Exceptional by their richness and continuity, since they follow one another almost without flaw, from 1670 until after the First World War, admission registers at the Royal Hôtel of Invalides allowed to undertake a large historical epidemiological investigation : 47 registers, with over 110,000 individual records recorded from 1670 to 1791, were subjected to a random sampling of 1 / 10th. The 11,528 reports gathered have helped to better understand the health status of a part of the adult male population in modern France. Along the way, their study also yielded a wealth of informations of various kinds. Thus, the analysis of the internal organization of records has shown how have been implemented the administrative tools of identification of individuals in modern times. In the space of ten years -from 1670 to 1680, the archives secretaries have moved from identification by the first name and patronymic to the allocation of a registration number. It's, inside the Invalides, that man seemed to become a number. ; Exceptionnels par leur richesse et leur continuité, puisqu'ils se succèdent, presque sans lacune, de 1670 au lendemain de la première guerre mondiale, les registres d'admission à l'Hôtel royal des Invalides ont permis d'entreprendre une enquête d'épidémiologie historique d'envergure : 47 registres, réunissant plus de 110 000 notices consignées de 1670 à 1791, ont été soumis à un sondage aléatoire au 1/10e. Les 11 528 signalements ainsi rassemblés ont permis de mieux connaître l'état de santé d'une partie de la population adulte masculine dans la France moderne. Chemin faisant, leur étude a livré également une foule d'informations de nature diverse. Ainsi l'analyse de l'organisation interne des registres a-t-elle montré comment se sont mis en place les outils administratifs d'identification des individus à l'époque moderne. Les utilisateurs se livrent sur les réseaux dits sociaux à des mise en scène continues, ponctuées de likes, ce nouveau rituel d'interaction. Le like étant signe d'approbation et d'adhésion – qui pourrait faire advenir par la simple volonté du grand nombre, un effet de vérité –, c'est désormais le rapport des hommes à l'accès aux connaissances et à l'évaluation des savoirs qui pose problème. Le défi majeur touche au coeur du fonctionnement démocratique : il consiste à débusquer les manipulations et impostures, et éviter que la solidité et donc la valeur de toute information ne se mesure désormais en nombre de likes. Cet article invite à réfléchir au rôle et au statut du contenu véhiculé par ces réseaux et à oeuvrer dans le but de retransformer l'objet et le but de ces réseaux en lieux de partage dans l'intérêt commun. ; Users of "social" networks are engaged in a continuous performance that is punctuated with "likes," which have become a new ritual of interaction. Since "like" is a sign of agreement and approval that can, through the tyranny of mere number, produce a truth-effect, what becomes problematic is human beings' relations to ways of accessing knowledge and evaluating ideas. The major challenge in this goes to the very heart of how democracy works: the latter consists in flushing out manipulation and false identities and in preventing the reliability and value of information from being measured solely in terms of the number of "likes" it has received. This article explores the role and the status of the content that circulates on social networks and seeks ways in which the aim and object of these online networks can once again become a venue for sharing, which will enhance the common interest.

Es wird die Herausbildung politischer Parteien in Südkamerun seit 1916, als der Völkerbund Kamerun in zwei Mandate aufteilte, beschrieben. Erste politische Aktivitäten gingen mit Wiedervereinigungsbestrebungen einher. Die koloniale Politik hat zur Herausbildung von Opposition beigetragen. Die wirtschaftliche Entwicklung, die beginnende Marktwirtschaft und die daraus folgende Entstehung von Gewerkschaften führte zu Arbeitskämpfen, die entscheidend waren für die Gewinnung politischen Bewußtseins und das Einüben politischen Handelns. Eine neue soziale Ordnung entstand mit dem Wachstum der Städte, wo Gruppen unterschiedlicher Herkunft miteinander in Kontakt traten. Soziale Zusammenschlüsse waren Foren für politische Diskussionen. Entscheidend für die Aktionsfähigkeit war die Bildungspolitik, politische Parteien gaben der Bevölkerung die Möglichkeit zur Partizipation. Der Nationalismus ging weit über die Unzufriedenheit einzelner Politiker hinaus. Die aus der Frage der Wiedervereinigung resultierenden Probleme wirken bis in die heutige Zeit. (DÜI-Wgm)

The Post-communist party systems are often presented as extremely fragmentised and the political parties which emerged after the break down of communism are characterised by their blurred link with the civil society, by weak membership structures and a strong tendency to wards the colonization of the state. The mainstream literature considers, in the case of the new democracies, the existence of a strong tendency towards the emergence of a centralisation of power at the level of party leadership which describes both the party creation and party development phases. Nevertheless, at the level of the empirical studies little attention has been paid to the analysis of party organizations and their internal articulation of power. In this context, the study aims at providing a general image of the party organisational features during the party institutionalisation process in a particular case: the post-communist Romania. The paper explores the main characteristics of the party on the ground, party in central office and party in public office components of the main Romanian political parties and the relationship established between them. The conclusions of the study emphasize the sui generis features of the Romanian political party development process which favours an unexpected reinforcement of the local party organisations and the emergence of linkage mechanisms between different party layers.

Résumé Les identités partisanes prennent souvent en compte les questions du nationalisme des sentiments nationaux. C'est pourquoi nous avons décidé de nous concentrer sur ceux-ci et d'en extraire les approches fondamentales et leurs regards spécifiques sur les enjeux nationaux. L'examen des manifestes des partis politiques et des programmes électoraux dans la région de Visegrad – la République tchèque, la Pologne, la Slovaquie et la Hongrie – a permis d'identifier oui différentes approches de la nation et de la société dans cette région. Cinq de ces approches sont présentes dans la plupart des partis politiques de la région, alors que trois sont plus spécifiques. Nous avons étudié à la fois les principaux partis politiques, ainsi que les partis nationalistes et d'extrême droite sans représentation parlementaire les plus significatifs, pour la période allant de 2005 à 2010, afin d'en tirer une image actualisée de l'identité nationale des partis. Cette période limitée est importante en raison de son contexte politique, car tous ces pays étaient déjà membres de l'Union européenne.

Political parties are often analysed on the basis of their public positions and their actions within the political institutions. But what about their internal organisation, the way in which they perceive themselves, the role they intend to perform in society? What can we learn from the interviews with the directors of their study centres published in the Policy journal? ; Les partis politiques sont souvent analysés à partir de leurs positions publiques et de leur action au sein des institutions politiques. Mais qu'en est-il de leur organisation interne, de la manière dont ils se conçoivent, de la fonction qu'ils entendent exercer au sein de la société ? Que peuvent nous apprendre à ce propos les entretiens avec les directeurs de leurs centres d'études publiés dans la revue Politique ?

New Leaders, Parties and Groups: Comparative Tendancies in Local Leadership Fiscal Austerity and Urdan Innovation Conference, Paris, april 1989 ; The paper proposes an analysis of determinants of public expenditures in French cities over 20.000 between 1983 and 1985. Different factors are estimated using bivariate analysis. Environmental determinants are contrasted with political variables including influence of the bureaucracy and pressure groups, and partisan ideology of mayors. Results show that ideology is more influential on short-term changes, while interest groups pressure is more significant on long term policy outputs. Among the latter, business groups seem more influential on local public spendings than services users or municipal employees. Different modes of interests articulation according to mayors partisan affiliation draw different patterns of influence on policies in French cities.
