EVALUATION OF THE FUNCTIONALITY OF THE NATIONAL SECURITY SYSTEM IN THE PROCESS OF ITS MODERNIZATION
The article submit to the multidimensional analysis of the degree of security sector reform, its modernization according to the requirements of the European structures, the level of the civic control of the security bodies. The same context is attributed to the analysis of national risks and vulnerabilities, of the potential of the state's investment in security institutions and the interest of political power, that is, of the governing parties to control the security institutions, the improvement of the crisis management mechanism, the realistic risk assessment. It is certain that, due to the external conditionality, in order to fulfill the requirements of the Association Agreement with the EU, the national security system of the Republic of Moldova is in a continuous transformation through reform and modernization both vertically, related to the subordination of the national security bodies and the extension of functional competences, as well as horizontally, referring to internal institutional restructuring and the limitation of the opening of these institutions to civil society.

The interconnection between the environmental issues and national security is one of the pressing matters due to the rapid changes that are taking place in both areas. Resource scarcity
and environmental degradation are increasingly understood to play an important role in generating or exacerbating conflicts. One of the most important causes that contribute to this degradation is related to the mismanagement of water resources.This situation has an important
impact on all the activities related to the proper functioning of a community. This research aims taking into account the scarcity of the water resources and degradation of its quality as a challenge on the national security. The deplation and degradation of the water resources are a function of the physical vulnerability of the resource, the size of the resource consuming
population and the technologies and practices this population uses in this consumption behavior.

THE ROLE OF SECURITY SERVICES IN ENSURING NATIONAL SECURITY Throughout historical developments, ensuring national security is a priority for the states of the world. In the mechanism of ensuring the security of the state, the intelligence and security services, through the connotation of its meaning and attributions, have always played a primary role. This is explained by the fact that the role of intelligence and security services is not only to identify security risks, opportunities and vulnerabilities, but also to argue with the representatives of the political power the consequences of decisions they take based on the information presented by the intelligence. The information covered by these institutions is relevant in making the decisions necessary to prevent internal and external threats, as well as to promote national security interests. The Security and Intelligence Service of the Republic of Moldova has an important role in the state security bodies, representing a component of the national security system. PECULIARITIES OF STRATEGIC COMMUNICATION IN THE CONTEXT OF INFORMATION SPACE FROM THE REPUBLIC OF MOLDOVA In the Republic of Moldova, the notion of strategic communication, in the security field, has become more and more frequently attested in studies and scientific approaches, related to the systemic functioning of our country. However, now, we find that the Republic of Moldova does not have neither political, nor sociolinguistic or media full favorable conditions; thus, the good conditioning of a strategic communication does not exist yet. The all-encompassing normative framework, regarding the coordination of institutional communication, has no chance of success in such cases, because the strategic communication represents a situation conditioned by the political, informational, social, economic, cultural environment, etc. The political and sociolinguistic situation brings a lot of difficulties for institutional communication. The exercise of strategic communication functions, at national level, can be considered fruitful only through ensuring favorable conditions for state institutions, in order to support a strategic communication, which should concentrate the efforts to consolidate and orient the conditions on national interests and national policies. The energy security as a component part of national security was and remains to be a permanent concern for the Republic of Moldova for the whole period of its independence. This will determine the sustainable development of the national economy, the social equity, and the sovereignty of the state. This article highlights both the problems regarding the energy security at the contemporary stage and its perspectives in the European context.

Since its origins, in the context of the Cold War's beginning, NATO has been a robust defensive alliance, acting in accordance with UN Charter, as a collective defence structure based on solidarity and mutual trust. Nowadays it has 28 member states and one can say that it fulfilled its main role: to protect the West against communist/Soviet threats using the deterrence and containmemt tools. Neither USSR nor its main instrument, the Warsaw Pact dare to attack the Euro-Altantic area. Our main assumption is that because the specific national interests of each member state, because of the domestic-constitutional issues and bureaucratic obstacles, the Alliance cannot yet forge a common strategic culture for all its members and also lacks a common lens for detecting real risks and therats, be they nation states or non-states actors. Nowadays, Russia and Islamic State are the main adversaries for the Western states, thus NATO should be more effective in dealing with them. And there is a need for reform and transformation. Divergences between adepts of territorial defence and those of pro-active "out of area" missions go in addition to divergences concerning the neeed for increased defence budgets for all members and especially concering the attitude towards Russia. Moscow used economic and energy tools trying to divise some allies like Hungary, Greece and Bulgaria and it partially succeeded. Using some theories of alliances and of democratic peace, resorting to recent facts and figures related to NATO's activities and plans, will help the reader understand the problem of increasing the power vs. increasing the security dilemma and the prospect of future conflicts.
National interest and government problems in the context of democratic transformations. The case of the Republic of Moldova
This article reviews the importance of national interest in the context of democratic transformations. The Republic of Moldova has to define its national interests as an opportunity to demonstrate that it has committed itself to respecting the values of freedom and tolerance, to demonstrate that it is open to bilateral and multilateral dialogue and cooperation and it tends to become a reliable security partner also by that gaining more audience and credibility. Even if the national interests of the Republic of Moldova are of a regional character, because its political and economic potential is limited, so it can not claim global roles in the world arena, the national interests synthesize the trajectories on the basis of which the Republic of Moldova conceives its present and the future. In democratic transformations, the role of state power in contemporary conditions does not diminish, but vice versa complicates and increases. Regardless of the social model that our society develops on, the state is the most important instrument for increasing people's well-being, building civical and political activity as well as strengthening the sense of citizenship. Thus, the course and results of democratic transformations are to a large extent determined by the quality of state leadership. The national interest is a well known determinant of political behaviour which motivates and stimulates different actors to develop political goals, to take actions that address both the political sphere as well as other social spheres. Starting from the premise that we are still doomed to governments formed by coalition, we consider absolutely necessary for all political formations to place on the first place the national interest, democratic transformation, sovereignty, human dignity, rights and freedoms, and not the narrow interests of the party or group.

The article presents the judgment delivered by the European Court of Human Rights of 5 March 2020 in GROBELNY v. Poland, by which the Court found that Article 1 of the First Protocol to the European Convention on Human Rights had been infringed following the rejection by national courts of the applicant's claim for compensation equal to the invalidity pension which he was unlawfully deprived of by applying the res judicata principle, despite the existence of relevant and sufficient grounds for departing from that principle, namely the fact that the applicant's deprivation of pension rights was the consequence of a manifest error attributable to the public authority, found as such by the court in the second dispute. The Court held that, in this way, the national authorities had failed to ensure compliance with the principles of social justice and fairness or good governance and that the burden to which the applicant was subject was disproportionate, since he was required to bear the consequences of the errors attributable to the public authorities on his own, even though he did not have any other legal means to compensate for the damage. The article also contains an analysis by the author of the ECtHR ruling.

The study of the labour market trends of the evolution at local level has a great importance, because its optimal functioning is vital for ensuring the economic development and competitiveness. From this perspective the quantity and value of the available human resources and the efficiency of their use become essential for the sustainable economic development of the Cahul district. The main factors of influence on the workforce state during 2014-2018 were: the demographic processes, labour force migration and the influence of the
macroeconomic environment. In order to diminish the influence of the listed factors it is necessary: a) to create stable and attractive jobs with a professional growth perspective, b) to facilitate the employers' interaction with potential employees, c) to prevent unemployment among young people. With a constantly growing population, able to work and having various professional training possibilities, the Cahul district is constituted as a regional centre with high
potential of economic development.
