"Dieser Artikel adressiert offene Fragen der Funktionsweise der Offenen Methode der Koordinierung, die in den letzten Jahren eine herausragende Bedeutung in der europäischen Sozialpolitik gewonnen hat. Im Zuge des Übergangs zu einer wissensbasierten Wirtschaft und Gesellschaft soll die neue Form des Regierens nach dem Vorbild der Beschäftigungsstrategie nun auch in der Renten-, Gesundheits- und Inklusionspolitik angewendet werden. Diese Entwicklung fand in der Forschungsliteratur eine breite Rezeption, wobei die Einschätzungen des Gestaltungspotenzials der Methode dabei zwischen optimistischen und skeptischen Positionen schwanken. Zu dieser Debatte will der Artikel beitragen, indem er erstens nachzeichnet, wie die Grundsätze neuer Formen des Regierens als Funktionsprinzipien in die Offene Methode der Koordinierung inkorporiert sind und diese Überlegungen, zweitens, bei einer empirischen Untersuchung der Inklusionsstrategie am Beispiel Deutschlands anwendet. Daran anknüpfend wird in den Schlussfolgerungen das Spannungsfeld von Lernen und Politik vermessen, in dem sich Politikgestaltung mit der Offenen Methode der Koordinierung bewegt. Es zeigt sich, dass der Methode als Prozess von Lernanreizen durch das Prinzip der Freiwilligkeit und der grundsätzlichen Lernorientierung Grenzen gesetzt sind; Grenzen, die einerseits immer dann hervortreten, wenn politische Interessen mit Lernanforderungen kollidieren, die andererseits aber nicht zwangsläufig Lernprozesse verhindern." 'Auf europäischer Ebene ist mit der 'offenen Methode der Koordinierung' ein neues Instrument geschaffen worden, von dem erhebliche Auswirkungen auf die Gestaltung nationaler Sozialpolitik ausgehen können. Dabei handelt es sich um gemeinsam vereinbarte Ziele, deren Konkretisierung und Messung anhand von Indikatoren sowie um einen anschließenden Bewertungsprozess. Dieses Verfahren wird inzwischen auch auf die Alterssicherung angewandt. Am Beispiel zweier zentraler Zielkomplexe - 'fiskalische Nachhaltigkeit' und 'Angemessenheit von Renten' - werden Aufgaben, offene Fragen und mögliche Folgen diskutiert. Die ersten Erfahrungen zeigen bereits, dass es zu einer Verlagerung von Kompetenzen auf die europäische Ebene kommen kann. Die Methode ist inzwischen auch im Konventsentwurf für eine europäische Verfassung verankert, wobei u.a. auf die Entwicklung von Leitlinien verwiesen wird. Durch die Erweiterung der EU werden sich zudem die Gewichte im Hinblick auf jeweils realisierte Systeme der Alterssicherung verschieben. Dies wiederum kann für den auf europäischer Ebene vorzunehmenden Bewertungsprozess Folgen haben und auf nationale sozialpolitische Entscheidungen ausstrahlen.' [Autorenreferat]
