deportation and postwar emigration of Poles and despite that areas inhabited by them belong to three different states, the Polish population still represents a significant proportion of the population, affecting the local socio-cultural and political life. The analysis of census data and maps indicates the progressive decrease of the Polish population and retreat of Polish ethnic area. However, recent censuses show the vary – depending on the region – processes. In Lithuania the stabilization of the ethnical structure of the population is observed. Despite the hostile attitude of Lithuanian nationalists and state authorities that often remain under their influence, Polish population takes advantage of the civil rule of law to consolidate its assets. In Belarus further melting of Polish ethnic area is observed, associated with a decrease in the number of Poles, both in absolute and relative terms. This can be combined with both the difficult situation of the Polish population in the Soviet period (no schools and other Polish institutions), and the current socio-political situation in Belarus. Under Lukashenka's dictatorial rule the Polish minority action is merely tolerated. Government support the policy of the tsarist and Soviet authorities, under which local Poles were considered as regional (Catholic) branch of the Belarusian people. Paradoxically, the relatively best situation concern the Polish population in Latvia, where Polish community is the least numerous, both in absolute and relative terms. The clear revival of Polish socio-cultural, and even increasing participation of Poles in some areas, can be observed. The Latvian authorities are positively oriented to the Polish socio-cultural initiatives, seeing the Polish movement as a counterweight to the demographic dominance of East Slavic population (Russians, Belarusians, and Ukrainians) in the south-eastern part of the country.

Pierwotne i wtórne delegowanie kompetencji w wielopoziomowym systemie zarządzania Unii Europejskiej ; Primary and secondary delegation of power in the Multi-level Governance system of the European Union
The study was prepared on the basis of the Principal-Agent Theory (PAT) and a method that is associated with it. This choice resulted from the major trajectories in the delegation processes, established on the one hand by states playing the role of principals, and on the other – by supranational institutions in their role as agents. The delegation theory explains the relationship between an entity that delegates power and that which is delegated (the receiving power) and helps analyze the phenomenon of the transfer of power between those entities, its reasons, circumstances, stages of the process, the outcomes and proper terminology and typology. This approach is, therefore, based and focused on the theoretical achievements in the area of research into the process of delegating. The delegation theory is actually the focal plane of theoretical approaches concerning delegating with the elements of the selection of the methods and logic of explanation, and so on. In addition to the clarification of the term of delegation of power and its stages, two basic types of delegation are examined, namely: primary and secondary delegation, and their derivatives, including the relationships between them in the multi-level governance of the European Union. ; The study was prepared on the basis of the Principal-Agent Theory (PAT) and a method that is associated with it.

The assessment of the implementation of the environmental policy in China is usually made in the context of the application of environmental law. The author proposes a different approach, assuming that the policy outcomes depend not only on such or other prerogatives at individual levels of management but on the mutual interaction of individual actors. The article indicates to what extent the central authority is able to define policy goals along with an adequate system of supervision of implementation, what is the perception of local authorities, and in what conditions local authorities are willing to accept the objectives of the ecological policy. It has been identified in which conditions sub-national authorities may distort centrally planned activities related to environmental protection.
Impact of Globalisation Processes on Regional Development Management in the European Union ; Impact of Globalisation Processes on Regional Development Management in the Eur
RESEARCH OBJECTIVE: The aim of this article is to explain why the European Union perceives globalisation as the challenge for its regional development and how this assumption influences on regional development management. THE RESEARCH PROBLEM AND METHODS: The research problem concerns the issue of globalisation as the process which is estimated by the EU as the opportunity and challenge for its regional development at the same time. As a result the EU develops multi-level political system in which, along sovereign states, there are transnational and subnational political actors which have been engaged in regional development management. The research methods used in the study consist of an institutional and legal analysis of the major policy documents, actors and regional development management instruments that they use. THE PROCESS OF ARGUMENTATION: The introduction presents the principal methodological assumptions concerning the analysed research area, the applied conceptual approach and the research methods. The main body of the article discusses why the European Union perceives globalisation as the challenge and opportunity for regions' competitiveness. RESEARCH RESULTS: The analysis shows that the scope of competences of the EU with regard to regional development management was laid out in the Treaty on the Functioning of the European Union; however, the globalisation affects the formulation of strategic directions of EU actions in this area and implementation of relevant interventions of the European Regional Development Fund and European Social Fund. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: In accordance to the European Commission globalisation creates conditions and challenges in the scope of regions' economic development. In order to prepare the regions for global competitiveness in the EU, authority is spread among different decision making and implementing levels which have the sources and knowledge required in the process of increasing regions' competitiveness. Globalizacja kreuje uwarunkowania i wyzwania w zakresie rozwoju gospodarczego regionów. Efektem jej oddziaływania jest redefinicja roli poszczególnych aktorów politycznych w procesach zarządzania rozwojem.

Samorząd wojewódzki w Polsce jako podmiot polityki rozwoju regionalnego ; Regional authorities in Poland as the subject of regional development policy
Jednym z największych osiągnięć procesu transformacji społeczno-politycznej w Polsce jest szeroka decentralizacja sfery władztwa publicznego. Obowiązująca obecnie ustawa o samorządzie gminnym doprowadziła do restytucji zjawiska władzy lokalnej w Polsce, a zarazem stanowiła pierwszy krok do dalszych reform samorządowych zwieńczonych ustanowieniem samorządu powiatowego i wojewódzkiego. Z dniem 1 stycznia 1999 r. wprowadzono zasadniczy trójstopniowy podział terytorialny państwa, którego jednostkami stały się gminy, powiaty i szczególnie nas interesujące województwa. Reforma samorządowa obejmując swoim zasięgiem województwa spowodowała, że nastąpiła istotna zmiana jakościowa, bowiem województwa - regiony uzyskały podmiotowość co usytuowało je na płaszczyźnie partnerskich relacji w stosunku do władz centralnych. Piętnaście lat funkcjonowania samorządu regionalnego w Polsce skłania do refleksji dotyczącej efektywności podjętych wówczas działań i kierunków dalszego rozwoju samorządu na poziomie województwa. ; One of the greatest achievements of the socio-political transformation process in Poland is the extensive decentralization of public authorities. The current law on municipal government has brought about the restoration of the phenomenon of local governance in Poland, thus becoming the beginning of further local government reform, topped with the establishment of district and regional government. January 1, 1999 marks the introduction of the principal three-tier territorial division of the state, organized from then on into municipalities, counties and regions, the latter being of particular interest to us here. The reform of local government encompassed the regions, resulting in a significant qualitative change, as regions were granted the status of separate entities, thus becoming partners in relations with the centralauthorities. The fifteen years of regional government in Poland calls for reflections on the efficiency of the steps taken then, and the directions of further advancement of local government at a regional level. This issue is of utmost importance, since in a democratic, decentralized state, locally governed regions play an increasingly significant role in promoting, stimulating and providing public financing for initiatives serving socio-economic development. Effective fulfillment of these tasks, coupled with changing principles of how to generate the budget revenue of local governments, lies among the main conditions for the future operations of the regions, and ensuring appropriate means to implement regional development projects.
