The German EU presidency is confronted with a number of challenges in the first half of 2007: first, there is the quest for a solution to the constitutional crisis; second, there is the need to make strategic decisions in a number of important EU-policy fields; & third, Europe must find the ways & means to cope with international crises in Africa & the Near & Middle East. Also, there are still unresolved problems in Europe's backyard, the Western Balkans, where the most challenging task will be conducting a civilian ESDP mission in Kosovo as the successor to the UNMIK. One of the difficulties is that a number of important EU member states have become weak players on the European stage because of domestic problems, upcoming general elections or difficulties in forming a government. It is against this backdrop that many hopes rest on Germany, which is seen at present as the central actor in shaping European politics. The German presidency will have to explore the lines of consensus on the constitutional issue & deal with the question of a common European energy policy, which has moved to a top priority on the EU's agenda due to the most recent Russia-Belarus gas & oil dispute. One approach for securing European energy demands would be making the energy issue a part of the European Neighborhood Policy (ENP), the reorientation of which is already on the European agenda as it is. Should the German government also be able to beef up the European economic & social policy & strengthen cooperation among member states in justice & home affairs on issues such as terrorism, trans-national crime & migration -- issues where European citizens have deep concerns & high expectations towards the EU -- the presidency could achieve a real success in advancing European integration. Bei der derzeitigen Deutung der 1970er-Jahre werden insbesondere die sozioökonomischen und soziokulturellen Veränderungen hervorgehoben, die mit der Ölkrise 1973 einhergingen. Demgegenüber unterstreicht der vorliegende Aufsatz die Umbrüche und Krisenreaktionen Ende der 1970er-Jahre. Insbesondere 1979 verdichteten sich zahlreiche globale Ereignisse, die Paradigmenwechsel bewirkten. Verdeutlicht wird dies für den Bereich der Energie- und Wirtschaftsgeschichte, den Wandel der Politik sowie im Feld der Kultur exemplarisch für die neue öffentliche Bedeutung der Religion und der Geschichte. Die markanten Ereignisse und längerfristigen Trends lassen sich zugleich als Ausdruck und Praxis der Globalisierung fassen: Weit entfernte Ereignisse wie der Atomunfall bei Harrisburg, der Machtwechsel in Nicaragua oder die Revolution im Iran führten auch in der Bundesrepublik zu neuen Wahrnehmungs- und Handlungsmustern. Ein genauerer, transnationaler Blick auf die Jahre um 1979 eröffnet zudem zusätzliche Interpretationshorizonte für Kernfragen der Zeitgeschichte, die sich aus dem Umbruch 1989/90 nur bedingt beantworten lassen. ; When interpreting the 1970s today, special emphasis is placed on the socioeconomic and sociocultural changes which accompanied the oil crisis of 1973. By contrast, this article focuses on the reforms and reactions to the crises at the end of the 1970s. In 1979, in particular, a number of events with global repercussions prompted paradigm shifts. This article addresses historical events relating to energy, economics, and political and cultural transformation, and pays special attention to the significance now commonly ascribed to religion and history. All these occurrences and long-term trends can also be understood as manifestations of and practices of globalisation. Distant events such as the nuclear accident near Harrisburg, the change of power in Nicaragua, or the revolution in Iran, led (even in the Federal Republic of Germany) to new perceptions and patterns of behaviour. A transnational approach to events occurring before and after 1979 makes it possible to interpret anew key issues of contemporary history – issues which can only partially be answered with reference to the upheavals of 1989/90.

Die Coronakrise verlangt gegenwärtig expansive Fiskalpolitik. Diese Strategie ist unbestritten. Deutschland verfügt über die nötigen Spielräume für diese expansive Fiskalpolitik - nicht zuletzt deshalb, weil Fiskalregeln wie die deutsche Schuldenbremse den Grundstein für eine nachhaltige Fiskalpolitik gelegt haben. Diese Spielräume können nun zur Linderung der gegenwärtigen Rezession genutzt werden. Die realwirtschaftlichen Effekte von Fiskalregeln werden intensiv diskutiert. Zwei Theorien stehen sich gegenüber. Zum einen können Fiskalregeln durch die Reduktion der Staatsverschuldung und der Schaffung eines nachhaltigen und stabilen Staatshaushaltes positive Wachstumseffekte auslösen. Führen Fiskalregeln allerdings zu einer Reduktion öffentlicher Investitionen, so wird das Wirtschaftswachstum gebremst. Unsere neue Studie zeigt, dass Fiskalregeln das Wirtschaftswachstum nicht gebremst haben - sofern sie in der Verfassung verankert waren. Dies gilt sowohl für nationale als auch für regionale Fiskalregeln. Deutschland muss nach Bewältigen der Coronakrise langfristig zu einer nachhaltigen Fiskalpolitik im Rahmen der Schuldenbremse zurückkehren. Die Coronakrise zeigt, wie unvermittelt Krisen auftreten können, die bei unzureichender Vorsorge nicht zu bewältigen wären. Auch überdeckt die bis vor Kurzem noch sehr positive Haushaltslage der Bundesrepublik die Tatsache, dass es im Zuge des demografischen Wandels in naher Zukunft zu einer drastischen Veränderung des Verhältnisses zwischen Beschäftigten und Rentnern kommen wird. Diese Veränderung wird den Bundeshaushalt vor große Herausforderungen stellen. ; Forschungsbericht im Auftrag der Initiative Neue Soziale Marktwirtschaft. ; The corona crisis currently requires expansionary fiscal policy. This strategy is undisputed. Germany has the necessary scope for this expansionary fiscal policy because fiscal rules such as the German debt have laid the foundation for a sustainable budget policy. These margins can now be used to alleviate the current recession. The real economic effects of fiscal rules are intensively discussed. On the one hand, fiscal rules may trigger positive growth effects by reducing public debt and creating a sustainable and stable government budget. On the other hand, if fiscal rules lead to a reduction in public investment, economic growth will be slowed down. Our new study shows that fiscal rules have not declined economic growth - provided that they were adopted in the constitution. This applies to both national and regional fiscal rules. Germany must return to a sustainable long-term fiscal policy in compliance with the debt brake once the crisis has been overcome. The corona crisis illustrates how abrupt crises can occur that would not be manageable from a fiscal policy point of view if inadequate provision was made. The positive budgetary situation of the past years also hides the fact that the demographic change will lead to a drastic change in the relationship between employees and pensioners in the near future. This change will pose major challenges for the federal budget.
