Since 1992 Russia is on the way to reform and decentralizing ist government, which means the differentiation of power and property, between the state and society, the center and regions. The country was able to keep its area, but not a peaceful process of changes. Two extreme conflicts developed during the last period of time in this area, OSETIN-INGUSSIAN and CHECHENIAN conflicts, which grew up into an armed conflict, both were settled down, but no termination by peaceful political settlement was possible. The danger of a widespread violence is still a current emergency. All these events are occuring in the backgrouud of the massive political crisis, which developed in Moscow in the fall of 1993, and a later socieconomic crisis, causing a new wave of inflation aud destabilization of existing regime in August 1998. The Chechnya conflict itself broke out yet during the existence of the USSR - in September 1991. On 11 October 1992. Dudayev announced the state of emergency as a reaction to the mobilization of Russian military forces at the borders with Chechnya. The Russian troops left their positions at the Chechen borders only on 18 November 1992. ... In one year after the outbreak of the war, Moscow's policy on Chechnya (1995) returned to the beginning the necessity. to solve the Chechen prob1em by "Chechen hands" and not by military force. It became the central topic of the election campaign before the elections to the State Duma which took place on 17 December 1995. ... From a short-term point of view, it would be possible to speak about the consequences on the presidential elections in 1996, from a broader point of view it is about the permanent presence of official violence in the Soviet-Russian history of the 20th century which forms the basis of a specific "Russian way". This factor has always influenced the contents, the orientation and the result of all processes (economic, social, spiritual, ethical etc.) that is confirmed by the political events in Russia not only in 1995 but mainly from 1985 up to today. Analýza volieb do orgánov samosprávnych krajov v Slovenskej republike
Analysis of elections to the bodies of self-governing regions in the Slovak Republic Elections are an essential part of any democratic country. With the establishment of self-governing regions, the first elections to the bodies of higher territorial units took place in Slovakia in 2001. Through them, voters can influence decisions at the regional level and be fully involved in decision-making processes. Only through elections is it possible to ensure the full participation of the population in decision-making on regional policy, which is ensured by the second level of regional self-government. The aim of the article is to analyze the constitutional regulation of regional elections in the Slovak Republic, to analyze all regional elections held since 2001 with a focus on voters participation, causes of non-participation and certain specifics that result from individual elections. The article analyses the changes in norm enforcement in the EU that were triggered by the Eurozone crisis. It attempts to demonstrate that the Eurozone crisis contributed to a 'transplantation' of conditionality instruments (which traditionally exist within the EU's external relations) into the internal operations of the European Union. In particular, the article identifies which new internal rule-enforcement mechanisms of the EU share common structural features with the external EU conditionality (e.g. a vague legal framework; the use of the expertise of non-EU actors; an excess of competencies conferred to the EU; the institutional weakening of the European Commission, the European Parliament and the Court of Justice; the format of the sanctions). The article comes to the conclusion that the formation of the EU's internal conditionality occurred mainly within the instruments aimed at the crisis management of public finances of the Eurozone states (the EFSF, the EFSM, and the ESM), but it also concludes that there was an expansion of the new EU conditionality into other areas of the European integration, such as the Schengen cooperation and cohesion policy. A squeamish Kurdish problem has not been solved yet. At time this transtate and ethnic conflict with international dimension was connected with arresting and deportation of PKK's leader Öcalan. Turkish authorities have been fighting the PKK's rebels at south-eastern Turkey and northern Iraq and especially civil population have suffered from these fights. Most of Turkish authorities knows that peaceful solution of the Kurdish problem should improve an image of Turkey abroad, for example a chance of Turkey to become a full-fledged member of EU. ... Kurds are often described as "stateless nation", "people without country", they are marked like the biggest stateless ethnic group of the countries of the Middle East. ... They are wide diffused in Turkey, Iran, Iraq, Syria, Armenia, Azerbaijan, but none of these countries they dominated in. They are a divided population even in Turkey: some of them were assimilated with Turkish society up to unconsciousness of individual ethnic awareness. Some of Kurdish groups from Turkey and other states have become political and they want autonomy. ... Previous Prime minister T. Ciller shortly mentioned about possibility of Kurdish community in Turkey to take a "Baskit model" of regional autonomy in autumn 1993. (SOI : MO: S. 35)

According to quite a number of scholars, even non-Austrian, some theories of Austrian school of economic thought do provide an increasingly relevant material to explain recent boom-and-bust economic cycles as well as financial crises. However, I argue, this development is not adequately reflected by a corresponding growth of Austrian influence within the economic orthodoxy. Quite to the contrary, many orthodox scholars have taken over rigidly Keynesian positions since the financial crisis culminated in 2008 and 2009. In my article I maintain that Austrians themselves have contributed significantly to such a situation by not preventing three major tactical mistakes, related to the domain of sociology of economics, from occurring. Firstly, they have not formed a really unified and thus influential group of scholars; instead, they have been divided into a few streams, sometimes with highly contradictory stances. Secondly, many Austrians have made bold predictions, especially with regard to possible enormous inflation stemming from the unprecedented provision of liquidity to the financial system during and in the aftermath of the financial crisis of 2008 and 2009, which have not been fulfilled at all. Thirdly, a critical number of Austrian school's economists do not effectively communicate with the rest of the profession and even, it seems, fail to adequately comprehend the orthodox analytical tools and theories.
