Politics is an essential part of people's life. It influences every aspect of nowadays society. Economics and culture, social life and personal problems of each human, education and healthcare, everything depends on the current politics established in the country.

The article considers the legislative norms which consolidated the different
rights and opportunities of parliamentary and non-parliamentary parties of modern
Russia. These restrictions determine unequal position of parties in the political
system. Conclusions made in the article tell about necessity of alignment of the
formal rights of parliamentary and non-parliamentary structures for effective
functioning of the institute of political parties.

Раскрывается структура либерального лагеря на территории Беларуси в начале ХХ в. Показаны социальный, национально-конфессиональный и численный состав отделов общероссийских политических партий (конституционные демократы, «Союз 17 октября», Союз для достижения полноправия еврейского народа в России и др.), регио¬нальных объединений, действовавших в границах белорусских и соседних губерний (Конституционно-католическая партия Литвы и Беларуси, организации, разделявшие краевую идею, польские национальные партии), а также мест¬ных общественных структур, функционировавших на уровне отдельной губернии или города (Могилёвская прогрес¬сивная партия, Северо-Западное русское вече, Белорусское общество, Минское общество врачей и др.). = The article reveals the structure of the liberal camp in the territory of Belarus at the beginning of the ХХ century. The author shows the structure and characterizes the social, national-confessional and numeral composition of the departments of all-Russian political parties (constitutional democrats, the Union of October 17, the Union for the full rights of the Jewish People in Russia and others), regional associations, operating within the borders of Belarus and neighboring provinces (the Constitutional Catholic party of Lithuania and Belarus, organizations shared the boundary idea, the Polish national parties), as well as local organizations, functioning at the level of certain provinces or towns (Mogilev progressive party, the North-West Russian veche, Belarusian society, Minsk society of doctors and other).

The article examines the attitude to radical means of political struggle, in particular, to terror, Russian party of the early twentieth century, referring to the populist direction of socialism — the socialist–revolutionaries (SRS) and people's socialists (Anosov). The similarities and differences of views of the most prominent representatives of these parties on the need to use extreme methods of struggle, as well as the evolution of their attitude to terror due to changes in the political situation in Russia are shown. Main research methods: analysis, synthesis, biographical method, analogy, comparison.

In this article, we study factors defi ning left party's policy positions on the immigration issue. This theme is not so popular in political science despite of plenty of works devoted to that problem in the context of far-right and mainstream parties. Therefore in this paper, we propose our own models that takes into account two kinds of factors: endogenous (organizational) traits and exogenous (enviromental) arrangement. Proposed models try to explain the position and saliency of immigration issue in the manifestos of socialdemocratic, green and new left parties. We pay more attention on several independent variables, such as electoral competition (we operationalize it through the notion of effective number of parties offered by Laakso and Taagepera), migration rate, popularity of far- right party, party's nicheness, organizational traits (that we consider in terms of leaders-activists relations). We have two dependent variables which called (1) party position on the immigration issue and (2) saliency of this issue. In order to estimate necessary links between variables we use regression analysis of time-series-cross- section data. As units of our research we present political party's moves in 10 Western European countries between 1975 and 2010. We conclude that organizational peculiarities with its link to the electoral competition make infl uence to the dependent variable. Niche parties tend not to concentrate their attention on the issue of immigration, but if they do that greens and new lefts demonstrate proimmigrant positions. Social-democrats try to act less forthrightly in order to maximize their electoral support. ; В статье рассматриваются факторы, которые влияют на изменение левыми партиями своих предвыборных позиций по проблеме иммиграции. Изучение характерной для крайне правых партий темы в позиционировании их конкурентов с левого фланга политико-идеологического спектра является не самым традиционным явлением в зарубежной и отечественной политической науке. Автор ставит цель рассмотреть влияние различных эндогенных и экзогенных факторов не только на занятие социал-демократическими партиями, «новыми левыми» и «зелеными» определенных позиций по проблемному измерению, но и на придание ими значимости проблеме иммиграции в своих предвыборных программах. Основное внимание уделяется таким факторам, как доля мигрантов в общей численности населения страны, сила крайне правой партии, электоральная конкуренция, нишевость партии, характер партийной организации, рассматриваемый в контексте отношений лидеров и активистов. Влияние регрессоров на зависимые переменные анализируется на примере наблюдений по партиям из 10 стран Западной Европы. Интересующий автора период включает временной промежуток с cередины 1970-х гг. по 2010-е гг. Для выявления связи между переменными используется метод регрессионного анализа. В начале статьи приводится краткий обзор наиболее важных работ, которые перекликаются с темой статьи. Далее автор выдвигает 5 гипотез. После этого описывается методология исследования. В конце статьи представлены результаты проведенного анализа, а также вопросы, которые требуют дополнительного изучения. Автор приходит к выводу, что лежащие в основе процесса позиционирования партий по проблеме иммиграции факторы сводятся к особенностям внутрипартийной организации и связанной с ней реакцией на конкуренцию со стороны других участников межпартийного соревнования. Данное исследование показало, что «нишевость» партий с левого фланга политико-идеологического спектра проявляется в их нежелании концентрировать внимание на «чужих» темах, а в случае необходимости такой концентрации – в выражении мнения, отличающегося от риторики крайне правых партий. Социал-демократические партии, в которых партийные лидеры доминируют над активистами, склонны выступать менее прямолинейно, с одной стороны, не отпуская далеко от себя соседей по флангу, с другой – демонстрируя ориентацию на максимизацию голосов избирателей.

The purpose of the article is to identify and analyze the connection and mutual influence (political communications) of political parties represented in the State Duma and voters. The subject of the study is political communication between political parties and electoral groups. The methods of study are observation, questioning, content analysis. A number of provisions have been put forward: political parties influence the electoral choice of voters through information provided by the federal media (TV channels); this information is biased, gives one party a preference for one political party, contributing to its leadership in the electoral environment; townspeople and villagers in their sources of information and political preferences are different; political parties do not form pre-election party lists of candidates for deputies, taking into account their professional activity in the faction in the State Duma; voters are not sufficiently satisfied with the election results. The issue of the influence of information presented in the program documents of political parties on electoral choice was also considered. The difference in sources and perception of information consumed by rural and urban residents is shown. The recognition of an unfair attitude towards political agitation in the event of a social and economic crisis and the weakness of the legal opposition represented in the State Duma can lead to a crisis of legitimacy of the existing government.

This paper discusses the processes of the educational travel of the Chinese students abroad. Based on data of the Ministry of Education of China, publications from the Chinese Internet, original articles published in the world periodicals, the reasons elucidated why the number of students leaving China changed from 2001 to 2018; describes funding sources of educational travel. Information on the contemporary preferences of Chinese students in selection of countries and study programs, aims and reasons of educational travel abroad is provided. The hard competition of the young persons after school on educational services market, expected job difficulties after graduation from national universities and influence of parents are pushing young Chinese people to consider studying abroad. Over the past 10 years, the number of Chinese citizens studying in foreign universities rates more than doubled and reached to 662.1 thousand in 2018. The aim of such migration is not only acquiring advanced western knowledge or improving foreign language skills but also getting the so-called symbolic capital, which arises after graduation from the famous foreign universities. This capital will bring tangible employment benefits and future career privileges in the Chinese companies. Therefore, currently the largest number of Chinese young people seek to become students in English speaking countries, where the concentration of the best world universities included in the top-100 of international rankings is high. The modern professional preferences of Chinese students correspond to the development trends of the China's national economy and science, and depend on the future employment and opportunity to receive the scholarships from the Government of China. ; В статье анализируются процессы, связанные с выездом китайских студентов за рубеж. Sustainable development of society is one of the most important trends in contemporary international politics aimed at solving the problem of urbanization and includes such aspects as economic development, social development and environmental protection. The most important trend in the sustainable development of urban infrastructure is the collective use of road transport in the form of public transport, taxis, car rental, carpooling and carsharing. The authors of the article summarized the main problems arising in the implementation of the carsharing. Among the problems of clients, the authors call the psychological and economic aspects, in particular, the lack of sanitary treatment of the salon, discomfort from the presence of others. The problems of availability, such as limited coverage and fleet size, customer dependence on the gadget with the mobile application, errors and failures in the services of the carsharing are noted. The problems of aggregators are formulated, such as maintenance of the fleet in proper condition, compliance with technical requirements for cars, risks associated with damage, loss and theft of the car, the complexity of customer identification. Also, the authors highlight the safety problems surrounding the traffic participants, caused by the client's disdainful attitude towards the car, the unusualness of the control panel, the unpredictability of the client's skill. ; Устойчивое развитие общества является одним из важнейших направлений в современной международной политике, нацеленное на решение проблемы урбанизации и включающее такие аспекты, как экономическое развитие, социальное развитие и охрана окружающей среды. Важнейшей тенденцией в устойчивом развитии городской инфраструктуры является коллективное пользование автомобильным транспортом в форме общественного транспорта, такси, проката автомобилей, карпулинга и каршеринга. Авторы статьи обобщили основные проблемы, возникающие при внедрении каршеринга. Среди проблем клиентов авторы называют психологический и экономический аспекты, в частности, отсутствие санитарной обработки салона, дискомфорт от присутствия других лиц. Отмечены проблемы доступности, такие как ограниченность зоны покрытия и численности автопарка, зависимость клиента от гаджета с мобильным приложением, ошибки и сбои в сервисах каршеринга. Сформулированы проблемы агрегаторов, такие как поддержание автопарка в надлежащем состоянии, соблюдение технических требований к автомобилям, риски, связанные с повреждением, гибелью и угоном автомобиля, сложность идентификации клиента. Также авторы выделяют проблемы безопасности окружающих участников движения, вызванные пренебрежительным отношением клиента к автомобилю, непривычность пульта управления, непредсказуемостью мастерства клиентов.

The subject. The object of research is a principle of proportionality – first as the constitutional principle allowing resolve the conflict arising during the liquidation of political party. This conflict exists between the equally protected constitutional values – freedom of association, democracy, on the one hand, and a need of protection of national interests, national security, the rights and freedoms of the citizens – on another hand. Proportionality is also cross‐sectoral principle of legal responsibility guaranteeing justice at constitutional‐legal responsibility cases and proportionality of the constitutional legal sanction to the constitutional delict, circumstances, the reasons and conditions of its commission.The purpose of the study is to highlight the constitutional principles, concerning the prohibition or dissolution of a political party according to European democratic standards and to refute or confirm the hypothesis that they are not effectively reflected in Russian legislation and law enforcement practice.Methodology. As the main method of this research the author chose the method of legal comparison which allowed carry out the comparative analysis of practice of the foreign constitutional courts, the European Court of Human Rights on the questions raised in the work. Also traditional methods of knowledge of legal matter – the analysis, synthesis, deduction, induction and a formal legal analysis were used.The main results of research and a field of their application. Liquidation of political party must be a consequence only of serious constitutional offenses or crimes committed by its members acting on behalf of political party. Organizational violations (a lack of number or regional offices of political party, late submission of the updated data necessary for modification of the Unified State Register of the Legal Entities) can't be the basis for the compulsory termination of activity of the political party. The courts have to be guided by the principle of proportionality when they consider cases about liquidation of political parties. The judges must give an assessment if a liquidation of political party proportional to the constitutional offenses committed by it and whether liquidation is strictly necessary for protection of the bases of the constitutional system, morality, health, the rights and legitimate interests of the people, defense of the country, national security or public order.Conclusions. Constitutional principles, concerning the prohibition or dissolution of a political party according to European democratic standards are not effectively reflected in Russian legislation and law enforcement practice. It is necessary to recognize and reflect exclusive character of such enforcement measure as a liquidation of political party in the legislation. It demands a change of the bases for liquidation. ; Анализируется принцип пропорциональности (соразмерности), применяемый зарубежными конституционными судами и Европейским судом по правам человека при рассмотрении дел о ликвидации (запрете) политических партий. Делается вывод о несоответствии российского законодательства и судебной практики рассмотренным демократическим стандартам, формулируются предложения по их совершенствованию.

The paper analyzes the role of political parties and other political resources in the context of social reform in the German Empire in the 1870s. Not only political parties and movements, but also professional associations, entrepreneurial groups that demonstrate a certain degree of social responsibility are referred to political resources. The indicated period in Reich Chancellor O. Bismarck's domestic policy was marked by an active search for like-minded people represented by representatives of various political parties, economists, and large industrialists for social reforms development and implementation. It is proved that in search of the all-German social support, O. Bismarck demonstrated the ability to maneuver between political parties and groups, business and other social strata. The study focuses on Reich Chancellor's strategy was aimed at reducing the severity of political and social problems and creating a social balance between different social strata. The author emphasizes that the head of the German government not only sought to isolate the working class out of the social democracy through social concessions, but also to maintain peace and harmony in new industrial society, open the way to its consolidation, which was supposed to come to stability through social reforms. The author pays particular attention to the structure, organization and influence of the political parties. The study provides the statistical data on the share of voters who voted for the parties and the number of deputy mandates received from the results of general elections, as well as describes various political programs.

The article deals with the causes, course and consequences of the split in 1917, Russia's largest political party — the Socialist-Revolutionaries. We give the political assessment of this event, representatives of the national data of democratic socialism — Right Socialist–Revolutionaries, Mensheviks, People's Socialists. With a different attitude towards the SRP, they all agreed that the split of the Socialist–Revolutionary Party not only caused irreparable damage to itself but led to extremely negative consequences for the entire development of democracy in revolutionary Russia. Ideological features of parliamentary political parties of the Russian Federation at the present stage are considered. The processes of formation of conservatism as the official ideology of the United Russia party are touched upon. Attention is paid to the phenomenon and values of the concept of "Russian conservatism". In addition, we consider the conservative attitudes and elements contained in the ideologies of the political parties of the Communist party, "Just Russia", the LDPR. The study was conducted in the framework of partology, through historical and descriptive methods, as well as the method of analysis and study of documents.Key words: political party, ideology, conservatism, Russian conservatism, socialism, social democracy, liberal democracy, patriotism. ; В статье рассматриваются идеологические особенности парламентских политических партий Российской Федерации на современном этапе. The Battle of Kulikovo on September 8, 1380 is rightfully considered one of the most renowned battles of Russian military history. That day, the Russian army under the command of the Grand Duke of Moscow and Vladimir, Dmitry Ivanovich, infl icted a crushing defeat on the army of the powerful Horde temnik and the uncrowned ruler of a large part of the Golden Horde Mamai. In the following decades, through the efforts of several generations of Russian scribes, the "Kulikovo myth" was created, which has been refl ected in the works, chronicles and literary sources of the "Kulikovo cycle". This myth has had a tremendous infl uence onthe subsequent tradition of studying the Battle of Kulikovo and the campaign of 1380 in Russian historical literature. In this paper, the author proposes to take a new look, with due account of the new trends and methods of studying Russian military affairs of the late Middle Ages - early modern times, at one of the components of this "myth" - the estimates of the "numerous" number of Russian troops which exist in scientifi c and especially popular literature, who gave battle to the Horde that day. Based on the available direct and indirect evidence, the author comes to a conclusion that Dmitry Ivanovich's regiments on the Kulikovo fi eld amounted to about 10-12 thousand horse soldiers. ; Куликовская битва 8 сентября 1380 г. по праву считается одним из известнейших сражений русской военной истории. В тот день русская рать под началом великого князя московского и владимирского Дмитрия Ивановича нанесло сокрушительное поражение войску могущественного ордынского темника и некоронованного властителя немалой части Золотой Орды Мамая. В последующие десятилетия усилиями нескольких поколений русских книжников сложился «куликовский миф», нашедший свое отражение в произведениях, летописных и литературных, «куликовского цикла». Этот миф оказал колоссальное влияние на последующую традицию изучения Куликовской битвы и кампании 1380 г. в отечественной исторической литературе. В данной статье автор предлагает взглянуть с учетом новых тенденций и методик в изучении русского венного дела эпохи позднего Средневековья – раннего Нового времени на одну из составляющих этого «мифа» – бытующие в научной и в особенности в популярной литературе «тьмочисленные» оценки численности русского войска, давшего в тот день бой ордынцам. На основе имеющихся прямых и косвенных свидетельств автор приходит к выводу, что полки Дмитрия Ивановича на Куликовом поле насчитывали порядка 10-12 тыс. конных воинов.
