Abbâsî dönemi ilim ve kültür hayatından bahseden bütün araştırmalarda bu dönemin en önemli ilim merkezinin Bağdat Beytülhikmesi olduğu belirtilir. Abbâsîler devrinde bir süre ilmî faaliyetlerin etrafında yoğunlaştığı Beytülhikme, Hârûnürreşîd tarafından Bağdat'ta kurulmuş, oğlu Me'mûn tarafından da geliştirilmiştir. Anlaşıldığı kadarıyla bu dönemde Beytülhikme, çeşitli dillerden tercüme faaliyetlerinin yürütüldüğü merkez haline gelmiştir. Kaynaklardaki bazı kayıtlardan anlaşıldığına göre, muhtemelen sarayın bir bölümünde yer alan Beytülhikme'de tercüme faaliyetleri dışında halifenin ulema ve üdebâ ile yaptığı sohbetler de gerçekleştirilmekteydi.
Devlet, günümüzde yaşamın neredeyse en etkin ve en üstün kurumudur. Bu özelliğinden dolayı da politik bilimin en tartışmalı konularından biridir. Bu açıdan devlet, en başından tartışmalı bir kavramdır. Antik toplumların politik iktidar örüntülerini anlamak sözkonusu olduğunda bu durumun daha da karmaşık bir hal arzedeceği ortadadır. Çünkü antik toplumlara ilişkin veriler arkeolojik bulgularla sınırlıdır. Antik toplumların düşünce evrenleri üzerinden politik örüntülerini anlama girişiminde, mevcut arkeolojik bulgular içerisinde en değerli olanların o toplumun mitleri olacağı aşikardır. Bu durumun bilhassa antik Mezopotamya için geçerli olduğunu söylemek mümkündür. Çünkü devletin kökenine ilişkin teorilerin antik Mezopotamya bağlamında iddia ettikleri tezlerde o dönemin mitlerine değinmedikleri fark edilmektedir. Devletin günümüzde de efsane ile ilişkili olduğu düşünüldüğünde, bunun önemli bir eksiklik olduğu dikkat çekmektedir. Bu açıdan Sümer kent-krallıklarının Akad devletine evrildikleri bir dönemde Gılgameş Efsanesi'nin şimdi bildiğimiz halinin oluşturulması, Gılgameş Efsanesi'ni bu dönemin politik iktidar örüntülerini anlama çabasında önemli bir konuma oturtmaktadır. Gılgameş efsanesinin bu açıdan antik Mezopotamya bağlamında değinilen "devlet" ya da çalışmada tercih edilen tabiriyle "politik iktidar" tartışmalarına çok önemli katkılar sağlaması olasıdır. ; Nowadays state is almost the most effective and superior institution of life. Because of this characteristics, it is also one of most problemetic objects of political science. From this point of view, the concept of state is debatable from very beginning. It is obvious that this case becomes much more complicated in terms of understanding the pattern of political power of antique societies. Since data related with antique societies are limited by archeological findings. In an attempt to understand political patterns of antique societies by their universe of thought , it is clear that among all archeological findings most precious ones are the myths of that society. It is possible to say that this condition is particularly valid for antique Mesopotamia. Since it is observed that theories about the origin of state do not consider myths of those day in terms of their claims for antique Mesopotamia. When assumed relation between state and myth is thought, this condition attracts attention as a certain deficiency in political science. As it is known to us, The Epic of Gilgamesh was composed in a certain period in which city-kingdoms of Sumer evolved to the state of Akad. Thus The Epic of Gilgamesh becomes significant for understanding the patterns of political power of this period. From this point of view, The Epic of Gilgamesh may make very important contributions to discussion of the "state" or by using a term which is prefered in this study, to the "political power" wich is considered in the context of antique Mesopotamia.
06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Uluslararası ilişkilerde temel aktörlerin davranışlarını açıklamak için birçok teori geliştirilmiştir. Özellikle Soğuk Savaş sonrası dönemde bu aktörlerin davranışlarını açıklamada kültürel unsurlara giderek daha fazla önem verilmiştir. Bu doğrultuda güvenlik çalışmalarında önemli bir yere sahip olan stratejik kültür devletlerin dış politika tercihlerini ve karar alma süreçlerini şekillendiren kültürel unsurları, kimliği, norm ve mitlerin oluşumunu ve etkilerini ortaya çıkarmayı hedeflemektedir. Bu çalışma, İran'ın devrim sonrası dönemde sergilediği güvenlik ve dış politika yaklaşımını stratejik kültür bağlamında ele almakta ve İran'ın stratejik kültürünün dış politikaya yansımasını incelemektedir. Dünya siyasetinde gerek söylemleri gerek eylemleri ile sıkça tartışma konusu olan İran'ın davranışları Alastair I. Johnston'un kavramsallaştırdığı stratejik kültür çerçevesinde analiz edilmektedir. Buna göre çalışmada başlıca araştırma sorular şunlardır: a) İran İslam Cumhuriyeti'nin kurulduğu günden bu yana tutarlı bir stratejik kültürü var mıdır? Evet ise, bu stratejik kültürün temel özellikleri nelerdir? b) İran'ın stratejik kültürü dış politika kararlarını ve davranışlarını etkilemekte midir? c)Evet ise, İran'ın stratejik kültürünün dış politika davranışı üzerindeki etkisi hangi örnek olay veya eylemlere yansımaktadır? Alaistair Johnston'un kavramsallaştırmasında stratejik kültür devletleri başlıca üç kategoride değerlendirmektedir; uzlaşmacı, savunmacı ve saldırgan. Yukarıdaki sorular ve bulgular ışığında bu çalışma İran'ın temelde savunmacı bir devlet olduğunu ileri sürmektedir. İran'ın savunmacı bir anlayışı benimsemesinin temelinde etrafının sürekli düşmanlarla çevrili olduğu algısı vardır. İranlı karar alıcıların zihinsel arka planında yatan bu düşünce dış politika seçeneklerini daraltmış ve güvenlik eksenli bir tutum sergilenmesi sonucunu beraberinde getirmiştir. Bu stratejik düşüncenin doğal sonucu olarak İran'ın dış politikada alanı daralmış ve bu alanda en belirgin araç olarak caydırıcılık stratejisi yer almıştır. Stratejik kültürün operasyonel kısmını oluşturan bölümde ise İran'ın stratejik kültürünün davranış üzerindeki etkisi İran-Irak Savaşı üzerinde test edilmektedir. ; Several theories have been developed to explain the behavior of key actors in international relations. Especially in the post-Cold War period, cultural elements are given more importance in explaining the behaviors of these actors. In this direction, the strategic culture, which has an important place in security studies, aims to reveal the cultural elements, identity, formation and effects of the norms and myths that shape the foreign policy preferences and decision-making processes of the states. This study examines Iran's security and foreign policy approach in the post-revolutionary era in the context of strategic culture and investigates the reflection of Iran's strategic culture on foreign policy. The behavior of Iran, which is a subject of frequent debates in world politics with its rhetoric and actions, is analyzed within the framework of strategic culture that Alastair I. Johnston conceptualizes. Accordingly, the main research questions in the study are: a) Does the Islamic Republic of Iran have a consistent strategic culture since its inception? If yes, what are the main characteristics of this strategic culture? b) Does Iran's strategic culture influence foreign policy decisions and behaviors of Iran? c) If yes, In which case events or actions does Iran's strategic culture influence its foreign policy behavior? In the conceptualization of Alaistair Johnston, strategic culture evaluates states in three main categories; accommodationist, defensive and offensive. In the light of the above questions and findings, this study suggests that Iran is essentially a defensive state. On the basis of Iran adopting a defensive understanding, there is a perception that its environment is constantly surrounded by enemies. This idea, which lies in the mental background of Iranian decision makers, narrowed its foreign policy options and the result of a security-oriented attitude has brought along. As a natural consequence of this strategic thinking, Iran's foreign policy has narrowed and a deterrence strategy has been the most prominent tool in this field. In the section that constitutes the operational part of the strategic culture, the influence of Iran's strategic culture on behavior is tested on the Iran-Iraq War.

Bu kavramın hukuksal bir anlamı olduğu kadar siyasî bir anlamı da mevcuttur ve bu iki anlam iç içe geçmiş durumdadır. Egemenlik devletin gücünü temsil etmektedir. Uluslar işbirliğine girdikçe egemenlik gündeme gelmektedir.Küreselleşme; ülkeler arasındaki iktisâdi, sosyal ve siyasal ilişkilerin gelişmesi, farklı toplum ve kültürlerin inanç ve beklentilerinin daha iyi tanınması, uluslar arası ilişkilerin yoğunlaşması gibi birbirleriyle bağlantılı konuları içeren bir kavramdır. Küreselleşme süreci, ulus devlet yapısı içindeki hükümetlerin gücünü ve etkinliğini azaltmakta, hükümetler; ekonomik nesnelerin, teknolojik yeniliklerin, bilgi, haber ve fikirlerin akışını kontrol etmekte güçlük çekmekte, ulus devletlerin millî ekonomik politika izleme imkânı giderek azalmakta, ekonomik sınırların aşınması millî siyasî sınırların da aşınmasına yol açmaktadır. The State should be interested in looking after the national society inside its own borders as well as in the larger societies existing outside wherein it should be sustainable its existence. The State takes the administration within its borders into its own monopoly. Such a situtation is a trend to create a common political culture being shared by all the citizens.The nation-state can be defined as a State having the right of employing any legal power inside a piece of o the land the borders of which have been demarcated and aiming to the integration to enliven the radical myth through the traditions by creating the common culture, symbols and values, all of which will homogenize the people under its administration. What the nation ? state is to centralize the state or poltical power , and standardize the culture, and provide the equality in law and the integration in economy.The understanding of sovereignity today in the world is defined, in general, as the right of any State for employing its powers of administration upon the country?s lands. This concept has a lawful meaning as well as a political meaning; and these two meanings are interchangeable with each other. Sovereignity represents the power of the State. As long as the nations enter into collaboration with each other, the sovereignity comes into question.Globalization is a concept containing the issues being connected with each other such as the development of economic, social and political relationships among the countries, and the better understanding the beliefs and expectations of the nations? cultures, and the intensification of international relationships. The process of globalization diminishes the power and efficiency of the governments being within the structure of nation-state; so such governments have difficulty in controlling the flow of economic objects, technological innovations, informaton, news and ideas, and the possibility of the nation-states for following up their national economic policies decrease gradually. The phenomenon of globalization puts the fact that the countries participate in the organizations guarding and protecting their common intersets and benefits at a supranational level into foreground in one hand, and makes new models of governance compulsory at both national and also supranational levels in the other hand.Today in the world, there are many forces challenging to the established models and practices of the state dominance. Such forces are globalization and internationalism. The European Union is a sui generis ınternational restructuring with its organizational structure being formed in line with both its goals and also with reaching such goals, which cannot be observed in any international organization. The most important feature making the European Community sui generis and distinguishing from other organizatons is to try to reach the goals thus determined through the formed structural (constitutional) and permanent bodies instead of the inter-governmental attempts.The tasks, authorizations, powers and responsibilities of the institutions of the European Union have been determined within the scope of the constitutive treaties. The institutions which such treaties give the authorization of making the supranational arrangement, application and judgement (such as Council, Commission, Committee, the European Community Court of Justice) can be also evaluated as the supranational authorities among the nations being included in the European countries Likewise, in the same way, both the law of treaties constituting such institutions and also the law which it has made have the same effect in the member states, and the fact that such laws cannot be changed and do away with unitalerally by the member states has developed the approach that the law of the European Union is supranational.Despite the European Union does not duly shelter the main elements of a state one to one within its own structure, it has been employing some powers similar to the ones being applied by any state state, and particularly by any federal state, and trying to form a constitutional citizenship. It has separated the powers of legislation, execution and judgment from each other within the framework of the division of powers, and created the separate bodies for each of such powers, and tied the functionality and operation of the same to the constituent treaties and law principles with the constitution. It gives its individuals the freedom of using the fundamental rights as well as of seeking such rights within the context of the Condition of the European Union Fundamental Rights. It has made the share of powers and authorizations with its member states, and included the same in the text of the constitution.
