IMPACT OF DIGITALISATION AND INVESTMENTS IN INTANGIBLE CAPITAL ON THE NON-FINANCIAL PERFORMANCE OF FIRMS IN SLOVENIA
In: Teorija in praksa, S. 109-135
Article examines the impact of digitalisation and intangible capital investment on the non-financial performance of firms in Slovenia. Article examines the relationship between: (1) digitalisation and firms' nonfinancial performance; (2) digitalisation and firms' attitude to digitalisation; (3) investments in intangible capital and firms' non-financial performance; where we (4) also expect differences by industry and between firms operating in global value chains. Considering survey data, the SEM approach shows that, digitalisation and intangible investment both have positive effects on non-financial performance. Level of digitalisation depends on the importance attributed to digitalisation, whereas the importance of digitalisation depends on the expected long-term benefits of digitalisation for the firm. Level of digitalisation is dependent on the anticipated long-term benefits of digitalisation. These have a positive, yet non-significant impact on a firm's level of digitalisation. Despite business agility having an impact on the importance of digitalisation for businesses that is less than the expected benefits, it is still highly significant. Other results were not statistically significant. Keywords: intangible capital, digitalisation, firm performance
Framing violence in presidential discourse: A study of Barack Obama's speeches ; Okvirjanje nasilja v predsedniškem diskurzu: Študija govorov Baracka Obame
The paper discusses the characteristics of modern American presidential political rhetoric with special reference to Barack Obama's speeches in which he addressed the highly publicized killings of black Americans. Three of the analysed speeches contain Obama's rhetorical reaction to the judicial decisions not to indict the police officers responsible for the killings, while one speech gives his immediate reaction to the mass murder of black parishioners by a white supremacist. The study is based on the discourse-linguistic analysis of attitudinal meanings and their functions, which are conceptualized as evaluative frames. Evaluative frames are used to highlight different kinds of discourse participants through judgments of behaviour, attributions of emotions and evaluations of semiotic phenomena and objects. The theoretical framework for the different categories of evaluative frames is based on the theory of news framing and theory of evaluative language within systemic-functional linguistics. The findings of the analysis show that Obama uses an interplay of positive and negative evaluations of different kinds to transcend racial categorizations and avoid a direct attribution of blame. When he acknowledges the continuing relevance of the racial divide in US society, he often applies evaluative frames in such a way that they unify rather than divide the discourse participants on both sides of the divide. ; The paper discusses the characteristics of modern American presidential political rhetoric with special reference to Barack Obama's speeches in which he addressed the highly publicized killings of black Americans.

Vpliv nedržavnih akterjev na mednarodne režime: odziv mednarodnih nevladnih okoljskih organizacij na sistem Evropske unije za trgovanje z emisijami ; The impact of non-state actors on international regimes: response of environmental non-governmental organizations on the European Union Emissions Trad...
; Within the current processes of the contemporary international community, academic research observes a greater emphasis being placed on the role of international non-state actors in generally state-centered forms of governance. Their activities are manifested in the field of problems related to the supply of global environmental goods. This master's thesis aims to evaluate the role of non-state actors, (i.e. environmental non-governmental organizations (ENGOs)) in internationalenvironmental regimes (IERs), as ENGOs' activities can significantly contribute to a more effective operation of IERs. Thesis seeks to examine the impact of ENGOs on IERs, whereby its primary goal is to assess the actual ENGOs' influence on changes within state-centric IERs. ENGOs influence will be evaluated through the lens of three theoretical perspectives on international regimes. The set goal will be achived through detailed analysis of the European Union – and its emissions trading system (EU ETS), respectively – as one of the leading players within the international climate change regime – and through associated response of European ENGOs on EU ETS. Thesis shows that ENGOs play greater role at the IERs implementation phase in comparison to IERs formation phase. Realism proves to be the most applicable theoretical perspective at the IERs formation phase, as newly established IERs demonstrate structural power relations between the states. Placing greater emphasis on the ENGOs involvement at the IERs implementation phase, liberalism attests to be the most suitable theoretical perspective for this master's thesis case study. Being based on mutual learning and information sharing, liberalism is joined by weak cognitivism.

VPLIV SVETOVNE FINANČNE IN GOSPODARSKE KRIZE NA DELOVANJE NEVLADNIH ORGANIZACIJ ; IMPACT OF THE GLOBAL FINANCIAL AND ECONOMIC CRISIS ON THE FUNCTIONING OF NON-GOVERNMENTAL ORGANIZATIONS
Glavne uporabljene metode raziskovanja so metoda pridobivanja podatkov, statistična metoda in primerjalna analiza. ; This master's thesis discuss the impact of the global financial and economic crisis, that emerged in 2007 in the United States and immediately globalized across all continents, to the functioning of non-governmental organizations. It represents a pressing problem of the modern world, wherefore non-governmental organizations are more active in times of various crises. The main goal of the master's thesis is to find out how the global financial and economic crisis affected non-governmental organization's Greenpeace financing and functioning and furthermore with what kind of challenges are non-governmental organizations encountered these days. The main methods of research used are the method of data acquisition, statistical method and comparative analysis. The results of the analysis show that the period preceding the onset of the global financial and economic crisis (from 2005 to 2007) was marked by a surplus of the non-governmental organization Greenpeace. In the period between the global financial and economic crisis (from 2008 to 2009) the surplus reduced. The period after the onset of the global financial and economic crisis (from 2010 to 2015) was marked by a constant fluctuation in the surplus. On the basis of the findings non-governmental organization Greenpeace due to the impact of the global financial and economic crisis (from 2008 to 2009) recorded a decline in subsidies, grants, regressions, compensations and other revenues, wherefore devoted less financial resources to global environmental activities.

Neizvrševanje sodb Evropskega sodišča za človekove pravice v Rusiji in Združenem kraljestvu ; Non-execution of Judgments of the European Court of Human Rights in Russia and the United Kingdom
Združeno kraljestvo in Rusija sta državi, ki v zadnjih letih močno kljubujeta avtoriteti ESČP in zavračata izvršitev nekaterih sodb tega sodišča. Če hočejo ohraniti učinkovit sistem varstva človekovih pravic, si morajo Svet Evrope in njegove članice odločneje prizadevati za dosledno uresničevanje sodb ESČP. ; A judgment of the European Court of Human Rights (abbreviated as ECtHR) must be properly implemented on a national level. For that reason, supervisory mechanisms of the Council of Europe will be used. When the ECtHR delivers a judgment against a state, it is passed on to the Committee of Ministers, which is entrusted with a task of supervising enforcement of a final judgment. The Committee of Ministers finds whether the State has taken all necessary measures to comply with obligations imposed by a final judgment. If the State has fulfilled all obligations, the Committee of Ministers shall adopt a final resolution. The UK and Russia are countries that have strongly defined authority of the ECtHR in the recent years. In several occasions, both states refused to enforce judgments. In Russia, they adopted controversial Federal Constitutional Law of 14 December 2015 no. 7-FKZ that has enabled the Constitutional Court to assess compliance of judgments of the ECtHR with the Constitution of the Russian Federation. If the Constitutional Court finds that a judgment of the ECtHR is not in compliance with the Constitution of the Russian Federation, it may prevent execution of a judgment. For many years, the UK has defied execution of a judgment in the case of Hirst v. the UK by delaying adoption of legislative changes that were required by the ECtHR. Failure to enforce judgments is a common point in both countries. In the UK, resentment against the ECtHR remains at political level. While in Russia, they implemented legislative changes with clear intention not to implement unconstitutional judgments of the ECtHR. If we want an effective system of human rights protection, we must continue to strive toward consistent implementation of judgments of the ECtHR.

Primerjalna analiza programov Zveze društev slepih in slabovidnih Slovenije in Zveze društev gluhih in naglušnih Slovenije ; Comparative Analysis of the Programmes of the Union of the Blind and Partially Sighted of Slovenia and the Slovenian Association of the Deaf and Hard of Hearing
Magistrska naloga obravnava pomen neprofitnih organizacij pri izboljšanju kvalitete življenja slepih in slabovidnih ter gluhih in naglušnih. S pomočjo različnih definicij sem umestila neprofitne organizacije v družbeni prostor, predstavila njihov izvor in pomen. ; This master's thesis deals with the importance of non-profit organizations in improving the quality of life of blind and partially sighted people, the deaf and hearing sighted people. Here, non-profit organizations were put into social spaces through various definitions and I will also present the origin and significance of the non-profit sector. The blind and the partially sighted, the deaf and hearing sighted can be involved in society and the labour market, but require help due to their disabilities. I specifically focused on two non-profit organizations, namely, the Union of the Blind and Partially Sighted of Slovenia and the Union of the Deaf and Hearing Sighted of Slovenia. I discussed and defined the programmes, which are implemented by organizations in the public interest. The following master's thesis contains a comparison of the programmes between the organizations. I developed two research questions. The first was defined as, ''What are the common characteristics and differences between the programmes in the organizations?''. I developed the answer to this question based on an analysis of the programme content. For the second research question, I determined how the services and the programs influence the quality of life of the blind and partially sighted, the deaf and the hearing sighted. I came to my conclusions through a number of interviews. There are quite a few common features to follow but there are also certain differences. Both organizations have specific programmes with regards to adjustments in such vulnerable groups. Through interviews with the programme users, the empirical part shows that such programmes influence the improvement of the quality of life of these vulnerable groups. In conclusion, I also made recommendations based on an analysis of the content of the programmes and user experiences.

Uspešnost obrtno-zborničnega sistema v Sloveniji ; The Prosperity of the Craft-Chamber System in Slovenia
In: Maribor
; Due to increasing competition and free market entry, organizations must strive for the largest possible market advantage or recognisability and performance, irrespective of the area of operation. This also applies to non-profit organizations, which follow their non-profit mission in a profit manner and realize it in a non-profit way. Chamber of Craft and Small Business of Slovenia is also a non-profit organization, which has been operating in the Slovenian space already for 47 years and it was established on the basis of common interests of craftsmen of that time and because of the limitations of the state in the development of crafts. In the theoretical part we presented non-profit organizations in short, the management of non-profit organizations and their basic functions. Further on we addressed and defined the strategy, the vision and the mission, which are guides for the operation of all organizations, especially the non-profit ones, which do not exist to make profit but due to the realization of common interests of certain groups. Properly set goals (short-term or long-term) are guides for the implementation of the strategy, the implementation of the mission and the pursuance of the vision of a non-profit organization. Since non-profit organizations operate mainly in the service sector, we have defined services, their quality assurance and measuring. In the continuation we defined human resources in short because employees are the most important asset in all service organizations, and in non-profit organizations they represent the only asset of such an organization. In the third chapter, we briefly presented the operation of the chamber system in the European Union and its European associations, and we compared similar chamber systems in the EU countries with the Slovenian craft chamber model and we established their similarities and differences. Within this part we briefly described the supportive business environment in Slovenia, a part of which is also the Chamber of Craft and Small Business of Slovenia and its regional units – regional chambers of craft and small business. In the continuation we discussed and described the craft chamber system in Slovenia in detail. In the research part we verified research hypotheses, beside certain socio-demographic data and some current questions about the operation of the craft chamber system, we made a SWOT analysis with which we defined the strengths and weaknesses of the craft chamber system as an organization, and threats and opportunities that the craft chamber system has in the external business environment. We have established that the employees in the craft chamber system are not satisfied nor dissatisfied with the system's operation, but the majority of employees agree that it could function better as it has well-versed professional staff in regional chambers of craft and small business and good counselling service in the umbrella organization. Good practice cases in other EU countries have shown that there is no completely identical case that would be the same as the Slovenian craft chamber system ; however, the closest and the most similar are the public-law systems of chambers in Germany and Croatia. In the conclusion of the thesis, we made proposals to improve the operation of the craft chamber system, which are guidelines for the employees and the management of the craft chamber system on the basis of the research, system comparison and SWOT analysis.

PRIMERJAVA MOBINGA V SLOVENIJI IN DRUGIH ČLANICAH EVROPSKE UNIJE ; THE COMPARISON OF MOBBING IN SLOVENIA WITH MEMBER STATES OF THE EUROPEAN UNION
In: Maribor
; This master's thesis deals with the mobbing at the workplace. Mobbing is one of the most serious and a worst-case of violence at the workplace. It is presented in almost all of the organizations around the world. The subject under discussion and the aim of this assessment is to make a comparison about the mobbing at the workplace in Slovenia with the other members of the European Union. We have defined in details a definition of mobbing, its reflection and the development phases of mobbing and all types of mobbing. We have also described the most frequent victims and persons who have committed mobbing. We have also determined some of the consequences of mobbing for individuals, colleagues, organization and the society. We have presented the methods and actions for prevention of the mobbing. We have checked and analyzed existing home and foreign researches about mobbing at the workplace. There hasn't been made any bigger research about the mobbing in Slovenia, just some smaller ones. In the context of European foundation (Eurofund) there have been conducted several researches, containing all of the members of the European Union. In this master's thesis are the researches of the EWCS (European Working Conditions Surveys) of key importance. The obtained results indicate that mobbing in Slovenia is in general more presented than in the European Union. The most common victims are women ; this is also above the European average. There is the most violence at the medium organizational level. The results also show that mobbing is presented in all of the members of the European Union, which shows the seriousness of the problem.

STATE-CENTRISM IN INTERNATIONAL RELATIONS: EXAMINING THE CONSTRUCTION OF NONSTATE COLLECTIVE ACTORS IN HUMAN RIGHTS SCHOLARSHIP
In: Teorija in praksa, S. 787-813
This article addresses the deficiency in the area of human rights scholarship in International Relations (IR) by examining the theoretical advancements in IR theory that have led to the emergence of non-state collective actors as a pertinent research topic. It provides a review of the trajectory of the constructivist theoretical approach, which has brought major advancements in how international non-state actors are conceptualised in the human rights IR literature. This considers the limitations and implications of side-lining collective non-state actors within IR theory, arguing that expanding the theoretical understanding of how different collective actors are constituted and attributed with agency can enrich IR human rights scholarship. The article also proposes a potential way forward with respect to non-state collective actors in human rights in IR by identifying a research programme based on practiceoriented approaches to help broaden the ability of scholars to foster interdisciplinary conversations. Expanding along these lines would bridge the existing boundaries within scholarly and disciplinary contexts. EXPLORING THE RELATIONSHIP BETWEEN GOVERNMENT INSTITUTIONAL SUPPORT AND EXPORT STRATEGIC PERFORMANCE
In: Teorija in praksa, S. 464-482
The study presented in the article examined
the mediating role played by internationalisation in
both government financial support–export strategic
performance and government non-financial support–
export strategic performance relationships. The moderating role of a strategic alliance in the relationships
between government financial support and degree of
internationalisation, and between government nonfinancial support and degree of internationalisation,
was also considered. The study entailed a cross-sectional survey and included 301 indigenous export firms in
Ghana. The reliability and validity of the data was tested using confirmatory factor analysis, with structural
equation modelling as the primary means of analysis,
run using Amos (v.23). It was concluded that both government financial support and non-financial support
had a direct positive influence on export strategic performance. These relationships were partially mediated
by the degree of internationalisation. Strategic alliance
positively moderated the relationships between government financial support and degree of internationalisation, and also between government non-financial support and degree of internationalisation.

Book, written in Slovene, discusses the legal content and scope of the concept of discriminatory harassment, which is deemed to be an unlawful discrimination under modern EU non-discrimination law, in the context of implementation of provisions of relevant EU directives in legal systems of the United Kingdom and Ireland. the two most important EU non-discrimination directives, adopted under Article 13 of the Treaty Establishing the European Community (now Article 19 of the treaty on the Functioning of the European union) - Racial Equality Directive (Directive 2000/43/EC) and Employment Framework Directive (Directive 2000/78/EC) - explicity mention harassment as prohibited form of discrimination. Legal definitions contained in these two directives define harassment as discriminationdiscrimination itself. Prior to the transposition of the EU non-discrimination directives into their laws, while few member states tackled this issue either within the context of the law on equal treatment (e.g. Denmark, the United Kingdom and Ireland) or outside this context (e.g. France), that is in the framework of criminal, civil, health and safety or employment legislation. As a result of the implementation of relevant provisions of the two main non-discrimination directives (Directives 200/43/EC and 200/78/EC) a definition of harassment has been included in legislations of all EU member states. In most member states such legislative definition is a literal copy of the definition of harrasment that can be found in the Directives 2000/43/EC and 2000/78/EC. The approach to the definition of harassment that appears to be the most "generous" from the perspective of victims of discriminatory harrasment is the one that was taken by British legislator. Such legal position in respect of the prohibition of discrimination has been developed in British case law and is based on the extensive interpretation of non-discrimination laws.
