A new international climate change agreement under the United Nations Framework Convention on Climate Change was concluded in Paris in December 2015. The Paris Agreement (PA) asserts that greenhouse gases (GHG) emission pathways should be consistent with holding the increase in global temperature below 1.5°C or 2°C above pre-industrial levels. New Zealand (NZ) has committed to reduce emissions to 30% below 2005 levels by 2030. The purpose of this paper is to estimate the economic costs from the PA terms when the mitigation potential relies on pricing/not pricing agricultural emissions and linking/not linking the NZ Emissions Tradable Scheme (NZ ETS) to other markets of emissions permits in Australia, the European Union and the United States. Through a general equilibrium model we find that NZ is capable of meeting the PA terms; however, GDP decreases by 7% below the baseline by 2030 because of the stringency of the targets. Although pricing agriculture and linking the NZ ETS to other emissions markets mitigates losses, linking to the European Union ETS may not be desirable because of significant losses on competitiveness. Results also show that linking to Australia or the US emissions markets mitigates compliance costs because of lower prices on emissions permits.

The aim of the article was to discuss conceptual ideas on the state of legal support of the electoral process in Denmark, New Zealand and the United States, as well as to identify opportunities to use the positive experience of these countries in Ukraine. The article uses such methods as dialectical, comparative law, system-structural, formal-dogmatic, modelling and forecasting. It should be noted that, despite the ability of EU countries to introduce their own electoral legislation and choose the electoral system, the exercise of the right of everyone to vote or be elected is ensured by compliance with international standards of organization and conduct of elections. It is concluded that the countries studied: Denmark, New Zealand and the United States generally adhere to the rule of law and the electoral process is well organized. It is stated that the due legal support of the electoral process is a tool for the formation of legitimate representative bodies of state power and local self-government. In addition, it is proposed to implement in the Ukrainian electoral legislation the positive experience of some countries, as well as to identify possible ways to improve it.
In March 2020, at the beginning of the Sars-CoV-2 (COVID-19) pandemic, the disease caused alarm due to its spread and severity. Different countries reacted differently. Mexico's response was slow and erratic, and it eventually became highly politized. When comparing it with how New Zealand managed the situation, it becomes apparent that while Mexico pretended to mitigate the risk of contagion, New Zealand focused on suppressing the disease. The effectiveness of the preventative non-pharmacological strategies promoted by the World Health Organization has been demonstrated in New Zealand, in stark contrast to the indifference displayed by governments like Mexico's, which continued to allow mass gatherings well into the pandemic. These diverging responses are reflected in the abysmal difference in the incidence and fatality rates between the two countries. Beyond the gulf between Mexico and New Zealand in terms of the civic sensibility and responsibility displayed by their respective populations and political leaders, the pandemic has also laid bare the contrast in the percentage of Gross Domestic Product invested in Health, as a reflection of the overall economic differences. The pandemic and the resulting financial crisis have disproportionally affected low-income groups, which represent a bigger share of Mexico's total population. ; El inicio de la pandemia por Coronavirus 2019 en marzo de 2020 alarmó por su nivel de propagación y gravedad. Las acciones para contenerla han sido diferentes en función del país que se trate. México se caracterizó por su respuesta tardía y errática, eventualmente utilizada con fines políticos. Al compararla con el manejo de la pandemia en Nueva Zelanda que se enfocó en suprimirla, destaca la principal diferencia con México que pretendió tan sólo mitigarla. Estrategias preventivas no farmacológicas promovidas por la Organización Mundial de la Salud han mostrado su efectividad en Nueva Zelanda, al contrario de la indiferencia de gobiernos como México que al inicio de la crisis sanitaria permitió la celebración de eventos masivos. Estas reacciones se han reflejado en la abismal diferencia en la incidencia y letalidad por COVID-19 entre ambos países. No debe perderse de vista que además de la sensibilidad y responsabilidad civil de cada país y de sus mandatarios, también influye el porcentaje del Producto Interno Bruto invertido en salud. También se han hecho evidentes las consecuencias que provocan las diferencias en el poder adquisitivo de la población en general: la pandemia no ha impactado de igual manera a los más desposeídos en comparación con quienes cuentan con más recursos de todo tipo.
[EN] In this article I write about my experiences of the student evaluation of teaching by drawing on several decades of work as a researcher, teacher and academic developer. I address three complex questions that have received little attention in the literature. These are concerned with the drivers for evaluation, its effectiveness and why it has become embedded in academic practice. Contemporary evaluation practices are theorised as neoliberal and for compliance purposes. I conclude that compulsory evaluations fail in their neoliberal intent and can also be detrimental to teaching and student learning. ; [ES] Este artículo describe mis experiencias con la evaluación de la enseñanza por parte de los alumnos, basándose en varias décadas de trabajo como investigador, docente y académico. Por otra parte, la diplomacia movilizada por actores que expresan los intereses nacionales y objetivos de la política exterior de los estados (A. Cooper, Heine, & Thakur, 2013; Jacobs & Page, 2005). Campbell and Miller's seminal paper in 1957 founds a tradition in political science that deals with split-ticket voting. The increasing implementation of mixed-member electoral systems during the nineties offers the opportunity of testing the validity of the theories that traditionally have explained split-ticket voting in a different institutional context. This research focuses on 1999 and 2002 New Zealand general elections and takes as its main independent variables the prospective and retrospective mechanisms of voting. In sum, the paper concludes that in countries with this kind of institutional arrangements bad feelings about the candidates (either in the constituency or in the party list), and bad judgements about the performance of national or local incumbents of the parties with which the voter is indentified increase the probability of casting a split-ticket vote. The purpose of this paper is to analyze the relationships between school choice as an instrument or as an objective of the educational reforms and their success in the creation of diversity in the educational system. The diversity is the most important factor in the school choice. In order to analyze these relationships, the cases of Canada, Chile and New Zealand, and its implications in the structure, autonomy, and management of their educative systems, will be studied. This international approach tries to be representative enough of the different contexts that have lead to promote the school choice in education with very different objectives and methodologies.
The paper seeks to show the importance alternative pedagogical methods had when trying to reopen schools on-site and online. Resilient schools were not created in this pandemic. In previous natural disasters, educational institutions needed to used online resources to maintain schools open. A literature review is presented, aiming for answers on inclusion in flexible school settings, solutions for the digital divide and different responses to the crisis produced by the COVID-19 pandemic. Thus, Australia and New Zealand cases are presented, as well as introducing the flexischooling phenomenon and the digital divide. Both Australia and New Zealand recognise the rights for families to homeschool or to take children to alternative educational institutions, therefore, is legal. In the pair, it is observed how this legal status of alternative educational options both online and flexible, has strengthened the governmental response on closing the digital gap. Therefore, their reaction when lockdowns were ruled was significantly fast, especially in New Zealand. In conclusion, the article offers an interesting debate on the need for on-site education or flexibility when creating inclusive schools and critical thinkers, presenting both sides of the conversation. Lastly, it is highlighted the need to upgrade the school system to enhance a resilient response in future crisis. ; El presente artículo busca mostrar el efecto que han tenido los métodos alternativos de enseñanza flexible en la búsqueda de reabrir escuelas presencialmente u online. Las escuelas resilientes no son una invención de esta pandemia. En previas catástrofes naturales, distintas instituciones educativas ya utilizaron los recursos online para seguir impartiendo su docencia. En búsqueda de respuestas sobre la inclusión en entornos de educación flexible, soluciones a la brecha digital y distintas respuestas a la crisis de la COVID-19, se presenta una revisión bibliográfica centrada en el caso de Australia y Nueva Zelanda, así como en el entendimiento del fenómeno de la educación flexible y la brecha digital. Tanto Australia como Nueva Zelanda reconocen el derecho de las familias para educar en casa y la opción del flexischooling es legal. Se observa como en ambos países, donde ya está normalizada la enseñanza online o la educación en el hogar, llevan muchos años en la lucha por cerrar la brecha digital y, por tanto, su respuesta ante los distintos confinamientos fue significativamente rápida, sobre todo en el caso del país kiwi. Como conclusión se reflexiona sobre la necesidad de presencialidad para lograr una educación inclusiva y direccionada al desarrollo del sentido crítico mostrando argumentos contrarios y relacionándolo con la información previa. Por último, se reflexiona sobre la necesidad de modernizar los sistemas educativos para una respuesta resiliente en futuras crisis.
