• Summary: This article explores the knowledge of community-based social workers in the context of an action research project aimed at exploring the practitioners' own descriptions of their knowledge and expertise on the theme of spatial marginalization. • Findings: The knowledge of social workers seemed to be based on service users' experiences and case examples, on value and moral constructions, and it was created from experience, by doing and in action. It was local and contextual, in some sense silent but shared through a discussion process. It was not based on empirically based scientific research understood in the traditional sense; rather, social workers resorted to practical knowledge in its various forms. • Applications: The sharing of individuals' social work knowledge, both 'knowing that' and 'knowing how', with other social workers and reflecting together on the knowledge and tradition that social workers carry serves to define, study and promote the transferability of common and shared knowledge.

Abstract: Policy-related research in general, and Impact Assessments in particular, are too loosely connected to decision-making processes. The result is often sub-optimal or even undesirable, as one of two situations arises: 1) much research is done; however, those with the real power to make decisions do not make use of all of the resulting information, or 2) advocates of contrary opinions struggle with each other, using policy-related research as ammunition. To avoid these unwanted situations, the connection between the world of knowledge and the world of decisionmaking should be carefully constructed, by connecting the process of decision-making to the academic research and carefully developing research goals in response to the demands of decision-makers. By making these connections in a stepwise manner, knowledge may generate new insights and views for involved decision-makers and stakeholders, thus changing perceptions and problem definitions. In this way, these actors learn about the possibilities of several alternatives as well as each other's perceptions, and thus can make educated decisions leading to the most desirable and socially acceptable solution. The way this proposed method works is illustrated using two cases in The Netherlands: the project "Mainport Rotterdam" (the enlargement of the port of Rotterdam), the project "A fifth runway for Amsterdam Airport (Schiphol)".

The authors analyse the changing international context within which the participants in the South African political arena will have to search for a negotiated settlement. The turning point for the National Party through the introduction of the 1983 constitution, ANC's attitudes towards negotiations etc. are explored. This paper analyses how scientists, policy makers and water users engage with scientific knowledge and uncertainties during a lengthy and complex decision-making process (2000–2014) about water quality, freshwater resources and climate adaptation in the Rhine-Meuse-Scheldt estuaries. The research zooms in on lake Volkerak-Zoom. Interviews confirm that 'negotiated knowledge', shaped by the agricultural sector, NGO's and water managers can lead to strategies to improve water quality problems. One such a strategy, based on negotiated knowledge, is to create an inlet to allow limited tides and inflow of saline waters in Lake Volkerak-Zoom. Meanwhile, during negotiations, monitoring showed an autonomous decline in the annually returning algal blooms, leading to new uncertainties and disrupting the negotiations. At another negotiation arena, water users and policy makers repeatedly disputed scientific assessments about costs and benefits regarding additional freshwater supply for agriculture and the knowledge underlying proposed decisions was still considered uncertain in 2014. Several strategies have been observed to deal with uncertainties in decision making, such as deconstruction of certainties, creation of deadlines for decisions and selection of preferred solutions based upon the 'No-regret principle'. The risk of a lengthy decision making process can be reduced when the responsible authorities recognize, acknowledge and give an equal role to these behavioural strategies to address uncertainties. Tailor-made strategies are needed to make knowledge use more efficient, for example, joint-fact-finding (in case of disputed knowledge and ambiguity), additional research and monitoring (in case of epistemic uncertainty) or commissioning research whereby temporarily a protected environment is created to allow research without political interference (in case of ontic/structural uncertainty).

This article summarizes a longitudinal study on the role of technology in obtaining the information behind print and online news in Israel, across 15 years. Rather than taking the benefits of innovation for granted, knowledge acquisition technologies should be evaluated according to their 'epistemic bandwidth', involving the scope of knowledge-seeking opportunities they afford, the convenience of challenging this information, and its verifiability via the same channel. Hence, innovative technologies are very likely to have broader bandwidth when bypassing human agents. However, when human sources are concerned, traditional channels, like face-to-face and telephone, have broader bandwidth. Findings show that telephone is losing its historical dominance and face-to-face is declining in favour of emails and messaging. Even though textualization may afford greater accuracy and less deniability, and emancipate journalists from functioning as 'oral relays' of sources, it provides them with less space to interrogate their sources and confront them with interview techniques.

The view of institutions as coercion rather than as contracts dominates the comparative politics literature on both institutional creation and the politics of economic reform. The emergence of a collectively optimal tax code in Russia demonstrates the limitations of this emphasis on coercion. This new tax code was not imposed by a strong central leader, mandated by international institutions, or the result of state capture by powerful economic interest groups. Rather, it is the product of a mutually beneficial exchange between the Russian government and the Russian oil companies. Russia's ability to negotiate an effective tax regime also suggests the conditions under which and the microcausal mechanism whereby exogenous shocks promote institutional change and economic reform. Owing to their mutual vulnerability and interdependence, the August 1998 financial crisis generated widely shared perceptions among these actors that the payoffs of cooperation had changed. Yet the economic reform institution that resulted required a series of incremental strategic moves that established common knowledge.

This paper explores policy change in Swedish coastal and marine conservation, identifying advocacy coalition factors—focusing internal and external events, policy learning, and negotiated agreements—that explain divergent outcomes in disputed national park planning processes. A longitudinal study, covering three decades of three planning processes, indicates that all factors matter. External and internal events, combined with policy learning or negotiated agreements, constituted the main change pathways. We noted that events' influence on learning and agreements was facilitated by policy brokers and mediated through new venues and altered actor strategies. The findings indicated that competing coalitions' policy beliefs influenced the specific routes taken and underlined the centrality of governmental actors to different outcomes. The study illustrates how political conflicts occur and are addressed in environmental governance, generates insights critical to implementing international and national conservation policy, and builds theoretical knowledge of pathways to policy change in disputed policy processes.

PurposeA couple of decades ago, the negotiated syllabus was introduced as an alternative to the predetermined syllabus. The review of the related studies shows the number of studies on the use of negotiated syllabus in English language teaching is scanty. The main purpose of the study was to explore the advantages/merits of employing negotiated syllabus in general English courses that undergraduate students take.Design/methodology/approachThe authors employed the phenomenology research method to deeply delve into the undergraduate students' perceptions of the advantages of the negotiated syllabus. The phenomenology method is used for investigating human lived experiences through the descriptions given by the people involved in the study. This qualitative research method is mainly used to study fields with little or no knowledge. The authors collected the data through in-depth interviews with the informants (18 students) who were selected through theoretical sampling. The informants were undergraduate students at Allameh Tabataba'i University who were selected through theoretical sampling. The authors listened to the recordings to transcribe the participants' statements and remarks verbatim. Then, we analyzed the interviews thematically through open, axial and selective coding. This study aimed at exploring the participants' perspectives on the advantages of the negotiated Syllabus. The study's main objective was to investigate the advantages/merits of employing negotiated Syllabus in undergraduate students' general English courses.FindingsFindings revealed that employing the negotiated syllabus resulted in many advantages which were reduced into three axial coding: psychological, pedagogical and individual. Generally, the negotiated syllabus reduces the students' anxiety, improves their motivation, affects their language achievement and develops their critical thinking and learner autonomy.Practical implicationsTeachers are recommended to minimize the constraints and use the negotiated syllabus to optimize language learners' motivation and language achievement in teaching English programs.Originality/valueThe impact of the negotiated syllabus on language learners has been investigated through quantitative research methods. However, the language learners' perceptions of the negotiated syllabus have not been well explored qualitatively.

Traditional knowledge (TK) is under debate in the contemporary world for its inherent value and need for protection from 'biopiracy'. International consensus is proving difficult on defining its scope and ambit of protection. Traditional health knowledge (THK) is a promising domain of TK which, due to its immense economic and commercial value, is prone to misappropriation. International provisions exist for protection and definitions of TK and related resources at various fora such as the Convention on Biological Diversity. Proposals to protection of TK under Intellectual Property Right regimes are being addressed by the World Intellectual Property Organisation (WIPO). The text of a proposed treaty is being debated at WIPO's Intergovernmental Committee on Genetic Resources, Traditional Knowledge and Folklore (IGC-GRTKF). This article spells out the issues being negotiated at the WIPO-IGC-GRTKF. With THK characterised in a tiered manner based on its secret or diffused public availability, consideration of customary law is an imperative. India proposed that the national governments be given status of knowledge holders for THK in the public domain and fiduciary rights in case of closely held/associated THK. The article finds that a comprehensive national policy instrument and sui generis law for the protection of THK have become especially urgent in the light of international debates. It also proposes that, rather than Intellectual property (IP), the framework of a 'knowledge commons' for just sharing of TK and its innovations may be a better option.
