Policy Networks y Politica Farmaceutica

This article analyses continuity & change in two areas related to pharmaceutical: industrial policy & control of public expenditure. In both cases, the adoption of a new policy paradigm is preceded by a significant institutional change which transforms the distribution of power of actors involved. But the strategy adopted in both areas to carry out policy change is significantly different. This article argues that policy change is mediated by policy networks, offering a complementary explanation of Hall's model of policy change. The adoption of a new policy paradigm in pharmaceutical industrial policy is the result of a gradual process through which state & business actors define their strategies in order to preserve their interests, while adapting to the new political & economic context. In contrast, cost-containment policy is the result of a politicized debate in which a large number of actors are involved. Tables, References. Adapted from the source document.
Neural networks in virtual reference tuning
This paper discusses the application of the virtual reference tuning (VRT) techniques to tune neural controllers from batch inputoutput data, by particularising nonlinear VRT and suitably computing gradients backpropagating in time. The flexibility of gradient computation with neural networks also allows alternative block diagrams with extra inputs to be considered. The neural approach to VRT in a closed-loop setup is compared to the linear VRFT one in a simulated crane example. © 2011 Elsevier Ltd. All rights reserved. ; A. Policy networks y política farmacéutica
En este artículo se analiza el proceso de cambio en dos áreas concretas de la políticafarmacéutica: la política industrial y la política de uso racional del medicamento. En amboscasos la adopción de un nuevo paradigma requiere una transformación en el plano institucional,y genera un cambio en la distribución de poder entre actores. Pero, la estrategiaque se adopta para llevar a cabo ese cambio de paradigma es distinta. Este análisis ofreceuna visión complementaria al modelo de cambio propuesto por Peter Hall, y se argumentacómo las características de cada policy network determinan la forma con que se llevana cabo estos cambios en los objetivos. El cambio de paradigma en la política industrialse lleva a cabo de forma lenta y gradual como resultado de un proceso de negociacióncerrado entre el Estado y la industria farmacéutica. Por el contrario, el desarrollo deuna política de uso racional del medicamento se lleva a cabo a través de un debate intensoy politizado, en el que participan un número cada vez más amplio de actores.

Women's Network behind Frances Perkins's Appointment
This article explores and analyses a particular group of middle-class social reformers who, sharing a mutual kinship directed towards social welfare during the Progressive era, achieved political prominence during the New Deal period, developing powerful networks as a means of transcending and defying the limited domestic sphere, and acquiring a larger voice in the public arena, a male-dominated realm for years. Looking back to the first women's groups from the antebellum period to demonstrate the origin of the first political organization and the outset of a new concept about female friendship, this article maintains the hypothesis that Frances Perkins's unprecedented appointment as the first female Secretary of Labor in 1933 was due to a two-fold reason: the response Florence Kelley aroused in her and the women's web tactics, having Mary Dewson at the center, to deconstruct the politics of the time empowering her in an androcentric world. ; El presente artículo explora un grupo minoritario de mujeres reformistas de clase media, las cuales, unidas por una afinidad mutua basada en el bienestar social durante la época Progresista, lograron alcanzar prominencia política durante el período denominado New Deal, desarrollando redes poderosas de mujeres como medio para poder adquirir mayor protagonismo en la esfera pública, para poder así trascender y desafiar la esfera limitada de domesticidad. Remontándose a los primeros grupos de mujeres que se formaron en el período anterior a la Guerra Civil americana para así demostrar cómo, a través de los primeros intentos de organización política, floreció también un nuevo concepto de amistad femenina, este artículo mantiene la hipótesis de que el nombramiento sin precedentes de Frances Perkins como la primera mujer Secretaria de Trabajo en 1933 fue debido a dos razones: la respuesta que la activista Florence Kelley despertó en Perkins y las diferentes tácticas que las mujeres, dentro de la red, emplearon, orquestadas principalmente por Mary Dewson, para deconstruir la política de la época, empoderándola en un mundo androcéntrico.

The aim of this article is to introduce the concept of sustainability, its relationship with the importance of environmental regulation as an instrument for achieving sustainable development. To present the issue of environmental justice that tends to fair treatment and the effective participation of all people towards the effective exercise of the human right to a healthy environment and the equitable distribution of environmental resources. Highlighting the value of networks for the recognition of the concept and its political and legal development. ; El objetivo de este artículo es introducir el tema de la sostenibilidad, su relación con la importancia que representa la regulación ambiental como instrumento para el logro del desarrollo sostenible, presentar la cuestión de la justicia ambiental que propende al trato justo y la participación efectiva de todas las personas hacia el efectivo ejercicio del derecho humano al ambiente sano y la equitativa distribución de los recursos ambientales, destacando el valor de las redes para el reconocimiento del concepto y su desarrollo tanto político como jurídico.

Uno de los grandes desafíos que afrontan los gobiernos en la actuali-dad ha sido el surgimiento de diversas organizaciones dispuestas en forma de red, con una gran capacidad resiliente y con estructuras flexibles, que han cuestionado la idea de la rígida jerarquía militar. Por tal motivo, el presente artículo explora los componentes que ha-cen de la red una organización de múltiples nodos conectados, todo ello en el marco de la era de la información. El caso de estudio con-creto será las FARC-EP que con sus más de cincuenta años de histo-ria se ha constituido como una de las guerrillas dispuesta en red, más antiguas del mundo. ; One of the greatest challenges facing governments today has been the emergence of organizations arranged in a network with high capacity resilient and flexible structures, which have questioned the idea of a ri-gid military hierarchy. Therefore, this article explores the components that make an organization of multiple network nodes connected, all in the perspective of the information age. The specific case study will be the FARC-EP with its 50 years of history has established as one of the guerrilla with a network structure oldest in world.
