Vol. 17, No. 1, April 2014, p. 79 - 96 ; One big concern towards staff competency level is by doing a comprehensive research, every organization should know how its real staff competency level, its related factor, and also the impact of competency level towards staff performance. In this research result, the variable of education background does not affect the competency level. Meanwhile working experience variable has positive relationship towards competency level. Moreover, it is proven that there is a significant difference in competency level between staffs who have ever joined trainings and those who have never joined trainings. While staffs who have office administrative and secretarial education background have better competency level compared to those who do not have similar education background. The research result shows that office administrative staff's competency significantly affects staffs' performance. This research is expected to be able to give exact description on how far the staff competency level of Satya Wacana Christian University administrative staffs, also to identify the related factors towards staff competency level and its relationship with their working performance. The result is expected to give contributions to human resources management of Satya Wacana Christian University (UKSW) in developing and improving the human resources quality especially administrative staff of UKSW
Audit opinion is an important information required by financial information users. This opinion could influence the decision made by the investors and other stakeholders. The research on the factors affecting audit opinion is still limited in public organization, especially in Central Government. Therefore, this study try to investigate the factors affecting the audit opinion in Indonesia Central Government. The study use the agency theory to explain what factor affecting the going concern audit opinion. By using 92 Ministry and Institutions in Central Government, data of 2012 financial report, and logistic regression. We find that prior audit opinion and audit lag as factors affecting the going concern audit opinion. In addition, these variables influence the audit opinion positively. However, the education background of leader and institutions size do not affect the going concern audit opinion. This research give the contribution to the practical and theoretical. The declining attention of young voters on several aspects makes political education very vital for the sustainability of democracy in Indonesia. Political education for students who are young voters in this case are students of the Constitutional Law is considered important to increase their participation at the tertiary level, namely the election of DEMA (Student Executive Council) IAIN Madura. This study used an approach to students of the Constitutional Law study program, Islamic State Faculty of IAIN Madura through observation and interviews as well as data collection supported by document studies through several relevant kinds of literature so that data triangulation was then carried out to produce valid data. The results showed that in the aspect of students' initial knowledge about elections from several informants of the Constitutional Law study program students obtained data that they already had a good understanding of. Then on the aspect of student perspectives on campus politics, some of them do not know information about the election of the chairman of the DEMA (Student Executive Council) due to several reasons behind it. So then to increase student political participation in the election of the chairman of DEMA the author formulated three political stimuli, namely through learning political science courses, through campus organizations, and mass media.
Regional Technical Implementation Units (UPTD) Work Training Centers (BLK) and Regional Revenue Bodies (Bapenda) Disnakertrans Tulungagung Regency is a newly established public organization. As a new public sector, an institution should have maturity in the fields of management and organization that are reflected in measurable work plans, regulations, clear governance, standard operation procedures, and guarantees of quality quality of institutions and graduates who must always be evaluated with appropriate instruments. This program takes one of the above BCS perspectives, namely the internal business perspective; from the perspective of a strategy based on Human Resources (HR). The making of the BSC will be based on the details of the governance that has been determined by the laws and regulations related to the two UPTDs which are then determined by the indicators of the implementation of the work program based on the capacity of the HR they have. The making of the work program indicator is based on the key performance indicator (KPI) theory. The aim of the program and the benefits of this program is to become one of the proofs of good cooperation between the institutions of STKIP PGRI Tulungagung and the Regency Government of Tulungagung Regency especially at the UPTD BLK and Bapenda Disnakertrans; to donate lecturers' knowledge to the public; and to improve the quality of management of government / public sector management in the Tulungagung Regency area. The Prosperous Justice Party (PKS), one of the Islamic parties In Indonesia, has a Regional Leadership Council (DPD) in each district or city. Regional Leadership Council (DPD) of Bandung City is interesting to study since it has a unique regeneration process and the organizations (under brow) have scored excellent cadres. This study aims to analyze the regeneration process of DPD PKS at Bandung City to maintain its existence in the 2014 election using the theory of political recruitment through the regeneration pathway proposed by Almond and Powell. The research was a qualitative method with data collection techniques carried out through secondary data collected by the General Elections Commission (KPU) of Bandung City. The primary data collected from PKS cadre interview process. This study found that the DPD PKS regeneration process of Bandung City affected the quality of promoted cadre, thus influencing the quality and existence of the party. Rice is a staple food in East Java, and the average consumption is 100 kg/capita/year. However, rice productivity has declined dramatically in recent years. Food security can be reached by improving the technical efficiency of rice farming, especially in rice farming centers such as East Java Province. This study aims to measure technical efficiency and its determinants using two limit tobit. And it also aims to examine the effect of the technical efficiency of rice farming on food security using logit regression. Technical efficiency will be measured by using data envelopment analysis (DEA). The results show that the technical efficiency of rice farming is very low in East Java. Government assistance, irrigation, and extension have a significant effect on technical efficiency. Meanwhile, membership of farmer organization has no effect on technical efficiency. Around 69% of farmers can be categorized as food secure households. The estimation of logit regression shows that household size, income, land size, education, age, and gender significantly influence food security in East Java. Meanwhile, credit and technical efficiency did not have any significant effect.
Democracy in Indonesia have exams with the emergence of the phenomenon of political dynasty. The phenomenon of dynastic politics due to five things: first, the impact of the electoral system and the competition the more liberal. Second, the portrait of the failure of political parties in binding constituents . Third, the lack of regeneration system and internal patterns of rekuitmen in political parties, especially the mechanism in the determination of candidates. Fourth, that too much traction power elites of political parties, especially the elite at central level. Fifth, the strengthening of political pragmatism and the decline of militancy cadre which causes the machine party organizations can not be optimal, and may encourage the proliferation of money politics and political dynasties. The practice of regeneration in Indonesia is still very far from expectations, because of the failure of the regeneration, many parties have given birth to instant party cadres. This Party cadre made the black face of parliament in the Government. Every Political Party has or practices a different Cadre system and decides its cadre skills, which makes the Party understand the cadres' burdens, functions, roles and tasks that have an influence on the electability of its Party. The purpose of this study was to determine the role of regeneration in the Group of Work Groups in Bangli Regency. This study uses qualitative data analysis methods. In this study the research subjects numbered 59 and the sampling technique used was Purposive Sampling, namely 6 people who understood about the Kadersiasi process in DPD II in the Golongan Karya Party, especially in Bangli Regency. Data collection techniques used in this study were observation, interview, and documentation techniques. The research results obtained, DPD II of the Group of Work Groups in Bangli Regency conducted political recruitment in accordance with the functions of the party, the recruitment process carried out by the Working Group every 6 months to get new prospective members and who would later be prepared to become cadres. From the recruitment process of the Party of Work Group DPD II Bangli Regency which is able to have as many as 1,765 members spread throughout Bangli Regency. The regeneration of the Group of Work in DPD II in Bangli Regency is carried out every 4 years in accordance with the Statutes / By-Laws, the Regulations of the Party Organization, in the regeneration there is a pattern or mechanism applied by the DPD Party II in the Group of Work in Bangli Regency implementing a tiered cadre of Education Primary or Regency level regeneration.
