The objective of this thesis is to explore in greater depth the process of creating a public health observatory and the processing of the information needed to take territorial decisions in the county of Alt Empordà. The outcome is the creation of Indika, the Health and Social Pole of the Alt Empordà. Indika is a public health agency that acts as the territory's health and well-being agent. The objective of Indika is to generate knowledge about the impact of social determinants of health in Alt Empordà. To do so, it uses a working framework based on three points: to inform, to discuss, and to act. This working framework served to produce the visual information solutions, including infographics, collections of indicators, and a web application whose purpose is to portray the existing problems in the territory to start debate with the different political and social agents to take decisions on improvement initiatives. Apart from creating a public health observatory, two parallel lines of action have also been developed in this thesis: the creation of public structures to store information based on events as a way of structuring medical information. These two lines of investigation have resulted in the creation of the "Indika Data Repository", an information repository about the county of Alt Empordà, using the collaborative platform GitHub and the implementation of the eventr package in R programming language, and currently published in the Comprehensive R Archive Network. A partir de 2011 se ha reforzado el gobierno económico de la UE a través de seis instrumentos legislativos, el llamado Six Pack, que supone fundamentalmente una reforma de la supervisión de la política presupuestaria de los Estados miembros. Más recientemente el Tratado de estabilidad, coordinación y gobernanza de UE de marzo de 2012 (TECGUE) establece un conjunto de normas destinadas a promover la disciplina presupuestaria a través de un pacto presupuestario a reforzar la coordinación de sus políticas económicas y a mejorar la gobernanza de la zona del euro. En el presente trabajo se analiza si este modelo basado en una estricta disciplina presupuestaria es compatible con los postulados del Estado social, y más concretamente con los principios de justicia del gasto público. En efecto, a partir de la reforma del art. 135 de la Constitución Española, el principio de estabilidad presupuestaria debe ser interpretado coordinadamente con otros principios constitucionales que en el momento presente están plenamente vigentes y pueden adquirir una nueva función: la de actuar como límite y medida del objetivo de estabilidad presupuestaria. Del mismo modo se analizan los principios de coordinación entre las políticas presupuestarias y de endeudamiento de los Estados miembros en un Estado con una pluralidad de Haciendas, como es el caso español. ; From 2011 onwards, the Economic Governance of the EU on the Member States has been strengthened through six main instruments of legislation, the so-called Six Pack, which is primarily a supervision reform of the Member States budgetary policy. More recently Treaty on Stability, Coordination and Governance of EU from March 2012 (TECGUE) establishes a set of rules aimed to promote the budgetary discipline through a fiscal pact, to strengthen the coordination of their economic policies and to improve governance within the euro area. In this paper we analyze whether this model based on a strict budgetary discipline is well-matched with the tenets of the welfare state, and more specifically with the public spending principles of justice. Indeed, since the reform of art. 135 of the Spanish Constitution, the principle of budgetary stability should be interpreted in coordination with other constitutional principles which at present are in full force and can acquire a new role: to operate as a boundary and a extent of the budgetary stability objective. Similarly, principles of coordination between the General Government Debt and Budgetary Policies of the Member States within a state with a plurality of Public Finances, such as the Spanish case, have been also analyzed.

'Writing is a process; the act of transforming thoughts into print requires a non-linear sequence of stages or creative acts' (James B. Gray, cited by Cassany, 1993). I would add that it is also the act of transforming experience. This article describes my own personal process of transformation in the experience and understanding of vulnerable employment - a slow, open, recursive and difficult process. The first, academic, section flows easily. Then things get harder. The auto-ethnography was the most challenging part. Firstly because it was a matter of personal reflection; then because of a having to strip naked, as it were. Finding a reasonably elegant and flexible way to link the two sections was demanding, and one of the objectives of the exercise was to reach a satisfactorily readable end result.

Anti-fascism makes working or fighting against fscism the top priority, and two basic types of anti-fascism emerged in Europe and North America from 1936 to 1945. The first was revolutionary; the second was conservative and even counterrevolutionary. From the Munich Agreement to the fall of France, and in the face of strong isolationist opposition, US counterrevolutionary anti-fascists—who are usually labeled "interventionists" in the historiography—articulated to an increasingly sympathetic public how fascist regimes jeopardized the United States' national security and way of life.

This paper describes the steps undertaken by the Barcelona Institute of Culture (ICUB) to standardize criteria for describing and analysing the content of municipal museums' humanities heritage collections. The project began with an initial analysis, which led to a series of proposals based on documentation standards. These proposals were then examined with the museums in various work sessions. The result is a handbook of documentation guidelines and criteria that can be applied in all museums. At the same time, a work plan was made to adopt as a reference a Catalan translation of the Art & Architecture Thesaurus. The Catalan government's Directorate General for Cultural Heritage is responsible for the translation. Finally, the paper analyses the importance of this process of standardization in the context of new challenges for the dissemination of museum heritage online: Europeana and Linked Open Data.

This research analyses the patterns of social interaction of a specific group of young people who play on-line games in a cybercafe in Barcelona. This group can be classified as a hybrid -on-line/ off-line- since their face-to-face interaction alternates with, and is frequently superimposed on, their virtual interaction. This means that the delocalization that accompanies other uses of the Information and Communication Technologies (ICTs) occurs only in a limited way. What does take place is a reinterpretation of the forms of social interaction of whatever group of young people; at the same time, there is also an interpretation of new information technologies, adapting them to traditional forms of socialization. It is possible to observe how physical place and cyberplace are united and intermingled in various ways, as are face-to-face life and cyber-experience.

Com la seva generació, Valls és marcat per la Guerra Civil i la repressió franquista. Per això veié la humanitat des del realisme polític pessimista i agonista; i cercà fonamentar filosòficament un «nosaltres» que acabés amb la lluita de tots contra tots. Analitzem els seus atacs als «nosaltres» construïts sobre la classe, la cultura o nació, la societat civil o el «jo» individual, l'emotivisme i el moralisme, que són impotents i alimenten el natural «agonisme» humà. A canvi, Valls primer va creure trobar el «nosaltres» en l'Església, però se'n desmarcà radicalment i només confià en una versió hegeliana de l'Estat. Therefore he viewed humanity from realpolitik, pessimistic and agonistic; he searched to give a philosophical base to an "we" which would end the struggle of one against another. We analyze his attacks on "we" built on class, culture or nationality, civil society o the "I" individual, emotivism or moralism, which are impotent and feed the natural human "agonism". Instead, Valls first thought he'd found the "we" in the church, but then changed radically and only trusted the Hegelian version of the state. La televisió local s'ha vist en els darrers anys com una indústria emergent vinculada a projectes de clústers audiovisuals. A través d'entrevistes amb els actors implicats, aquest article desmunta el discurs optimista generat entorn de la capacitat de la televisió local per actuar com a tractor de la indústria audiovisual, i estableix que no contribueix a desenvolupar uns clústers audiovisuals locals, que s'han multiplicat sense control per la falta d'una política nacional de clústers per l'audiovisual. La inacció de l'Administració autonòmica ha provocat problemes com l'excés de competència o la falta de coordinació. ; La televisión local se ha visto en los últimos años como una industria emergente vinculada a proyectos de clústeres audiovisuales. A través de entrevistas con los actores implicados, el presente artículo desmonta el discurso optimista generado en torno a la capacidad de la televisión local para actuar como tractor de la industria audiovisual, y establece que no contribuye a desarrollar unos clústeres audiovisuales locales, que se han multiplicado sin control por la falta de una política nacional de clústeres para el audiovisual. La inacción de la Administración autonómica ha provocado problemas como el exceso de competencia o la falta de coordinación. ; In the last years, local television has been seen as an emerging industry linked to projects of audiovisual clustering. Through interviews with some of the actors implied in these processes, this article takes to pieces the discourse generated around the capacity of local television to act as a driver of the audiovisual industry; it cannot contribute to develop local audiovisual clusters, which have grown without control because of the lack of a national cluster policy for the audiovisual sector. El TJUE ha desarrollado una rica jurisprudencia en torno a la edad como causa de discriminación prohibida, si bien con una exclusiva proyección en el ámbito de las relaciones laborales, pues hasta ahora es el único ámbito donde el Consejo ha ejercido la competencia prevista en el art. 19 TFUE en relación con esta causa de discriminación. Tal y como se articula en la Directiva 2000/78, la edad es merecedora de un nivel intermedio de protección, sobre todo en comparación con otras discriminaciones prohibidas por el Derecho de la Unión, como el sexo o la nacionalidad. Ello se debe a la propia redacción de la Directiva 2000/78, que establece un marco general mínimo para luchar contra la discriminación por razón de edad, circunscrito al ámbito del empleo y la ocupación. No obstante, el TJUE aporta importantes precisiones respecto al alcance y la articulación de las causas de justificación de una diferencia de trato basada en la edad, tal y como se establecen en dicha Directiva, así como respecto a ciertos efectos jurídicos de la no discriminación por razón de la edad, especialmente en las relaciones entre particulares. En este sentido, el TJUE ha afirmado la aplicación supletoria e incluso independiente del principio general del Derecho que prohíbe la discriminación por razón de la edad, también en las relaciones horizontales, siempre que la situación litigiosa se englobe dentro del ámbito de aplicación del Derecho de la Unión. La jurisprudencia Mangold/Kücükdeveci confirma con certeza que la Directiva 2000/78 no ha establecido un principio general de no discriminación por razón de la edad, sino que esta norma está destinada a facilitar la aplicación concreta de este principio general del Derecho en el ámbito del empleo y la ocupación, pero sin alterar el contenido ni el alcance jurídico del mismo. Ahora bien, en el Asunto Kücükdeveci el TJUE ha revisado el fundamento de este principio general del Derecho al entender que, a partir de su positivación en el art. 21 de la Carta de los Derechos Fundamentales, es ésta la sede desde la que dicho principio despliega sus posibilidades y los límites de su eficacia. Este razonamiento ha sido utilizado por el TJUE para afirmar que otras manifestaciones específicas del principio de no discriminación, como la orientación sexual, también se benefician del estatus de principio general del Derecho de la Unión. ; The ECJ has developed a significant amount of case law on age as a prohibited ground of discrimination, this case law having been so far exclusively reflected in the labour relations field. This is the only field where the Council has exercised the competence set forth in art. 19 of TFEU on this ground of discrimination. Under Directive 2000/78, age is granted an intermediate level of legal protection, especially when compared to other prohibited grounds of discrimination under EU Law, such as sex or nationality. This results from the drafting of Directive 2000/78 itself, which establishes a minimal general framework to fight discrimination on the ground of age, one exclusive to the employment and occupation fields. However, the ECJ provides significant specifications as to the scope and wording of the pleas for unequal treatment on the ground of age, as established in the said Directive. Likewise, the ECJ, details the particular legal effects of non-discrimination on the grounds of age, especially on relations between individuals. In this sense, the ECJ confirms the supplementary, even independent, application of the legal general principle prohibiting discrimination on grounds of age to horizontal relations, provided that the dispute is framed within the EU Law scope of application. The Mangold/Kücükdeveci case law confirms that Directive 2000/78 does not establish a general principle of non-discrimination on grounds of age, but it facilitates the application of this legal General Principle of EU Law to the labour field, without altering the principle's legal content or scope. Yet, in the Kücükdeveci case, the ECJ has reviewed the basis of this General Principle of EU Law, enshrined in Article 21 of the Charter of Fundamental Rights of the European Union, upon considering the latter the legal framework within which the principle becomes effective. This has been the reasoning provided by the ECJ so as to hold that other specific manifestations of the principle of non-discrimination, as for instance sexual orientation, are granted the status of General Principles of EU Law as well.
